Ciência e tecnologia em saúde constitui-se atualmente objeto de diferentes iniciativas governamentais e acadêmicas. Sua consolidação reclama a identificação de um Sistema Nacional de Inovação em Saúde cuja caracterização depende ainda de um reconhecimento dos setores de atividade econômica envolvidos. Nesse sentido, realizou-se estudo com objetivo de caracterizar as relações entre áreas do conhecimento cientifico e setores de atividade econômica como forma de oferecer um retrato desse Sistema. Foram analisados os registros da versão 4.1 do Diretório dos Grupos de Pesquisa no Brasil, tendo sido selecionados todos os grupos que registrassem saúde quer como área do conhecimento ou como setor de atividade. As informações sobre área e setor foram transformadas em variáveis de resposta múltipla e analisadas numa tabela de contingência mediante análise de resíduos, análise de correspondência e análise de cluster. A análise dos dados obtidos mostrou que o Sistema Nacional de Inovação em Saúde caracteriza-se como um sistema setorial onde a competitividade tem conteúdo social maior do que econômico, o que sugere receptividade para políticas públicas assim orientadas, bem como uma desejável identidade com valores com o Sistema Único de Saúde.

The starting point of the present work consisted of investigating the development of biotechnology in the Northeast region of Brazil from the perspective of a Regional Innovation System (RIS). The theoretical framework adopted relied on the approaches and concepts presented by the Neo-Schumpeterian perspective. This framework was chosen because, by means of the Innovation System concept, this literature allows us to analyze the relationships and configurations of actors, as well as the role of the state and of social, science and technology, and economic policies in the studied region. The analysis considered four selected dimensions: physical infrastructure, human capital, scientific production, and funding. These variables were chosen because they allow us to verify the possibilities and limitations of developing a biotechnology RIS in the Northeast of Brazil, and these elements would help in answering the question behind this dissertation. The location of the physical infrastructure was determined by means of bibliographic and documental research and interviews with heads of institutions that do biotechnology research. Regarding human capital, the analysis focused on resource training in biotechnology, highlighting graduate courses and research groups in the area. To measure knowledge production, we delimited scientific collaboration among researchers in the field of biotechnology as the focus of this category. For the funding dimension, information was gathered from reports available at the websites of national and state funding agencies. The data was analyzed through method triangulation, involving quantitative and qualitative research stages. To back the analyses, we revisited the integration policies in the area of Science, Technology and Innovation. Our analysis has shown that these policies play a crucial role in the development of biotechnology in the region being studied. The data revealed that the physical infrastructure is concentrated in only three states (Bahia, Ceará, and Pernambuco). In this regard, the Northeast Biotechnology Network (Renorbio) stands out as a strategic actor, enabling states with poor infrastructure to develop research through partnerships with institutions located in another state. We have also verified that the practices involving human resource training and knowledge production are factors that enable the emergence of a regional system for biotechnology in the studied region. As limitations, we have verified the low immersion level of regional actors, the heterogeneity of socioeconomic indicators, the lack of financial resources, and a low innovation culture in the business sector. Overall, we have concluded that the development of a Regional Innovation System in Biotechnology, based on the current regional dynamics, depends on an effective change in the behavior of the social agents involved, both in the national and regional dimensions as well as in the public and private spheres

This Master s Thesis aims to use the theoretical models of growth with restricted balance of payments, specifically Kaldor (1970) and Thirlwall (1979) models, to analyze the behavior and the pattern of specialization of Brazilian exports and imports in the last years. It is observed that, in some periods, the pattern of specialization has contributed in restricting long-term growth of the Brazilian economy. It has been hypothesized that overall this is due to lack of structural transformation policies. To achieve this goal, it analyzed the performance of Brazilian exports and imports disaggregating them according to their technological content. The basis for comparison was a group of countries to which Brazil is inserted in, the BRIC. In this regard, the work is a comparative analysis by using descriptive statistics. It is concluded that the low rate of GDP growth experienced by Brazil since the 1980s can be explained in part by the decoupling of the Brazilian National Innovation System (NIS) and the Brazilian productive structure. This would be reducing the income elasticity of exports and raising imports, causing a pattern of specialization intensive primary commodities and labor and low-skill labor

