Drawing on narrative analysis, this paper analyses the 2013 Fifth Regulatory Review of the license of an Australian casino as a case study focused on the framing and articulation of ‘responsible gambling’ (RG) in the Review. Part 1 sets out the policy and regulatory context for the licensing review of Melbourne’s Crown Casino. Part 2 overviews the structure/content of the Review; the key messages of the Reviewers’ narrative and its main recommendations. In reflecting on the Review in Part 3, analysis focuses on the investigation and recommendations regarding Responsible Gambling, which has gained recent policy priority. The analysis interrogates the Review’s findings, narratives, processes and evidentiary base in relation to how it presents and assesses casino performance on RG. In doing so, it focuses on the Victorian Commission for Gambling and Liquor Regulation’s Review’s framing of RG; sources of evidence drawn on by the Review; an assessment of the casino’s loyalty club feature ‘Play Safe’, as an RG measure; the Review’s assessment of casino performance on RG and its Code of Conduct in particular; and the Review’s framing of RG recommendations. It concludes with reflections on governance issues raised by the Review, the need for more focus on the neglected area of regulatory licensing and enforcement (OECD, 2011; 2012; OECD & European Commission, 2009) and the need for independent regulatory reviews that address conflicts of interest on the part of both Government and the Regulator.

A framework for understanding the complexity of cancer development was established by Hanahan and Weinberg in their definition of the hallmarks of cancer. In this review, we consider the evidence that parabens can enable development in human breast epithelial cells of 4/6 of the basic hallmarks, 1/2 of the emerging hallmarks and 1/2 of the enabling characteristics. Hallmark 1: parabens have been measured as present in 99% of human breast tissue samples, possess oestrogenic activity and can stimulate sustained proliferation of human breast cancer cells at concentrations measurable in the breast. Hallmark 2: parabens can inhibit the suppression of breast cancer cell growth by hydroxytamoxifen, and through binding to the oestrogen-related receptor gamma (ERR) may prevent its deactivation by growth inhibitors. Hallmark 3: in the 10nM to 1M range, parabens give a dose-dependent evasion of apoptosis in high-risk donor breast epithelial cells. Hallmark 4: long-term exposure (>20weeks) to parabens leads to increased migratory and invasive activity in human breast cancer cells, properties which are linked to the metastatic process. Emerging hallmark: methylparaben has been shown in human breast epithelial cells to increase mTOR, a key regulator of energy metabolism. Enabling characteristic: parabens can cause DNA damage at high concentrations in the short term but more work is needed to investigate long-term low-doses of mixtures. The ability of parabens to enable multiple cancer hallmarks in human breast epithelial cells provides grounds for regulatory review of the implications of the presence of parabens in human breast tissue.

Animals are often used as symbols in policy debates and media accounts of marine pollution. Images of miserable oil-soaked marine birds and mammals are prominent following high profile oil spills such as the Exxon Valdez, Prestige and Pacific Adventurer incidents. Portrayed as hapless victims, these animal actors are not only cast as powerful symbols of the effects of anthropogenic pollution but also represent an environment in crisis. Animals, like the broader environment, are seen as something which is acted upon. Less attention has been given to the ways in which animals have been cast as either the cause of marine pollution or as having the potential to actively mitigate the potential impacts of anthropogenic marine pollution. This article explores how animals are constructed with respect to vessel-sourced sewage pollution. Through a process of interpretive policy analysis, drawing on media reports and responses to an Australian regulatory review process this study found that, when defending the perceived right to pollute recreational boaters implicated animals such as dogs, fish, turtles, dolphins and seabirds in their pollution discourses. Scapegoating was an important rhetorical feature of claims-making strategies designed to avoid responsibility for changing sewage disposal practices.

This article evaluates two policy initiatives by the United States Government to address access to essential medicines -- Priority Review vouchers and “Patents for Humanity." Such proposals are aimed at speeding up the regulatory review of inventions with humanitarian uses and applications by the United States Food and Drug Administration, and the United States Patent and Trademark Office. It is argued that such measures fall short of international standards and norms established by the World Intellectual Property Organization Development Agenda 2007; the World Trade Organization’s Doha Declaration on the TRIPS Agreement and Public Health 2001 and the WTO General Council Decision of August 30, 2003; and the World Health Organization’s declarations on intellectual property and public health. This article concludes that there is a need for broader patent law reform in the United States to address matters of patent law and public health. Moreover, there is a need to experiment with other, more promising alternative models of research and development -- such as medical innovation prizes, a Health Impact Fund, the Medicines Patent Pool, and Open Source Drug Discovery.

