The present study analyses the actual relations and work conditions found in the third sector in Natal city, in the context of productive restoration and increasingly retraction from the State in providing Social Service before the new approach that has been destined to the social issue. The study talks about the work of the social worker when fighting the different expressions the social issue has, such as social service provision as a way of teamwork associated to work relations and conditions, to accessible resources and quality control management. These are elements that affect and interfere in the accomplishment and in the work of the social worker itself. The State s improvement, according to neoliberal-political precepts and increasingly retraction from the public investment in the areas of social concern (health, social welfare, assistance) and in the wage and employment policy, besides expanding the partnership with the public and private areas, in search for social services with quality, it has diversified the structures of the professional work with the growth of the so called third sector institutions. However, the absorption of the social workers by the third sector groups in general, has as major features the impoverishment of work relations, the maintenance of an unequal salary model, pointing out the deadline contracts and/or single tasks that generate work instability. The research debates, with a critical view and full perspective, over the conception of the third sector, interpreted as an action that expresses functions and values, treated as a real phenomenon generated from the restoration of the capital based on neoliberal principles. This study aims for responding what the established work relations are and under what work conditions the social worker has been fitting in the third sector and how such a reality echoes in the current work conditions for a social work in the city of Natal, before this new model of state intervention that transfers part of the social service provision to distinctive divisions of society, among them the so called third sector. The research results have shown that like the other workers the social worker passes through the same crises, dilemmas, advances and challenges that occur in the world of employment and which are expressed in the drop of salary average in the growth of contemporary contracts, unemployment, and in the ever more selective requirements to one be included in the social spaces, where the professional work is done, having as a result a greater impoverishment of work relations and conditions as well as more vulnerability as a salaried occupation

The study is about the non-insertion of the Social Assistant in the work market of Natal/RN, emphasizing the perception those Social Assistants have about this problem. We try to analyze the relation that those workers figure out about their non-insertion in the work market and their professional formation. The problem is related to the present unemployment rates in our society, which results of the changes that have affected the world of work as a whole in the wake of the Productive Restructuring and State Reformation supported by the neo-liberalism ideological system. We realize that these factors have deeply affected the configurations of the work market in general; especially those related to professions whose challenges multiply obstacles not only to the insertion of new workers, but to their staying in their job. We note that the reality of the work market has been built up on the decrease of the work force opportunities and the increase of the selectivity criteria to insertion of new workers. In consequence, unemployment rates increase everywhere, regardless of place, profession or education level of the workers. Work and management changes have brought about new challenges to professional formation. The presence of neo-liberalism productive and market logic demands a more adequate professional formation to work market from their candidates to a job. Due to the numberless difficulties workers face nowadays to enter the world of work, society itself and workers in general begin to question the profession of their choice, the kind of formation they have got, and frequently they lay the blame of their professional difficulties on it. This result has come out from the research we did with some social assistants not inserted in the professional work market in Natal/RN. The research reveals too that those unemployed professionals see their difficulties connected to their professional formation and they happen to say that the main challenge they face today is to get acknowledgment to the significance and importance of their profession

A investigação que a seguir se apresenta integra-se no âmbito do VI Curso de Mestrado em Serviço Social, da Escola Superior de Altos Estudos do Instituto Superior Miguel Torga, centrando-se a análise no “Mercado de Trabalho em Serviço Social no Sector Público em Portugal, nos anos 90. Análise a Partir da Abertura de Concursos Públicos.” Neste sentido procedeu-se a uma análise das ofertas de emprego em Serviço Social para a Administração Pública Central e para a Administração Pública Local, partindo do levantamento de concursos públicos, para Técnicos Superiores de Serviço Social, publicados em Diário da República, entre o dia 16 do mês de Agosto 1991 (data da publicação do Dec. -Lei nº 296/91 que veio criar e regulamentar a carreira de Técnico Superior de Serviço Social) até ao mês de Dezembro de 1999. Abordam-se as principais transformações no mundo do trabalho e suas repercussões no Serviço Social, considerando algumas questões da crise capitalista, globalização e implementação de políticas neo liberais. Analisam-se também, algumas das principais directrizes subjacentes aos programas do XI, XII e XIII Governos Constitucionais, existentes nos anos 90 em Portugal, e correspondentes políticas sociais que deste modo, contribuíram para o crescimento do mercado de trabalho dos Assistentes Sociais. Procedeu-se a uma abordagem sobre o estado da formação em Serviço Social e o reconhecimento da atribuição do grau de licenciatura em 1989, assim como a criação e regulamentação da carreira Técnica Superior de Serviço Social no sector público em 1991, e as principais alterações que a partir de então se fizeram sentir ao nível de mercado de trabalho. Pretende-se assim com este estudo, contribuir para um conhecimento mais aprofundado do mercado de trabalho no sector público na década de 90, dos Assistentes Sociais, dando a conhecer o número de concursos públicos (691) e número de vagas (1478) distribuídos pela Administração Pública Central (436 concursos e 1132 vagas) e pela Administração Pública Local (255 concursos e 346 vagas), apresentando as entidades que mais profissionais admitiram para os seus serviços. Apresentam-se também os tipos de concursos publicados (internos e externos), as categorias profissionais e a distribuição por distrito, correlacionando respectivamente, com o número de concursos e número de vagas.

