The Social Politics of Fatherhood in Spain and France: A Comparative Analysis of Parental Leave and Shared Residence The article provides a comparative analysis of policy developments on leaves for fathers and joint custody in Spain and France in the last decade. These two types of measures have been selected because they are both widely recognised as main instruments to promote new fathering styles and consequently more gender equality in the European Union. While the rhetoric of choice has been developed in both countries in relation to maternal employment and childcare, with better results in France than in Spain, it remains to be seen to what extent choice will also be extended to fathers. This article argues that those termed 'liberals' in the United States had the opportunity in the late 1940's to use overseas case studies to reshape the ramshackle political agenda of the New Deal along more specifically social democratic lines, but hat they found it impossible to match interest in the wider world with a concrete programme to overcome tension between left-wing politics and the emerging anti-totalitarianism of the Cold War. The American right, by contrast, conducted a highly organised publicity drive to provide new meaning for their anti-statist ideology in a post-New Deal, post-isolationist United States by using perceived failures of welfare states overseas as domestic propaganda. The examples of Labour Britain after 1945 and Labour New Zealand both provided important case studies for American liberals and conservatives, but in the Cold War it was the American right who would benefit most from an ideologically driven repackaging of overseas social policy for an American audience.

"The disaster does not primarily lie in people and in the way that they perceive the circumstances, rather in the circumstances that doom people to powerlessness and apathy - circumstances which they could, however, change" (Adorno, 1966, p. 189). When Karl Marx writes to Friedrich Sorge in his letter of the 19.10.1877, regarding his critique of the opinion of his opponents Dhring & Co., that one must deal with "a whole crowd of immature students and pompous doctors who claim to give socialism a 'higher, ideal' turn, that is to say, to replace the materialistic basis (that demands serious, objective study if one wants to operate on it) with modern mythology by means of their goddesses of justice, freedom, equality and fraternit" (Marx, 1973, p. 303; cf. Schiller, 1993, p. 199 onwards), this thus refers to fundamental problems with the concept of "justice" up until today. As the debate shows, it concerns the contextualization of the term "justice", its meaning in historically concrete as well as socio-political circumstances, and therefore a social analysis that is both representation and critique. Essentially it also concerns the question of the relationship between ideas and reality and the development of standards of historical systematic 'nature' out of social frameworks (see Frey, 1978; Theunissen, 1989).

A Frana passou por conflitos urbanos em seus bairros populares. Incidentes com a polcia marcados pela morte de um morador, geralmente jovem ou adolescente, so seguidos por manifestaes violentas: quebra-quebras, incndios de carros e/ou estabelecimentos pblicos e privados, enfrentamentos com a polcia. Nos conflitos da "banlieue" francesa podem ser percebidos elementos comuns a eventos ingleses e/ou americanos de outras dcadas.OBJETIVO: consiste em identificar a percepo e as representaes de moradores sobre suas condies de vida e sade na Frana.MTODO: pesquisa qualitativa realizada em Les Aubiers, bairro popular de Bordeaux, nos anos de 2002 e 2005. A populao de moradores desse bairro e composta principalmente por imigrantes ou fanceses de origem estrangeira, provenientes de diferentes locais: frica do Norte, frica Sub-Sahariana, Turquia, Portugal , Ilha de Reunio. Os indicadores sociais e econmicos apresentam nveis significativamente mais baixos do que os de outros bairros de Bordeaux, acompanhando as tendncias encontradas nas outras "banlieues". Entre esses indicadores, a taxa de desemprego, principalmente entre jovens, alarmante (40 por cento).RESULTADOS E DISCUSSO: as polticas sociais deveriam ser mais voltadas para os indivduos do que para o territrio, pois este s poder ser transformado pelos primeiros e no o contrrio. Um bairro e uma populao estigmatizados, esto contemplados por uma ampla poltica social. Ainda que passvel de crtica, no se pode ignorar a existncia de esforos sistematicos de integrao, nem a existncia de polticas sociais. Se elas so inadequadas, trata-se de ampliar o espao de discuso para sua reforma. Trata-se de saber qual a disposio das sociedades contemporneas, como um todo, para lutar contra as inequidades e segregaes

Este estudo tem por objetivo realar e discutir dois temas de relevncia atual: o turismo social e a terceira idade. O turismo social consiste em um esforo conjunto da Sociedade e do Estado em promover a universalizao e a humanizao da prtica turstica incorporando nesta atividade grupos socialmente e/ou economicamente desfavorecidos tais como os trabalhadores, os deficientes, os jovens e os idosos. Estes ltimos, face ao processo de envelhecimento da populao mundial ora em curso, tm assim justificada a necessidade de incluso de suas demandas, entre as quais o direito ao lazer, no rol das polticas sociais formulado quer no mbito estatal, quer no conjunto de aes que venha a ser adotado a nvel da sociedade civil organizada. A questo da terceira idade analisada a partir de uma pesquisa histrica que descreve a evoluo do tratamento dispensado aos idosos pelas diversas sociedades, ao longo do tempo. Esta trajetria investigativa culmina com a explanao da situao atual do velho no mundo e mais especificamente no Brasil. O turismo social abordado atravs da formulao de conceitos, da sua confrontao com os valores que norteiam o chamado turismo tradicional e da apresentao de experincias j postas em prtica. destacado o papel precpuo do Bureau Intemational du Tourisme Social - BITS na divulgao e no fomento desta atividade pelo mundo. Na ltima parte do trabalho, feita a correlao entre os dois temas, quando ento demonstrada a importante contribuio que o lazer e o turismo social em particular tm a oferecer populao idosa como exerccio completo de participao, com resultados positivos no desenvolvimento fsico e mental de um estrato etrio ao mesmo tempo carente e ansioso por possibilidades de integrao social.

