This paper presents a pilot project to reinforce participatory practices in standardization. The INTERNORM project creates an interactive knowledge center based on the sharing of academic skills and experiences accumulated by the civil society, especially consumer associations, environmental associations and trade unions to strengthen the participatory process of standardization. The first objective of the project is action-oriented: INTERNORM provides a common knowledge pool supporting the participation of civil society actors to international standard-setting activities by bringing them together with academic experts in working groups and providing logistic and financial support to their participation in meetings of national and international technical committees. The second objective is analytical: the standardization action provides a research field for a better understanding of the participatory dynamics underpinning international standardization. This paper presents three incentives that explain civil society (non-)involvement in standardization that overcome conventional resource-based hypotheses: an operational incentive related to the use of standards in the selective goods provided by associations to their membership; a thematic incentive provided by the setting of priorities by strategic committees created in some standardization organization; and a rhetorical incentive related to the discursive resource that civil society concerns offers to the different stakeholders.

International standards are playing an increasingly important role in market governance while frequently exerting direct effects on health, safety and the environment. Yet civil society, more often than not, is absent from the standardisation procedures. The recommendation made here is to foster the participation of civil society actors in standardisation by framing standardisation topics in a way that will encourage the mobilisation of these actors in accordance with their repertoire of actions and interests and by organising the plural expertise required for the effective participation that is necessary if they are to exert an influence.

Our paper presents a pilot project (INTERNORM) funded by the University of Lausanne to support the involvement of not-for-profit organisations in international standard setting bodies such as the ISO. It analyses preliminary results on how a distinct participatory mechanism can influence the institutional environment of technical diplomacy in which ISO standards are developed. It reflects on the contribution of innovative deliberative mechanisms to democratise the field of international standardisation, largely dominated by expert knowledge and market players. It draws upon international relations literature on new institutional forms in global governance and social studies of science on participatory issues in science-society relations. The paper argues that there are significant limitations to the rise of civil society participation in such global governance mechanisms and examines several types of barriers to the involvement of not-for-profit organisations in ISO standard-setting processes. Notre communication porte sur un projet pilote (INTERNORM) financé par l'Université de Lausanne pour favoriser l'implication des acteurs associatifs dans l'élaboration des normes internationales de type ISO. Elle analyse les effets d'un dispositif participatif sur l'environnement institutionnel très particulier de la diplomatie technique ayant cours à l'ISO. Elle présente les résultats intermédiaires d'une réflexion sur l'apport de dispositifs délibératifs pour démocratiser le champ de la normalisation internationale, largement dominé par le savoir expert et les acteurs économiques. Elle situe cette réflexion au croisement des travaux de relations internationales sur les nouvelles formes institutionnelles de la gouvernance de la mondialisation et des études sociales des sciences et des techniques sur la participation dans les rapports science - société. En identifiant plusieurs registres dans lesquels situer les difficultés d'une plus grande implication des acteurs associatifs dans les procédures d'élaboration de spécifications techniques de type ISO, nous posons l'hypothèse qu'il existe d'importantes limites à l'accroissement de la dimension participative de la gouvernance globale.

This paper presents a pilot project (INTERNORM) funded by the University of Lausanne (2010 - 2013) to support the involvement of civil society organisations (CSO) in international standard setting bodies such as the ISO. It analyses how a distinct participatory mechanism can influence the institutional environment of technical diplomacy in which standards are shaped. The project is an attempt to respond to the democratic deficit attested in the field of international standardisation, formally open to civil society participation, but still largely dominated by expert knowledge and market players. Many international standards have direct implications on society as a whole, but CSOs (consumers and environmental associations, trade unions) are largely under-represented in negotiation arenas. The paper draws upon international relations literature on new institutional forms in global governance and studies of participation in science and technology. It argues that there are significant limitations to the rise of civil society participation in such global governance mechanisms. The INTERNORM project has been designed as a platform of knowledge exchange between CSO and academic experts, with earmarked funding and official membership to a national standardisation body. But INTERNORM cannot substitute for a long- established lack of resources in time, money and expertise of CSOs. Despite high entry costs into technical diplomacy, participation thus appears as less a matter of upstream engagement, or of procedure only, than of dedicated means to shift the geometry of actors and the framing of socio-technical change.