A investigação desenvolvida “Mercado e condições de trabalho dos Assistentes Sociais no concelho de Tomar” resulta da preocupação e da necessidade de conhecimento e análise das transformações ocorridas no mercado de trabalho dos assistentes sociais, em pleno século XXI, no seio do padrão de acumulação flexível, e dos impactos nas condições de trabalho destes profissionais. Partiu-se de uma análise das alterações ocorridas na relação entre Estado, sociedade e mercado e da regulamentação existente acerca das condições e mercado de trabalho dos A.S. Procedeu-se à aplicação de um inquérito por questionário aos A.S. a exercer a profissão no concelho de Tomar, no ano de 2007, no sector público, privado não lucrativo e privado lucrativo. A pesquisa efectuada é de natureza qualitativa e quantitativa. Em Portugal, a profissão de Assistente Social sofreu alterações qualitativas, a partir da década de 90, com a atribuição do grau de licenciatura aos cursos de Serviço Social, com a criação da carreira técnica superior de Serviço Social na Administração Pública e com o alargamento do mercado de trabalho. No entanto, este alargamento do mercado de trabalho não foi suficiente para acompanhar o crescimento exponencial de licenciados em Serviço Social, entre finais do séc. XX e início do séc. XXI, o que teve como consequência a precariedade no mercado de trabalho do A.S. Reportando-nos ao mercado de trabalho do A.S., verificamos que o tempo de espera entre a obtenção do diploma em Serviço Social e a entrada no mercado de trabalho, tem vindo a alargar-se, não ultrapassando, na maioria das situações os 12 meses. Há uma maior mobilidade profissional e o Estado continua a ser o maior empregador de A.S., mas tende a ser ultrapassado pelo sector privado. A flexibilidade no mercado de trabalho é notória, e caracteriza-se pela polivalência exigida aos A.S, por horários de trabalho que incluem o trabalho ao fim-de-semana e feriados, as folgas rotativas e as horas extras, sem acréscimo de remuneração. VI Ao nível das condições de trabalho prevalece o contrato sem termo, embora surjam novas modalidades de trabalho, mais precárias. É no sector público que as condições de trabalho são mais favoráveis e a carreira mais compensatória (melhores vencimentos, mais férias, horário de trabalho mais reduzido). A preocupação com a formação ao longo da vida, associada à qualificação da profissão é constatada entre os A.S., reflectindo-se na crescente procura de pós-graduações e mais recentemente de mestrados.

This work was developed in the extent of the Post Graduation Program in Social Service of the Federal University of Rio Grande do Norte. It talks about the process of inclusion of the disabled people in the Job market in Mossoró-RN, bringing for the academic debate relevant thematic for the Brazilian society, for the profession of Social Service and similar areas and for the people with deficiency. It has the objective to apprehend the determiners that make possible the process of the disabled people's inclusion in the Job market in Mossoró, having as parameter the National Politics for the Integration of People Bearers of Deficiency. The critical theoretical perspective is backed in Marx's ideas for the understanding concerning the work, as well as in Pochamann, concerning the job market, regarding the exclusion/inclusion category is based in Martins, Yasbek and Sposati and on deficiency in the National Politics for the Integration of the Disabled People. The research is of qualitative nature and it took as subjects 26 (twenty-six) people, being 09 (nine) people with deficiency, inserted in the formal job and regulated market, and 17 (seventeen) managers of private companies and public institutions of the city of Mossoró-RN. For the collection of data we used techniques of nonsystemic observation, semi-structured interview and documental analysis. The results of the research mark that any modality of the human workforce used in the current context, they are functional to the capitalism and they move forward towards exploration, alienation and subordination of the work to the capital; the National Politics for the Integration of the People with Deficiency expresses and reproduces the contradictory dynamics of the class society, it reflects the neo liberal shades through the selectivity and of the articulation among the federated beings and organizations of the civil society for its operational system; there is a misproportion between the percentages of the quotas and the amount of people with deficiency inserted in the job market, just corresponding to a tiny numeric magnitude; the developed activities are of low social status and it is expressive the amount of workers that receives between one and two minimum wages. These data drive us to infer that the mentioned politics make possible, partly, the inclusion of the disabled people in the job market, though, such inclusion is executed in the selective or focused dimensions, marginal, precarious and unstable

