El interés de esta monografía es analizar la manera en que la movilización emprendida por Mamá Maquín y las acciones ejercidas por la CIDH incidieron en el proceso de retorno de las refugiadas indígenas guatemaltecas entre 1990 y 1995. Frente a esto, la monografía muestra la forma en que la combinación de estrategias de movilización empleadas por Mamá Maquín así como la acción de actores como ACNUR, la Diócesis de San Cristóbal de las Casas y, en menor medida, la CIDH permitieron la participación de las refugiadas en los espacios de interlocución entre los refugiados y Guatemala. Lo anterior, mediante una metodología descriptivo-analítica que permite la reconstrucción de los aspectos relevantes del origen, organización y movilización de Mamá Maquín con sus actores aliados y las acciones de la CIDH; así como el análisis de este caso a la luz de la teoría de los movimientos sociales y la movilización legal.

This special section brings together 4 of the 12 studies conducted within a research program analyzing the relationships among social mobilization, governance. and rural development in contemporary Latin America. The introduction Lives an overview of the contemporary significance of social movements For rural development dynamics in the region, and of the principal insights of the section papers and the broader research program of which they were a part. This significance varies Lis an effect of two distinct and uneven geographics: the geography of social movements themselves and the geography of the rural political economy. The effects that movements have oil the political economy of rural development also depend significantly oil internal characteristics of these movements. The paper identifies several such characteristics. The general pattern is that movements have had far more effect oil widening the political inclusiveness of rural development than they have oil improving its economic inclusiveness and dynamism. Depuis les années cinquante la sociologie a été concernée par le phénomène des mouvements sociaux. Diverses théories ont essayé de les expliquer. Du collective behaviour à la mobilisation des ressources, par l`entremise de processus politiques, et de la perspective de framing jusqu'à la théorie des nouveaux mouvements sociaux, la sociologie a trouvé certains moyens pour expliquer ces phénomènes. Bien que toutes ces perspectives couvrent et saisissent des facettes importantes des angles de l'action collective, ils le font de manière disparate, en regardant un côté et en omettant l'autre. Les différences entre les points de vue proviennent, d'une part, d'un changement dans les contextes sociaux, historiques et scientifiques, et d'autre part du fait que les différentes approches ne posent pas les mêmes questions, même si certaines questions se chevauchent. Poser des questions différentes amène à considérer des aspects différents. En conséquence, ce n'est pas seulement une question de donner une réponse différente à la même question, mais aussi une question de regarder le même objet d'étude, à partir d'un angle différent. Cette situation réside à la base de la première partie de ma thèse principale: le champ de la théorie des mouvements sociaux n'est pas suffisant, ni suffisamment intégré pour expliquer l'action collective et nous avons besoin d'une théorie plus complète afin d'obtenir une meilleure compréhension des mouvements et la façon dont ils remplissent leur rôle de précurseurs de changement dans la société. Par conséquent, je considère que nous avons besoin d'une théorie qui est en mesure d'examiner tous les aspects des mouvements en même temps et, en outre, est capable de regarder au-delà de la forme de l'objet d’étude afin de se concentrer sur l'objet lui-même. Cela m'amène à la deuxième partie de l'argument, qui est l'affirmation selon laquelle la théorie générale des systèmes telle que formulée par Niklas Luhmann peut contribuer à une meilleure compréhension de l'action collective. Il s'agit d'une théorie intégrale qui peut compléter le domaine de la théorie de l`action collective en nous fournissant les outils nécessaires pour rechercher dynamiquement les mouvements sociaux et de les comprendre dans le contexte social en perpétuel changement. Une analyse du mouvement environnementaliste sera utilisé pour montrer comment les outils fournis par cette théorie nous permettent de mieux comprendre non seulement les mouvements sociaux, mais également le contexte dans lequel ils fonctionnent, comment ils remplissent leur rôle, comment ils évoluent et comment ils changent aussi la société.

Of the Southeast Asian countries most badly affected by the 1997 financial crisis, Malaysia and Thailand remain the most unsettled by its political fallout. Their present political situations are not akin to 'politics as usual'. Instead, they capture the unpredicted outcomes of post-crisis struggles to reorganize structures of economic and political power. Comparing the situations in Malaysia and Thailand, this paper focuses on their differing state and civil society engagements with neoliberalism. It is suggested that the post-crisis contestations, sometimes tied to pre-crisis conflicts in political economy, left something of a stalemate: neither neoliberalism nor the social movements satisfactorily fulfilled their agendas in either country.

