The Road Safety Remuneration Act 2012 (Cth) (the Act) explicitly enables the Road Safety Remuneration Tribunal to make orders that can impose binding requirements on all the participants in the road transport supply chain, including consignors and consignees at the apex the chain, for the pay and safety of both employee and independent contractor drivers. The tribunal is also specifically empowered to make enforceable orders to reduce or remove remuneration related incentives and pressures that contribute to unsafe work practices in the road transport industry. Recently the tribunal handed down its first order. The article considers whether, and the degree to which, the tribunal has been willing to exercise its explicit power to impose enforceable obligations on consignors and consignees — such as large supermarket chains — at the apex of road transport supply chains. It examines the substance and extent of the obligations imposed by the tribunal, including whether the tribunal has exercised the full range of powers vested in it by the Act. We contend that the tribunal’s first order primarily imposes obligations on direct work providers and drivers without making large, powerful consignors and consignees substantively responsible for driver pay and safety. We argue that the tribunal’s first order could have more comprehensively fulfilled the objectives of the Act by more directly addressing the root causes of low pay and poor safety in the road transport industry.

 Abstract

Objective:
To objectively measure physical activity (PA) patterns and sedentary time, and explore perceptions of workplace PA opportunities in regional male transport workers.

Methods: A multi-method study involving 28 drivers (52.4±9.69years) working at a bus company in South-East Queensland, Australia. PA was measured using accelerometers (n=23) to determine the proportion of time spent in sedentary (<150 cpm), light (151–2,689 cpm) and moderate+ (≥2,690 cpm) intensity categories. Paired sample t-tests were used to evaluate differences between categories on a workday/off-workday (n=16), and during work/non-work time (n=15). Interviews were conducted with 28 drivers and six managers to explore perceptions and ideas relating to workplace PA opportunities.

Results: Sedentary time was significantly higher on off-work (64% of wear time) than work (52%) days (p<0.05), while the opposite was the case for light intensity time (off-workday=33%; workday=44%; p<0.05). On workdays, sedentary time was significantly lower when employees were working (44%) than when not working (60%; p<0.05). No significant differences were found for time spent in moderate+ PA. Driver perceptions indicated that PA opportunities (walking club and corporate gym membership) were being adopted by some drivers. However, at this depot, perceived health issues and organisational barriers (shift work and irregular driving routines), tended to preclude some drivers from engaging with these opportunities.

Conclusions: Findings contest the notion that a sedentary occupation such as driving necessitates an inactive work environment.

Implications: This research informs ongoing intervention efforts to target inactive drivers who are struggling to take advantage of existing workplace-related PA opportunities.

En este trabajo se pretende contrastar la hipótesis de que la incidencia de las ausencias del trabajo depende de factores socioeconómicos relacionados con la ocupación utilizando aquellos métodos estadísticos adecuados que permiten controlar el efecto de las recurrencias en las inferencias realizadas. Los datos de partida son las cohortes formadas por trabajadores de las dos compañías constitutivas de una empresa de transporte urbano en el período 1994 a 1996. El análisis se realiza separadamente por compañía y por tipo de contingencia. La variable dependiente es el número de episodios de Incapacidad Temporal (IT). Aprovechando el diseño longitudinal se utiliza un modelo condicional de Andersen-Gill Markoviano. Se concluye que la ocupación es la variable que presenta mayores riesgos relativos de incidencia de las ausencias del trabajo. Los mecánicos, los operarios de vías, los operarios de mantenimiento y los conductores presentan la mayor probabilidad de ausencia, incluso tras controlar características personales y ocupacionales, salud y conductas respecto a la misma. Las mujeres, aquellos trabajadores entre treina y sesenta años, con una antigüedad en la compañía menor a nueve años, los trabajadores casados con algún hijo, aquellos que trabajan en turno más incómodo, aquellos con menor nivel de estudios, ex-fumadores o fumadores y los que padecen alguna enfermedad son los que presentan mayor probabilidad de padecer un episodio de IT

Este trabalho tem como objetivo apresentar uma alternativa de construção de uma obra de engenharia, com o aproveitamento de dutos API 5L X70 descartados do gasoduto Coari-Manaus, no processo de construção de uma ponte provisória sobre o Igarapé do Cedro na floresta amazônica, para viabilizar os transportes de materiais e de trabalhadores para produção industrial de construção da Estação de Compressão – ECOMP em Juaruna. Para verificação do comportamento de um elemento da ponte, utilizou-se o programa Ansys 8.0 que aplica o método numérico como análise das tensões e deformações de elementos estruturais submetidos a esforços. Apresenta também uma proposta ambiental de mitigação dos impactos provocados pelos equipamentos na travessia do Igarapé do Cedro e os desafios logísticos de transportes enfrentados pelas empresas na região amazônica.