The present study deals with the exercise of professional social workers in private health care plans registered with the Regional Council of Medicine/RN, in the city of Natal/RN, with regards to the demands/tasks, work conditions, and the professional response, given the climate of restructuring the capital. The set of socio-historical transformations, as a results of the dynamic capitalist, is a process of new configurations in relation to state and society that interfere directly in relation to working conditions, social rights historically won by workers. In this context, the operator of health plans arises as a possibilities to provide services in health, through the logic of the market, in which the subjects of law, become consumers contributing to the displacement of the responsibilities of the State. Obligating workers to lessen the burden with the reproduction of their workforce. This involves changing societal context for social service, since it is one of the professions that are active in terms of the immediate social issue, and come as part of the collective worker. From qualitative research based on a theoretical and methodological perspective and critical dialectics, it was possible to unveil some features and trends of the exercise of(a) social operators in private health care plans. The survey results indicated that : a) the demands and duties for certain social service, are associated with the redevelopment of the capital, whose requirements and responsibilities professionals have with their needs, particularly the guarantee of profit, services rendered; b) in the conditions of work there is a trend of insecurity uncertainty and dismantling of professionals; c) the answers professionals suffer the limits and contradictions present in the daily training, mainly depending one the characteristics of management and operation of the operators, which has professional relative autonomy

Esta tese consiste no estudo e sistematização dos resultados da pesquisa desenvolvida no curso de doutorado da Universidade do Estado do Rio de Janeiro, acerca da nova alocação, externa aos quadros de trabalhadores das instituições, através de empresas que intermediam esses serviços, denominadas de consultoria, por assistentes sociais, entre outros da área de recursos humanos, para prestação de serviços. Esta denominação é criticada, por diferir do sentido original desta atividade, uma vez que a concepção de consultoria adotada na tese supõe que esta competência tem o objetivo de qualificação do trabalho a ser desempenhado. Compreende um nível de profissional com maior conhecimento especializado, possibilitando formular análises, pareceres, planos e proposições sobre situações de trabalho. No caso do projeto profissional hegemônico do Serviço Social, o seu trabalho deve ser orientado com vistas à ampliação dos direitos dos trabalhadores. O que as empresas tem chamado de consultoria, na realidade tem se configurado principalmente como expressão do trabalho precário terceirizado e as vezes informal, com incidências nas formas de contratação do Serviço Social e no desenvolvimento do seu trabalho. O objetivo central desta tese consiste em verificar os caminhos que essa profissão vem trilhando por meio das denominadas consultorias e identificar se estes apontam para a consolidação do projeto ético-político profissional pela categoria ou se eles estão contribuindo para afastá-lo desse projeto, diante das condições de trabalho e de outros elementos no espaço sócio-ocupacional da chamada consultoria empresarial. Os resultados da pesquisa indicam que, com a substituição de profissionais contratados por outros subcontratados, terceirizados ou quarteirizados, como vem ocorrendo nas empresas pesquisadas, a prestação dos seus serviços tende a sofrer um retrocesso diante dos avanços alcançados pela profissão.

Este artigo apresenta a caracterização de um grupo social como minoria, as peculiaridades da situação do portador de deficiência como grupo minoritário e, por intermédio do estudo de caso do Posto EcoBrasil, em São Sebastião, a inserção dos portadores de deficiência no mercado de trabalho local.