This thesis concerns the problem about the pedagogue actuation in the social education into no scholars places. It search to understand the context and the social pedagogue role to his praxis and formation that enlarger the possibilities of the social educative practices into no scholars places. In this direction, we developed an investigation about the actuation of the pedagogues-educators in Natal city, in the 2007-2010 periods, into Municipal Secretary of the Labor and Social Assistance (SEMTAS). Considering that pedagogues are regularly attached in social educators profession as municipals public employees, we re the objective to evaluate their role into the social executed in the no scholars places, with the focus in the environmental dimensions of theirs work s places, pedagogical organization, institutional management and the professional formation. It privileged in this research the Specialized Reference Center of Social Assistance II (CREAS II), the Passages Houses I, II and III, the Social-Educative Measures in Open Environment Execution Program of Natal city (PENSEMA) and the Pitimb Educational Center (CEDUC-Pitimb). To realize this study it developed a research with qualitative nature by critic ethnography approach privileging those information collected with the social pedagogue-educators of the mentioned places. Through the methodological procedures adopted; beyond the bibliographical review we remarked the documental research, the semi-structured interview, the questionnaires-routes and the field observations. The analytical results revealed that the politics to the social education in Brazil historically came been dimensioned by the fight of social movements demanding the fundamental rights to the excluded people; that the SEMTAS politics of social education present a relative basic social protection to the excluded children and young people specially into law view; that the politics of social education in Natal city it s close of the logic of sanitarian attention about the disadvantaged groups; that the conceptual, methodological and formatives fragilities needs to the social pedagogues-educators praxis into non scholars places made difficult the operation capacity of a educative proposition anchored in a institutional action guided by the idea of emancipator education; that the SEMTAS take face several difficulties to developed a web assistance as preview in the reception proposition elaborated by the social pedagogues-educators. However in despite the tensions we remarked the value of this potentiality to the non scholar social education in her attempt to constitute herself in a legitimate space to the pedagogue professional actuation. In despite the obstacles to work and formation quotidian, across those non scholar spaces in the municipalities institutes to the social politics, it demonstrated personal sensibility and professional creativity in learning mediations and educative action to the children and younger derived from exclusion process and the social iniquities

The objective of this research was to investigate psychologist‟s practices at the Reference Specialized Center of Social Assistance (CREAS), special social care unit of medium complexity of the Unique System of Social Assistance (SUAS). With the creation of CREAS occurred the reorganization of specialized services and programs which were scattered within the socialassitantial network and began to be part of this center, creating a mosaic of actions directed to people with their rights violated. At the same time, there was a significant arrival of psychologists to the field of Social Assistance and their questioning facing specialized social demands and the (un)definitions of SUAS‟ policy concerning to special social protection. Was aimed in this research to investigate how psychologist‟s practices are developed at CREAS using semi-structured interviews and following the practices developed by three psychologists at a CREAS in the state of Rio Grande do Norte (RN), indicated by the Ministry of Social Development and Fight against Hunger (MDS) as one of the national references in 2008. It was highlighted a complex work field, which is delineated between the users rights perspective and the maintenance of historical difficulties concerning to the Social Assistance. In which the professional is requested to act toward the fight against rights violation, but does not find a field where is possible inter-sector and articulated work, in addition of being exposed to the precariousness of work and the weakness of employment ties, associated to the lack of formation to work in the area. Accordingly, there is still a range of challenges to psychologists in the building of a profession which confront risk situations and break off rights violation.

Analisa a Poltica de Educao Ambiental no Municpio de Belm, possibilitando atravs de nossas experincias na rea do Meio Ambiente, materializadas a partir da insero em projetos de extenso e de pesquisa, potencializados pela Universidade Federal do Par. luz destas experincias, analisamos teoricamente a Educao Ambiental, e fundamentamos nossas argumentaes, na necessidade desta ser concebida como Poltica Social. A indagao e discusso sobre esta questo, emergiu como tema central de nosso estudo, que perpassa sobretudo pelo Servio Social, profisso que nas ltimas dcadas do sculo XX, e no novo milnio, vem confirmando suas aes na defesa intransigente da democracia, da justia, da liberdade e dos direitos humanos. A partir deste pressuposto, apresentamos a Educao Ambiental como uma nova demanda ocupacional para o Assistente Social, nesse sentido analisamos a interveno deste profissional no Municpio de Belm-PA, no tocante a Educao Ambiental. Para tanto, potencializamos nossa pesquisa em trs rgos do Governo Municipal: FUNBOSQUE, FUNVERDE e SEHAB. Este trabalho tem por objetivo ltimo, propiciar argumentos tericos para avanar no debate da categoria, vislumbrando novas competncias terico-prticas e ticopolticas acerca da Educao Ambiental.