Problématique Les réformes du système québécois de la santé et des services sociaux débutées en 2003 visent à le transformer en profondeur. La mise en œuvre de réseaux intégrés de services destinés aux personnes âgées en perte d’autonomie fonctionnelle s’inscrit dans ce mouvement de réformes. L’intégration des services nécessite toutefois des changements importants dans les modalités de régulation des systèmes sociosanitaires afin d’être en mesure d’assurer une meilleure réponse aux problèmes multidimensionnels et chroniques des personnes âgées en perte d’autonomie fonctionnelle vivant à domicile. La standardisation des pratiques professionnelles vise ainsi à réguler l’action des multiples acteurs et organisations concernés par la prise en charge des problèmes sociosanitaires. Nous avons analysé le contexte politique dans lequel s’inscrit ce mouvement de standardisation au moyen de deux logiques de performance. La première, la logique managériale, correspond à l’adoption par l’État social de principes néolibéraux s’inscrivant dans la nouvelle gestion publique. La deuxième logique, dite clinique, est construite autour de la standardisation des pratiques professionnelles par l’entremise des pratiques fondées sur des résultats probants. L’arrimage parfois complémentaire et parfois contradictoire entre ces deux logiques rend le débat sur la standardisation des professions particulièrement complexe, particulièrement dans les métiers relationnels comme le travail social (TS). Pour ses promoteurs, la standardisation fait en sorte de rendre le travail social plus scientifique et plus rationnel ce qui constitue un gage de qualité, d’efficacité et d’efficience. Pour ses détracteurs, la standardisation se présente comme une menace à l’autonomie des TS. Elle est considérée comme une attaque contre le praticien réflexif autonome qui n’est pas conciliable avec les fondements de la profession. Ainsi la compréhension du rapport des TS à la standardisation constitue un enjeu particulièrement important non seulement pour soutenir la mise en œuvre de réseaux de services intégrés destinés aux personnes âgées (RSIPA), mais aussi pour comprendre l’évolution en cours du travail social. L’usage d’outils cliniques standardisés s’accompagne de plusieurs formes de standardisations, soit des standards de conception, des standards terminologiques, des standards de performance et des standards procéduraux. Objectifs L’objectif général de cette thèse est de comprendre le rapport des TS aux différentes dimensions de la standardisation de leur pratique professionnelle en contexte de RSIPA. Plus spécifiquement, nous voulons : 1) Décrire les formes de standardisation émergentes en contexte de RSIPA; 2) Dégager les éléments de contexte et les caractéristiques perçues des outils standardisés qui influent sur leur appropriation par les TS; 3) Élucider la participation des TS au processus de régulation des pratiques professionnelles; et 4) Repérer les composantes des outils standardisés qui agissent comme des conditions structurantes de la pratique et celles qui se caractérisent par leur adaptabilité. Cadre théorique Cette thèse s’appuie sur deux perspectives théoriques complémentaires. La première, la théorie de la régulation sociale (Reynaud, 1997) nous permet d’analyser la standardisation comme un processus de régulation, afin de mettre à jour les ensembles de règles avec lesquelles les TS doivent composer ainsi que les adaptations et la part de jeu stratégique que l’on retrouve dans l’usage de ces règles. Notre deuxième perspective théorique, la sociologie des usages (Vedel, 1994), que nous en avons adaptée en appui sur la composition technique de Nélisse (1998) s’intéresse à l’activité sociale des acteurs relativement à leur utilisation des technologies. L’analyse des usages dans un contexte donné permet de comprendre de quelle manière les formes de standardisation qui accompagnent l’usage des outils cliniques standardisés peuvent potentiellement structurer la pratique professionnelle des TS, soit en la soutenant, soit en l’entravant. Méthodologie Cette thèse s’appuie sur une méthodologie qualitative, compréhensive et exploratoire. En appuie sur les principes de l’ergonomie cognitive (Falzon, 2004), nous avons examiné les prescriptions relatives aux usages des outils cliniques avec les usages de ces outils standardisés dans l’activité des intervenantes sociales (IS) formées en travail social. Nous avons opté pour une étude de cas multiples imbriquée comportant deux cas, en l’occurrence les équipes de programme perte d’autonomie liée au vieillissement (PALV), dans deux Centres de santé et de services sociaux (CSSS) où ont été implantés des réseaux de