This paper seeks to engage the issue of the way that universities can engage in civil society and build social capital and trust and why lJSM's strategy for such engagement is an important response to the problems of globalization. The quality of the social and instructional capital that is developed by universities getting involved 'at the coal face' with contemporary social problems and forging alliances in diverse ways with global civil society is a realization of the 'blue ocean' strategy of Universiti Sains Malaysia. However it is also an expression of the way USM seeks to engage the issue of 'liquid modernity' and mobility'. This has indirect influence on the quality of instructional and social capital that is necessary for a university to genuinely engage and interface with diversity.

According to some commentators, the dynamics and forces of globalization have lead to a radical rethink in respect to the role of the university in contemporary society. This rethink has taken several guises. For some it involves the radical privatization of universities. For others it involves the democratization of  universities. Universities exist therefore in a globalized world that is increasingly interconnected and where space and time are increasingly narrowed and  accelerated. Within these broad phenomenons’s neo-liberal globalization entails the increasing need to produce profit and the expansion of the logic of neo-liberal hegemony in education in the guise of reframing education as a service industry. The contradictions that characterize Malaysia s engagement with globalization at a national level manifest in debates over globalization and Higher Education. The most pertinent issue in regards to this relates to the problem of sustainability. In the context of neo-liberal globalization sustainability contradicts the fundamental essence of consumption. The idea of human beings as first and foremost  consumers of things is a normative ideal at odds with the concept of a  sustainable future. At a very basic philosophical level the concept and normative project of neo-liberal capitalism and globalization is tied to a concept of individual possessiveness and consumption that radically challenges cultures that do not share such possessively individualistic precepts. Marketization in Malaysian universities must be tempered by also connecting universities to civil society in such a way that tempers both extremes of the state and market and allows a more sustainable relationship between the social frameworks within which it operates.

The Universiti Sains Malaysia APEX program is an attempt to engage the difficult and complex problems of competition, moral leadership and responsibility in Malaysian education. This paper discusses and gives an analysis of some central issues with regards to USM’s reform agenda. I seek to place the USM project within a broader debate over the nature of reform and the possibilities of business unusual in the Malaysian and global environment. The paper is part of a broader project of theorization of USM in the context of understanding what APEX is and how it truly offers a new and vigorous engagement with the problems of higher education in Malaysia.

The agenda of Universiti Sains Malaysia (USM) aims to engage the problems of values and ethics in the context of knowledge production and teaching in universities. In this sense, USM is seeking to re-imbue the soul of higher education by articulating a normative ’vital centre’ to the mission of USM by means of cultural respect,sustainability and commitment to the bottom billions that is the critical touchstone for reforming pedagogical practice in USM.

In this paper, the author discusses the reform agenda undertaken by UniversitiSains Malaysia (USM) to contextualise higher education reform within culturaland social theory. It is important to understand leadership in leading reformwithin a broader and more holistic fashion that takes into account localculture, politics and history. University Sains Malaysia is embarking on what isreferred to as the APEX agenda. The APEX strategy in Malaysia is an importantapproach towards achieving world-class status university institutions. The ApexUniversities will be the nation’s centres of academic distinction. Ensuring andbuilding upon the ethical authority that APEX gives USM, the challenge of leadership in USM is to engage in the forces of globalization and modernizationwhile at the same time take cognizance of the characteristics and demands ofMalaysian culture as central still to the successful mission of USM.
