By law, rescue services must anticipate and plan future rescue situations so that the emergency measures taken in the event of an accident can be accomplished quickly and effectively. To reach this goal, rescue services planning must be up to date. The development of rescue services is di-rected by the Rescue Act, and guidelines such as the readiness program, based on that law. The guidelines give the basic principles for organizing rescue services. This paper studies the ability of rescuers to reach different locations now, and in the future, and whether this happens within the time constraints required by the readiness program. The time per-spective of the study includes both the current time and the future. Predictions of possible future situations are based on zoning information. The goal of the study is to find out whether there are any gaps in the network of fire stations or if gaps will develop in the near future. The strong growth and increase in the population of the greater Helsinki area, and of surrounding towns, creates many challenges for city planning, including rescue services. This study targets the two towns of Espoo and Kirkkonummi, where fast growth specifically into new housing areas, makes planning of rescue services challenging. Many new options are available for planning due to technological developments. The combined methods of planning and geo-informatics used in this study help to determine the need for new resources in rescue services. By using these methods, the planning of rescue services could be done at least 10 years into the future.

Uudenmaan ELY-keskuksen liikennestrategia 2025 : Elinkeinoelämälle edellytyksiä ja asukkaille sujuvaa arkea

Uudenmaan ELY-keskuksen liikennestrategiaan on koottu näkemys toiminnan pitkän aikavälin tavoitteista ja linjauksista noin kymmenen vuoden aikajänteellä. Alueellisen liikennepolitiikan pitkän aikavälin suunnittelua tehdään maakunnallisissa ja seudullisissa liikennejärjestelmäsuunnitelmissa, joiden laadinnassa ELY-keskus on tiiviisti mukana. Alueelliset suunnitelmat yhdessä valtakunnallisten liikennestrategioiden kanssa muodostavat ELY-keskuksen tienpidolle ja sen ohjelmoinnille sekä joukkoliikenteen järjestämiselle merkittävän strategisen perustan. Valtakunnalliset liikennepoliittiset painotukset, kuten käyttäjien tarpeista ja yhteiskunnan odotuksista lähtevä palvelutasolähtöinen suunnittelu, nostavat uusia painotuksia esiin myös tienpidon näkökulmasta. Liikenne nähdään kokonaisvaltaisena palveluna. gitalisaatio muuttaa liikennejärjestelmää ja samalla sekä asettaa ELY-keskuksen toiminnalle uusia vaatimuksia että tuo siihen uusia mahdollisuuksia.

Uudenmaan vesistöjen ja rannikkovesien tila vuonna 2015

Vuosi 2015 oli edellisen vuoden tapaan poikkeuksellisen, jopa ennätyksellisen lämmin. Helsingin Kaisaniemessä vuoden keskilämpötila oli jopa 1,9 astetta tavanomaista korkeampi. Talvi oli jälleen lyhyt, lauha ja vähäluminen. Suurimmat virtaamat jokivesistöissä mitattiin keväällä ja vuoden lopussa. Jokien mereen kuljettamat ainemäärät olivat vuonna 2015 hiukan edellisvuotta suurempia. Järvien happitilanne lopputalvella 2015 oli kohtalainen johtuen lauhasta talvesta ja lyhyestä jääpeitekaudesta. Kesäaikainen klorofyllipitoisuus oli järvissä keskimäärin samalla tasolla kuin vuonna 2014. Uudenmaan rannikkomerialueella ei ole tapahtunut suuria muutoksia. Merialue on edelleen rehevöitynyt ja pohjien happitilanne on monin paikoin heikko. Sinilevätilanne oli alkukesällä 2015 melko rauhallinen johtuen viileästä ja sateisestä säästä. Sinileväkukinnat runsastuivatkin sekä merialueella että sisävesillä vasta elokuussa. Avomerialueilla loppukesän sinileväkukinnat olivat edellisvuotta suuremmat. Tässä raportissa on käsitelty vain pientä osaa Uudenmaan ELY-keskuksen vesistöseurantojen tuloksista. Kaikki alueen järvien, jokien ja rannikkovesien veden laadun seurantatulokset löytyvät internetistä osoitteesta: http://www.syke.fi/fi-FI/Avoin_tieto. On separation of concurrency and conflicts in acyclic process models

Recently, a new approach for structuring acyclic process models has been introduced. The algorithm is based on a transformation between the Refined Process Structure Tree (RPST) of a control flow graph and the Modular Decomposition Tree (MDT) of ordering relations. In this paper, an extension of the algorithm is presented that allows to partially structure process models in the case when a process model cannot be structured completely. We distinguish four different types of unstructuredness of process models and show that only two are possible in practice. For one of these two types of unstructuredness an algorithm is proposed that returns the maximally structured representation of a process model.

On application of structural decomposition for process model abstraction

Real world business process models may consist of hundreds of elements and have sophisticated structure. Although there are tasks where such models are valuable and appreciated, in general complexity has a negative influence on model comprehension and analysis. Thus, means for managing the complexity of process models are needed. One approach is abstraction of business process models-creation of a process model which preserves the main features of the initial elaborate process model, but leaves out insignificant details. In this paper we study the structural aspects of process model abstraction and introduce an abstraction approach based on process structure trees (PST). The developed approach assures that the abstracted process model preserves the ordering constraints of the initial model. It surpasses pattern-based process model abstraction approaches, allowing to handle graph-structured process models of arbitrary structure. We also provide an evaluation of the proposed approach.

Reducing complexity of large EPCs

Business processes are an important instrument for understanding and improving how companies provide goods and services to customers. Therefore, many companies have documented their business processes well, often in the Event-driven Process Chains (EPC). Unfortunately, in many cases the resulting EPCs are rather complex, so that the overall process logic is hidden in low level process details. This paper proposes abstraction mechanisms for process models that aim to reduce their complexity, while keeping the overall process structure. We assume that functions are marked with efforts and splits are marked with probabilities. This information is used to separate important process parts from less important ones. Real world process models are used to validate the approach.

Analysis of simplified variants of SHA-256

In this paper we analyse the role of some of the building blocks of SHA-256. We show that the disturbance-correction strategy is applicable to the SHA-256 architecture and we prove that functions Σ, σ are vital for the security of SHA-256 by showing that for a variant without them it is possible to find collisions with complexity 2^64 hash operations. As a step towards an analysis of the full function, we present the results of our experiments on Hamming weights of expanded messages for different variants of the message expansion and show that there exist low-weight expanded messages for XOR-linearised variants.
