Little attention has been given to the contextual politics of service delivery reforms. By focusing on cases of reform in the healthcare sector and, to a lesser extent, in the main policies in the social service sector in India, Mexico and Brazil, this article explores two dimensions of analysis which have enormous relevance in understanding the reach and effectiveness of service delivery reforms: (1) the historical timing of reforms and sectorial baselines, and (2) the degree and institutional locus of local discretion in policy. Findings show that depending on both dimensions, there is an extraordinary variation as to the degree, interests involved and meaning of changes which, in theory, correspond to these countries` commitment to the service delivery reforms, However, consideration of the contextual politics is relevant not for the sake of diversity but for the similarities that this diversity reveals, pointing to underlying analytic dimensions that receive attention in this article.

Does European integration influence national social policies? What is the use of EU laws, orientations and guidelines? Based on a systematic comparison of ten national cases, including both old and new member states, representing all families of welfare regimes, this volume explores and specifies the mechanisms through which the EU plays a role in domestic social policy changes. It focuses on where, when and how national actors use the tools and resources offered by the process of European integration to support them in the national welfare reforms they are engaged in. The comprehensive research design and the systematic comparisons provide a unique opportunity to fully grasp the mechanisms of domestic welfare state change within the context of the European Union multilevel political system. This book proposes both a new step within the Europeanization and the welfare state literatures. It confirms the idea that Europe matters in a differential way since EU social policy will be selectively used by domestic political actors in accordance with their political preferences. It provides a clear explanation of why no EU-induced social policy change can occur without an overall support offered by key domestic decision-makers. (Résumé éditeur)

This essay examines the persuasive side of language in a speech given by Senator Barack Obama on Super Tuesday in February 2008. It studies how Senator Obama utilizes language to convince and persuade his audience. This is done from an Aristotelian point of view, meaning that the study focuses foremost on how the senator’s word choices relate to Aristotle’s three means of persuasion, ethos, pathos and logos. Those basic guiding principles are relevant to use since Aristotle’s work on the subject of rhetoric is still today one of the most relevant works in that field. The analysis is basically performed through personal observations guided by previous studies, within the frame of Aristotelian rhetoric. The results show how Senator Obama enforces the three means of persuasion through language and how it can be considered persuasive. The study might add to rhetoric studies from a linguistic perspective since it reaches a better understanding of language used in the field of politics, where rhetoric is a prominent component.

This research investigates the Soviet Union’s role in guiding state-building processes of postcolonial Arab countries of the Middle East, leading them to adopt economic and political elements of the socialist-Leninist models of development. The widespread narrative depicts the Soviets as having failed to export communism in those states and, therefore, as having failed to bring them closer to Moscow’s sphere of influence and values. However, various Soviet archives suggest a different reality. As the Cold War burst forth, between the mid-1950s and mid-1960s, contacts between Soviet and Arab officials were not just incredibly frequent but they went to the core of all main issues of socio-economic development of these transforming countries: party politics, institution building, agrarian reforms, industrialisation, security sector reforms, etc. The research focuses on a period that may be labelled as ‘the launching phase’ of the Soviet Middle East policy, which established a long-lasting framework for the Soviet-Arab dialogue. It also places significant attention on the ‘personal dimension’ of such a dialogue, showing how Moscow’s influence went hand in hand with the ability of Soviet leaders and diplomats to establish relations of personal trust with postcolonial Arab élites. A selected number of Arab countries are examined: Egypt, Iraq and Syria. For each of these countries, a limited period of time will be taken into consideration, when Soviet influence reached its peak and state-building policies might have drawn from the Soviet model (for Egypt 1954-1958; for Iraq 1958-1963; for Syria 1961-1966). On the one hand, the analysis of specific case-studies will allow to investigate the relationship between Moscow and each of these new Arab regimes; on the other, such a large geographical scope will permit to grasp the elements and the objectives of the broader Soviet policy towards the Middle East region.

The interaction between disciplines in the study of human population history is of primary importance, profiting from the biological and cultural characteristics of humankind. In fact, data from genetics, linguistics, archaeology and cultural anthropology can be combined to allow for a broader research perspective. This multidisciplinary approach is here applied to the study of the prehistory of sub-Saharan African populations: in this continent, where Homo sapiens originally started his evolution and diversification, the understanding of the patterns of human variation has a crucial relevance. For this dissertation, molecular data is interpreted and complemented with a major contribution from linguistics: linguistic data are compared to the genetic data and the research questions are contextualized within a linguistic perspective. In the four articles proposed, we analyze Y chromosome SNPs and STRs profiles and full mtDNA genomes on a representative number of samples to investigate key questions of African human variability. Some of these questions address i) the amount of genetic variation on a continental scale and the effects of the widespread migration of Bantu speakers, ii) the extent of ancient population structure, which has been lost in present day populations, iii) the colonization of the southern edge of the continent together with the degree of population contact/replacement, and iv) the prehistory of the diverse Khoisan ethnolinguistic groups, who were traditionally understudied despite representing one of the most ancient divergences of modern human phylogeny. Our results uncover a deep level of genetic structure within the continent and a multilayered pattern of contact between populations. These case studies represent a valuable contribution to the debate on our prehistory and open up further research threads.

