This study explored the factors associated with state-level allocations to tobacco-control programs. The primary research question was whether public sentiment regarding tobacco control was a significant factor in the states' 2001 budget decisions. In addition to public opinion, several additional political and economic measures were considered. Significant associations were found between our outcome, state-level tobacco-control funding per capita, and key variables of interest including public opinion, amount of tobacco settlement received, the party affiliation of the governor, the state's smoking rate, excise tax revenue received, and whether the state was a major producer of tobacco. The findings from this study supported our hypothesis that states with citizens who favor more restrictive indoor air policies allocate more to tobacco control. Effective public education to change public opinion and the cultural norms surrounding smoking may affect political decisions and, in turn, increase funding for crucial public health programs.

The use of parliamentary questions is the most popular and visible tool in the hands of the Opposition as a means to make government accountable. Their main purpose is to seek information or press for action. Contemporary parliamentary literature from the UK, Canada, and Australia, however, suggests that parliamentary questions have lost their effectiveness. The literature points out that Question Time in parliaments has become a battle ground between Ruling and Opposition parties in their fight to gain maximum political advantage. In this context, the effectiveness of parliamentary questions in the Indian state legislatures has not been investigated. The aim of this study, therefore, is to analyse the use, purpose and effectiveness of parliamentary questions in the State Legislative Assembly of Uttar Pradesh (India) to explore differences, if any, between Ruling and Opposition parties. In this study, 4023 parliamentary questions asked in the Uttar Pradesh State Legislative Assembly were analysed. The effectiveness of answers was also analysed qualitatively. The results show that half of the total members of the Assembly used this device, out of which 60% of the questions were asked by the Opposition party members. 31% of the questions from the Opposition were seeking information and 69% were pressing for action. The government provided the required information in 96% of the questions in the former category and took action in only 35% of the latter category. Furthermore, 60% of the questions raised by the Opposition were related to constituency matters and the remaining 40% were related to policy issues or public welfare. Comparing the data with the ruling party, the results indicate that the use,purpose and effectiveness of parliamentary questions were similar to that of the Opposition except some minor differences. Surprisingly, there was no evidence of any ‘Dorothy Dix’ questions. The study concludes parliamentary question is an effective device in the Indian state of Uttar Pradesh.

Birth defects are the leading cause of infant mortality in the United States and are a major cause of lifetime disability. However, efforts to understand their causes have been hampered by a lack of population-specific data. During 1990–2004, 22 state legislatures responded to this need by proposing birth defects surveillance legislation (BDSL). The contrast between these states and those that did not pass BDSL provides an opportunity to better understand conditions associated with US public health policy diffusion. ^ This study identifies key state-specific determinants that predict: (1) the introduction of birth defects surveillance legislation (BDSL) onto states' formal legislative agenda, and (2) the successful adoption of these laws. Secondary aims were to interpret these findings in a theoretically sound framework and to incorporate evidence from three analytical approaches. ^ The study begins with a comparative case study of Texas and Oregon (states with divergent BDSL outcomes), including a review of historical documentation and content analysis of key informant interviews. After selecting and operationalizing explanatory variables suggested by the case study, Qualitative Comparative Analysis (QCA) was applied to publically available data to describe important patterns of variation among 37 states. Results from logistic regression were compared to determine whether the two methods produced consistent findings. ^ Themes emerging from the comparative case study included differing budgetary conditions and the significance of relationships within policy issue networks. However, the QCA and statistical analysis pointed to the importance of political parties and contrasting societal contexts. Notably, state policies that allow greater access to citizen-driven ballot initiatives were consistently associated with lower likelihood of introducing BDSL. ^ Methodologically, these results indicate that a case study approach, while important for eliciting valuable context-specific detail, may fail to detect the influence of overarching, systemic variables, such as party competition. However, QCA and statistical analyses were limited by a lack of existing data to operationalize policy issue networks, and thus may have downplayed the impact of personal interactions. ^ This study contributes to the field of health policy studies in three ways. First, it emphasizes the importance of collegial and consistent relationships among policy issue network members. Second, it calls attention to political party systems in predicting policy outcomes. Finally, a novel approach to interpreting state data in a theoretically significant manner (QCA) has been demonstrated.^

A Ciência Política tem se preocupado nos últimos anos em compreender o comportamento dos partidos políticos no interior do Poder Legislativo. Ao contrário do que afirma a opinião pública, seria possível encontrar lógica na atuação das legendas? O que seria capaz de explicar uma eventual ordem? Na Câmara dos Deputados, estudos comprovam que os partidos agem conforme as indicações de suas lideranças. Mas como funcionam as Assembleias Legislativas? O intuito desse artigo é verificar como se comportam as bancadas partidárias na Assembleia Legislativa do Estado de São Paulo, notando que além do comportamento dos parlamentares em torno das votações nominais, houve a preocupação de avaliar o que ocorre com a atuação do deputado estadual que muda de partido.

