This layer is a georeferenced raster image of the historic paper map: Charleston Harbor and its approaches showing the positions of the Rebel-batteries, [by] U.S. Coast Survey. It was published in 1863 by Lith. of J. Bien. Scale 1:30,000. Nautical chart covering Charleston Harbor and a portion of Charleston, South Carolina. The image inside the map neatline is georeferenced to the surface of the earth and fit to the South Carolina State Plane Coordinate System (in Meters) (Fipszone 3900). All map collar and inset information is also available as part of the raster image, including any inset maps, profiles, statistical tables, directories, text, illustrations, or other information associated with the principal map. This map shows features such as roads, railroads, houses, vegetation, drainage, military batteries and fortifications, coastal features (shoals, rocks, channels, floating batteries, etc.) and more. Overprinted to show 1/4-mile concentric circles centered on St. Michaels, Charleston; positions occupied by the Union Army and Navy; "Rebel batteries in possession of National forces [and] batteries still held by the Rebels [on] Sept. 7th 1863." Union positions are based "on the authority of Maj. T.B. Brooks." Relief shown by hachures; depths shown by soundings and shading. This layer is part of a selection of digitally scanned and georeferenced historic maps of the Civil War from the Harvard Map Collection. Many items from this selection are from a collection of maps deposited by the Military Order of the Loyal Legion of the United States Commandery of the State of Massachusetts (MOLLUS) in the Harvard Map Collection in 1938. These maps typically portray both natural and manmade features, in particular showing places of military importance. The selection represents a range of regions, originators, ground condition dates, scales, and purposes.

The Lieutenant Governor’s Office on Aging hereby submits the Federal Fiscal Year 2017 – 2021 State Plan on Aging for the State of South Carolina to the Assistant Secretary on Aging of the United States Department of Health and Human Services. The plan is effective for the period of October 1, 2016 through September 30, 2020. This document lays out a long-term strategic blueprint that focuses on how the state will modernize its service delivery system, while expanding the service options available for older South Carolinians, adults with disabilities, and their families. It also sets goals for consumer choice, and person centered and self-directed services. It addresses marketing, outreach, and advocacy issues, as well as the development of initiatives geared toward promoting evidence-based, consumer-directed, and community-based long-term services and supports.

This new 10-year plan includes outcomes identified by the public and objectives that will mark progress toward these priorities. The outcomes and objectives in this new plan are deliberately broad-outlining general areas where the arts have real opportunities to make progress and generate value in the next decade. This long-range plan was created based on input from the public and the arts community as a guide for the arts community as it serves the public. With collaboration, partnerships and shared purpose, much in this plan can be accomplished to ensure that the arts flourish and benefit all South Carolinians.

The South Carolina Statewide Transportation Improvement Program is the six-year transportation improvement program for all projects and program areas receiving federal funding, including pavements, bridges, upgrades, freight, safety, congestion mitigation and air quality, transportation alternatives program, railroad crossings, planning, State Infrastructure Bank payments, preventative maintenance and operations, and public transportation. The STIP is formatted to include summaries of statewide programming, as well as project information by county. In addition, regional project tables are included to account for multi-jurisdictional projects.

The Public Participation Plan provides direction for effective participation in the development of the South Carolina Department of Transportation’s (SCDOT) transportation plans and programs. For SCDOT’s stakeholders, the participation plan describes opportunities to participate in identifying the statewide priorities for transportation investments in South Carolina. Two major components of the statewide planning process are the Statewide Multimodal Transportation Plan and the State Transportation Improvement Program (STIP). The Statewide Multimodal Transportation Plan provides long-term guidance for the development of transportation programs and establishes strategies to achieve transportation goals for a 20-year period. The STIP is a short-term program that lists all roads, bridge, and transit projects scheduled for improvement based on available funding over a six-year period.

The primary audit objectives were to review compliance with state law and policies regarding: The awarding of grants and loans for transportation construction projects ; The use of project revenues and whether funds dedicated to specific projects have been comingled with funds dedicated to other projects ;• Proper accounting and reporting procedures ; The process for repayment of revenue bonds ; Hiring of consultants, attorneys, and bond credit rating agencies ; Ethics.
