One of the main stated objectives of the Favela Bairro program was to allow squatter settlements to become part of the formal city. The focus of the study is to assess how different project solutions in the Favela Bairro program have used urban design tools to achieve this objective. A subsequent question concerns the extent to which urban design factors helped to improve the social integration of the settlements, and specifically to overcome poverty and exclusion conditions.This bring us to a another group of problems related to indicators to measure the attainment of these objectives from four perspectives: Spatial, Social, Economical and Political (citizenship and participation)This analysis highlights the major difficulties confronted by the design teams, and allows pinpointing the positive and negative impacts of the interventions on the communities and the city

The main objective of this study is to reveal the housing patterns in Cairo as one of the most rapidly urbanizing city in the developing world. The study outlines the evolution of the housing problem and its influencing factors in Egypt generally and in Cairo specifically. The study takes into account the political transition from the national state economy to the open door policy, the neo-liberal period and finally to the housing situation after the January 2011 Revolution. The resulting housing patterns in Cairo Governorate were identified as (1) squatter settlements, (2) semi-informal settlements, (3) deteriorated inner pockets, and (4) formal settlements. rnThe study concluded that the housing patterns in Cairo are reflecting a multifaceted problem resulting in: (1) the imbalance between the high demand for affordable housing units for low-income families and the oversupply of upper-income housing, (2) the vast expansion of informal areas both on agricultural and desert lands, (3) the deterioration of the old parts of Cairo without upgrading or appropriate replacement of the housing structure, and (4) the high vacancy rate of newly constructed apartmentsrnThe evolution and development of the current housing problem were attributed to a number of factors. These factors are demographic factors represented in the rapid growth of the population associated with urbanization under the dictates of poverty, and the progressive increase of the prices of both buildable land and building materials. The study underlined that the current pattern of population density in Cairo Governorate is a direct result of the current housing problems. Around the depopulation core of the city, a ring of relatively stable areas in terms of population density has developed. Population densification, at the expense of the depopulation core, is characterizing the peripheries of the city. The population density in relation to the built-up area was examined using Landsat-7 ETM+ image (176/039). The image was acquired on 24 August 2006 and considered as an ideal source for land cover classification in Cairo since it is compatible with the population census 2006.rnConsidering that the socio-economic setting is a driving force of change of housing demand and that it is an outcome of the accumulated housing problems, the socio-economic deprivations of the inhabitants of Cairo Governorate are analyzed. Small administrative units in Cairo are categorized into four classes based on the Socio-Economic Opportunity Index (SEOI). This index is developed by using multiple domains focusing on the economic, educational and health situation of the residential population. The results show four levels of deprivation which are consistent with the existing housing patterns. Informal areas on state owned land are included in the first category, namely, the “severely deprived” level. Ex-formal areas or deteriorated inner pockets are characterized as “deprived” urban quarters. Semi-informal areas on agricultural land concentrate in the third category of “medium deprived” settlements. Formal or planned areas are included mostly in the fourth category of the “less deprived” parts of Cairo Governorate. rnFor a better understanding of the differences and similarities among the various housing patterns, four areas based on the smallest administrative units of shiakhat were selected for a detailed study. These areas are: (1) El-Ma’desa is representing a severely deprived squatter settlement, (2) Ain el-Sira is an example for an ex-formal deprived area, (3) El-Marg el-Qibliya was selected as a typical semi-informal and medium deprived settlement, and (4) El-Nozha is representing a formal and less deprived area.rnThe analysis at shiakhat level reveals how the socio-economic characteristics and the unregulated urban growth are greatly reflected in the morphological characteristics of the housing patterns in terms of street network and types of residential buildings as well as types of housing tenure. It is also reflected in the functional characteristics in terms of land use mix and its degree of compatibility. It is concluded that the provision and accessibility to public services represents a performance measure of the dysfunctional structure dominating squatter and semi-informal settlements on one hand and ample public services and accessibility in formal areas on the other hand.rn

