Race in Argentina played a significant role as a highly durable construct by identifying and advancing subjects (1776–1810) and citizens (1811–1853). My dissertation explores the intricacies of power relations by focusing on the ways in which race informed the legal process during the transition from a colonial to national State. It argues that the State’s development in both the colonial and national periods depended upon defining and classifying African descendants. In response, people of African descendent used the State’s assigned definitions and classifications to advance their legal identities. It employs race and culture as operative concepts, and law as a representation of the sometimes, tense relationship between social practices and the State’s concern for social peace. This dissertation examines the dynamic nature of the court. It utilizes the theoretical concepts multicentric legal orders that are analyzed through weak and strong legal pluralisms, and jurisdictional politics, from the late eighteenth to early nineteenth centuries. This dissertation juxtaposes various levels of jurisdiction (canon/state law and colonial/national law) to illuminate how people of color used the legal system to ameliorate their social condition. In each chapter the primary source materials are state generated documents which include criminal, ecclesiastical, civil, and marriage dissent court cases along with notarial and census records. Though it would appear that these documents would provide a superficial understanding of people of color, my analysis provides both a top-down and bottom-up approach that reflects a continuous negotiation for African descendants’ goal for State recognition. These approaches allow for implicit or explicit negotiation of a legal identity that transformed slaves and free African descendants into active agents of their own destinies.

This article examines the extent and limits of non-state forms of authority in international relations. It analyses how the information and communication technology (ICT) infrastructure for the tradability of services in a global knowledge-based economy relies on informal regulatory practices for adjustment of ICT-related skills. Companies and associations provide training and certification programmes as part of a growing market for educational services setting their own standards. The existing literature on non-conventional forms of authority in the global political economy has emphasised that the consent of actors subject to informal rules and explicit or implicit state recognition remains crucial for the effectiveness of those new forms of power. However, analyses based on a limited sample of actors tend toward a narrow understanding of the issues and fail to fully explore the differentiated space in which non-state authority is emerging. This paper examines the form of authority underpinning the global knowledge-based economy within the broader perspective of the issues likely to be standardised by technical ICT specification, the wide range of actors involved, and the highly differentiated space where standards become authoritative. The empirical findings highlight the role of different private actors in establishing international educational norms in this field. They also pinpoint the limits of profit-oriented standard-settings, notably with regard to generic norms.

This paper examines why mosque opposition has been more frequent in Catalonia than in other Spanish regions. A comparison is conducted between the metropolitan areas of Barcelona, where opposition has been most prevalent, and Madrid, where it has been strikingly absent. A relational approach is employed to highlight the factors in Barcelona that have complicated the reception of mosques and the populations they serve. These factors include pronounced socio-spatial divisions and a lack of confidence in the state's commitment to managing the challenges that accompany immigration. The prevalence of these factors in Barcelona has resulted in the integration of mosque debates into more general struggles over urban privilege and state recognition, explaining the high degree of opposition. These findings highlight the importance of studying conflicts related to religious and cultural diversification in context, as such conflicts are inextricably linked to the lived spaces and local structures in which they develop.

Ce mémoire s’intéresse au comportement américain en matière de reconnaissance d’État. Il tente d’identifier quels sont les facteurs susceptibles d’être appliqués par les États- Unis d’Amérique dans l’hypothèse d’une éventuelle reconnaissance du Québec. Les évènements politiques survenus au cours des trente dernières années au Québec ont non seulement suscité un fort intérêt à Washington, ils ont également conduit le gouvernement américain à mettre en place une approche politique particulière à l’endroit du Québec. Utilisée à partir de la fin des années 1970, cette approche spécifique (qui fait maintenant office de ligne de conduite) demeure encore aujourd’hui celle qui prévaut à la Maison- Blanche. En dépit de la tenue de deux référendums sur la souveraineté en 1980 et en 1995, le Québec demeure encore aujourd’hui une province de l’État canadien. Cependant, s’il devait un jour accéder à l’indépendance, il y a fort à parier que la décision des États-Unis de reconnaître le Québec serait modulée à partir d’intérêts sécuritaires ponctuels, mais aussi en fonction d’intérêts politiques ou économiques. Dans la majorité des cas depuis la dissolution de la Yougoslavie en 1991, les États-Unis d’Amérique ont agi ainsi. L’analyse du comportement américain lors de la reconnaissance récente du Kosovo en 2008 vient appuyer ces dires et démontre que Washington utilise la même approche pour reconnaître de nouveaux États depuis au moins 20 ans.

Cette recherche aborde la question de l’avis consultatif de la CIJ sur la conformité au droit international de la déclaration unilatérale d’indépendance relative au Kosovo du 22 juillet 2010 et ses possibles incidences sur la question de la sécession du Québec. Plus précisément, ce mémoire traite de la migration des idées constitutionnelles au sujet des questions d’autodétermination dans les cas kosovar et québécois, en effectuant une analyse comparative des deux situations. Le présent mémoire conclut tout d’abord à un respect du droit international public par la CIJ dans son avis, le Kosovo remplissant les conditions de mise en oeuvre de la sécession remède. Néanmoins, notre recherche conduit à affirmer une impossibilité de transposition de solution du cas kosovar à la problématique québécoise, mais à une possible migration des influences, qui assouplirait la position prise ces dernières années par le Canada, notamment avec la Loi sur la clarté.