This qualitative study, based on interviews to 17 refugee families, attempts to identify the reasons behind the lack of integration of Colombian refugees in Costa Rica. The model of Immigrant Modes of Incorporation and the studies of Alejandro Portes and Julia Sensenbrenner about the sources of social capital on migrant communities provided the theoretical framework used to identify the roots of the integration challenges. The findings suggest that Costa Rican policies towards the reception and integration of Colombian refugees are exclusionary. The host labor market is marked by sentiments of xenophobia towards the sample population while reported cases of persecution in the country also inhibit this population's economic integration. The lack of social capital sources contributes to inhibit this community's development, despite their participation in informal networks. There were signs of collective action. Yet, the refugee community fails to come together, while it also seems alienated from the community of Colombian entrepreneurs in Costa Rica.

This paper explores the relationship between the rise of “new” social movements (15-M and Occupy) and the Internet. The new social media gives rise to new kinds of social movements which embed this technology from the moment of conception. The future of social movements will be characterised by movinets, which will have the effect of developing new efficient ways of activism. The movinets, with their embedded technology and capacity to circulate ideas among different spheres of reality, have a potential to alter the dynamics of social mobilisation.

This paper briefly outlines how the political scenario and the mobilization of different actors have contributed to the construction of a public health policy in response to the AIDS epidemics in Brazil. Three factors are presented and discussed: the political context of the 1980s, characterized by redemocratization, growth of social movements, and consolidation of the Brazilian health care reform; the socio-cultural context of the 1970s and 1980s, characterized by achievement of individual freedom, which was key to the organization of the AIDS movement; and finally the actions carried out in the international scenario to support the sustainability of the Brazilian domestic policy and the reinforcement of a global response to face the epidemics in lower-middle income economies.

Taking a realist view that law is one form of politics, this dissertation studies the roles of citizens and organizations in mobilizing the law to request government agencies to disclose environmental information in China, and during this process, how the socio-legal field interacts with the political-legal sphere, and what changes have been brought about during their interactions. This work takes a socio-legal approach and applies methodologies of social science and legal analysis. It aims to understand the paradox of why and how citizens and entities have been invoking the law to access environmental information despite the fact that various obstacles exist and the effectiveness of the new mechanism of environmental information disclosure still remains low. The study is largely based on the 28 cases and eight surveys of environmental information disclosure requests collected by the author. The cases and surveys analysed in this dissertation all occurred between May 2008, when the OGI Regulations and the OEI Measures came into effect, and August 2012 when the case collection was completed. The findings of this study have shown that by invoking the rules of law made by the authorities to demand government agencies disclosing environmental information, the public, including citizens, organizations, law firms, and the media, have strategically created a repercussive pressure upon the authorities to act according to the law. While it is a top-down process that has established the mechanism of open government information in China, it is indeed the bottom-up activism of the public that makes it work. Citizens and organizations’ use of legal tactics to push government agencies to disclose environmental information have formed not only an end of accessing the information but more a means of making government agencies accountable to their legal obligations. Law has thus played a pivotal role in enabling citizen participation in the political process. Against the current situation in China that political campaigns, or politicization, from general election to collective actions, especially contentious actions, are still restrained or even repressed by the government, legal mobilization, or judicialization, that citizens and organizations use legal tactics to demand their rights and push government agencies to enforce the law, become de facto an alternative of political participation. During this process, legal actions have helped to strengthen the civil society, make government agencies act according to law, push back the political boundaries, and induce changes in the relationship between the state and the public. In the field of environmental information disclosure, citizens and organizations have formed a bottom-up social activism, though limited in scope, using the language of law, creating progressive social, legal and political changes. This study emphasizes that it is partial and incomplete to understand China’s transition only from the top-down policy-making and government administration; it is also important to observe it from the bottom-up perspective that in a realistic view law can be part of politics and legal mobilization, even when utterly apolitical, can help to achieve political aims as well. This study of legal mobilization in the field of environmental information disclosure also helps us to better understand the function of law: law is not only a tool for the authorities to regulate and control, but inevitably also a weapon for the public to demand government agencies to work towards their obligations stipulated by the laws issued by themselves.

The incentives and governance system of organizations are important in explaining how they behave in localized development processes. This article builds on the observation that the literature on territorial development does not generally address the action of social movements. At the same time, research on social movements rarely studies their effects on the territories ill which they act. This text is a contribution to fill this gap. It compares two social movement organizations: a trade union federation and a credit cooperative system operating throughout southern Brazil, Both organizations share common origins and social bases, yet their impacts oil territories have been quite different. The analysis focuses Oil the social ties that link trade unions and cooperatives to their territories to show that governance systems may explain the performance of each organization, especially with regard to their capacity for innovation.
