O artigo busca explanar as estratégias de administração da educação pública desenvolvidas na cidade do Rio de Janeiro entre 1922 e 1935. Examinando as políticas públicas de educação, durante as administrações de Antônio Carneiro Leão (1922-1926), Fernando de Azevedo (1927-1930) e Anísio Teixeira (1931-1935), apresenta as mudanças ocorridas na organização da Diretoria Geral de Instrução Pública. Na complexa rede de instituições e saberes, visando reformar a estrutura administrativa da educação, a ampliação das agências de Estado e a especialização dos serviços de educação constituem um importante recurso político.

A Saúde da Mulher consiste na assistência na prevenção de colo do útero, doenças sexualmente transmissíveis e câncer de mama. Neste objetiva-se oferecer a realização de exames citopatológico e assistência clínica na população de 25 – 69 anos e realização/ avaliação de mamografias. Também compreende ações de orientação desta população sobre sinais de alerta e identificação de fatores de risco para tais neoplasias femininas. Este projeto de intervenção teve como objetivo principal melhorar a atenção à Saúde da Mulher a fim de aperfeiçoar e organizar o serviço para a população assistida pela UBS Bibi Vogel, localizado no município de Rio de Janeiro. Os instrumentos de coleta de dados foram planilha eletrônica Excel e ficha espelho organizado pela Equipe onde registramos nome, idade, último preventivo e mamografia, fatores de riscos para neoplasias femininas e aprazamentos para o próximo exame. Ao longo destes quatro meses, atendemos 77 mulheres, ampliando para uma cobertura de 28% (antes 21%) das mulheres da faixa etária. Iniciamos um processo de identificação dos fatores de riscos, sinais de alerta e pesquisa de Doença Sexualmente Transmissível em todas as mulheres atendidas neste período, além de ampliar para mais de 4% da realização de mamografia na população de mulheres maduras (antes 1 %). Desta forma, conseguimos neste estudo organizarmos nosso Serviço, forma de registro, melhoramos nossa cobertura nesta população. Percebemos a necessidade de continuarmos os esforços para melhorarmos tais indicadores e alcançarmos a cobertura de 100 % na realização de exames citopatológico e mamografias na nossa população.

O presente estudo tem como principal objetivo investigar a percepção de Diretores, Coordenadores e demais elementos da equipe administrativa das Unidades Escolares da Rede Oficial do Estado do Rio de Janeiro, Capital, quanto às funções do Supervisor Educacional, ligado à Secretaria de Educação e Cultura em nível de macro-sistema, e verificar a possibilidade de levar esta Supervisão a estes estabelecimentos de ensino a exemplo do que é realizado junto às Escolas da Rede Particular neste Município e nos demais Municípios do Estado, sendo que nestes últimos o trabalho já está sendo desenvolvido em todas as Escolas sejam pertencentes à Rede Particular ou á Rede Estadual. Tomaram parte no estudo 428 Diretores e 607 Coordenadores, totalizando 1035 informantes. Os dados foram coletados por meio de questionário. As hipóteses foram testadas e posteriormente analisadas podendo ser observado que Administradores, Coordenadores e demais elementos das equipes tecnico-pedagogicas em sua maioria, desconhecem o trabalho desenvolvido pela Supervisão Educacional. Observando-se, ainda, o que foi levantado e posteriormente testado, os Administradores admitem que haverá resistência, por parte dos Docentes, ao trabalho do Supervisor Educacional. Observando os dados apresentados, comparando-os com o que foi coletado através da literatura, pode ser verificado que, pelo fato de ser pouco conhecido o verdadeiro trabalho desempenhado pela Supervisão Educacional, o aspecto positivo que representa para o desenvolvimento de toda a estrutura educativa fica prejudicado, privando o contexto educacional de auxílio de capital importância. Concluindo, pode-se dizer que se faz necessário um trabalho de esclarecimento junto aos elementos que constituem as equipes tecnico-administrativas e pedagógicas,no sentido de um conhecimento efetivo das funções exercidas pelo Supervisor Educacional, que é, em verdade, mais um elemento técnico dentro da equipe, que pode ser útil à medida que emana do ápice da pirâmide administrativa, percorre os diversos níveis e permite manter o desempenho do sistema dentro de padrões estabelecidos e estimula desempenhos novos, que possibilitem, por sua vez, o estabelecimento de novos padrões.

