This article presents a synthetic view about the most important transformations that Uruguayan society has undergone in the last decade. It aims at articulating, through Political History and Political Science approaches, the recent political process with the itineraries of the economy and the society. It pretends in particular to argue that Uruguayan democracy is mutating, its actors and institutions are changing, with the help of both global and local transformations. K

Freshwater stingrays, or potamotrygonids, are restricted to Neotropical river drainages. These elasmobranchs are well adapted to freshwater environments and the number of described species gradually increases as further research is carried out. Some of the first studies on their systematics and natural history were carried out in the 1960s and 1970s in southern South America. However, there is no new published data on potamotrygonids from Uruguayan waters since then (except for local journal reports from sportive fishermen and specimens deposited in Uruguayan collections). The present study aims to record the recent occurrence of two species of potamotrygonids caught by sport fishermen, with comments on other published historical records for the same area. As many other elasmobranchs, these species have an important, but not always well understood, role in the Uruguayan rivers ecosystems.

The male of Latonigena auricomis Simon, 1893 is described for the first time and the female is redescribed. New records are provided for Argentina, Brazil and Uruguay. Notes on the natural history and a potential distribution model of the species are presented in the Neotropical Region.

We report preliminary findings from analysis of a database under construction. The paper explores the legislative process in search for some of the alleged consequences of cabinet coalitions in a presidential system. Coalition effects should be less evident in the success of executive initiatives: strategic behavior hampers this intuitive measure of performance. Better measures, because less subject to strategic considerations, are the odds of passage of legislators' bills and the time proposals take to be approved. Thus measured, coalition effects are discernible. Analysis of the universe of proposals processed in the fragmented Uruguayan Parliament between 1985 and 2000 reveals that coalition, observed about half the period, swells success rates of coalition members by 60% on average (and by as much as 150% for those close to the president). Event history analysis shows that coalitions cut the wait for an executive bill by 3 months, 1/6th the average wait. The reverse effect is felt on the duration of legislators' bills.

According to Declan Kiberd, “postcolonial writing does not begin only when the occupier withdraws: rather it is initiated at that very moment when a native writer formulates a text committed to cultural resistance.” The Irish in Latin America – a continent emerging from indigenous cultures, colonisation, and migrations – may be regarded as colonised in Ireland and as colonisers in their new home. They are a counterexample to the standard pattern of identities in the major English-speaking destinations of the Irish Diaspora. Using literary sources, the press, correspondence, music, sports, and other cultural representations, in this thesis I search the attitudes and shared values signifying identities among the immigrants and their families. Their fragmentary and wide-ranging cultures provide a rich context to study the protean process of adaptation to, or rejection of, the new countries. Evolving from oppressed to oppressors, the Irish in Latin America swiftly became ingleses. Subsequently, in order to join the local middle classes they became vaqueros, llaneros, huasos, and gauchos so they could show signs of their effective integration to the native culture, as seen by the Latin American elites. Eventually, some Irish groups separated from the English mainstream culture and shaped their own community negotiating among Irishness, Englishness, and local identities in Brazil, Uruguay, Peru, Cuba, and other places in the region. These identities were not only unmoored in the emigrants’ minds but also manoeuvred by the political needs of community and religious leaders. After reviewing the major steps and patterns of Irish migration to Latin America, the thesis analyses texts from selected works, offers a version of how the settlers became Latin Americans or not, and elucidates the processes by which a new Irish-Latin American hybrid was created.

The social saving literature has highlighted the indispensable role that railways played before 1914 in several Latin American export-oriented economies, such as Mexico, Brazil and Argentina. The article analyses the case of Uruguay, a country that, by 1914, had built one of the densest railway networks in Latin America. The article shows that, in contrast to what happened in other economies of the region, the resource saving effects of the Uruguayan railways during the first globalisation were tiny due to the small share that railway output accounted for within the country's gross domestic product (GDP). Three complementary reasons are suggested to explain that result, namely: the geographical structure of the country; its sectoral specialisation; and the small scale of the Uruguayan economy. Due to these three characteristics, Uruguay was unable to benefit from railways in the way that other export-oriented Latin American economies did during the first period of globalisation. This conclusion draws attention to the geographic-specific character of railway technology.