services intégrés destinés aux personnes âgées. Dans le premier, la mise en œuvre des RSIPA était à ses débuts alors que dans le deuxième, l’implantation était plus ancienne. Dans chacun des cas, quatre IS ont été recrutées. Nous avons triangulé quatre collectes de données distinctes et complémentaires soit une collecte de type documentaire pour chacun des deux cas. Avec chacune des IS, nous avons effectué trois jours d’observations directes de leur activité; un entretien compréhensif sur le sens général de la standardisation dans leur pratique; un entretien de type explicitation portant sur leur usage de l’outil d’évaluation multiclientèle (OEMC) dans un contexte particulier et un entretien compréhensif rétrospectif. Nous avons progressivement condensé et codé nos données en nous appuyant sur une stratégie de codage mixte. Les formes de standardisation émergentes en contexte de RSIPA Le rapport des IS aux outils standardisés comporte deux valences. La valence positive se manifeste lorsque les outils standardisés peuvent soutenir l’exercice du jugement professionnel des IS tout en préservant leur autonomie décisionnelle concernant les actions à mener dans leurs activités. Ainsi les IS ne manifestent pas de résistance particulièrement significatives par rapport aux formes de standardisation procédurales, conceptuelles et terminologiques qui accompagnent le modèle d’intégration de services implanté dans les deux CSSS à l’étude parce que globalement, ces formes de standardisation laissent une marge d’autonomie suffisante pour adapter les règles afin de répondre aux contingences cliniques propres aux situations singulières avec lesquelles elles doivent composer dans leur pratique. Nous avons cependant constaté que le mouvement de standardisation qui accompagne la mise en œuvre des RSIPA a été nettement érodé par un mouvement de standardisation des résultats qui découle de la logique de performance managériale notamment en contexte de reddition de compte. Ce dernier mouvement a en effet engendré des distorsions dans le premier. En ce sens, la standardisation des résultats se présente comme une contrainte sensiblement plus forte sur activité des IS que la standardisation procédurale associée à l’usage des outils standardisés RSIPA. La participation des TS au processus de régulation des pratiques professionnelles Nos résultats montrent une adhésion de principe des IS à la régulation de contrôle. Cette adhésion s’explique par la nature même des règles qui encadrent leur activité prudentielle. Puisque ces règles générales nécessitent d’être constamment interprétées à la lumière du jugement professionnel en jeu dans chacune des situations cliniques singulières, l’activité routinière des IS vise moins à les contourner qu’à les adapter dans les limites prévues dans l’espace de jeu autorisé. En ce sens, ce n’est que dans certaines circonstances que les IS expriment une résistance par rapport à la régulation de contrôle interne à leur organisation. C’est plutôt par rapport aux contraintes engendrées par certaines formes de régulation de contrôle externe que s’exprime cette résistance parce que ces dernières sont en mesure de peser significativement sur la régulation de l’activité des IS. Ainsi, la logique de performance managériale qui s’exerce à travers la reddition de comptes a pour effet d’entacher la portée des sources traditionnelles de régulation et de modifier les rapports de force entre les acteurs au sein des CSSS. En outre, la capacité régulatrice de certaines instances externes, comme l’hôpital, des mécanismes de plaintes utilisés par les usagers ou de certification de la qualité, est renforcée par le fait que ces instances sont médiatrices de formes de régulation de contrôle externe, comme la logique de performance managériale ou par des effets de médiatisation. Tous les acteurs de la hiérarchie en viennent ainsi à composer avec les régulations de contrôle pour répondre aux contraintes qui s’exercent sur eux ce qui se traduit dans un processus réflexif de régulation marqué par le jeu des uns et des autres, par des micro-déviances, ainsi que par des arrangements locaux. Étant donné que la régulation de contrôle autorise une marge d’autonomie importante, la régulation autonome paraît d’une certaine manière moins prégnante, voire moins nécessaire pour réguler l’activité des IS. Les formes de régulation autonome que nous avons mise à jour se déclinent en deux espaces d’autonomie distincts que les IS veulent préserver. Le premier, l’espace d’autonomie professionnelle a pour objet la capacité d’action générale des IS dans leur activité professionnelle et est donc transversal à l’ensemble de leur activité. Le second, l’espace