Last year Kaliningrad became the subject of an international debate involving first of all the European Union, Russia, the USA, and the countries bordering the enclave, Poland and Lithuania. Such keen interest in a small region of less than a million inhabitants was mainly due to the fact that Kaliningrad has found itself in the very centre of two processes which are of paramount importance for Europe: EU and NATO enlargement. If Lithuania becomes a member of those units and Poland joins the EU, this Russian enclave will become an island surrounded on all land borders by a totally different, political, economic and military entity. In the course of the debate many questions were raised about the situation in the Oblast and how it affects neighbouring countries, the real interests and intentions of the parties involved in the debate, and the future of the region. The authors of this publication are attempting to answer these questions. The first part of this analysis is devoted to presenting the most important internal problems of the enclave, considering their influence on the surrounding world and the consequences of adopting the acquis communautaire in Poland and Lithuania. The second part characterises Moscow's policies towards Kaliningrad on the one hand, and those of Western countries on the other. Finally, the authors discuss the probable ways in which the situation in the enclave will develop.

The Kharkiv oblast: a fragile stability. OSW COMMENTARY NUMBER 172/03.06.2015

Kharkiv oblast, which is located in the immediate vicinity of the Donbas region, and which shares a 315-km stretch of Ukraine’s border with Russia, was one of the regions where attempts were made to kindle separatist sentiments during the spring of last year. Some central government buildings were briefly occupied by pro-Russian demonstrators who declared a ‘Kharkov People’s Republic’, but efficient countermeasures by the Ukrainian institutions of force quickly calmed the situation in the region. However, the oblast still remains a target for acts of sabotage, which are probably directed by Russian secret services. Nevertheless, the situation in the region is now stable, both in terms of public sentiment and local politics. The main competitors in the arena of local politics are Hennadiy Kernes, the mayor of Kharkiv, and Arsen Avakov, the current head of the Ukrainian Interior Ministry. Despite many years of hostility, neither of the politicians appears to have initiated a power struggle as yet – Kernes retains his influence on the city council, and Avakov controls the local security services.

Obwód Kaliningradzki Federacji Rosyjskiej (FR) odgrywa istotną rolę dla bezpieczeństwa Polski, Litwy oraz państw regionu Morza Bałtyckiego. Ten najbardziej na zachód wysunięty obszar Rosji otoczony jest państwami UE i NATO i nie posiada bezpośredniej styczności z FR. Na obszarze obwodu zgromadzone są pokaźne siły zbrojne, w tym wyrzutnie rakiet średniego i dalekiego zasięgu, które mogą być uzbrojone w głowice atomowe. Władze w Moskwie traktują potencjał wojskowy zgromadzony w obwodzie jako element nacisku na opinię publiczną, tak by zniechęcić władze RP do budowy na terytorium Polski amerykańskiej tarczy antyrakietowej.

A captive island. Kaliningrad between Moscow and the EU. OSW Study 41/2012

The Kaliningrad region can be called a 'captive island', because of its specific geopolitical location - it is part of the Russian legal, political and economic space, yet it is geographically separated from the rest of the Russian Federation, and it is particularly open to co-operation with its neighbours in the European Union. Moscow is trying to compensate the region for its separation, offering it financial support and economic privileges.At the same time, it is sensitive to any potential challenges to Russia's territorial integrity - and the centre's desire for control over the region often limits the latter's potential for cooperation and internal development. This report presents the situation in the region, and is intended to help develop a model for its effective regional co-operation with its EU neighbours.

ENEOLITHIC, YAMNAYA AND NOUA CULTURE CEMETERIES FROM THE FIRST HALF OF THE 3RD AND THE MIDDLE OF THE 2ND MILLENNIUM BC, POROHY, SITE 3A, YAMPIL REGION, VINNITSA OBLAST: ARCHAEOMETRIC AND CHRONOMETRIC DESCRIPTION, RITUAL AND TAXONOMIC-TOPOGENETIC IDENTIFICATION

The paper presents the results of excavations and analytical studies regarding the taxonomic classification of a funeral site associated with the societies of ‘barrow cultures’ of the north-western Black Sea Coast in the first half of the 3rd and the middle of the 2nd millennium BC. The study discusses the ceremonial centres of the Eneolithic, Yamnaya and Noua cultures.

ANTHROPOLOGICAL DESCRIPTION OF SKELETAL MATERIAL FROM THE DNIESTER BARROW - CEMETERY COMPLEX, YAMPIL REGION, VINNITSA OBLAST (UKRAINE)

Anthropological examinations were performed on skeletal material from four barrow necropolises located in the Yampil region (Ukraine) and dated to the Eneolithic, Bronze age and iron age . The purpose of the examinations was the determination of sex and age at death of individuals, reconstruction of their stature and assessment of their status of health . The examinations covered 61 individuals: 17 children and 44 adults . Their health status was assessed using four common indicators: linear enamel hypoplasia, cribra orbitalia, porotic hyperostosis and dental caries.
