Much of the interest in sustainable cities relates to the inexorable rise in the demand for car travel and the contribution that certain urban forms and land-use relationships can make to reducing energy consumption. Indeed, this demand is fuelled more by increased spatial separation of homes and workplaces, shops and schools than by any rise in trip making. This paper evaluates recent efforts to integrate land-use planning and transportation policy in the Belfast Metropolitan Area by reviewing the policy formulation process at both a regional and city scale. The paper suggests that considerable progress has been made in integrating these two areas of public policy, both institutionally and conceptually. However, concerns are expressed that the rhetoric of sustainability may prove difficult to translate into implementation, leading to a further dislocation of land-use and transportation.

After nearly 80 years since the construction of its core, represented today by the city's central area, Londrina, located in the state of Parana, has the appearance of a new city but its features and trends of planning policies depict the bad examples of Brazilian cities. With a booming urban growth, from north to south of the county, the urban interstices represented by big voids in the middle of the city created speculation and the concept of an ideal city slowly disappeared. With a metropolitan appearance and, at the same time, with small town aspects, Londrina stands out as an automobile-oriented city, a fact that has impacted the livelihood of the population, generating environmental impacts for all social classes. This paper discusses how the form of occupation in Londrina, characterized by the sprawl phenomenon and its relation to car preference as a mode of transportation has generated urban environmental impacts. It was concluded that the choice of using cars in Londrina, as well in other medium-sized Brazilian cities studied by the comparative method, has increased and has generated bottlenecks in traffic. As a consequence, there is a constant expropriation of properties for widening roads and at the same time, the presence of various densities and urban voids that form an uneven urban space and an obstacle to efficient urban planning. © 2012 WIT Press.

This article considers the question of whether creative workers demonstrate a preference for inner cities or suburbs, drawing upon research findings from the ‘Creative Suburbia’ project undertaken by a team of Australian researchers over 2008–2010 in selected suburban areas of Brisbane and Melbourne. Locating this question in wider debates about the relationship of the suburbs to the city, as well as the development of new suburban forms such as master-planned communities, the article finds that the number of creative industries workers located in the suburbs is significant, and those creative workforce members living and working in suburban areas are generally happy with this experience, locating in the suburbs out of personal choice rather than economic necessity. This runs counter to the received wisdom on creative cities, which emphasize cultural amenity in inner city areas as a primary driver of location decisions for the ‘creative class’. The article draws out some implications of the findings for urban cultural policy, arguing that the focus on developing inner urban cultural amenity has been overplayed, and that more attention should be given to how to better enable distributed knowledge systems through high-speed broadband infrastructure.

This article examines the politics and practice of urban cultural policy in Austin, Texas. I demonstrate how aspects of the local context frame how local government and cultural sector interests strive to initiate the direction of policy. While larger trends—such as Richard Florida's creative city thesis—influence cultural policy and planning, specific contextual factors including prior economic development and growth management policy, departmental organization, the forum for interaction between municipal actors and non-governmental coalitions, and the character of the city's cultural economy mediate such trends to produce policy outcomes. As this case shows, contemporary urban cultural policy is not simply due to the rise of the creative city discourse, but is an evolving product of past policy structures and shaped by local institutions and actors.

The Politics of Urban Cultural Policy brings together a range of international experts to critically analyze the ways that governmental actors and non-governmental entities attempt to influence the production and implementation of urban policies directed at the arts, culture, and creative activity. Presenting a global set of case studies that span five continents and 22 cities, the essays in this book advance our understanding of how the dynamic interplay between economic and political context, institutional arrangements, and social networks affect urban cultural policy-making and the ways that these policies impact urban development and influence urban governance. The volume comparatively studies urban cultural policy-making in a diverse set of contexts, analyzes the positive and negative outcomes of policy for different constituencies, and identifies the most effective policy directions, emerging political challenges, and most promising opportunities for building effective cultural policy coalitions. The global trend towards urbanization means that over half of the world's population now lives in cities. Cities use energy in different proportions to national energy use averages, typically corresponding to whether a country is industrialized or developing. Cities in industrialized countries tend to use less energy per capita than the national average while cities in developing countries use more. This paper looks at existing World Bank data in respect to urban energy consumption, the emissions inventory work done by New York City, and discusses how this data highlights the need for a focus on: energy policy for buildings in industrialized cities; masterplanning and new construction standards in developing cities; and how urban energy policy can become more effective in reducing urban greenhouse gas emissions.