d’autonomie de la singularité clinique, porte sur la marge d’autonomie des IS au regard de leur activité d’intervention auprès des usagers. Cet espace constitue une sorte de non-lieu normatif, non pas parce qu’aucune règle n’y régule les actions, mais bien parce que les règles qui y jouent se situent en partie en dehors du champ d’influence de l’ensemble des forces de standardisation agissant sur l’activité des IS. La régulation conjointe apparaît lorsque la négociation prend place à l’extérieur des limites de l’espace de jeu autorisé par les règles existantes ou que, au terme de la négociation, ces limites sont modifiées. La majorité des compromis observés ne se traduisent pas forcément sous une forme écrite et contractuelle. Certains d’entre eux se présentent comme une adaptation locale et circonstanciée et prennent la forme de régulations conjointes ad hoc alors que d’autres, les régulations conjointes institutionnalisées, s’inscrivent davantage dans la durée. Ces dernières se manifestent autour de situations cliniques pour lesquelles les règles existantes s’avèrent insuffisantes à réguler l’activité. Dans ces conditions, les négociations entre les acteurs visent à redéfinir les nouvelles limites de l’espace de jeu. Ce processus est alimenté par le cumul jurisprudentiel de chacune des situations singulières collectivisées. Les règles ainsi produites ne s’inscrivent jamais de manière dyschronique par rapport aux aspects de l’activité des IS qu’elles doivent réguler, ce qui tend à renforcer le caractère pérenne de leur capacité régulatrice. Le caractère habilitant et contraignant des dispositifs informatiques Il est difficile de comprendre la capacité régulatrice d’un dispositif informatique comme la plateforme RSIPA que l’on retrouve en PALV, en examinant uniquement ses paramètres de conception. L’analyse de ses usages en contexte s’avère indispensable. Des dispositifs informatiques comme le RSIPA possèdent la capacité d’inscrire l’intervention clinique dans un ensemble de procédures sous-jacentes, qui peuvent être plus ou moins explicites, mais qui ont la capacité d’engendrer une certaine standardisation des activités, qui peut être simultanément procédurale, terminologique et conceptuelle. Ces dispositifs informatiques détiennent ainsi la capacité d’opérer une médiation des régulations de contrôle dont ils sont porteurs. Bien qu’ils limitent l’espace de jeu clandestin, ces dispositifs ne sont pas en mesure d’enrayer complètement la capacité des IS à jouer avec les règles, notamment parce qu’ils se prêtent à des tricheries de leur part. Néanmoins, la capacité de ces plateformes informatiques à se comporter comme des instances de visualisation de l’activité peut réduire la capacité des IS à jouer et à déjouer les règles. Or, ces formes de déviance leur permettent de composer avec l’ensemble des contingences auxquelles elles sont confrontées dans leur pratique professionnelle. Cette bivalence dans l’usage de ces dispositifs informatiques soulève des enjeux relativement à leur conception afin de favoriser les meilleurs arrimages possible entre leurs fonctions cliniques et administratives.

Nerve injury leads to a neuropathic pain state that results from central sensitization. This phenomenom is mediated by NMDA receptors and may involve the production of nitric oxide (NO). In this study, we investigated the expression of the neuronal isoform of NO synthase (nNOS) in the spinal cord of 3-month-old male, Wistar rats after sciatic nerve transection (SNT). Our attention was focused on the dorsal part of L3-L5 segments receiving sensory inputs from the sciatic nerve. SNT resulted in the development of neuropathic pain symptoms confirmed by evaluating mechanical hyperalgesia (Randall and Selitto test) and allodynia (von Frey hair test). Control animals did not present any alteration (sham-animals). The selective inhibitor of nNOS, 7-nitroindazole (0.2 and 2 µg in 50 µL), blocked hyperalgesia and allodynia induced by SNT. Immunohistochemical analysis showed that nNOS was increased (48% by day 30) in the lumbar spinal cord after SNT. This increase was observed near the central canal (Rexed’s lamina X) and also in lamina I-IV of the dorsal horn. Real-time PCR results indicated an increase of nNOS mRNA detected from 1 to 30 days after SNT, with the highest increase observed 1 day after injury (1469%). Immunoblotting confirmed the increase of nNOS in the spinal cord between 1 and 15 days post-lesion (20%), reaching the greatest increase (60%) 30 days after surgery. The present findings demonstrate an increase of nNOS after peripheral nerve injury that may contribute to the increase of NO production observed after peripheral neuropathy.

