Na presente tese - Arranjos político-institucionais: a criação de novos municípios, novas estruturas de poder e as lideranças locais. a divisão territorial de marabá na década de 1980 – será apresentada a seguinte assertiva: a criação dos municípios decorrentes do desmembramento de Marabá, no Sudeste paraense, na década de 1980, está circunscrita ao processo de modernização capitalista, em especial, na esfera política (local). Neste caso, no âmbito institucional. Para tanto, serão utilizados os conceitos de Campo, Poder Simbólico, Interesse, Partido Político e Liderança. Conceitos desenvolvidos por Bourdieu, bem como conceitos de Liderança, Partido Político e Eleitor, defendidos por Downs. A pesquisa se desenvolveu nos municípios criados a partir de Marabá: Parauapebas (1988) e Curionópolis (1988), que foram desmembrados dando origem a Eldorado dos Carajás (1991), Água Azul do Norte (1991), Canaã dos Carajás (1994). A estrutura física deste trabalho é constituída de capítulos: No primeiro, serão abordados os procedimentos e o percurso metodológico adotado. No segundo, será apresentado o instrumental teórico-analítico, o problema, o objeto, e as hipóteses balizadoras deste trabalho. No escopo do capítulo terceiro, abordar-se-á o surgimento dos novos municípios, a partir da percepção das lideranças políticas de Marabá. No quarto capítulo serão focalizados os mecanismos de controle e o campo político, enquanto espaço de disputa e dominação. No quinto capítulo, estarão em discussão a representação política, as novas estruturas de poder, as alianças, a competição política e a disputa eleitoral. No sexto capítulo será enfatizado o Sudeste paraense no contexto das emancipações a partir das percepções das lideranças dos municípios emancipados. Por último, as conclusões à luz das análises apresentadas no escopo desta tese. Duas são as mais significativas conclusões: 1) A criação desses municípios resultou de um processo de modernização institucional na região em estudo; 2) A criação desses municípios atendeu aos interesses das lideranças políticas, e atores econômicos em escala municipal e estadual. A partir dessas conclusões, serão feitas as seguintes considerações acerca dos municípios emancipados: Curionópolis, Eldorado dos Carajás, Parauapebas e Canaã dos Carajás; em função de apresentarem realidades distintas, tiveram como resultado final, após o desmembramento de Marabá, a experiência da autonomia, sem, contudo, perder, inevitavelmente, as marcas da desigualdade. No entanto, em ambos os casos, registrou-se um processo de democratização, no qual as disputas políticas (eleitorais) e os conflitos decorrentes passam a ser regulados pela regras definidas no marco do Estado de Direito. Por fim, o percurso metodológico adotado elegeu as lideranças locais como importantes interlocutores, tendo por objetivo obter o “olhar” das lideranças políticas locais sobre esse processo.

The idea of Territorial Intelligence emphasizes the participation of different types from actors in the decisions that concern to the local territory. Between the communitarian actors, the ocal organizations are fundamental because they have an existential knowledge of the geographic space who share the neighbors. That knowledge, is focused generally in the deficiencies of the district or of the district and it is constituted in its reason of being, like average for the defense as opposed to the authority of the local government. This so shared in common function is left lamentably to a quite traditional relation like intermediary between municipality and community annotated. A special case constitutes the cooperative calls of rural services or vicinal organizations that are in charge to administer the service of potable water, those that are generally led by people greater or small proprietors of traditional agriculture. A strong territorial identity can be observed that, as opposed to the transformations and modernization of the field, subsists exactly by that feeling of root. In the province of Mendoza, the importance of the ocal organizations was increased during the decade of the' 90 with the decentralization processes, to canalize house policies, some public works and services in the districts. From a perspective of associated management, projects of economic, cultural, environmental development would have to revitalize their function like organizations able to also agglutinate not only demands but that they promote to the local territory from other dimensions. With these motivations and the purpose of proposing strategies to induce practices of ocal work with territorial intelligence, a set of reflections that allow to compare the space distribution and the characteristics of these organizations between 90 years' and the present time, in some departments of the province of Mendoza appears. The most important result is expressed in a tipología of ocal unions, with a cartography that ties feasible territory and social actors to collaborate to generate transformations social, specially in rural areas

