This paper uses Taiwan's archival documents to reexamine the two Taiwan Strait crises and the characteristics of Chiang Kai-shek's strategic thinking. Section 2 examines the oscillation of U.S. policy concerning the ROC's offensive toward mainland China and the defense of the Da-chen islands before and after the initiation of the First Taiwan Strait Crisis in 1954-1955. Doing so will highlight the contradictory U.S. attitude that contributed to the crisis and weakened its ability to control Chiang. Section 3 focuses on Chiang Kai-shek's strategic vision toward East Asia. In particular, this section focuses on his strategic thinking and tries to assess whether or not he was a "reckless" or "irrational" leader as often described in the previous research on his personality.

The Bush administration's continuing emphasis on US military deterrence of the PRC on behalf of Taiwan threatens to undermine the posture of 'strategic ambiguity' that the United States has proclaimed since 1979. This article argues for the retention of 'strategic ambiguity' and traces the origins of revisionist sentiment towards this effective conflict avoidance mechanism to reactions within the US foreign policy community to the 1995-96 Taiwan Strait crisis. Case studies of this crisis and its predecessors in 1954-55 and 1958 demonstrate that US military deterrence was not a decisive factor in their resolution. US and PRC initiatives and responses in the 1950s crises introduced the essential elements of 'strategic ambiguity' into the triangular relationship between themselves and Taiwan. In particular, they established a precedent for the United States and the PRC in circumscribing the issue of Taiwan so as to achieve a political accommodation.

Transport through the Taiwan Strait under the influence of five typhoons was investigated using both buoy observations and numerical model simulations during the period of 27 August to 5 October 2005. The results show that the effects of typhoons on the Taiwan Strait and its adjacent sea area caused strong southward transport events in the Taiwan Strait, which changed the direction of the Taiwan Strait northward transport temporarily. Typhoon-generated local wind stress and/or along-strait water level gradient were the direct driving factors in these southward transport events. The numerical results show that the Coriolis force made a negative contribution to these events and the contribution of the along-strait momentum gradient was insignificant.

On September 3, 1954, Chinese artillery began shelling Quemoy (Jinmen), one of the Kuomintang-held offshore islands, setting off the first Taiwan Strait Crisis. This paper focuses on the crisis and analyzes the following three questions: (1) What was the policy the U.S. took towards the Republic of China (R.O.C), especially towards the offshore islands, to try to end the Taiwan Strait Crisis? (2) What were the intentions of the U.S. government in trying to end the Taiwan Strait Crisis? And (3) how should U.S. policy towards the R.O.C. which led to solving the Taiwan Strait Crisis be positioned in the history of Sino-American relations? Through analysis of these questions, this study concludes that the position the U.S. took to bring an end to crisis, one which prevented China from “liberating Taiwan” and the Kuomintang from “attacking the mainland,” brought about the existence of a de facto “two-China” situation.

X-ray diffraction (XRD) mineralogical and grain-size analyses indicate that inner continental shelf sediments in the East China Sea (ECS) represent a unique mixing of clays derived from the Yangtze River and silts/sands from small western Taiwanese rivers. Taiwanese (e g., Choshui) clays (< 2 mu m) display no smectite but the best illite crystallinity and are only distributed along southeastern Taiwan Strait. Both Yangtze and Taiwanese river clays are illite-dominated, but the poor illite crystallinity and the presence of smectite and kaolinite indicate that Taiwan Strait clays are mainly Yangtze-dominated. In contrast, medium silts (20-35 mu m) and very fine sands (63-90 mu m) in the Taiwan Strait are characterized by low feldspar/quartz, low K-feldspar/plagioclase and high kaolinite/quartz, indicating their provenance from Taiwanese rivers. Taiwanese silts and sands are introduced primarily by the way of typhoon-derived floods and transported northward by the Taiwan Warm Current during summer-fall months. Yangtze clays, in contrast, are widely dispersed southward about 1000 km to the western Taiwan Strait, transported by the China Coastal Current during winter-spring months Since most Taiwan Strait samples were collected in May 2006, clay results in this paper might only represent the winter-spring pattern of the dispersal of Yangtze sediments. Polybrominated diphenyl ethers (PBDEs) are a group of flame retardants that have been in use since the 1970s. They are included in the list of hazardous substances known as persistent organic pollutants (POPs) because they are extremely hazardous to the environment and human health. PBDEs have been extensively used in industry and manufacturing in Taiwan, thus its citizens are at high risk of exposure to these chemicals.
An assessment of the environmental fate of these compounds in the Zhuoshui river and Changhua County regions of western Taiwan, and also including the adjacent area of the Taiwan Strait, was conducted for three high risk congeners, BDE-47, -99 and -209, to obtain information regarding the partitioning, advection, transfer and long range transport potential of the PBDEs in order to identify the level of risk posed by the pollutants in this region.
The results indicate that large amounts of PBDEs presently reside in all model compartments – air, soil, water, and sediment – with particularly high levels found in air and especially in sediment. The high levels found in sediment, particularly for BDE-209, are significant, since there is the threat of these pollutants entering the food chain, either directly through benthic feeding, or through resuspension and subsequent feeding in the pelagic region of the water column which is a distinct possibility in the strong currents found within the Taiwan Strait. Another important result is that a substantial portion of emissions leave the model domain directly through advection, particularly for BDE-47 (58%) and BDE-209 (75%), thus posing a risk to adjacent communities.
Model results were generally in reasonable agreement with available measured concentrations. In air, model concentrations are in reasonably good agreement with available measured values. For both BDE-47 and -99, model concentrations are a factor of 2-3 higher and BDE-209 within the range of measured values. In soil, model results are somewhat less than measured values. In sediment, model results are at the high end of measured values.