O presente trabalho examina as razões dos procedimentos de urgência nos projetos do Executivo junto à Assembléia Legislativa do Estado do Rio Grande do Sul entre 1999-2006. Para tal, o texto discute os fundamentos e algumas implicações de teorias sobre a organização legislativa, especialmente as vertentes partidária e informacional, situando, primeiramente, o debate sobre a política regional gaúcha e as relações Executivo-Legislativo no âmbito subnacional brasileiro. O objetivo do estudo é analisar a rationale dos procedimentos de urgência utilizados pelo Governador, unilateralmente, e pelo próprio Legislativo, através de seu Colégio de Líderes, para acelerar a tramitação dos projetos do Executivo, retirando a matéria das Comissões permanentes antes da aprovação de parecer. Empiricamente, a pesquisa investiga se a presença de cartéis legislativos e a distância das preferências do Governo em relação às do mediano do Plenário da Assembléia têm efeitos sobre as chances de utilização de tais procedimentos. Assim, avalia a possibilidade de conjugação da teoria partidária com problemas informacionais para a análise do processo decisório legislativo no âmbito subnacional. O exame conclui que tanto a urgência governamental quanto o acordo de lideranças possuem padrões distintos apresentando resultados diversos que dependem do tamanho das forças políticas e da distribuição de preferências, figurando as instituições como fatores intervenientes, de modo que tais procedimentos obedecem a uma lógica partidária, mas colocada diante de problemas informacionais

A relação entre governadores e assembleias estaduais no Brasil é marcada pela tese de que os governadores possuem ampla capacidade para estabelecerem um pacto homologatório com os legislativos estaduais. Literatura recente tem buscado comparar as experiências dos diferentes estados. O Rio de Janeiro tem se destacado como um dos casos em que o legislativo conseguiu espaço para levar adiante uma agenda própria. Esse diagnóstico contrasta não só com a tese do poder dos governadores, mas também com a experiência histórica da máquina política chaguista no Estado. Essa tese busca entender como que a relação dos governadores do Estado do Rio de Janeiro com a Assembleia Legislativa do Estado se desenvolveu desde a retomada das eleições diretas para esse cargo em 1982 até o ano de 2010. A principal hipótese é a de que as mudanças no federalismo brasileiro e o ajuste fiscal levados a cabo durante os anos 1990 foram centrais para repactuar a relação entre os dois poderes. Essas mudanças nacionais permitiram que um desejo de maior independência na relação entre os poderes ganhasse espaço. A mudança na relação entre os poderes é comprovada pelo crescimento temporal na quantidade de vetos do governador derrubados pelo legislativo. A tese mostra, no entanto, que o ganho de espaço para atuação do legislativo não significou uma restrição às agendas do Executivo que continuou a ser ator central da política estadual.

even after 45 years of independence, it is seen that women are still left cum the periphery cnf the political process. Effective and meaningful participation of women in politics remains elusive for most of them. The representation of women in the state legislatures and in both Houses of Parliament has been very marginal. The percentage of women members in the LokSabha to the total membership of the body has never touched a two-digit figure so far. Within these 45 years, India could field only five women as Union Cabinet Ministers. In the case of the various states also, the position of women's participation in political activities is not very different. On the whole, it is seen that in independent India the role played by women in the electoral politics of the country or in the day to day activities of the different political parties is very" ineffective and insignificant. The present study was undertaken to make an assessment of women's involvement in the political process of Kerala since independence. This small state in the southernmost part of India claims ‘that it possesses certain. unique features in its social fabric that makes it different from the rest of the country as far as the place of women in society is concerned.

What are the effects of natural disasters on electoral results? Some authors claim that catastrophes have a negative effect on the survival of leaders in a democracy because voters have a propensity to punish politicians for not preventing or poorly handling a crisis. In contrast, this paper finds that these events might be beneficial for leaders. Disasters are linked to leader survival through clientelism: they generate an in-flow of resources in the form of aid, which increase money for buying votes. Analyzing the rainy season of 2010-2011 in Colombia, considered its worst disaster in history, I use a difference-in-differences strategy to show that in the local election incumbent parties benefited from the disaster. The result is robust to different specifications and alternative explanations. Moreover, places receiving more aid and those with judicial evidence of vote-buying irregularities, are more likely to reelect the incumbent, supporting the mechanism proposed by this paper.

Este trabalho tem como objetivo estudar os impactos das variações institucionais nas relações Executivo-Legislativo nos estados sobre as políticas públicas neles implementadas. Para isso, analisa as instituições, com foco no Poder Legislativo, a agenda do governador, sua liderança política e as coalizões de apoio. Inicialmente é feita uma discussão sobre os instrumentos analíticos disponíveis para os estudos legislativos e sua utilização para a compreensão de processos políticos no contexto brasileiro. Em seguida, com base em estudos sobre a Câmara dos Deputados brasileira e sobre os legislativos estaduais norte-americanos, são selecionados os recortes mais aplicáveis para se captar a diversidade institucional nos estados brasileiros, especialmente no que se refere à sua capacidade legislativa e fiscalizadora. Posteriormente, são elaborados estudos de caso com os estados de Minas Gerais, Rio de Janeiro, Rio Grande do Sul e São Paulo na implantação de programas de Reforma do Estado, o principal item da agenda no período estudado. Conclui-se que as instituições, embora importantes, são insuficientes para explicar como se dão os processos políticos para a implementação de políticas públicas nos estados brasileiros.
