Federal agencies will shortly begin distributing funding from the American Recovery and Reinvestment Act of 2009 (Recovery Act). They must do so in accordance with all nondiscrimination and equal opportunity statutes, regulations, and Executive Orders that apply to the distribution of funds under the Recovery Act. Agencies that grant funds also must ensure that their recipients and sub recipients comply with Title VI of the Civil Rights Act of 1964 (prohibiting race, color, and national origin discrimination including language access for limited English proficient persons), Section 504 of the rehabilitation Act of 1973 (prohibiting disability discrimination), Title IX of the Education Amendments of 1972 (prohibiting sex discrimination in education and training programs), the Age Discrimination Act of 1975 (prohibiting age discrimination in the provision of services), and a variety of program-specific statutes with nondiscrimination requirements.

The maintenance of electric distribution network is a topical question for distribution system operators because of increasing significance of failure costs. In this dissertation the maintenance practices of the distribution system operators are analyzed and a theory for scheduling maintenance activities and reinvestment of distribution components is created. The scheduling is based on the deterioration of components and the increasing failure rates due to aging. The dynamic programming algorithm is used as a solving method to maintenance problem which is caused by the increasing failure rates of the network. The other impacts of network maintenance like environmental and regulation reasons are not included to the scope of this thesis. Further the tree trimming of the corridors and the major disturbance of the network are not included to the problem optimized in this thesis. For optimizing, four dynamic programming models are presented and the models are tested. Programming is made in VBA-language to the computer. For testing two different kinds of test networks are used. Because electric distribution system operators want to operate with bigger component groups, optimal timing for component groups is also analyzed. A maintenance software package is created to apply the presented theories in practice. An overview of the program is presented.

President Obama signed the $787 billion economic stimulus package into law on February 17, 2009. What will this mean to individuals or to tax law for 2009? Withholding brackets will be adjusted so individuals should receive an extra $400 through their paychecks over the course of the year, this will encourage spending, since it will be a smaller amount returned each week. The Alternative Minimum Tax will be "patched." Some post-secondary education plans will be implemented and Hope Credits will be expanded. A first time home buyer credit that went into effect in 2007 has been changed, increasing the dollar limit and waiving the payback requirement unless the home is sold within 36 months of purchase.

This paper examines whether neighborhood racial or income composition influences a lender's treatment of mortgage applications. Recent studies have found little evidence of differential treatment based on either the racial or income composition of the neighborhood, once the specification accounts for neighborhood risk factors. This paper suggests that lenders may favor applicants from CRA-protected neighborhoods if they obtain Private Mortgage Insurance (PMI) and that this behavior may mask lender redlining of low income and minority neighborhoods. For loan applicants who are not covered by PMI, this paper finds strong evidence that applications for units in low-income neighborhoods are less likely to be approved, and some evidence that applications for units in minority neighborhoods are less likey to be approved, regardless of the race of the applicant. This pattern is not visible in earlier studies because lenders appear to treat applications from these neighborhoods more favorably when the applicant obtains PMI.

Cet article présente les premiers résultats d’une recherche s’intéressant à l’articulation entre imitation et invention dans l’écriture chez les jeunes scripteurs. L’étude s’attache à observer les modes de récupération de ressources textuelles fournies par les conditions de production. L’expérimentation a été conçue pour observer l’appropriation d’un genre. Des dispositifs didactiques ont été proposés à plusieurs classes de fin d’école primaire française, à partir de textes littéraires issus de la robinsonnade mis à disposition soit simultanément à l’acte d’écriture soit lors d’une seconde écriture. L’étude montre comment les élèves ont recours à deux procédés contrastés : le réinvestissement du lexique et la reformulation. Les données recueillies mettent en évidence la reprise attendue de mots caractéristiques du genre, et révèlent l’ingéniosité des scripteurs pour restructurer des matériaux langagiers. Certaines stratégies témoignent des difficultés rencontrées par les élèves qui ont eu à interpréter le lexique littéraire puis à le transférer dans leur propre récit. Des modes de reformulation différents coexistent dont on peut offrir une première catégorisation en fonction d’une appropriation plus ou moins réussie du genre considéré.