It is often argued that at the root of the Taiwan question are the myriad differences in politics, ideology, identity, and economy between mainland China and Taiwan. Any prospect for its peaceful resolution, it seems, hinges on bridging those differences through economic and/or political integration. Although the Taiwan conundrum has much to do with wide-ranging cross-strait divergence, this article argues that it cannot be disconnected from one important commonality between Beijing and Taipei, namely, a cross-strait normative convergence on the Westphalian notion of state sovereignty. Encompassing an exclusionary understanding of final authority, territory, and identity, Westphalian sovereignty provides both Beijing and Taipei with a common meaning that Taiwan is an issue of sovereignty, central to their respective national identity and political survival and hence not subject to compromise. As a consequence, it argues that this common meaning is paradoxically responsible for much of the mistrust, tension, and deadlock in cross-strait relations. In order to find a long-term solution to the Taiwan impasse, we need to pay attention to this particular normative convergence as well as to the many differences across the Taiwan Strait.

This paper investigates how Taiwan's "one China" concept evolved during the democratization process that occurred under the leadership of former President Lee Teng-hui. The author argues that there was a crucial evolution of the "one China" concept and that the transformation of the concept resulted from changes in Taiwan's internal political circumstances. The evolution of the concept creates a real possibility that the "status quo" sought by the ROC in the Taiwan Strait both during and after the Cold War might be destroyed. In addition, any further evolution of the "one China" concept will surely make the "status quo" of Taiwan untenable, in that it would induce Taiwan to seek de jure instead of de facto independence, possibly initiating a conflict between the PRC and the ROC. To prevent such a conflict in the Taiwan Strait, the international community must persuade the ROC not to go beyond the "status quo" and to stay within the framework of de facto independence. At the same time, both the PRC and the ROC should be urged to maintain an open conduit of communication for productive talks on the reunification of China.

Only recently the Sino-Taiwanese issue has again been in the headlines of the international media. On Saturday, 3 August 2002, Taiwan's President Chen Shui-bian insisted in a passionate speech that there is 'one country on each side' of the Taiwan Strait. He went even further by calling for new legislation that would allow a referendum to be held on changing the island's current international status, saying that this would be a 'basic human right'. Chen's remarks resulted in a furious response from the mainland. Although the conflict between Beijing and Taipei can be interpreted as a legacy of the Chinese Civil War, the tensions intensified during the 1990s. The following article suggests that the linkages and dynamics between the globalization process and international security are increasingly important for a better understanding of the development of relations at the international level in general and in the China-Taiwan conflict in particular.

A mass of geological, geophysical and geochemical data and information from the Okinawa Trough area are collected for comprehensive research in the study area from East China to Okinawa Trough and then to Ryukyu Island Are region. According to the seismic tomography result (P and S wave) and the processing result of free-air and Bouguer gravity anomaly and magnetic anomaly data in the study area, the comprehensive interpretation is carried out. The Moho depth distribution of the study area is obtained by the inversion calculation based on gravity data using the Harmonious Series method. The crust properties are analyzed. Meantime, some Cenozoic basalt data from Kuandian (NE China), Hannuoba (North China), Minxi (South China), Penghu Islands (Taiwan Strait), Okinawa Trough and Japan Island Arc regions are chosen to make the comparison research on element- isotopes. The result indicates that the lithosphere thickness in the Okinawa Trough area has obviously decreased, where a Low -velocity layer of upper-mantle has reached the Moho interface and the metasometized asthenosphere has formed. The research result on element- isotopes shows that the characteristic of the crust in the Okinawa Trough area is different from that in East China area and the Ryukyu Island Arc area. It is considered that the crust in the Okinawa Trough area belongs to the transition type, which is quite similar to the feature of the oceanic crust.