This text which discusses the central theme of the National Conference on Education (CONAE), held in Brasília from 28th March to 1st April 2010, deals with the concept of a National System of Education in articulation with the National Plan of Education. To that end, after pointing to the basic uses of the concept of system, it discusses the question of the National System of Education exploring the federative question in order to reveal the complete compatibility of the organization of the National System of Education with the federative regime. Thereafter, it deals with the historical meaning of the National Plan of Education demonstrating that the plan is a demand of the system, since planned action is implicit in systematized education. Thus the National Plan of Education is fulfilling those goals and objectives for which it is responsible.

The technological development experienced in the contemporary world are transforming society and relations between State and people. The mobility of human being has reached levels never before imagined and a person can move from one side of the world to the other side in less than 24 hours. This mobility also includes goods and services, giving the keynote of the globalized world of the XXI Century. In this context, the risks of diseases and others health problems are intensely amplified. Nowadays, an epidemic that begins in China can arrive in Brazil the following day. Brazil recognizes health as a universal right and also consider it a State's obligation. Therefore, the State of Brazil is obligated to organize itself to eliminate or control health risks. Today, the organization of the Brazilian State regarding the surveillance of risks of diseases and other health problems is fragmented and includes sanitary surveillance (focused on goods, products and services), epidemiological surveillance (diseases and investigations of other risks) and environmental surveillance in health (the environment in general, including the workplace). This fragmentation causes problems for the management and consolidation of strategic information for health protection. Brazil has the need to think about an other model of organization that put together all "kinds" of surveillances within a single coordinated system, called the National System of Health Surveillance, which would be able to coordinate the various specialties of health surveillance that exists in the country in order to provide a effective system of information and health surveillance, able to face emergency situations of public health

Visando subsidiar o processo de gest??o do Sistema ??nico de Seguran??a P??blica, a Secretaria Nacional de Seguran??a P??blica (Senasp) investe esfor??os, desde 2003, na cria????o de sistemas nacionais de coleta de dados, na moderniza????o da infraestrutura de TI e na qualifica????o dos profissionais para a produ????o desses dados e o desenvolvimento de insumos, a fim de auxiliar na distribui????o de recursos do Fundo Nacional de Seguran??a P??blica. Todas essas iniciativas comp??em o Sistema Nacional de Gest??o do Conhecimento em Seguran??a P??blica. Em parceria com profissionais e pesquisadores da ??rea e gestores de outros ??rg??os p??blicos, foi estruturada uma nova forma de fazer seguran??a p??blica. O Sistema Nacional de Gest??o de Atividades de Criminal??stica foi concebido e desenvolvido com o intuito de racionalizar o acesso ?? informa????o, melhorar o desempenho do trabalho pericial e facilitar a administra????o centralizada da per??cia no Departamento de Pol??cia Federal (DPF). O sistema acompanha o trabalho dos setores de criminal??stica desde a chegada do expediente de servi??o at?? a libera????o do laudo pericial. Nesse trajeto, rastreia documentos, registra resultados intermedi??rios, controla o andamento de filas de trabalho e os volumes de produ????o, pend??ncias e solicita????es. Al??m disso, auxilia a atividade fim na medida em que disponibiliza para consulta todo o acervo digital de documentos e gera conte??do de novos documentos automaticamente a partir de diversos modelos altamente adapt??veis. Finalmente, possui m??dulo de apoio ?? gest??o de recursos humanos integrado ao controle de produ????o. Atualmente, conta com mais de 1.400 usu??rios em todas as 33 unidades da criminal??stica no DPF

Considerada como um instrumento de gest??o colegiada, a Rede SUAS inaugurou para os trabalhadores, gestores e entidades da ??rea, a tarefa de redimensionar a cultura de gest??o, at?? ent??o vivenciada, com a instala????o de aplicativos que geram novos ??ndices de agilidade e transpar??ncia, dando suporte aos processos e procedimentos previstos na Pol??tica Nacional de Assist??ncia Social, 2004, PNAS e na norma operacional b??sica do SUAS/2005.
