In this paper, the link between Plan Colombia and violence is explored. This paper exploits the difference in the success of the program among the different regions to identify the potential side effects on homicides and violent deaths. Results show no significant effects observed on homicides. On the other hand, evidence was found of increases in the number of violent deaths for women living in urban areas, and an opposite negative effect for men living in rural areas. These findings are consistent for different specifications of the model, the cut-off end of the program, and the classification of the regions’ criteria.

This paper estimates the effect of lighting on violent crime reduction. We explore an electrification program (LUZ PARA TODOS or Light for All - LPT) adopted by the federal government to expand electrification to rural areas in all Brazilian municipalities in the 2000s as an exogenous source of variation in electrification expansion. Our instrumental variable results show a reduction in homicide rates (approximately five homicides per 100,000 inhabitants) on rural roads/urban streets when a municipality moved from no access to full coverage of electricity between 2000 and 2010. These findings are even more significant in the northern and northeastern regions of Brazil, where rates of electrification are lower than those of the rest of the country and, thus, where the program is concentrated. In the north (northeast), the number of violent deaths on the streets per 100,000 inhabitants decreased by 48.12 (13.43). This moved a municipality at the 99th percentile (75th) to the median (zero) of the crime distribution of municipalities. Finally, we do not find effects on violent deaths in households and at other locations. Because we use an IV strategy by exploring the LPT program eligibility criteria, we can interpret the results as the estimated impact of the program on those experiencing an increase in electricity coverage due to their program eligibility. Thus, the results represent local average treatment effects of lighting on homicides.

Pathologically elevated body core temperature, measured at the death scene, is an important finding in medico-legal investigation of violent deaths. An abnormally high rectal temperature at any death scene may point to an underlying pathology, the influence of certain drugs or a hidden cerebral traumatism, and death by suffocation which would remain undetected without further medico-legal investigations. Furthermore, hyperthermia and fever, if unrecognized, may result in an erroneous forensic estimation of time since death in the early postmortem period by the "Henssge method." By a retrospective study of 744 cases, the authors demonstrate that hyperthermia is a finding with an incidence of 10% of all cases of violent death. The main causes are: influence of drugs, malignant tumors, cerebral hypoxia as a result of suffocation, infections, and systemic inflammatory disorders. As a consequence it must be stated, that hyperthermia must be excluded in every medico-legal death scene investigation by a correct measurement of body core temperature and a comparison between the cooling rate of the body and the behavior of early postmortem changes, notably livor and rigor mortis.

What is less discussed is the way in which non -criminal investigations by police, in areas like a death investigation, may perpetuate similar types of engagement with vulnerable populations. In Australia, as elsewhere, it is the police who are responsible for investigating both suspicious and violent deaths like homicide as well as non - suspicious, violent deaths like accidents and suicides. Police are also the agents tasked with investigating deaths which are neither violent nor suspicious but occur outside hospitals and other care facilities. This paper reports on how the police describe - or are described by others - their role in a non - suspicious death investigation, and the challenges that such investigations raise for police and policing.

This paper, part of a larger funded Australian research project focusing on the ways in which cultural and religious differences are dealt with during the death investigation process, reports on how police describe – or are described by others – during their role in a non-suspicious death investigation, and the challenges that such investigations raise for police and policing. The employment of police liaison officers is discussed as one response to the difficulty of policing cultural and religious difference with variable results.

Nas últimas três décadas, o Brasil produziu mais de um milhão de mortos por homicídios, alcançando assim a triste posição de 18 país com maior taxa de mortes violentas no mundo (GENEVADECLARATIONON ARMED VIOLENCE AND DEVELOPMENT, 2011). Para solucionar tal problema, diversos esforços privados e públicos foram feitos, tendo sido o Estatuto de Desarmamento um dos esforços de maior destaque. No entanto, apesar de decorridos mais de dez anos após a promulgação desta legislação, a literatura econômica sobre o crime ainda não é unânime acerca dos efeitos das armas de fogo sobre os crimes violentos. Com a intenção de analisar estes efeitos, esta dissertação investiga as diferentes abordagens da Teoria Econômica do Crime e elabora um modelo teórico capaz de respaldar a análise empírica. Esta análise, por sua vez, avalia as relações entre armas de fogo e homicídios por perfuração de arma de fogo no Brasil e no Estado do Rio Grande do Sul, por meio de Vetores Auto Regressivos em painel. Dos resultados obtidos, conclui-se que os efeitos entre armas e homicídios variam de acordo com as heterogeneidades locais, não sendo possível extrapolar os mesmos.