The Iowa Transportation Improvement Program (Program) is published to inform Iowans of planned investments in our state’s transportation system. The Iowa Transportation Commission (Commission) and Iowa Department of Transportation (Iowa DOT) are committed to programming those investments in a fiscally responsible manner. A major component of the 2010-2014 Program is the full integration of funding allocated to the Iowa DOT from the American Recovery and Reinvestment Act of 2009 (Recovery Act). To date, the Recovery Act has provided over $400 million of additional federal funding for transportation in Iowa, including funding that is allocated to local governments and entities. Recovery Act funding will result in a record year for transportation construction in Iowa and the creation and retention of jobs. Opportunities for additionalRecovery Act transportation funding remain and will be pursued as they becomeavailable. While Recovery Act funding will make a one-time significant impact in addressing Iowa’s backlog of needs, it is important to note that there remains a large shortfall in sustained annual transportation investment to meet Iowa’s current and future critical transportation needs. In recognition of this shortfall, Governor Culver introduced and the legislature passed an I-JOBS proposal. I-JOBS will result in an additional $50 million of state funding to reduce structurally deficient and functionally obsolete bridges on the primary road system and approximately $10 million in funding for other modes of transportation including $3 million of new funding to support the expansion of passenger rail service in Iowa. I-JOBS, and the continuing gradual increase in funding due to TIME-21, will complement and extend the benefits of Recovery Act funding and set the stage for addressing the shortfall in annual funding in the next few years. Iowa’s transportation system is multi-modal; therefore, the Program encompasses investments in aviation, transit, railroads, trails, and highways. A major component of the Program is the highway section. The FY2010-2014 highway section is financially balanced and was developed to achieve several objectives. The Commission’s primary highway investment objective is stewardship (i.e. safety, maintenance and preservation) of Iowa’s existing highway system. The highway section includes an annual average of $104 million for preserving the interstate system; an annual average of $78 million for non-interstate pavement preservation; an annual average of $36 million for non-interstate bridges; and an annual average of $14 million for safety projects. Another objective is to maintain the scheduled completion of interstate and non-interstate capacity and economic development projects that were identified in the previous Program and this Program does so. The final Commission objective is to further address capacity and economic development needs and the Commission has done so by adding several such projects to the Program. Construction improvements are partially funded through the current federal transportation act, Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The act will expire September 30, 2009. With the expiration of SAFETEA-LU, there is significant uncertainty in the forecast of federal revenues in the out-years of this Program. The Commission and Iowa DOT will monitor federal actions closely and make adjustments to the Program as necessary. The Iowa DOT and Commission appreciate the public’s involvement in the state’s transportation planning process. Comments received personally, by letter, or through participation in the Commission’s regular meetings or public input meetings held around the state each year are invaluable in providing guidance for the future of Iowa’s transportation system. There have been a multitude of programs providing assistance to the state of Iowa in the past 18 months. Springtime 2008 disasters resulted in tornado damage and widespread flood damage to large fractions of the state. In consequence, there was a very large flow of federal and state resources dedicated to assisting community and statewide recovery efforts. The nation was in recession as well and continued to be in recession through much of 2009. A sizeable amount of assistance found its way to Iowa under the American Recovery and Reinvestment Act of 2009 in the forms of infrastructure stimulus spending, income supports and other safety net spending for households, and stabilization assistance for essential public services like education. On top of that, the state of Iowa authorized the I Jobs program as an additional infrastructure development program, and as a jobs stimulus program. The total amount of spending for all types of programs, disaster or economic recovery related, is perhaps as high as $7.5 billion over the next few years.

In July of 2009, the Division of Criminal and Juvenile Justice Planning (CJJP) received Byrne Justice Assistance Grant/American Recovery and Reinvestment Act funding from the Governor’s Office of Drug Control Policy to conduct a process and outcome evaluation of the STAR (Sisters Together Achieving Recovery) program housed at the Iowa Correctional Institution for Women (ICIW) in Mitchellville, Iowa. The STAR Program is a licensed inpatient substance abuse treatment program that utilizes a Therapeutic Community model (TC). All offenders exiting the STAR program between October 1, 2004 and June 30, 2008 were included in the study (n=173). A comparison sample was drawn of offenders exiting the ICIW during the same release time frame with identified but untreated substance abuse needs (n= 173). March 31, 2010 was designated as the cut-off date for the study. This yielded an average post-program follow-up time of 3.1 years. The STAR group was further divided into two groups by time of program exit. Participants exiting the program between October 1, 2004 and June 30, 2006 were designated as STAR 1 (n=78) and those exiting the program between July 1, 2006 and June 30, 2008 were designated as STAR 2 (n=95). In order to have comparable tracking time between STAR groups, tracking time for STAR 1 concluded July 31, 2008. This yielded an average post release follow-up time of 2.4 years for both groups. Demographic, Program, Intervention, and Outcome data were examined. Comparisons were made between groups as well as categories of participation.

The Office of Energy Independence (Office) is the state agency responsible for setting the strategic direction, directing policy, conducting energy related outreach and administering programs that optimize energy production and efficiency to secure Iowa’s clean energy future. The Office performed its duties as set forth in Iowa Code 469.3(2), managed the Iowa Power Fund and federal U.S. Department of Energy (DOE) grants funded through the American Recovery and Reinvestment Act (ARRA), as well as an annual federal appropriation that supports the Office’s operational costs. As part of the national network for energy security, the Office is responsible for ensuring state emer- gency preparedness and quick recovery and restoration from any energy supply disruptions.

Sähkönsiirtoyritysten kunnossapidon taloudellinen malli eli SKUTMA, on sähköverkkoyhtiöille suunniteltu luotettavuuspohjainen kunnossapitomalli, mikä priorisoi ja ajoittaa sähkönjakeluverkon komponenttien huolto- ja investointiajankohdat. Malli hyödyntää dynaamisen optimoinnin algoritmia kustannusminimien löytämiseksi tarkastelujaksolta ja simuloi komponenttien rappeutumasta rappeutumismallin avulla. Tässä diplomityössä on kehitetty kunnossapito-ohjelma SKUTMA-mallin pohjalta, minkä avulla tutkitaan mallin toimivuutta oikeilla johtolähdöillä ja sen hyödyntämistä sähköverkkojen kunnossapidon suunnittelussa. Työssä käydään läpi myös kunnossapitoohjelman laskenta metodiikkaa ja sen ominaisuuksia. Tämän työn lopputuloksena saadaan selkeä kuva mallin toiminnasta, käytettävyydestä ja jatkokehityspotentiaalista.
