The stakeholder approach which emerged under the auspices of new public management has been in use in public agencies for the past 25 years. However it remains a difficult and demanding task for agencies to determine who their stakeholders are and how to optimise interactions with them. This paper will examine how government agencies identify, classify and engage with stakeholders who have competing demands, differing access to resources and the ability to exert political pressure. To do this, the stakeholder approaches of nine agencies at three levels of government in Queensland were studied. The contribution of this paper is the development of a Stakeholder Classification Model for Public Agencies which could be used to create more focused and relevant stakeholder interventions.

This thesis, entitled, "Where's Albania? Staking Out the Politics of the Real and Reality in Documentary Cinema," charts the documentary tradition's path from its first incarnations, as filmed travelogue or ethnographic study, for example, right through to its development as a form acting as an objective observer, reflexive commentator, and finally, as a postmodern hybrid. This thesis begins by locating the documentary tradition's origins in realism. Foregrounding documentary cinema as a realist style is important in that it is a contention that spans this entire study. After working through the numerous modes of documentary as outlined by Bill Nichols, I suggest the documentary is often best understood as a hybrid form drawing on numerous modes and conventions. This argument permits my study to make a shift into postmodern theory, wherein I examine postmodernism's relationship to the documentary both as being influenced by it, but also as subsequently forcing documentary cinema to look back at itself and reevaluate the claims it has made in the past, and how postmodernism has drawn these claims to the surface of debate. My thesis concludes with a study of the mockumentary. This analysis confirms the link between postmodernism and documentary, but perhaps more importantly, this analysis investigates postmodemism's critique of the image and representation in general, two elements historically linked to documentary cinema's success as "truth teller."

The ways in which the "traditional" tension between words and artwork can be perceived has huge implications for understanding the relationship between critical or theoretical interpretation, art and practice, and research. Within the practice-led PhD this can generate a strange sense of disjuncture for the artist-researcher particularly when engaged in writing the exegesis. This paper aims to explore this tension through an introductory investigation of the work of the philosopher Andrew Benjamin. For Benjamin criticism completes the work of art. Criticism is, with the artwork, at the centre of our experience and theoretical understanding of art – in this way the work of art and criticism are co-productive. The reality of this co-productivity can be seen in three related articles on the work of American painter Marcia Hafif. In each of these articles there are critical negotiations of just how the work of art operates as art and theoretically, within the field of art. This focus has important ramifications for the writing and reading of the exegesis within the practice-led research higher degree. By including art as a significant part of the research reporting process the artist-researcher is also staking a claim as to the critical value of their work. Rather than resisting the tension between word and artwork the practice-led artist-researcher need to embrace the co-productive nature of critical word and creative work to more completely articulate their practice and its significance as research. The ideal venue and opportunity for this is the exegesis.

Considering the increasing demand for seedlings of plants for aforestation and the scarcity of raw materials for the substrates used for plant growth, it is necessary to evaluate new components and formulations that ensure the quality of seedlings. In this experiment the development and quality of production of Eucalyptus urophylla x E. grandis seedlings was studied through vegetative propagation, as a function of nine compositions of substrate, produced from fine-grained vermiculite, carbonized rice chaff and coconut fiber in hard plastic tubes of 50 mL as containers. The physical properties of substrates and morphological development and the quality of the root system of seedlings were evaluated at 90 days after staking. The substrates with higher total porosity promotes better quality of the root system, which consequently results in cuttings with larger diameter, shoot and root dry weight and Dickson Quality Index. Other properties for the physical characteristics of substrates other than mentioned in literature can also be considered adequate.

This short article, a political chronicle, examines the meanings and political and ideological effects of a Internet petition that was created in February of 2009. Repúdio e Solidariedade (Repudiation and Solidarity) questioned the use of the term ditabranda [a conjunction of two terms, ditadura and branda - or soft dictatorship] disseminated by the São Paulo news daily Folha de S. Paulo to refer to the Brazilian military dictatorship, and manifested solidarity with two University of São Paulo (USP) professors and intellectuals known for their action in defense of human rights in Brazil. Obtaining over eight thousand signatures in a period of less than six weeks, the petition may be considered (as the extensive comments which it includes testify to) a relevant document in the struggle for the right to truth and justice regarding what really happened during the period of the Brazilian military regime (1964-1985). Perhaps its most relevant symbolic role is that of staking claims within an ideological struggle over the memory of 1964. In the center of these claims sits a banner with the old motto No pasarán. In other words, democratic and progressive sectors of Brazilian society that supported Repúdio e Solidariedade made it clear that they were not going to quietly accept falsified views of history that are an insult to the memory of those who struggled, were tortured and died in the struggle to redemocratize the country.

This study aimed to evaluate the dynamic factor applied to the results obtained by dynamic resistance formulas Janbu and Hiley, would lead to the results obtained by static strength analysis CAPWAPC ®. The evaluation was done by backcalculation dynamic loading tests (ECD), taking into consideration the type of soil in which the cutting base precast concrete were settled, and using the information on the effective energy transmitted to the stakes by hammers, obtained by CAPWAPC ®. The results are shown in tables and graphs, and showed that the use of these formulations and their dynamic factors can become an efficient and economical field, assisting the engineer in making decisions regarding the staking of the work