In societies emerging from conflict/war, sustained occurrence of violence appears to be a common feature. In Northern Ireland, while incidents of violent deaths and injuries specifically related to the political conflict have decreased dramatically since 1998, regular riots and paramilitary activity confirm continuing division and conflict. The study described here explored children’s perceptions of their own lives and their predecessors’ lives in the country, through a draw-and-tell technique (n=179). While multiple positive elements of peace/hope were depicted by the majority of children, especially in the pictures portraying the present, negative elements and violent references mostly appeared in the pictures representing the past. Violence was more likely to be portrayed by boys, older children, and those attending segregated education.

El propósito de este artículo es el femicidio considerado como un delito por razones de género. Ofrece un análisis feminista de las dimensiones conceptuales del tipo penal; incluye los principales argumentos explorados en América Latina, examina diferentes aspectos defendidos por feministas y activistas del movimiento de mujeres, tiene en cuenta algunas reacciones desencadenadas por la tipificación y considera la estructura general del delito tal como ha sido aprobado en seis países: Costa Rica (ley especial, 2007), Guatemala (ley especial, 2008), México (ley general, 2007), El Salvador (ley especial e integral, 2010), Colombia y Chile (reformas del código penal, 2008 y 2010). Este studio es muy importante porque los asuntos penales, además de generar diferentes debates a nivel judicial y legislativo han abierto nuevas vías para continuar la investigación crítica de esta expresión extrema de las violencias de género que atacan los cuerpos de las mujeres y menoscaban el derecho a vivir una vida libre de violencias.

El trabajo explora la emergencia de temas y la constitución de problemas públicos que integran la agenda de la seguridad en Argentina en la etapa democrática a partir de procesos vinculados a la problematización pública de muertes violentas constituidas como casos conmocionantes. Con estos fines, el análisis integra la reconstrucción en el registro de la acción pública de casos conmocionantes con una revisión de trabajos que desde las ciencias sociales abordan dimensiones de la muerte violenta y problemas vinculados a la agenda nacional de la seguridad. Como punto de llegada del análisis destacamos la capacidad que en la actualidad manifiesta la inseguridad para absorber e integrar dimensiones en tanto problema que se constituye como un guion cultural privilegiado para la comprensión de la violencia, que sintetiza sentidos sociales circulantes sobre el riesgo y que sirve de plataforma para la demanda política de amplios sectores de la ciudadanía.

Los medios de comunicación tienen un gran potencial para influir en los temas que la población comenta. Es así que con el presente estudio se pretende conocer cómo los medios construyen los discursos sobre las muertes violentas de mujeres, en tanto que si lo hacen desde una perspectiva educativa y preventiva podrían contribuir a la erradicación de la violencia contra las mujeres, pero si por el contrario lo hacen de manera sensacionalista ayudarán a reproducir estereotipos acerca del rol que la mujer debe cumplir dentro de la sociedad. Esta investigación tiene como objetivo principal examinar el tratamiento periodístico que realizaron los diarios El Mercurio, El Comercio y El Universo sobre los casos de femicidio de Cristina Suquilanda, Karina del Pozo y Edith Bermeo, respectivamente. Para determinar si el abordaje fue sensacionalista o por el contrario se incluyó una perspectiva de género, se utilizó la metodología del Análisis Crítico de Discurso que permitió develar las construcciones discursivas que se hacen alrededor de las muertes violentas de mujeres. De esta manera se encontró que no existe una perspectiva de género en las noticias sobre femicidios.

This practice-led research was initiated in response to a series of violent encounters that occurred between my fragile installations and viewers. The central focus of this study was to recuperate my installation practice in the wake of such events. This led to the development of a ‘responsive practice’ methodology, which reframed the installation process through an ethical lens developed from Emmanuel Levinas’ ethical phenomenology. The central propositions of this research are the reconceptualisation of ‘violent encounters’ in terms of difference whereby I accept viewers responses, even those which are violent, destructive or damaging, and secondly that the process operates as a generative excess for practice through which recuperative strategies can be found and implemented. By re-examining this process as it unfolded in the three phases of the practical component, I developed strategies whereby violated, destroyed or damaged works could be recuperated through the processes of reconfiguration, reparation and regeneration. Therefore my installations embody and articulate vulnerability but also demonstrate resilience and renewal.