La renovación integral del espacio público y privado de las áreas turísticas maduras se plantea como el elemento de articulación de la política turística. Sin embargo, la experiencia acumulada plantea la necesidad de generar escenarios de buena gobernanza del territorio, en detrimento de la implementación de una estrategia de intervención pública por la vía impositiva de la norma. Para ello, la política pública de las Islas Canarias (España) ha incorporado un singular y novedoso instrumento de ordenación territorial: los “Planes de Modernización, Mejora e Incremento de la Competitividad”. Se trata de planes ad hoc que, con un carácter excepcional, pretenden convertirse en los mecanismos que, vía convenio urbanístico, deben dar cobertura, viabilizar y agilizar la ejecución eficiente de los proyectos de renovación física de los alojamientos turísticos. Sin embargo, la implementación de estos planes no está exenta de complicaciones, las cuales están reduciendo su eficiencia. El principal objetivo de este trabajo es analizar las debilidades y potencialidades de estos instrumentos, susceptibles de ser aplicados a ámbitos turísticos similares.

El presente estudio de caso tiene como objetivo analizar la influencia de la gobernación de Tokio en la formulación de la política exterior de Japón durante la disputa territorial por las islas Senkaku/Diaoyu. Para ello, se identifican los puntos más relevantes de la política exterior de seguridad de Japón después de la Segunda Guerra Mundial. Se hace un énfasis en la política bilateral de seguridad sino-japonesa, con el fin de ubicar el conflicto territorial por las islas Senkaku/Diaoyu como un punto importante en la agenda internacional de seguridad de ambos países. Se estudia y analiza el concepto de paradiplomacia; articulado, a su vez, por los conceptos de identidad y rol en política exterior de la perspectiva teórica del Constructivismo de las Relaciones Internacionales, para así analizar la influencia de Tokio en el manejo de la política exterior de Japón en el marco del conflicto territorial por las islas Senkaku/Diaoyu.

Recent and current socio-cultural trends are significant factors impacting on how business is conduced and correspondingly, on how work environments are designed. New communication technology is helping to break physical boundaries and change the way and speed of conducting business. One of the main characteristics of these new workplaces is non-permanency wherein the individual employee has no dedicated personally assigned office, work station, or desk. In this non-territorial, nomadic situation, employees undertake their work tasks in a wide variety of work settings inside and outside the office building. Such environments are understood to be must suitable where there is the need for high interaction with others as well as a high level of concentrated, independent work. This thesis reports on a project designed to develop a deeper understanding of the relationships between people (P) and their built environment (E) in the context of everyday work practice in a nomadic and non-territorial work environment. To achieve this, the study focuses on the experiences of employees as they understand them in relation to their work and the designed/ physical work environment. In this sense, the study is qualitative and grounded in nature. It does not assume any previously established theory nor test any presenting hypothesis. Instead it interviews the participants about their situations at work in their workplace, interprets natural interaction and creates a foundation for the development of theory informing workplace design, particularly theory that recognises the human nature of work and the need, as highlighted by several seminal researchers, for a greater understanding of how people manage and adapt in dynamic work environments.

The notion of territorial strategy emerged in the 1990s and has become more and more popular since. It refers to that combination of factors purposely assembled by governments, private and public companies, universities, and industrial associations to exploit a specific geographic competitive advantage in order to boost economic growth through the development of entrepreneurial activity and innovation. Three factors are generally considered to be the building blocks of a territorial strategy: natural resources, human capital, and industrial capabilities. Natural resources derive from environ­ mental conditions and represent raw materials or land available in a region. The presence of natural resources characterizes the typology of an industry (related to tourism, oil, wood, fish, and so forth) that exists or could exist in a certain area. Human capital refers to the stock of competences available in a certain region resulting from education and work experience. Industrial capabilities relate to complex constructs of specialized expertise, the confidence to apply knowledge and skills in various contexts and under changing conditions, and an ability repeatedly to improve methods and processes in a specific industry.