Numerous cores and dating show the Yangtze River has accumulated about 1.16 x 10(12) t sediment in its delta plain and proximal subaqueous delta during Holocene. High-resolution seismic profiling and coring in the southern East China Sea during 2003 and 2004 cruises has revealed an elongated (similar to 800 km) distal subaqueous mud wedge extending from the Yangtze River mouth southward off the Zhejiang and Fujian coasts into the Taiwan Strait. Overlying what appears to be a transgressive sand layer, this distal clinoform thins offshore, from similar to 40 in thickness between the 20 and 30 m water depth to < 1-2 in between 60 and 90 m water depth, corresponding to an across shelf distance of less than 100 km. Total volume of this distal mud wedge is about 4.5 x 10(11) m(3), equivalent to similar to 5.4 x 10(11) t of sediment. Most of the sediment in this mud wedge comes from the Yangtze River, with some input presumably coming from local smaller rivers. Thus, the total Yangtze-derived sediments accumulated in its deltaic system and East China Sea inner shelf have amounted to about 1.7 x 10(12) t. Preliminary analyses suggest this longshore and across-shelf transported clinoform mainly formed in the past 7000 yrs after postglacial sea level reached its mid-Holocene highstand, and after re-intensification of the Chinese longshore current system. Sedimentation accumulation apparently increased around 2000 yrs BP, reflecting the evolution of the Yangtze estuary and increased land erosion due to human activities, such as fanning and deforestation. The southward-flowing China Coastal Current, the northward-flowing Taiwan Warm Current, and the Kuroshio Current appear to have played critical roles in transporting and trapping most of Yangtze-derived materials in the inner shelf, and hence preventing the sediment escape into the deep ocean. A quasi-global high-resolution HYbrid Coordinate Ocean Model (HYCOM) is used to investigate seasonal variations of water transports through the four main straits in the South China Sea. The results show that the annual transports through the four straits Luzon Strait, Taiwan Strait, Sunda Shelf and Mindoro Strait are -4.5, 2.3, 0.5 and 1.7 Sv (1 Sv=10(6) m(3)s(-1)), respectively. The Mindoro Strait has an important outflow that accounts for over one third of the total inflow through the Luzon Strait. Furthermore, it indicates that there are strong seasonal variations of water transport in the four straits. The water transport through the Luzon Strait (Taiwan Strait, Sunda Shelf, Mindoro Strait) has a maximum value of -7.6 Sv in December (3.1 Sv in July, 2.1S v in January, 4.5Sv in November), a minimum value of -2.1 Sv in June (1.5 Sv in October, -1.0 Sv in June, -0.2 Sv in May), respectively.

The principal tidal constituents M-2, S-2, K-1 and O-1 in the South China Sea, Gulf of Tonkin and Gulf of Thailand are simulated simultaneously using the numerical scheme of Kwok et al. (1995 Proceedings of the 1st Asian Computational Fluid Dynamics Conference, pp. 16-19). The average differences between the computed and observed harmonic constants are mostly within 5 cm and 10 degrees for amplitudes and phase-lags, respectively. The simulated tidal regimes in the present model are believed to be more accurate than the previous numerical results. Our studies confirm that a clockwise rotating M-2 amphidromic system lies in the southeast of the Gulf of Thailand and an S-2 amphidromic system at the near-shore area of the northeast South China Sea. The linear tidal energy equation developed by Garrett (1975 Deep-Sea Research 22, 23-35) is generalized to the nonlinear case. Based on the numerical results, the energy budgets in the South China Sea and its subareas, namely the Taiwan Strait, the Gulf of Tonkin, the Gulf of Thailand and the remaining area are investigated. The tidal motion in the Taiwan Strait is maintained mainly by the energy fluxes from the East China Sea for both semidiurnal and diurnal species and partially from the Luzon Strait for semidiurnal species. For the other parts of the South China Sea, the tidal motion is mainly maintained by the energy fluxes through the Luzon Strait. The energy inputs from the tide-generating force are negative for semidiurnal species and positive for diurnal species. (C) 1999 Elsevier Science Ltd. All rights reserved.
