"They Come, They Fish, and They Go:” EC Fisheries Agreements with Cape Verde and São Tomé e Príncipe

Fisheries agreements with the European Community (EC) are an important component of the fisheries sector in Cape Verde and São Tomé e Príncipe, constituting today a key source of income for the respective fisheries administration. In spite of this, and of the fact that these agreements have been renewed several times over the past decades, challenges remain in domains such as control and communication of fishing activities, follow-up of financial counterparts, and integration of European fleets’ operations with the Cape Verdean and Santomean economies. This paper analyzes the EC fisheries agreements with Cape Verde and São Tomé e Príncipe in terms of those domains, considering both the contents of the agreements and their practical implementation. The fisheries sector in each of these countries is reviewed, as are some of the fundamentals and criticisms of EC fisheries agreements. It is argued that the agreements with Cape Verde and São Tomé e Príncipe will not live up to the stated objectives of sustainability and responsibility in fisheries until improvements are made to the control of EC vessels, the follow-up of funds paid by the EC, and the size and diversity of benefits accruing to the fisheries and related sectors in the two countries

The island of São Jorge (38º 45’ 24’’ N - 28º 20’ 44’’W and 38º 33’ 00’’ N - 27º 44’ 32’’ W) is one of the nine islands of the Azores Archipelago that is rooted in the Azores Plateau, a wide and complex region which encompasses the triple junction between the American, Eurasia and Nubia plates. São Jorge Island has grown by fissural volcanic activity along fractures with the regional WNW-ESE trend, unveiling the importance of the regional tectonics during volcanic activity. The combination of the volcanostratigraphy (Forjaz & Fernandes, 1975; and Madeira, 1998) with geochronological data evidences that the island developed during two main volcanic phases. The first subaerial phase that occurred between 1.32 and 1.21 Ma ago (Hildenbrand et al. 2008) is recorded on the lava sequence forming the cliff at Fajã de São João, while the second phase started at 757 ka ago, is still active, and edified the rest of the island. This second phase edified the east side of the island that corresponds to Topo Volcanic Complex, in the period between 757 and 543 ka ago, while the west side named Rosais Volcanic Complex, started at 368 ka ago (Hildenbrand et al. 2008) and was still active at 117 ka ago. After the onset of Rosais, volcanic activity migrates to the center of São Jorge edifying Manadas Volcanic Complex. The volcanism on São Jorge is dominantly alkaline, with a narrow lithological composition ranging between the basanites/tefrites through the basaltic trachyandesites, in spite of this the two volcanic phases show distinct mineralogical, petrographic and geochemical characteristics that should be related with different petrogenetic conditions and growth rates of the island. Abstract viii During the first volcanic phase, growth rates are faster (≈3.4 m/ka), the lavas are slightly less alkaline and plagioclase-richer, pointing to the existence of a relative shallow and dynamic magma chamber where fractional crystallization associated with gravitational segregation and accumulation processes, produced the lavas of Fajã de São João sequence. The average growth rates during the second volcanic phase are lower (≈1.9 m/ka) and the lavas are mainly alkaline sodic, with a mineralogy composed by olivine, pyroxene, plagioclase and oxide phenocrysts, in a crystalline groundmass. The lavas are characterized by enrichment in incompatible trace element and light REE, but show differences for close-spaced lavas that unveil, in some cases, slight different degrees of fertilization of the mantle source along the island. These differences might also result from higher degrees of partial melting, as observed in the early stages of Topo and Rosais volcanic complexes, of a mantle source with residual garnet and amphibole, and/or from changing melting conditions of the mantle source as pressure. The subtle geochemical differences of the lavas contrast with the isotopic signatures, obtained from Sr-Nd-Pb-Hf isotopes, that São Jorge Island volcanism exhibit along its volcanic complexes. The lavas from Topo Volcanic Complex and from the submarine flank, i.e. the lavas located east of Ribeira Seca Fault, sample a mantle source with similar isotopic signature that, in terms of lead, overlaps Terceira Island. The lavas from Rosais and Manadas volcanic complexes, the western lavas, sample a mantle source that becomes progressively more distinct towards the west end of the island and that, in terms of lead isotopes, trends towards the isotopic composition of Faial Island. The two isotopic signatures of São Jorge, observed from the combination of lead isotopes with the other three systems, seem to result from the mixing of three distinct end-members. These end-members are (1) the common component related with the Azores Plateau and the MAR, (2) the eastern component with a FOZO signature and possibly related with the Azores plume located beneath Terceira, and (3) the western component, similar to Faial, where the lithosphere could have been entrained by an ancient magmatic liquid, isolated for a period longer than 2Ga. The two trends observed in the island reinforce the idea of small-scale mantle heterogeneities beneath the Azores region, as it has been proposed to explain the isotopic diversity observed in the Archipelago.