The Punta del Este Terrane (eastern Uruguay) lies in a complex Neoproterozoic (Brasiliano/Pan-African) orogenic zone considered to contain a suture between South American terranes to the west of Major Gercino-Sierra Ballena Suture Zone and eastern African affinities terranes. Zircon cores from Punta del Este Terrane basement orthogneisses have U-Pb ages of ca. 1,000 Ma, which indicate an lineage with the Namaqua Belt in Southwestern Africa. U-Pb zircon ages also provide the following information on the Punta del Este terrane: the orthogneisses containing the ca. 1,000 Ma inheritance formed at ca. 750 Ma; in contrast to the related terranes now in Africa, reworking of the Punta del Este Terrane during Brasiliano/Pan-African orogenesis was very intense, reaching granulite facies at ca. 640 Ma. The termination of the Brasiliano/Pan-African orogeny is marked by formation of acid volcanic and volcanoclastic rocks at ca. 570 Ma (Sierra de Aguirre Formation), formation of late sedimentary basins (San Carlos Formation) and then intrusion at ca. 535 Ma of post-tectonic granitoids (Santa Teresa and Jos, Ignacio batholiths). The Punta del Este Terrane and unrelated western terranes represented by the Dom Feliciano Belt and the Rio de La Plata Craton were in their present positions by ca. 535 Ma.

Rhipicephalus (Boophilus) microplus is an important cattle pest in Uruguay, and the law regulates its control. It is resistant to organophosphates, synthetic pyrethroids and, as recently discovered, to fipronil. Resistance to macrocyclic lactones (MLs) and amitraz have not been documented; however, veterinarians and farmers have reported treatment failures. The objective of the present work was to study the susceptibility of cattle tick strains from different Uruguayan counties to ivermectin (IVM) and fipronil by using the Larval Immersion Test (LIT). The Mozo strain was used as the susceptible reference strain. From 2007 to 2009, twenty-eight tick populations were collected from different cattle farms with and without history of IVM or fipronil use. A probit analysis estimated dose-mortality regressions, lethal concentrations (LC), and confidence intervals. The resistance ratio (RR) was determined at the LC(50) and LC(90) estimates. To classify a tick population in relation to resistance, three categories based on a statistical analysis of LC and RR between field populations and Mozo strains were defined: susceptible (no differences), incipient resistance (differences and RR(50) < 2) and resistant (differences and RR(50) >= 2). Eighteen field populations were tested with IVM and five of them presented a RR(50) range between 1.35 and 1.98 and the LC(50/90), which is statistically different from the Mozo strain (incipient resistance). However, the RR(90) increases >= 2 in four of the populations, confirming that tick resistance to IVM is emergent. The low RR values obtained could be a result of a low frequency of treatments with IVM. Twenty-seven tick populations were tested with fipronil and six were diagnosed as resistant according to the LIT. Cross-resistance was not observed between fipronil and IVM on these tick populations. The current study presents different R. (B.) microplus populations with an incipient resistance to IVM, and indicates that the fipronil tick resistance is restricted to certain areas in Uruguay. The Paraná Basin is a Western Gondwanan cratonic basin that is better defined as the Paraná depositional site, since it has a diverse history as a basin. Sedimentation started in the Ordovician-Silurian, followed by extensive marine Devonian deposition. A Late Paleozoic/ Triassic facies cycle wedge was clearly built during Pangean time. The Early Cretaceous was characterized by extensive basaltic lava flows immediately before the break-up of Pangea. Following these rifting and drifting processes, the basin's structural framework was totally rebuilt, generating new depositional sites in the Late Cretaceous to Tertiary. Based on more recent data, at least two different basins may be defined during the evolution of what was once considered a unique basin. Nevertheless, even if considered as a single basin, the sedimentary pile of the Paraná Basin has considerable economic potential, until now exploited only rudimentarily, except for its groundwater resources. Aggregates, limestones, clays, industrial sands, gems, dimension stones, hydrocarbons, coal, peat, and uranium are some of the potential mineral resources of this basin. Copyright © 1997 by V. H. La tesis refiere ya en su título, "Modelos y prácticas de la ciudadanía en Uruguay. (1890-1930) La matriz 'uruguayo-batllista'", una firme prioridad temática y un principio de interpretación histórica. Como se advierte a lo largo de todas las Secciones de la tesis, el foco temático orientado al estudio del tema de la ciudadanía es proyectado, en forma totalmente conciente y deliberada, de una manera amplia y flexible. De ello da cuenta en forma extensa la Sección I, dedicada a la fundamentación de los aspectos más teórico-metodológicos y a la anticipación de algunas hipótesis generales y modalidades de abordaje. En lo que refiere al principio de interpretación que ya se asienta en el propio título de la tesis, la referencia a una "matriz uruguayo-batllista" se vincula al señalamiento del triunfo ideológico de todo un concepto de ciudadanía, que se asociaría muy fuertemente con la idea de nación prevaleciente entre los uruguayos de la época y que desde allí alcanzaría una influencia perdurable sobre el futuro de la historia del país. Sin pecar de "batllicentrismo", tentación recurrente en la historiografía uruguaya, en la tesis se advierte el rol principal que en esa construcción de ciudadanía le correspondió al primer batllismo, aunque dentro de un complejo contexto de contestaciones, conflictos, transferencias y negociaciones de muy diversa índole, sin lo cual ese protagonismo registrado no puede entenderse debidamente. Tres son los andariveles analíticos a través de los cuales se trabaja, con la interpelación de múltiples preguntas y el cotejo de una documentación plural de amplio espectro. Ellas son por su orden de presentación: i) la dimensión político-institucional de la ciudadanía; ii) las relaciones entre religión y política; iii) los pleitos por la moral. Como se ha señalado en el proyecto originario de la tesis, el marco cronológico de la investigación abarca el período 1890-1930, con especial énfasis en ese momento decisivo que va entre el 900, las celebraciones del Centenario y la quiebra institucional promovida por el Presidente de Terra en marzo de 1933. En la Sección V, luego de dos capítulos orientados a incorporar algunas visiones sugerentes y coloridas sobre aquel Uruguay de comienzos del siglo XX, a modo de telón de fondo argumentativo, se pasa finalmente a realizar una recapitulación general, que recoge las principales hipótesis, interpretaciones y reflexiones a las que se llega en la investigación, con unos tramos finales dedicados al análisis de ciertos rasgos específicos del primer batllismo que fundarían su influencia persistente en la historia uruguaya posterior. Finalmente, la Sección VI, recoge los anexos correspondientes a la Bibliografía general utilizada y a la reseña breve de las fuentes y documentación relevadas en el marco de la investigación. Como allí se advierte, por razones de espacio, en ambos anexos no se registra la totalidad de la bibliografía y de la documentación utilizadas, las que aparecen referidas con todo detalle en las citas correspondientes.

