Iraq’s long and complex past has played a particularly poignant role in establishing and legitimating the various political movements that have ascended to power since the nation state was first created by the British in the early 1920s (Davis, 2005b). For example, the installed Hashemite monarchy that ruled Iraq until the 1958 revolution utilised their ancestral connection to the Prophet Muhammad to legitimate their claim of being the rightful legatees of the Arab lands, while later Saddam Hussein invoked the power of Iraq’s Mesopotamian past to build nationalism and unite the people against ancient enemies such as during the Iran-Iraq war of the 1980s.What is problematic about these examples of ‘historical memory’ in Iraq is that they have also been used to justify a series of autocratic and despotic regimes that have attempted to quash Iraq’s civil society and curtail any semblance of democratic reform. However, this paper argues that such ‘historical memories’ may well be useful in reinvigorating the Iraqi public sphere and enabling the transition from despotism to democracy. To do this, this paper focuses on the ancient Mesopotamian practise of ‘Primitive Democracy’ and argues that reinvigorating such histories may serve to legitimate and promote democratic governance within Iraq.

The toppling of Saddam Hussein in 2003 saw Iraq's media sector shift from a handful of state-run media outlets that served as propaganda machines, to a vast array of Iraqi-owned newspapers, radio stations and television channels which are being fervently produced and avidly consumed nationally. Not unexpectedly, several problems have accompanied this divergent, ad-hoc and highly volatile mediascape. Although recognizing important factors, including dangers faced by Iraqi journalists, and the dearth of appropriate press laws, this article focuses instead on attempts by certain key foreign and domestic political bodies to manufacture consent in Iraq via their interference in the post-Saddam media sector. These foreign influences are Iran, Saudi Arabia and the United States, each of which funds, controls and manipulates different Iraqi media outlets. Not surprisingly, the United States has been the most active in this respect, utilizing both overt and clandestine propaganda techniques as well as forced closures to control the Iraqi media sector. Unfortunately, measures such as these are not limited to foreign governments: both the Iraqi government and the Kurdish Regional Government have used similar means to control and silence Iraq's nascent public sphere. The article concludes by noting the irony of limited press freedom in Iraq during this crucial phase of its transition from despotism to democracy.

Emergent properties of global political culture were examined using data from the World History Survey (WHS) involving 6,902 university students in 37 countries evaluating 40 figures from world history. Multidimensional scaling and factor analysis techniques found only limited forms of universality in evaluations across Western, Catholic/Orthodox, Muslim, and Asian country clusters. The highest consensus across cultures involved scientific innovators, with Einstein having the most positive evaluation overall. Peaceful humanitarians like Mother Theresa and Gandhi followed. There was much less cross-cultural consistency in the evaluation of negative figures, led by Hitler, Osama bin Laden, and Saddam Hussein. After more traditional empirical methods (e.g., factor analysis) failed to identify meaningful cross-cultural patterns, Latent Profile Analysis (LPA) was used to identify four global representational profiles: Secular and Religious Idealists were overwhelmingly prevalent in Christian countries, and Political Realists were common in Muslim and Asian countries. We discuss possible consequences and interpretations of these different representational profiles.

This paper focuses on the ethics of metaphor and other forms of comparison that invoke National Socialism and the Holocaust. It seeks to answer the question: Are there criteria on the basis of which we can judge whether metaphors and associated tropes “use” the Holocaust appropriately? In analyzing the thrust and workings of such comparisons, the paper also seeks to identify and clarify the terminology and concepts that allow productive discussion. In line with its conception of metaphor that is also rhetorical praxis, the paper focuses on specific controversies involving the metaphorization of the Holocaust, primarily in Germany and Austria. The paper develops its argument through the following process. First, it examines the rhetorical/political contexts in which claims of the Holocaust’s comparability (or incomparability) have been raised. Second, it presents a review (and view) of the nature of metaphor, metonymy, and synecdoche. It applies this framework to (a) comparisons of Saddam Hussein with Hitler in Germany in 1991; (b) the controversies surrounding the 2004 poster exhibition “The Holocaust on Your Plate” in Germany and Austria, with particular emphasis on the arguments and decisions in cases before the courts in those countries; and (c) the invocation of “Auschwitz” as metonym and synecdoche. These examples provide the basis for a discussion of the ethics of comparison. In its third and final section the paper argues that metaphor is by nature duplicitous, but that ethical practice involving Holocaust comparisons is possible if one is self-aware and sensitive to the necessity of seeing the “other” as oneself. The ethical framework proposed by the paper provides the basis for evaluationg the specific cases adduced.

El interés de esta monografía es analizar las interacciones no-lineales con resultados emergentes que mantuvo la comunidad kurda en Siria, durante el periodo 2011-2014, y por las cuales se produjeron formas de auto-organización como resultado de la estructura compleja a la que pertenece. De esta forma, se explica cómo a raíz de la crisis política siria y los enfrentamientos con el Estado Islámico, se transformó el rol de los kurdos en Siria y se influenciaron las estructuras políticas del país y las naciones de la región con población kurda. Por lo tanto, esta investigación se propone analizar este fenómeno a través del enfoque de complejidad en Relaciones Internacionales y el concepto de Auto-Organización. A partir de ello, se indaga sobre las interacciones surgidas en estructuras más pequeñas, que habrían afectado un sistema mayor; estableciendo nuevas formas de organización que no pueden ser explicadas, únicamente, a partir de elementos causales.

Después del fracaso del intento del secretario general de la ONU, Javier Pérez de Cuéllar, para que el líder iraquiano Saddam Hussein abandonase Kuwait, las esperanzas se acabaron. El 17 de enero se inició la guerra del Golfo Pérsico con el bombardeo por parte de las fuerzas aliadas de la ciudad de Bagdad. Se recogen los testimonios de periodistas españoles y catalanes presentes en la capital iraquí y el de los pilotos de bombarderos norteamericanos.

The toppling of Saddam in 2003 has seen Iraq shift from only a handful of state organs that served as propaganda machines, to a wealth of over 200 Iraqi-owned newspapers which are being fervently produced and avidly read on the streets of the nation. This paper traces the introduction of the printing press to Iraq by the Ottomans and details both the periods where Iraq’s press was truly free and fostered the emergence of a civil society and democratic reforms and those where the Iraqi media was most restricted and did little else than praise the regime at hand. Following on, this paper reviews the developments since the fall of Saddam Hussein and, despite the extensive interference in Iraq’s media sector from the occupying forces, it concludes by arguing that these papers have been central to the re-emergence of an Iraqi public sphere which has openly debated and discussed the issues surrounding the nation’s shift from despotism to democracy.