As part of an ongoing study on the features of AIDS spread towards small cities and rural areas, we present a molecular survey of human immunodeficiency virus type 1 (HIV-1) polymerase sequences recovered between 2004 and 2006 from 71 patients receiving care in the city of Saquarema, inner state of Rio de Janeiro. Phylogenetic reconstructions found the two prevalent lineages in the state (subtypes B [59 strains, 83.1%], F1 [6 strains; 8.4%], and BF1 recombinants [four strains; 5.6%]), as well as two (2.8%) CRF02_AG strains, which seems to be an emerging lineage in the capital. These CRF02_AG sequences were recovered from a married heterosexual couple who never traveled abroad, thus providing the first molecular evidence of autochthonous horizontal transmission of this lineage of major global importance. Also, three phylogenetic clusters of strains recovered from a total of 18.3% of the cohort were uncovered. Their close genetic relatedness suggests they were recovered from patients who probably took part in the same chain of viral spread. In conjunction with our previous surveys from inner Rio de Janeiro, these results suggest that although small cities harbor unique molecular features of HIV-1 infection, they also clearly reflect and may rapidly absorb the diversity recorded in large urban centers.

Este trabalho tem o intuito de observar a relação entre as características do comportamento empreendedor (CCEs) e a origem sociocultural de empreendedores da cidade do Rio de Janeiro. Mais especificamente, este trabalho traz à luz as teorias de David McClelland, adotada pelo Sebrae através da metodologia do programa Empretec e a teoria de Pierre Bourdieu sobre Capital Cultural. O estudo traz em sua metodologia uma análise da origem sociocultural de empreendedores, seu contexto educacional, seu histórico familiar, seu grau de escolaridade, seus hábitos de consumo de produtos culturais e seu nível de internacionalização, correlacionando-os com as 10 CCEs propostas por McClelland: Busca de Oportunidades e Iniciativa, Persistência, Correr Riscos Calculados, Exigência de Qualidade e Eficiência, Comprometimento, Busca de Informações, Estabelecimento de Metas, Planejamento e Monitoramento Sistemáticos, Persuasão e Rede de Contatos, Independência e Autoconfiança. A metodologia aplicada foi baseada em pesquisa bibliográfica, em pesquisa de campo, dividida entre aplicação de questionários presenciais e online e em métodos quantitativos de análise de dados. Como resultados de campo, pode-se observar uma significante diferença entre os perfis socioeconômicos, culturais e educacionais de empreendedores de dentro e de fora de comunidades carentes no Rio de Janeiro. Confirmou-se um grau superior de Capital Cultura nos empreendedores externos às comunidades, observados através da renda, do grau de escolaridade, da escolaridade familiar, do acesso a bens culturais, do consumo de informação e do nível de internacionalização. Além destas constatações, a pesquisa revelou haver indícios que sustentem a existência de influência do Capital Cultural nas seguintes CCEs: Busca de Oportunidade e Iniciativa, Exigência de Qualidade e Eficiência, Correr Riscos Calculados, Estabelecimento de Metas, Persuasão e Redes de Contato e Independência e Autoconfiança.

SETTING: Itaborai Municipality in Rio de Janeiro, Brazil. OBJECTIVE: To evaluate access to tuberculosis (TB) diagnosis for users of the Family Health Program (FHP) and Reference Ambulatory Units (RAUs). DESIGN : A cross-sectional study was conducted in Itaborai City, Rio de Janeiro, Brazil. Between July and October 2007, a sample of 100 TB patients registered consecutively with the TB Control Program was interviewed using the primary care assessment tool. The two highest scores, describing `almost always` and `always`, or `good` and `very good`, were used as a cut-off point to define high quality access to diagnosis. RESULTS: FHP patients were older and had less education than RAU interviewees. Sex and overcrowding did not differ in the two groups. Patient groups did not differ with regard to the number of times care was sought at a unit, transport problems, cost of attending units and availability of consultation within 24 h. Adequate access to diagnosis was identified by 62% of the FHP patients and 53% of the RAU patients (P = 0.01). CONCLUSION: In Itaborai, Rio de Janeiro, TB patients believe that the FHP units provide greater access to TB diagnosis than RAUs. These findings will be used by the Department of Health to improve access to diagnosis in Itaborai.

This article presents the preliminary report of the research project entitled "Innovative technological capability in firms of the tourism sector: a study of the hotels in the city of Rio de Janeiro during the 1990-2008 period". The objective of this project is to apply and evaluate an analytical model of technological capability and underlying learning processes and examine the accumulation trajectory of innovative technological capability in the firms of tourism service industry, and the impact of learning processes undertaken by these firms on the technological capability levels achieved during the 1990-2008 period.