This paper analyzes the political participation of Social Workers at the Social Service Regional Council Region 14th. The theoretical and methodological framework of this investigation has as its perspective the totality of social life and its determining relations within the object of study. To the production, analysis and collecting of data it was used a qualitative approach considering a bibliographical and documental research as well as a series of twelve interviews with 2005-2008 and 2008-2011 managing counselors of CRESS/RN. It was also used the data obtained from other special interviews held with the social workers in the period between 2007 and 2008. The results of this study allow and affirm the political dimension of Caseworkers and the CRESS/RN as a space of political activity with opportunities for effective and collective elaboration of strategies in order to reach the fulfillment of the ethical and professional policy of the Social Work. From a historical viewpoint, the beginning of this process is marked by the struggle for democracy, the end of military dictatorship, the establishment of the State of Human Rights. The Democratization of the so called Federal Council of Social Workers and its Regional Councils of Social Workers, CFAS / CRAS, respectively, area a result of the participation of the category in an effort to fight for democratization in Brazil. The objective of this research, so, is to understand which the socio-historical determinants are, that focus objectively and subjectively in the demobilization of social workers in CRESS Region 14th - in the contemporary and historical context. Among the results obtained we identified the ignorance of some professional workers and also of some advisors, regarding the existence and the role of the Council, as well as the commercialization of Education that compromises the quality of the professional training in its theoretical and methodological, ethical and political dimensions. According to our understanding, this shows a the presence of a non-critical professional profile based on a false reality, on the precariousness of employment contracts which undermine the political organization and submit the worker to various social exploring mechanisms such as double shift and ultimately the fragility of the management of the Regional Council -, as a consequence of the offensive capitalist system that ideologically invests to stop the political organization founded in a critical and democratic perspective. The low participation of some advisors and, in general, the category in CRESS / RN, despite its objective conditions, is a reality and it is presented to us as a challenge to future managements and policy consolidation to society. Inasmuch as the category intends to guarantee the high quality of its social workers, the demands of future counselors, their skills and abilities in dealing with regulatory issues, administrative policies that pervade the everyday life of CRESS / RN are necessary

The work of the professional of social worker in social security policy, it is seen wrapped in an adverse situation to consolidate the ethical-political project work, marked by the materialization of the neoliberal policy essentially promotes the reduction of social rights historically achieved by the class struggle worker. In this sense, with the aim of analyzing the statement of work of the Social Worker in Social Security, their struggles and challenges to the realization of rights, against the current situation is that it renders the theoretical basis of the discussions to be fought. Thus, we performed procedures such as methodological research literature and documents in detail of our analytical categories in order to base the discussion on social security policy. The survey area covered was the Executive Management of Social Security Mossoró and Natal, representing a total of 07 (seven) surveyed social workers who work in the Department of Social Work. Thus, the research allowed us a comparison with the work of Social Workers and this allowed us to reach some conclusions: first, the fact that Social Security does not guarantee in its entirety, the conditions necessary for the work of Social Worker, taking into account the lack of human and material resources for its realization, and the virtual absence of professional secrecy, and second, that the social workers surveyed say the ethical-political project of Social Work, in exercise professional from engaging in projects and social movements related to the protection of social rights and working class, thirdly, that the statement of professional design, contributes to the formation of a new professional activities, based on an analysis of whole and an action more interventionist, critical and purposeful, able to relate to the interests of users who seek their services, the consolidation and socialization of social rights. Thus, the direction of the work of professional of social worker to support the theoretical and methodological maturity in recent years acquired the expertise and ethical-political daily, consolidated its space in claiming social security institution, the rights so hard fought in an environment grounded in the disintegration social struggles

A dissertação versa sobre a Política de Assistência Estudantil e o processo de luta pela democratização do acesso à universidade, no contexto de expansão do ensino superior em tempos de crise estrutural do capital. Apresenta como unidade de análise as particularidades da pós-graduação em Serviço Social da UFRN e tem como objetivo principal apreender e analisar as condições de permanência disponibilizadas pela UFRN aos discentes de pós-graduação no contexto de expansão do Ensino Superior. O percurso teórico-metodológico de análise adotado na pesquisa se fundamentou numa perspectiva crítica do objeto de estudo a partir de uma concepção de totalidade, que pressupõe apreender as determinações socioeconômicas e políticas que incidem sobre a política de ensino superior e as condições de vida dos discentes do Programa de Pós-Graduação em Serviço Social (PPGSS). As análises fundamentaram-se em pesquisa bibliográfica como base teórico-metodológica da investigação, articulada com as reflexões que resultaram dos dados empíricos da pesquisa de campo na perspectiva de apreensão do objeto, em sua densidade histórica e num quadro de múltiplas determinações. Do ponto de vista metodológico foram entrevistados 26 discentes e realizada análise documental referentes a leis e documentos da política educacional em nível federal e dos organismos internacionais. A luta por ampliação do acesso à universidade está na agenda dos movimentos sociais no âmbito da educação, no entanto na conjuntura dos governos de Luis Inácio Lula da Silva (2003 a 2010) e Dilma Rousseff (2011 a 2012) a tendência tem sido seguir as orientações dos organismos internacionais e promover expansão de vagas sem assegurar estratégias de permanência compatíveis com as exigências de excelência acadêmica postas, por exemplo, na pós-graduação. Discentes entrevistados acessam o ensino superior e os cursos de pós-graduação e vivenciam dificuldades diárias para atender com qualidade às exigências acadêmicas em face de suas condições materiais de vida e de trabalho e dos limites da política de assistência estudantil que tem um perfil de programas e ações localizadas