São Tomé Príncipe é um dos países mais pobres do mundo totalmente dependente da ajuda externa. Desde a independência, a 12 de Julho de 1975, o país mergulhou num clima de instabilidade sociopolítica e de pobreza que vem afetando e condicionando o desenvolvimento socioeconómico da sociedade santomense. A fraca capacidade governativa dos dirigentes e a falta de consenso na classe política, as sucessivas quedas de governo, o elitismo e o favoritismo reinante tornam quase impossível que se encontre um caminho consensual para que o país possa efetivamente sair da situação de pobreza em que se encontra e começar a dar passos significativos rumo ao desenvolvimento e ao progresso. Sendo um país com imensos problemas estruturais, que se vão agravando com o passar dos anos, São Tomé e Príncipe é um país extremamente frágil, onde a pobreza atinge a maior parte da população. A instabilidade política e social que se vive no país impede que a classe política nacional seja capaz de chegar a um entendimento para o progresso socioeconómico da nação. São Tomé e Príncipe é um país que dispõe de inúmeras potencialidades naturais, muitas delas continuam a ser mal aproveitadas devido à ausência de uma estratégia concertada que conduza o país ao desenvolvimento. Mas para que aconteça é imprescindível que os órgãos decisores do país sejam capazes de primar por políticas credíveis, transparentes e viáveis, para que o progresso e desenvolvimento tão desejado pela sociedade santomense não seja apenas um sonho. Com a descoberta do petróleo no território santomense, a nação tem depositado todas as suas esperanças na exploração petrolífera e que com a arrecadação das receitas daí provenientes o país começará a trilhar o caminho do desenvolvimento e do progresso.

Depuis les années 90, les Projets Intégrés de Conservation et Développement ont été présentés comme des modèles fonctionnels de développement durable pour un site spécifique dans une perspective de réalisation. Le but est d’intégrer les objectifs biologiques de la conservation aux objectifs sociaux et économiques du développement. Ces projets, qui répondent à de multiples dénominations et stratégies, sont implantés dans des contextes naturellement hétérogènes et dynamiques, où l’aménagement du territoire ne doit pas être un outil de planification étatique, désigné et imposé dans une logique conservationniste. Les aires protégées représentent une certaine vision du rapport entre l’être humain et la nature, apparue dans le contexte nord-américain avec la création des premiers grands parcs nationaux en 1870. Aujourd'hui, la forte volonté d'impliquer la population se heurte avec la difficulté de concilier la gestion de ces espaces avec les pratiques, les nécessités et les intérêts locaux. Le parc naturel Obô, qui occupe 30% du territoire de São Tomé et Principe, doit affronter la difficile intégration entre les représentations de la nature et les usages locaux avec les objectifs globaux des politiques conservationnistes, ainsi qu’avec les intérêts touristiques et économiques des investisseurs locaux et étrangers. Les représentations sociales de la nature, établissant une forme de connaissance pratique, déterminent la vision du monde et la relation qu'un certain groupe social peut avoir avec le territoire. Ainsi, chaque communauté possède ses propres mécanismes d'adaptation au milieu basés sur ce système représentationnel. Dans le cas des communautés sãotoméennes, la nature présente un caractère spirituel (associé à des croyances, des rites et des pratiques médicales traditionnelles) et utilitaire (la nature, à travers l'agriculture, la récolte ou la chasse, répond au besoin de subsistance). L’objectif de ce projet de thèse est donc de mieux comprendre la synergie existante entre savoir endogène et gestion de la biodiversité pour adapter l’aménagement du territoire à la réalité des populations qui y vivent.

O turismo em São Tomé e Príncipe foi eleito como objecto de estudo desta investigação que tem como intenção principal explorar como este sector tem vindo a responder aos actuais desafios propostos pela Organização Mundial do Turismo – OMT, no que respeita à melhoria da qualidade de vida da população. Os resultados demonstram que os sectores implicados, quer públicos, quer privados, têm a concepção da importância do turismo, mas apresentam dificuldades na operacionalização do mesmo, muito particularmente o Estado. Além da falta de informação e de apoio, o Estado não possui instrumentos de gestão que incentivem o desenvolvimento harmonioso do turismo no país, apesar de esta questão estar presente nas suas directrizes estratégicas. Sendo assim, a pesquisa demonstrou uma grande distância entre o discurso e a prática na procura pelo turismo. Percebe-se que os sectores públicos têm vindo a praticar acções pontuais que resultam em pouco ou nenhum desenvolvimento do turismo e em pouca visibilidade na mudança das condições de bem-estar das comunidades são-tomenses. Pode dizer-se que o país ainda não conta com o turismo para alcançar o desenvolvimento, não apresenta uma actuação que possa ser caracterizada como bem sucedida no que se refere às dimensões social, cultural e económica. ABSTRACT: Tourism in Sao Tome and Principe was chosen as the subject of this research, which explore how this sector are responding to current challenges posed by the World Tourism Organization - WTO, with regard to improving the quality of life. The results show that the sectors involved, both public and private, have the conception of the importance of tourism, but have difficulties in operating the same, particularly the state. Besides the lack of information and support, the state lacks management tools that promote the harmonious development of tourism in the country, although this issue is present in its strategic guidelines. Thus, the survey showed a big gap between discourse and practice in the pursuit of tourism. It is perceived that public sectors have been practicing off actions that result in little or no development of tourism and little visibility on the changing conditions of well-being of Sao Tome. It can be said that the country still relies on tourism for development, does not present an action that could be characterized as successful in relation to social, cultural and economic.