En el marco del proyecto modernizador de las oligarquías rioplatenses, la enseñanza de la Historia cumplió un papel significativo. En ese proceso, sus integrantes, a través de distintos órganos de dirección gubernamental, intercambiaron, debatieron y enunciaron sus posturas respecto del papel que ésta debía cumplir. Este artículo tiene como objetivos valorar los aportes de las publicaciones oficiales de las Direcciones de Educación de Uruguay y Argentina como fuentes para el estudio del tema, hasta el momento, escasamente estudiadas desde el enfoque de la Historia de la Historiografía; y observar los argumentos expresados acerca de la pertinencia de la enseñanza de la Historia.

En el 2004, el Frente Amplio (coalición de izquierda) venció las elecciones en Uruguay. Uno de los cambios fue una revisión del período de la dictadura militar, especialmente en el aspecto educativo: la enseñanza escolar sobre la dictadura entró en el orden del día, con ventajas y problemas de la enseñanza de la historia reciente. Desde la incorporación de la enseñanza de la historia reciente en Uruguay, se discute la noción de laicidad -de largo uso en el debate público- como uno de los condicionantes más fuertes de la didáctica de la historia. Fueron analizados dos grupos de sujetos envueltos en ese debate: los políticos de los partidos tradicionales y los profesores de historia. Se permite proponer una revisión de la noción de laicidad, al mantener su papel de definición de un espacio público, pero garantizando criterios que también sean públicos, construidos intersubjetivamente

Los autores canónicos de la historiografía uruguaya identificaron en la época colonial un conjunto de factores -económicos, sociales, políticos y geográficos- que, en su opinión, condicionaron en los pobladores del territorio de la Banda Oriental, sentimientos de carácter autonomista que se transformarían en independentistas. Esta interpretación, conocida como tesis independentista clásica, tuvo entre sus más destacados representantes a Francisco Bauzá, Pablo Blanco Acevedo y Juan Pivel Devoto. En este artículo pretendemos analizar las principales obras de estos historiadores a efectos de identificar en las mismas los caracteres originales de la historia oficial uruguaya

Este trabajo presenta un análisis de la encuesta realizada a profesores de nivel secundario en 2008 en el marco de la investigación "Los Jóvenes y la Historia" que ha involucrado a docentes de Brasil, Argentina y Uruguay. La intención es articular los datos obtenidos con las interpretaciones que provisoriamente damos a los mismos no con afán de generalización sino con vocación de presentar indicios de una investigación en curso. En términos generales, el artículo presenta la perspectiva que un conjunto de profesores posee de la historia y su enseñanza y, sobre todo, la mirada que tienen de su tarea en las aulas y de sus estudiantes, elementos que resultan claves en el oficio de enseñar historia hoy