From a manager’s perspective, oftentimes the publicly held concerns related to small docks and piers are not really related to the environment. They may be more related to visual impacts and aesthetic concerns, a sense of over-development of the shore, or simply change. While individuals may hold personal aesthetic values related to small docks in general or an individual structure in particular, techniques have evolved that appear to provide reproducible, predictive assessments of the visual impacts and aesthetic values of an area and how those might change with development, including an increase in numbers of small docks. These assessments may be used to develop regulatory or non-regulatory methods for the management of small docks based on state or community standards. Visual impact assessments are increasingly used in the regulatory review of proposed development—although this process is still in its infancy as regards small docks and piers. Some political jurisdictions have established visual impact or aesthetic standards as relate to docks and others are in the process of investigating how to go about such an effort. The human population is exposed to aluminium (Al) from diet, antacids and vaccine adjuvants, but frequent application of Al-based salts to the underarm as antiperspirant adds a high additional exposure directly to the local area of the human breast. Coincidentally the upper outer quadrant of the breast is where there is also a disproportionately high incidence of breast cysts and breast cancer. Al has been measured in human breast tissues/fluids at higher levels than in blood, and experimental evidence suggests that at physiologically relevant concentrations, Al can adversely impact on human breast epithelial cell biology. Gross cystic breast disease is the most common benign disorder of the breast and evidence is presented that Al may be a causative factor in formation of breast cysts. Evidence is also reviewed that Al can enable the development of multiple hallmarks associated with cancer in breast cells, in particular that it can cause genomic instability and inappropriate proliferation in human breast epithelial cells, and can increase migration and invasion of human breast cancer cells. In addition, Al is a metalloestrogen and oestrogen is a risk factor for breast cancer known to influence multiple hallmarks. The microenvironment is established as another determinant of breast cancer development and Al has been shown to cause adverse alterations to the breast microenvironment. If current useage patterns of Al-based antiperspirant salts contribute to causation of breast cysts and breast cancer, then reduction in exposure would offer a strategy for prevention, and regulatory review is now justified.

A complex regulatory package is likely to be necessary to effectively reduce obesity prevalence in developed countries. This study investigated the barriers and facilitators to implementing regulatory interventions to prevent obesity within the executive arm of the Australian Commonwealth Government. Policy reviews were conducted on nine government departments to understand their roles and interests in obesity. From this process we identified regulatory review carried out by the Office of Best Practice Regulation as possibly posing a barrier to law reform for obesity prevention, along with the complexity of the food policymaking structures. The policy reviews informed subsequent in-depth semi-structured interviews with senior Commonwealth government officers (n = 13) focused on refining our understanding of the barriers to enacting obesity prevention policy. In addition to the two barriers already identified, interviewees identified a lack of evidence for interventions, which would reduce obesity prevalence, and the influence of politicians on executive decisions as posing obstacles. Most interviewees believed that the barriers to regulating to prevent obesity were strong and that intervention by elected politicians would be the most likely method of implementing obesity prevention policy.

Global interest in sugarcane has increased significantly in recent years due to its economic impact on sustainable energy production. Sugarcane breeding and better agronomic practices have contributed to a huge increase in sugarcane yield in the last 30 years. Additional increases in sugarcane yield are expected to result from the use of biotechnology tools in the near future. Genetically modified (GM) sugarcane that incorporates genes to increase resistance to biotic and abiotic stresses could play a major role in achieving this goal. However, to bring GM sugarcane to the market, it is necessary to follow a regulatory process that will evaluate the environmental and health impacts of this crop. The regulatory review process is usually accomplished through a comparison of the biology and composition of the GM cultivar and a non-GM counterpart. This review intends to provide information on non-GM sugarcane biology, genetics, breeding, agronomic management, processing, products and byproducts, as well as the current technologies used to develop GM sugarcane, with the aim of assisting regulators in the decision-making process regarding the commercial release of GM sugarcane cultivars. © 2011 The Author(s).

Online gambling is a popular activity among adolescents. However, there has been a notable increase in the number of young people who suffer or are on the verge of pathological gambling. We review the impact of online gambling on young people and discuss the desiderability of the concept of “gambling responsibly” in order to alert of their risks and effectively prevent access to minors. The main factors associated with pathological gambling are the age of start, the family environment, the infl uence of advertising, the consumption of stimulants, and the attitudes of the peer group. Both the government and the gaming industry itself should consider these factors and develop comprehensive plans that ensure a safe and controlled model game. In this context, advertising must take into account criteria of consumer protection knowing that even if they are not allowed, children can easily have access to online gambling. All agents involved, including public and social agents, must provide mechanisms for prevention and awareness of a problem that arouses little social consciousness and excessive carelessness.