La habitabilidad precaria (HaP) constituye hoy el primer problema mundial del urbanismo, la ordenación del territorio y varias otras disciplinas, como la arquitectura y varias ingenierías que, en conjunto, estructuran e impulsan el sector de la construcción mundial que se centra en atender el alojamiento humano en su diversidad de funciones. En la Conferencia Habitat II, celebrada en 1996 en Estambul, ante el desmesurado crecimiento cuantitativo de la HaP mundial, se planteó la prioridad de prevenir el problema de los nuevos asentamientos precarios: “paliar los problemas relacionados con los asentamientos humanos espontáneos mediante programas y políticas que se anticipen a los asentamientos no planeados”1, sin embargo, tras casi veinte años, aún no existe una herramienta sustantiva y específica que facilite a los políticos responsables de gestionar el desarrollo urbano en ciudades con bajos recursos de países en desarrollo, tomar decisiones que transformen de la forma más eficiente posible el fenómeno de la proliferación de asentamientos informales en una oportunidad de progreso y prosperidad para sus ciudades. La presente tesis parte de la convicción, que trata de fundamentar objetivamente a lo largo del desarrollo de su documentación, de que dicha herramienta fundamental ha de buscarse, a partir de la teoría Habitabilidad Básica, como un soporte esencial con el que reconducir los futuros procesos de ocupación espontánea periurbana. El propósito de la investigación se concreta en caracterizar, y conocer la óptima aplicabilidad, de un instrumento operativo elemental que ayude en la toma de decisiones estratégicas de las autoridades responsables sobre la mejor ubicación de los asentamientos que, hasta la existencia y aplicabilidad de este instrumento, se consideran espontáneos. Asentamientos espontáneos éstos que, en condiciones normales quedarían sujetos durante años a la precariedad mientras que por medio de tal instrumento abandonarían su génesis espontánea para acceder a través de planificación elemental a condiciones de Habitabilidad Básica. La materialización concreta de esta herramienta sería un plano sintético de directrices de ordenación territorial y urbana denominado Plano de Elección del Sitio (PES). Diseñado como un Modelo Teórico Elemental, su aplicación estaría preferentemente orientada a ciudades pequeñas de países en desarrollo que presenten escaso nivel institucional, limitada capacidad económica y técnica, así como ausencia o ineficacia en su planeamiento. A través de un proceso de investigación basado en: la mencionada teoría de la Habitabilidad Básica, la literatura científica de la materia y las experiencias de casos recientes de planificación urbana mediante la aplicación de sistemas de información del suelo, se propone una caracterización y aplicabilidad preliminar de la herramienta. Tras analizar pormenorizadamente sus fortalezas y debilidades y contando con la participación de un grupo de expertos independientes, el trabajo concluye con una nueva caracterización de la herramienta y la reformulación de la hipótesis inicial. ABSTRACT Nowadays, the precarious habitability (PHa) is the main problem of urbanism around the world, land-use planning and several other disciplines such as architecture and different engineering studies that, as a whole, structure and boost the global construction sector which focuses on meeting the Human accommodation in its functional diversity. In the Habitat II Conference in Istanbul in 1996, in light of the excessive quantitative growth of the global PHa, the priority of preventing the problem of new squatter settlements was raised: "to alleviate the problems related to spontaneous human settlements through programs and policies that anticipate unplanned settlements"2, however, after nearly twenty years, there is still no substantive and specific tool to facilitate policy makers to manage urban development for towns with low-income in developing countries, taking decisions that transform as efficiently as possible the phenomenon of the proliferation of informal settlements into an opportunity for progress and prosperity for their cities. This thesis is based on the conviction, which tries to objectively substantiate along the development of its documentation, that this fundamental tool has to be sought from the Basic Habitability theory as an essential support to redirect the future processes of peri-urban spontaneous occupation. The purpose of the research is carried out to characterize, and know the optimum applicability of a basic operational tool to assist in the strategic decisions making of the responsible authorities on the best location of settlements that, until the existence and applicability of this instrument, are considered spontaneous. Spontaneous settlements which, under normal conditions would be subject to the precariousness for years while under that instrument they would abandon their spontaneous genesis for accessing by elemental planning to the Basic Habitability. The concretionary materialization of this tool would be a synthetic guidelines plan of territorial and urban planning called Site Election Plan (SEP). Designed as a Elementary Theoretical Model, its application would preferably be oriented for small towns in developing countries that represent a low institutional, economic and technical limited capacity, as well as the absence or ineffectiveness in their planning. Throughout a research process based on: the aforementioned theory of Basic Habitability, the scientific literature of the subject and the experiences of recent cases of urban planning through the application of soil information systems, characterization and preliminary applicability of the tool is proposed. After attentively analyzing their strengths and weaknesses and with the participation of a group of independent experts, the paper concludes with a new characterization of the tool and the reformulation of the initial hypothesis.

