This paper analyzes the behavior of the tax revenue to output ratio over the business cycle. In order to replicate the empirical evidence, we develop a simple model combining the standard Ak growth model with the tax evasion phenomenon. When individuals conceal part of their true income from the tax authority, they face the risk of being audited and hence of paying the corresponding fine. Under the empirically plausible assumptions that the intertemporal elasticity of substitution exhibits a sufficiently small value and that productivity shocks are serially correlated, we show that the elasticity of government revenue with respect to output is larger than one, which agrees with the empirical evidence. This result holds even if the tax system displays flat tax rates. We extend the previous setup to generate larger fiscal deficits when the economy experiences a recession.

A dynamic, three-commodity rational-expectations storage model is used to compare the impact of the Federal Agricultural Improvement and Reform (FAIR) Act of 1996 with a freemarket policy and with the agricultural policies that preceded the FAIR Act. Results support the hypothesis that the changes made when FAIR was enacted did not lead to permanent significant increases in the volatility of farm prices or revenues. An important finding is that the main economic impacts of the Pre-FAIR scenario, relative to the free-market regime were to transfer income to farmers and to substitute government storage for private storage in a way that did little to support prices or to stabilize farm incomes.

This study investigates the determinants of commercial and retail airport revenues as well as revenues from real estate operations. Cross-sectional OLS, 2SLS and robust regression models of European airports identify a number of significant drivers of airport revenues. Aviation revenues per passenger are mainly determined by the national income per capita in which the airport is located, the percentage of leisure travelers and the size of the airport proxied by total aviation revenues. Main drivers of commercial revenues per passenger include the total number of passengers passing through the airport, the ratio of commercial to total revenues, the national income, the share of domestic and leisure travelers and the total number of flights. These results are in line with previous findings of a negative influence of business travelers on commercial revenues per passenger. We also find that a high amount of retail space per passenger is generally associated with lower commercial revenues per square meter confirming decreasing marginal revenue effects. Real estate revenues per passenger are positively associated with national income per capita at airport location, share of intra-EU passengers and percent delayed flights. Overall, aviation and non-aviation revenues appear to be strongly interlinked, underlining the potential for a comprehensive airport management strategy above and beyond mere cost minimization of the aviation sector.

This article describes and compares three heuristics for a variant of the Steiner tree problem with revenues, which includes budget and hop constraints. First, a greedy method which obtains good approximations in short computational times is proposed. This initial solution is then improved by means of a destroy-and-repair method or a tabu search algorithm. Computational results compare the three methods in terms of accuracy and speed. Over the past decade, universities were able to grow revenue primarily by growing enrollment and increasing net tuition per student. But demographic and economic changes will make it increasingly difficult for all but a handful of institutions to grow tuition revenue at historic rates. Despite rising access rates, demographic projections suggest that the number of high school graduates will decline over the coming decade, leading to a dramatic drop-off in the overall rate of enrollment growth. The traditional population of 18- to 22-year-olds will remain a majority at most institutions, but enrollment growth will come primarily from other student segments. Populations such as community college transfers, international undergraduates, professional master’s students, and adult degree completers offer the best opportunities to grow enrollment and tuition revenue. Serving them well requires significant investments, new organizational models, and cultural change on campus. This can be done in a financially sustainable way—fulfilling the university’s mission to serve a diverse range of students while providing financial resources to support the core. This brief analyzes the forces that will shape higher education over the next decade and highlights the strategies and competencies that colleges and universities will need to be successful.

Nos últimos anos o governo brasileiro tem adotado a postura de incentivo a projetos de infraestrutura, sendo as concessões rodoviárias um dos principais mecanismos. Muito se discute sobre a melhor forma de remuneração das concessionárias, sem que, ao mesmo tempo, os usuários não tenham um custo elevado e possam usufruir de bons serviçoes prestados.Essa discussão passa, principalmente, por uma análise de risco de tráfego, que hoje é inteiramente alocado as cconcessionárias. A metodologia utilizada nos últimos leilões segue uma exigência de Taxa Interna de Retorno ( TIR ) máxima, pelo Poder Concedente ( ANTT ), em termos reais e um prazo de concessão fixo. A partir de custos e investimentos estimados em determinada concessão, a ANTT define uma tarifa-teto a ser cobrada pela concessionária aos usuários através da TIR máxima exigida no projeto. Esta TIR é calculada com base no custo médio ponderado de capital ( WACC ) de empresas do setor, que tem ações negociadas na BM&F Bovespa, utilizando-se apenas dados domésticos. Neste trabalho é proposto um modelo alternativo, baseado no menor valor presente das receitas ( LPVR - Least Present Value of Revenues ). Neste modelo observamos que o risco de tráfego é bem menor para a concessionária, pois a concessão só se expira quando determinado nível de receitas exigido pela concessionária é atingido. Ou seja, para tal, é necessário um modelo de prazo flexível. Neste mecanismo, entretanto, com menor risco de tráfego, o upside e o downside, em termos de retorno, são menores em comparação com o modelo vigente. Utilizando este modelo, o Poder Concedente pode também definir um vencedor para o leilão ( a concessionária que ofertar o menor valor presente das receitas ) e também se utilizar da proposta de simulação de tráfegos para a definição de um prazo máximo para a concessão, em caso de implementação do mecanismo proposto.