OBJECTIVE: To assess the perspectives of couples who requested vasectomy in a public health service on the use of male participation contraceptive methods available in Brazil: male condoms, natural family planning/calendar, coitus interruptus and vasectomy. METHODS: A qualitative study with semi-structured interviews was held with 20 couples who had requested vasectomy at the Human Reproduction Unit of the Universidade Estadual de Campinas, Brazil. Data analysis was carried out through thematic content analysis. FINDINGS: The couples did not, in general, know any effective contraceptive options for use by men and/or participating in their use, except for vasectomy. The few methods with male participation that they knew of were perceived to interfere in spontaneity and in pleasure of intercourse. Men accepted that condom use in extra-conjugal relations offered them protection from sexually transmitted diseases; that their wives might also participate in extra-marital relationships was not considered. DISCUSSION: The few contraceptive options with male participation lead to difficulty in sharing responsibilities between men and women. On the basis of perceived gender roles, women took the responsibility for contraception until the moment when the situation became untenable, and they faced the unavoidable necessity of sterilization. CONCLUSIONS: Specific actions are necessary for men to achieve integral participation in relation to reproductive sexual health. These include education and discussions on gender roles, leading to greater awareness in men of the realities of sexual and reproductive health

Background: Extracellular vesicles in yeast cells are involved in the molecular traffic across the cell wall. In yeast pathogens, these vesicles have been implicated in the transport of proteins, lipids, polysaccharide and pigments to the extracellular space. Cellular pathways required for the biogenesis of yeast extracellular vesicles are largely unknown. Methodology/Principal Findings: We characterized extracellular vesicle production in wild type (WT) and mutant strains of the model yeast Saccharomyces cerevisiae using transmission electron microscopy in combination with light scattering analysis, lipid extraction and proteomics. WT cells and mutants with defective expression of Sec4p, a secretory vesicle-associated Rab GTPase essential for Golgi-derived exocytosis, or Snf7p, which is involved in multivesicular body (MVB) formation, were analyzed in parallel. Bilayered vesicles with diameters at the 100-300 nm range were found in extracellular fractions from yeast cultures. Proteomic analysis of vesicular fractions from the cells aforementioned and additional mutants with defects in conventional secretion pathways (sec1-1, fusion of Golgi-derived exocytic vesicles with the plasma membrane; bos1-1, vesicle targeting to the Golgi complex) or MVB functionality (vps23, late endosomal trafficking) revealed a complex and interrelated protein collection. Semi-quantitative analysis of protein abundance revealed that mutations in both MVB- and Golgi-derived pathways affected the composition of yeast extracellular vesicles, but none abrogated vesicle production. Lipid analysis revealed that mutants with defects in Golgi-related components of the secretory pathway had slower vesicle release kinetics, as inferred from intracellular accumulation of sterols and reduced detection of these lipids in vesicle fractions in comparison with WT cells. Conclusions/Significance: Our results suggest that both conventional and unconventional pathways of secretion are required for biogenesis of extracellular vesicles, which demonstrate the complexity of this process in the biology of yeast cells.