The urban waterfront may be regarded as the littoral frontier of human settlement. Typically, over the years, it advances, sometimes retreats, where terrestrial and aquatic processes interact and frequently contest this margin of occupation. Because most towns and cities are sited beside water bodies, many of these urban centers on or close to the sea, their physical expansion is constrained by the existence of aquatic areas in one or more directions from the core. It is usually much easier for new urban development to occur along or inland from the waterfront. Where other physical constraints, such as rugged hills or mountains, make expansion difficult or expensive, building at greater densities or construction on steep slopes is a common response. This kind of development, though technically feasible, is usually more expensive than construction on level or gently sloping land, however. Moreover, there are many reasons for developing along the shore or riverfront in preference to using sites further inland. The high cost of developing existing dry land that presents serious construction difficulties is one reason for creating new land from adjacent areas that are permanently or periodically under water. Another reason is the relatively high value of artificially created land close to the urban centre when compared with the value of existing developable space at a greater distance inland. The creation of space for development is not the only motivation for urban expansion into aquatic areas. Commonly, urban places on the margins of the sea, estuaries, rivers or great lakes are, or were once, ports where shipping played an important role in the economy. The demand for deep waterfronts to allow ships to berth and for adjacent space to accommodate various port facilities has encouraged the advance of the urban land area across marginal shallows in ports around the world. The space and locational demands of port related industry and commerce, too, have contributed to this process. Often closely related to these developments is the generation of waste, including domestic refuse, unwanted industrial by-products, site formation and demolition debris and harbor dredgings. From ancient times, the foreshore has been used as a disposal area for waste from nearby settlements, a practice that continues on a huge scale today. Land formed in this way has long been used for urban development, despite problems that can arise from the nature of the dumped material and the way in which it is deposited. Disposal of waste material is a major factor in the creation of new urban land. Pollution of the foreshore and other water margin wetlands in this way encouraged the idea that the reclamation of these areas may be desirable on public health grounds. With reference to examples from various parts of the world, the historical development of the urban littoral frontier and its effects on the morphology and character of towns and cities are illustrated and discussed. The threat of rising sea levels and the heritage value of many waterfront areas are other considerations that are addressed.

This analysis of housing experiences and aspirations in three remote Indigenous settlements in Australia (Mimili, Maningrida and Palm Island) reveals extreme liveability problems directly related to the scale and form of housing provision. Based upon field visits to each of the settlements and extensive interviews with residents and local housing and community officers, the paper analyses two aspects of living in such housing conditions at two spatial scales, the layout of the settlement and the design of individual houses. The failings at both scales are shown to be the fault of a dysfunctional housing system that is only recently been addressed.

Urban settlements, with their role as economic and governance nerve centres, are rapidly expanding in size and in consumption of resources, and consequently have significant impacts on the environment. The transition to an ‘eco-city’ - an urban settlement that adopts the goals and principles in the urban metabolism model - needs to occur to meet the challenges posed by a multitude of pressures including population growth, climate change and resource depletion. Thus, the adoption and integration of ‘sustainable development’ into the management of urban growth is one of the most critical governance issues for urban settlements. A framework in which sustainable development can be achieved is through the lenses of the established theoretical concept of ‘urban metabolism’. The key facet of the proposed ‘Integrated Urban Metabolism Framework’ is the provision of a platform whereby different fields can appreciate, absorb and learn from other areas, to increase the understanding of where each and every one of the pieces fit together in order to create a larger, holistic approach to the currently stagnant problem of unsustainable development.

This thesis is a morphological study of the settlement patterns of the diverse hill groups in Chittagong Hill Tracts – a mountainous borderland of Bangladesh in South Asia. It examines the settlement morphology of a hill town, using a combination of both quantitative and qualitative methods, and explains the recurrent neighbourhood types of the highland groups in relation to their urbanisation. The research findings related to the settlements of diverse cultural groups in a cross-border region of the Asian uplands are also relevant to similar contexts and enquiries. Furthermore, the developed methodological framework that facilitated the data collection process in CHT's culturally diverse regions is also applicable to the investigation of geographic areas with similar socio-cultural complexities. Finally, this research specifically contributes to the literature of cross-cultural studies of highland towns and vernacular settlements in the Asian context.

The primary purpose of this paper is to overview a selection of advanced water treatment technology systems that are suited for application in towns and settlements in remote and very remote regions of Australia and vulnerable and lagging rural regions in Sri Lanka. This recognises that sanitation and water treatment are inextricably linked and both are needed to reduce risks to environment and population health from contaminated water sources. For both Australia and Sri Lanka only a small fraction of the settlements in rural and remote regions are connected to water treatment facilities and town water supplies. In Australia’s remote/very remote regions raw water is drawn from underground sources and rainwater capture. Most settlements in rural Sri Lanka rely on rivers, reservoirs, wells, springs or carted water. Furthermore, Sri Lanka has more than 25,000 hand pumped tube wells which saved the communities during recent droughts. Decentralised water supply systems offer the opportunity to provide safe drinking water to these remote/very remote and rural regions where centralised systems are not feasible due to socio-cultural, economic, political, technological reasons. These systems reduce health risks from contaminated water supplies. In remote areas centralized systems fail due to low population density and less affordability. Globally, a new generation of advanced water treatment technologies are positioned to make a major impact on the provision of safe potable water in remote/very remote regions in Australia and rural regions in Sri Lanka. Some of these systems were developed for higher income countries. However, with careful selection and further research they can be tailored to match local socio-economic conditions and technical capacity. As such, they can equally be used to provide decentralised water supply in communities in developed and developing countries such as Australia and Sri Lanka.