Au fil des années, les Autochtones ont obtenu la reconnaissance par l’État canadien de certains droits inhérents, soit le droit à l’autodétermination et le droit à l’autonomie gouvernementale. Cependant, lors de la mise en places d’initiatives de gouvernance autochtone, les différents niveaux de gouvernement ont présumé que les groupes revendicateurs disposaient d’une assise territoriale pour réaliser ces objectifs, telles les communautés d’origine des Premières nations, Inuites ou métisses. Or, ces modèles sont inadéquats pour la majorité des Autochtones au pays qui vivent en milieu urbain, une population hétérogène, disparate, très mobile et surtout sans assise territoriale. Pour tenter de concilier l’exercice de l’autonomie gouvernementale avec l’urbanité, certains modèles théoriques de gouvernance ont été élaborés afin de permettre une meilleure représentation politique aux Autochtones en milieu urbain. En gardant à l’esprit la situation de Montréal, c’est-à-dire le problème de l’identité du titulaire du droit à l’autodétermination, le territoire et la nature des pouvoirs à exercer, nous tenterons au cours de ce mémoire de déterminer quel modèle de gouvernance autochtone serait le plus approprié pour les Autochtones de Montréal.

En 1974, España como potencia administradora del Sahara Occidental, decide retirarse de este territorio bajo la resolución 1514 de Naciones Unidas, dejando como administrador a Marruecos con el fin de que llevara a cabo el derecho de autodeterminación a través de un referendo. Actualmente y después de treinta años, este referendo no se ha llevado a cabo siendo Sahara Occidental la última colonia en África. Durante este tiempo, Marruecos ocupó militarmente gran parte del Sahara Occidental reclamándolo como parte de su territorio, hecho que no es aceptado por la población saharaui ni por el Frente Polisario (movimiento independentista del Sahara Occidental), quienes reclaman la independencia total del territorio. De esta manera, la constitución de la República Árabe Saharaui Democrática como Estado en 1976 logró el reconocimiento de varios Estados y organizaciones internacionales como la Unión Africana, hecho que hizo que Marruecos sea el único país africano que no pertenezca a esta organización. Así mismo, su ausencia dentro de la organización trajo para Marruecos implicaciones políticas en tres importantes temas: la Nueva Alianza para el Desarrollo NEPAD, el Sistema Africano de Derechos Humanos y de los Pueblos y la participación de la Unión del Magreb Árabe como Comunidad Económica Regional CER.

Trata-se de discutir as críticas a conceitos insuficientes de liberdade, tais como elas aparecem na Filosofia do direito, de Hegel. Com isto, espera-se expor os verdadeiros problemas que a teoria hegeliana do Estado procura resolver. Tais problemas permitem lançar novas luzes em alguns aspectos decisivos da teoria hegeliana do reconhecimento.

Del año 2013 al 2015, los indígenas Emberá desplazados en Bogotá, a causa del reconocimiento que el estado les dio por ser sujetos del desplazamiento, estuvieron obligados a encarar dos formas de gubernamentalidad estatal que tuvieron múltiples consecuencias en su vida cotidiana. La primera de estas formas de gubernamentalidad se manifestó en una ciudadanía multicultural (aquí llamada ciudadanía transitoria) la cual, desde el subsidio de vivienda reconocido con albergues en la ciudad, limitó diferentes derechos Emberá bajo el argumento multicultural de que en la ciudad la cultura y, ellos mismos físicamente, eran vulnerables. La consecuencia de este discurso, con el que se les permitió dormir en un techo digno, fue la de obligarlos en buena medida a asumir su vida en la ciudad como un transito hacia el retorno a su territorio de origen, desde donde habían salido, sobre todo, huyendo de la violencia. Por otra parte, la segunda forma de gubernamentalidad tuvo que ver con una serie de itinerarios burocráticos que asumían los Emberá una vez llegaban a la ciudad. Estos eran recorridos que emprendían por diferentes burocracias de los gobiernos nacional y local con el propósito de exigirle al estado el reconocimiento de sus derechos. En cada uno de estos recorridos se desenmascaraba una forma de violencia estatal (característica del funcionamiento de las burocracias) que, como se puede ver en esta tesis, tenía profundas repercusiones en el día a día de los indígenas Emberá dentro de la urbe.