Chronic infusion of human amyloid-beta 1-40 (A beta) in the lateral ventricle (LV) of rats is associated with memory impairment and increase of kinin receptors in cortical and hippocampal areas. Deletion of kinin B1 or B2 receptors abolished memory impairment caused by an acute single injection of A beta in the LV. As brain tissue and kinin receptors could unlikely react to acute or chronic administration of a similar quantity of A beta, we evaluated the participation of B1 or B2 receptors in memory impairment after chronic infusion of A beta. Male C57BI/6 J (wt), knock-out B1 (koB1) or B2 (koB2) mice (12 weeks of age) previously trained in a two-way shuttle-box and achieving conditioned avoidance responses (CAR, % of 50 trials) were infused with AB (550 pmol, 0.12 mu L/h, 28 days) or vehicle in the LV using a mini-osmotic pump. They were tested before the surgery (TO), 7 and 35 days after the infusion started (T7; T35). In T0, no difference was observed between CAR of the control (Cwt = 59.7 +/- 6.7%; CkoB1 = 46.7 +/- 4.0%; CkoB2 = 64.4 +/- 5.8%) and A beta (A beta wt = 66.0 +/- 3.0%; A beta koB1 = 66.8 +/- 8.2%; A beta koB2 = 58.7 +/- 5.9%) groups. In T7, A beta koB2 showed a significant decrease in CAR (41.0 +/- 8.6%) compared to the control-koB2 (72.8 +/- 2.2%, P <0.05). In T35, a significant decrease (P <0.05) was observed in A beta wt (40.7 +/- 3.3%) and A beta koB2 (41.2 +/- 10.7%) but not in the A beta koB1 (64.0 +/- 14.0%) compared to their control groups. No changes were observed in the controls at T35. We suggest that in chronic infusion of BA, B1 receptors could playan important role in the neurodegenerative process. This paper aims to find relations between the socioeconomic characteristics, activity participation, land use patterns and travel behavior of the residents in the Sao Paulo Metropolitan Area (SPMA) by using Exploratory Multivariate Data Analysis (EMDA) techniques. The variables influencing travel pattern choices are investigated using: (a) Cluster Analysis (CA), grouping and characterizing the Traffic Zones (17), proposing the independent variable called Origin Cluster and, (b) Decision Tree (DT) to find a priori unknown relations among socioeconomic characteristics, land use attributes of the origin TZ and destination choices. The analysis was based on the origin-destination home-interview survey carried out in SPMA in 1997. The DT application revealed the variables of greatest influence on the travel pattern choice. The most important independent variable considered by DT is car ownership, followed by the Use of Transportation ""credits"" for Transit tariff, and, finally, activity participation variables and Origin Cluster. With these results, it was possible to analyze the influence of a family income, car ownership, position of the individual in the family, use of transportation ""credits"" for transit tariff (mainly for travel mode sequence choice), activities participation (activity sequence choice) and Origin Cluster (destination/travel distance choice). Objective:To investigate the effects of bilateral, surgically induced functional inhibition of the subthalamic nucleus (STN) on general language, high level linguistic abilities, and semantic processing skills in a group of patients with Parkinson’s disease. Methods:Comprehensive linguistic profiles were obtained up to one month before and three months after bilateral implantation of electrodes in the STN during active deep brain stimulation (DBS) in five subjects with Parkinson’s disease (mean age, 63.2 years). Equivalent linguistic profiles were generated over a three month period for a non-surgical control cohort of 16 subjects with Parkinson’s disease (NSPD) (mean age, 64.4 years). Education and disease duration were similar in the two groups. Initial assessment and three month follow up performance profiles were compared within subjects by paired t tests. Reliability change indices (RCI), representing clinically significant alterations in performance over time, were calculated for each of the assessment scores achieved by the five STN-DBS cases and the 16 NSPD controls, relative to performance variability within a group of 16 non-neurologically impaired adults (mean age, 61.9 years). Proportions of reliable change were then compared between the STN-DBS and NSPD groups. Results:Paired comparisons within the STN-DBS group showed prolonged postoperative semantic processing reaction times for a range of word types coded for meanings and meaning relatedness. Case by case analyses of reliable change across language assessments and groups revealed differences in proportions of change over time within the STN-DBS and NSPD groups in the domains of high level linguistics and semantic processing. The impact of managers' perceptions of their organizational culture (OC) on the relationship between budgetary participation (BP) and managerial job-related outcomes, operationalized as managerial performance and job-related tension (JRT) is examined. Data supported predictions that increasing BP would lower JRT for managers perceiving a high emphasis on innovation within their OC, regardless of their perceptions of an emphasis on attention to detail. When managers perceived low innovation, however, their perception of level of attention to detail had a significant effect on the relationship between BP and JRT.