RESUMO: Esta dissertação visa dar uma contribuição para o desenvolvimento do turismo de STP (São Tomé e Príncipe). Foram consideradas variáveis como a experiência turística, satisfação turística, imagem turística e a intenção de recomendar a região/país, de modo a aferir as percepções dos turistas estrangeiros relativamente à avaliação da imagem turística, atendendo que o país possui um conjunto de características naturais para a prática do turismo. Neste contexto, foi aplicado um inquérito aos turistas na capital de S.Tomé (nomeadamente em, hotéis, residenciais, restaurantes, bares e no Aeroporto Internacional de São Tomé) entre os meses de Março a Maio de 2010. O estudo desenvolvido tem duas vertentes, a exploratório/descritivo e conclusiva, com ênfase na análise do tipo qualitativo e quantitativo. Utilizou-se igualmente a análise de regressão, a qual permitiu perceber a relação entre as variáveis identificadas, constatando-se que a percepção de imagem global, o passa-palavra positiva e a intenção de voltar depende da identidade do local e dos alimentos e bebidas. ABSTRACT: This dissertation aims to make a contribution to the development of tourism STP (Sao Tome and Principe). Several variables were regarded, such as the tourism experience, tourist satisfaction, tourism image and intention to recommend the region / country in order to gauge the perceptions of foreign tourists with regards to the evaluation of the tourism image, given that the country has a set of natural features for practice tourism. In this context, a survey was administered to tourists in the capital of São Tome and Principe, including hotels, guesthouses, restaurants, bars and the international airport of São Tomé during the months of March to May 2010. The developed study has two components, exploratory / descriptive and conclusive, with emphasis on qualitative and quantitative analysis. It is also used regression analysis, which allowed us to perceive the relationship between the variables identified, noting that the perception of global image, the positive word of mouth and intention to return depends on the identity of the place and food and beverages.

A Cooperação Internacional em São Tomé e Príncipe desempenhou e desempenha um papel importante no desenvolvimento do país. Apesar das vicissitudes políticas e económicas após a Independência, com a instauração da democracia, São Tomé e Príncipe, obteve maior apoio da Comunidade Internacional, no sentido do seu desenvolvimento. Muito ainda há a fazer, contudo, a aposta na valorização dos recursos humanos, faz com que a sociedade santomense se sinta envolvida neste processo de consolidação da democracia e de desenvolvimento do país, tendo consciência que este processo é longo.

Throughout the lengthy duration of this extremely violent slavery phenomenon where man's cruelty is made evident, it gave rise to places of memory: monuments, toponyms, ethnonymns, stories, legends and myths. Collective memory has constantly recycled this basic fabric. The aim of this Catalogue, dedicated to acknowledging the memory of places in the Portuguese-speaking African countries, is to identify, list, map and give information about the different sites of memory: those that can be seen and touched, without however forgetting those which have re-enacted the creative process thanks to oral tradition.

This work intends to describe and analyze the parties of forró that happen in Serra da Gameleira, in São Tomé/RN. Serra is a divided social space: groups of different ethnic origins live together in Gameleira de Baixo, Salgadinho (or Gameleira de Cima) and Chaves Belas. They are approximately two hundred families that live exclusively from agriculture. We try to understand how the parties inform about the social organization, the ethnic composition of the families that live there and the past of Serra, through the genealogy offorró players. In the discussion, we identify the festive places: in the total, we have Five houses of forró that function regularly one of them has been described. The private and public spaces inside them are intimate related, with no clear limits between the house of forró and the residence. Each house of forró has an owner, that regularly makes the parties, mobilizing a big part of the inhabitants, and provoking the straitening of the social relations. Observing the festive sociability between different social segments, the forró appears like na element that minimizes social conflicts, providing news ways of association and cooperation in the space of Serra da Gameleira. For the collection of facts, we used the ethnographic method, through the direct observation, interviewing and documentary research. The local history is recounted following the routes of oral memory and historical documents analysis. In the end of the analysis, we concluded that music and party are elements that aggregate the different groups that live in the location and determine forms of expression of what is seen as a traditional culture