The present study is concerned with exploring the linguistic identity construction of Barack Obama and Hillary Clinton in the context of USA 2008 Democratic Party primaries. Thus, their speeches are examined in order to detect the aspects of identity that each politician resorted to in the process of projecting a political identity. The study, however, takes a special interest in the ways in which gender identity is projected by Obama and Clinton. Moreover, the notions of gender bias as well as gender representations are also investigated.

Aims and Scope: No sound class requires so much basic knowledge of phonology, acoustics, aerodynamics, and speech production as obstruents (turbulent sounds) do. This book is intended to bridge a gap by introducing the reader to the world of obstruents from a multidisciplinary perspective. It starts with a review of typological processes, continues with various contributions to the phonetics-phonology interface, explains the realization of specific turbulent sounds in endangered languages, and finishes with surveys of obstruents from a sociophonetic, physical and pathological perspective.

The approaches and opinions of economists often dominate public policy discussion. Economists have gained this privileged position partly (or perhaps mainly) because of the obvious relevance of their subject matter, but also because of the unified methodology (neo-classical economics) that the vast majority of modern economists bring to their analysis of policy problems and proposed solutions. The idea of Pareto efficiency and its potential trade-off with equity is a central idea that is understood by all economists and this common language provides the economics profession with a powerful voice in public affairs. The purpose of this paper is to review and reflect upon the way in which economists find themselves analysing and providing suggestions for social improvements and how this role has changed over roughly the last 60 years. We focus on the fundamental split in the public economics tradition between those that adhere to public finance and those that adhere to public choice. A pure public finance perspective views failures in society as failures of the market. The solutions are technical, as might be enacted by a benevolent dictator. The pure public choice view accepts (sometimes grudgingly) that markets may fail, but so, it insists, does politics. This signals institutional reforms to constrain the potential for political failure. Certain policy recommendations may be viewed as compatible with both traditions, but other policy proposals will be the opposite of that proposed within the other tradition. In recent years a political economics synthesis emerged. This accepts that institutions are very important and governments require constraints, but that some degree of benevolence on the part of policy makers should not be assumed non-existent. The implications for public policy from this approach are, however, much less clear and perhaps more piecemeal. We also discuss analyses of systematic failure, not so much on the part of markets or politicians, but by voters. Most clearly this could lead to populism and relaxing the idea that voters necessarily choose their interests. The implications for public policy are addressed. Throughout the paper we will relate the discussion to the experience of UK government policy-making.

A presença da língua espanhola no Brasil, nos últimos dez anos, vem alcançando um prestígio nunca antes visto. Professores, pesquisadores e algumas universidades brasileiras, através de seminários e congressos vêm, cada vez mais, se reunindo para a discussão de diversos assuntos inerentes ao ensino/aprendizagem da língua espanhola no Brasil. Este trabalho, por enquanto inédito em Belém, visa, através das atitudes desenvolvidas por alunos universitários de espanhol dos cursos de Administração, Letras e Secretariado Executivo Bilingüe, além de professores de espanhol, gestores e profissionais liberais da cidade de Belém, mostrar como a cidade olha em direção desse caminhar do espanhol no Brasil. Para complementar o trabalho, um estudo sobre as políticas lingüísticas do ensino do espanhol no Brasil também será apresentado.

En el marco de las políticas lingüísticas, el trabajo analiza los discursos sobre el español como lengua estándar subyacentes en los diversos instrumentos de gramatización (Auroux, 1992) destinados a regular los usos lingüísticos en el ámbito hispanoamericano. Postula la hipótesis de que las políticas lingüísticas alentadas desde las Academias de la Lengua y las diversas instancias de difusión del estándar llamado panhispánico acuden al espíritu de unidad y homogeneidad lingüística presente desde los inicios de los discursos sobre el español afectando el prestigio de los estándares regionales. A partir de esta hipótesis, sostiene que las actuales expectativas de homogeneidad e intercomprensibilidad lingüística expresadas tanto en diccionarios, manuales de estilo o gramáticas como en los medios de comunicación olvidan que los estándares regionales paralelos a ese español globalizado no siempre cuentan con una vía de enseñanza formal que los valide y los prestigie frente a la variedad transnacional. Para verificar la plausibilidad de esta hipótesis, analizamos diccionarios de la RAE y Panhispánico de Dudas y manuales escolares de enseñanza de español, entre otros instrumentos; allí identificamos la construcción de las nociones de norma estándar, español transnacional y dialecto