OBJECTIVE: To evaluate dispersal of Aedes aegypti females in an area with no container manipulation and no geographic barriers to constrain mosquito flight. METHODS: A mark-release-recapture experiment was conducted in December 2006, in the dengue endemic urban district of Olaria in Rio de Janeiro, Southeastern Brazil, where there is no evident obstacle to the dispersal of Ae. aegypti females. Mosquito traps were installed in 192 houses (96 Adultraps and 96 MosquiTRAPs). RESULTS: A total of 725 dust-marked gravid females were released and recapture rate was 6.3%. Ae. aegypti females traveled a mean distance of 288.12 m and their maximum displacement was 690 m; 50% and 90% of females flew up to 350 m and 500.2 m, respectively. CONCLUSIONS: Dispersal of Ae. aegypti females in Olaria was higher than in areas with physical and geographical barriers. There was no evidence of a preferred direction during mosquito flight, which was considered random or uniform from the release point.

OBJECTIVE: To describe the implantation and the effects of directly-observed treatment short course (DOTS) in primary health care units. METHODS: Interviews were held with the staff of nine municipal health care units (MHU) that provided DOTS in Rio de Janeiro City, Southeastern Brazil, in 2004-2005. A dataset with records of all tuberculosis treatments beginning in 2004 in all municipal health care units was collected. Bivariate analyses and a multinomial model were applied to identify associations between treatment outcomes and demographic and treatment process variables, including being in DOTS or self-administered therapy (SAT). RESULTS: From 4,598 tuberculosis cases treated in public health units administrated by the municipality, 1,118 (24.3%) were with DOTS and 3,480 (75.7%) with SAT. The odds of DOTS were higher among patients with age under 50 years, tuberculosis relapse and prior history of default or treatment failure. The odds of death were 52.0% higher among patients on DOTS as compared to SAT. DOTS modality including community health workers (CHWs) showed the highest treatment success rate. A reduction of 21.0% was observed in the odds of default (vs. cure) among patients on DOTS as compared to patients on SAT, and a reduction of 64.0% among patients on DOTS with CHWs as compared to those without CHWs. CONCLUSIONS: Patients with a "low compliance profile" were more likely to be included in DOTS. This strategy improves the quality of care provided to tuberculosis patients, although the proposed goals were not achieved.

Hepatitis A virus (HAV) infection constitutes a major public health problem in Brazil. The transmission of HAV is primarily by fecal-oral route so the water is an important vehicle of HAV dissemination. There is a great incidence of acute cases of hepatitis A in some areas of Brazil however the seasonal variation of these cases was not documented. The aim of this study was to determine the seasonality of HAV infection in Rio de Janeiro. From January 1999 to December 2001, 1731 blood samples were collected at the National Reference Center for Hepatitis Viruses in Brazil (NRCHV). These samples were tested by a commercial enzyme-immunoassay to detect anti-HAV IgM antibodies. Yearly positive rates were 33.74% in 1999, 32.19% in 2000, and 30.63% in 2001. A seasonal variation was recognized with the highest incidence in spring and summer. Furthermore a seasonal increase in incidence of HAV infection was found during the rainy season (December to March) because the index of rains is very high. It is concluded that HAV infections occur all year round with a peak during hot seasons with great number of rains.

Adenovirus are important pathogen primarily associated to respiratory infections of children and military personnel, even though it is also associated to cases of conjunctivitis and keratoconjunctivitis. We analyzed respiratory secretion collected from subjects with and without respiratory infection symptoms, being 181 civilians and 221 military subjects. The samples were inoculated in HEp-2 and/or A549 tissue cultures for viral isolation. Samples presenting cytopathogenic effect (CPE) in any tissue culture were tested by a polymerase chain reaction (PCR) assay to confirm adenovirus isolation. The isolates confirmed as adenovirus were further analyzed by restriction endonuclease assay for determination of viral species. Three isolates were identified as specie A (two from civilian and one from military), one isolate from military was identified as specie C, and one isolate from civilian was identified as specie D. For two isolates the specie could not be identified.

Cryptococcosis has been a significant cause of morbidity and mortality in patients with Aids. Many reservoirs of the agent Cryptococcus neoformans have been reported, but the ecology of this yeast must be elucidated in order to establish surveillance programs and to prevent infections. The objective of this study was to evaluate the presence of C. neoformans in Rio de Janeiro City, RJ, Brazil. Ten churches were selected for sampling and detection of the yeast collecting pigeon dropping, air samples from church towers and neighboring areas during one year. The data demonstrated that C. neoformans has been present in every church selected and was present in 37.8% of 219 pigeon dropping samples. As well as, the yeast was isolated from soil, insects, eggs, pigeon nests and feathers. Fifteen air samples (4.9%) were positive. The growth on C.G.B. medium showed that all strains belonged to C. neoformans var. neoformans, with 98.8% of the strains belonging to serotype A.