The protein profiles of the New Guinea "C" dengue virus type 2 (DENV-2)prototype and those of a Brazilian DENV-2 isolated in the State of Rio de Janeiro in 1995 were compared. SDS-PAGE analysis showed that the virus from Rio de Janeiro expresses NS5 (93.0 kDa), NS3 (66.8 kDa) E (62.4 kDa) and NS1 (41.2 kDa) proteins differently from the New Guinea "C" virus. The immunoblot revealed specificity and antigenicity for the NS3 protein from DENV-2 Rio de Janeiro mainly in primary infections, convalescent cases, and in secondary infections in both cases and only antigenicity for E and NS1 proteins for both viruses in primary and secondary infections.

Abstract This thesis argues that poverty alleviation strategies and programs carried out by the government and Non Governmental Organizations in Ghana provide affirmative solutions to poverty. This is because, these intervention strategies have been influenced by conventional discourses on poverty that fail to adequately address non-economic issues of poverty such as powerlessness, marginalization and tmder-representation. The study is carried out in a two-pronged manner; first, it analyses state policies and strategies, particularly the Ghana Poverty Reduction Strategy (GPRS), on poverty alleviation and compares these to NGO programs, implemented with funds and support from external donor organizations. Specifically, I focus on how NGOs and the governnlent of Ghana negotiate autonomy and financial dependency with their funding donor-partners and how these affect their policies and programs. Findings from this study reveal that while external influences dominate poverty alleviation policies and strategies, NGOs and the government of Ghana exercise varying degrees of agency in navigating these issues. In particular, NGOs have been able to adapt their programs to the changing needs of donor markets, and are also actively engaged in re-orienting poverty back to the political domain through advocacy campaigns. Overall, rural communities in Ghana depend on charitable NGOs for the provision of essential social services, while the Ghanaian government depends on international donor assistance for its development projects.

Leptodactylus mystaceus, uma espécie com ampla distribuição geográfica pela América do Sul, é diagnosticada com base em exemplares do Estado de São Paulo, seu limite meridional de distribuição geográfica. Apresentamos aqui o primeiro registro da espécie para o Sudeste do Brasil, ampliando sua distribuição conhecida em cerca de 1.300 km ao sudeste. Também incluímos a descrição da vocalização de anúncio, informações sobre história natural, fotografia em vida e desenhos de caracteres morfológicos que auxiliam na identificação desta espécie.

1 Natural soil profiles may be interpreted as an arrangement of parts which are characterized by properties like hydraulic conductivity and water retention function. These parts form a complicated structure. Characterizing the soil structure is fundamental in subsurface hydrology because it has a crucial influence on flow and transport and defines the patterns of many ecological processes. We applied an image analysis method for recognition and classification of visual soil attributes in order to model flow and transport through a man-made soil profile. Modeled and measured saturation-dependent effective parameters were compared. We found that characterizing and describing conductivity patterns in soils with sharp conductivity contrasts is feasible. Differently, solving flow and transport on the basis of these conductivity maps is difficult and, in general, requires special care for representation of small-scale processes.

Smart homes for the aging population have recently started attracting the attention of the research community. The "health state" of smart homes is comprised of many different levels; starting with the physical health of citizens, it also includes longer-term health norms and outcomes, as well as the arena of positive behavior changes. One of the problems of interest is to monitor the activities of daily living (ADL) of the elderly, aiming at their protection and well-being. For this purpose, we installed passive infrared (PIR) sensors to detect motion in a specific area inside a smart apartment and used them to collect a set of ADL. In a novel approach, we describe a technology that allows the ground truth collected in one smart home to train activity recognition systems for other smart homes. We asked the users to label all instances of all ADL only once and subsequently applied data mining techniques to cluster in-home sensor firings. Each cluster would therefore represent the instances of the same activity. Once the clusters were associated to their corresponding activities, our system was able to recognize future activities. To improve the activity recognition accuracy, our system preprocessed raw sensor data by identifying overlapping activities. To evaluate the recognition performance from a 200-day dataset, we implemented three different active learning classification algorithms and compared their performance: naive Bayesian (NB), support vector machine (SVM) and random forest (RF). Based on our results, the RF classifier recognized activities with an average specificity of 96.53%, a sensitivity of 68.49%, a precision of 74.41% and an F-measure of 71.33%, outperforming both the NB and SVM classifiers. Further clustering markedly improved the results of the RF classifier. An activity recognition system based on PIR sensors in conjunction with a clustering classification approach was able to detect ADL from datasets collected from different homes. Thus, our PIR-based smart home technology could improve care and provide valuable information to better understand the functioning of our societies, as well as to inform both individual and collective action in a smart city scenario.

In the past decade, tremendous advances in the state of the art of automatic speech recognition by machine have taken place. A reduction in the word error rate by more than a factor of 5 and an increase in recognition speeds by several orders of magnitude (brought about by a combination of faster recognition search algorithms and more powerful computers), have combined to make high-accuracy, speaker-independent, continuous speech recognition for large vocabularies possible in real time, on off-the-shelf workstations, without the aid of special hardware. These advances promise to make speech recognition technology readily available to the general public. This paper focuses on the speech recognition advances made through better speech modeling techniques, chiefly through more accurate mathematical modeling of speech sounds.