O presente relatório da Prática de Ensino Supervisionada (PES) resulta da observação e participação no contexto da PES em Educação Pré-Escolar realizado em Florianópolis, Santa Catarina (Brasil), através do programa Luso-Brasileiro, no Núcleo de Educação Infantil Colónia Z-11 e da PES em 1º Ciclo do Ensino Básico na Escola EB1 da Quinta da Vista Alegre, pertencente ao Agrupamento Manuel Ferreira Patrício de Évora. O relatório centra-se no meu percurso e aprendizagens como futura educadora/professora: ir aprendendo a profissão em contexto, indo ao encontro de quem somos e em quem nos vamos tornando, dando enfase ao papel das crianças nos processos de aprendizagem que experimentámos. Na conceção da ação educativa, tornada prática pedagógica em contexto, a avaliação, formativa e transformadora, assim como a reflexão acerca da prática foram fundamentais para o melhoramento da intervenção e, por tal, influências positivas na aprendizagem das crianças e na minha aprendizagem profissional. A problemática deste relatório teve como base o querer compreender relações entre uma reflexão sistemática, por escrito, sobre o desenvolvimento do meu projeto de formação em contexto, considerando que a avaliação formativa deveria nortear e monitorizar o nosso trabalho, as relações e aprendizagens, na ação docente que ia desenvolvendo, quer em Educação Pré-Escolar quer no 1º Ciclo. Neste percurso, entrelaçando a ação e a investigação, procurei respostas para as seguintes questões: o que sabia acerca da docência que se pauta por uma avaliação formativa e formadora no trabalho com crianças? O que fiz para aprendermos em conjunto, tendo em conta uma função reguladora que a avaliação poderia tomar? Como o fiz? Em que momentos e com quem? Para quê, com que finalidade? O que aprendi no decorrer deste processo de aprendizagem profissional, onde a investigação-ação teve um papel relevante?; Supervised Teaching Practice’s Report to obtain a Master’s Degree in Preschool and Primary school: Abstract: The present report of Supervised Teaching Practice (STP) is a result of the observation and participation in context of STP in pre-school that took place in Florianópolis, Santa Catarina (Brazil), through the Luso-Brazilian program, in Núcleo de Educação Infantil Colónia Z-11 and through STP in Primary School of Ensino Básico in Escola EB1 da Quinta da Vista Alegre, which belongs to the Manuel Ferreira de Évora Group. The report focuses on my journey and learnings as a future teacher: learning the profession in it’s actual context, trying to find who we are and what we can become, and emphasizing the children’s role in these learning processes. In the conception of the education activities, which became possible by pedagogical practice in context, the evaluation, formative and transformative, as well as the reflection about the practice were vital to improve the intervention and, consequently, to have a positive influence in the children’s learning process and in my own professional experience. The main focus of this report is to understand the relation between a systematic reflection, in writing, about the development of my teaching in context project, considering that the formative evaluation should guide and monitor our work, the relationships and learnings, in the educational process that I developed, either in pre-school or primary school. In this journey, by combining action and investigation, the main intention was to answer the following questions: What did I know about teaching characterized by a formative assessment when working with children? What did I do so we could learn together, bearing in mind a regulative function that evaluation could take? How did I do it? In what moments and whom with? What for, and what was the purpose? What did I learn throughout this professional learning process, where the investigation-action played a major role?

El sector eléctrico está experimentando cambios importantes tanto a nivel de gestión como a nivel de mercado. Una de las claves que están acelerando este cambio es la penetración cada vez mayor de los Sistemas de Generación Distribuida (DER), que están dando un mayor protagonismo al usuario a la hora de plantear la gestión del sistema eléctrico. La complejidad del escenario que se prevé en un futuro próximo, exige que los equipos de la red tenga la capacidad de interactuar en un sistema mucho más dinámico que en el presente, donde la interfaz de conexión deberá estar dotada de la inteligencia necesaria y capacidad de comunicación para que todo el sistema pueda ser gestionado en su conjunto de manera eficaz. En la actualidad estamos siendo testigos de la transición desde el modelo de sistema eléctrico tradicional hacia un nuevo sistema, activo e inteligente, que se conoce como Smart Grid. En esta tesis se presenta el estudio de un Dispositivo Electrónico Inteligente (IED) orientado a aportar soluciones para las necesidades que la evolución del sistema eléctrico requiere, que sea capaz de integrase en el equipamiento actual y futuro de la red, aportando funcionalidades y por tanto valor añadido a estos sistemas. Para situar las necesidades de estos IED se ha llevado a cabo un amplio estudio de antecedentes, comenzando por analizar la evolución histórica de estos sistemas, las características de la interconexión eléctrica que han de controlar, las diversas funciones y soluciones que deben aportar, llegando finalmente a una revisión del estado del arte actual. Dentro de estos antecedentes, también se lleva a cabo una revisión normativa, a nivel internacional y nacional, necesaria para situarse desde el punto de vista de los distintos requerimientos que deben cumplir estos dispositivos. A continuación se exponen las especificaciones y consideraciones necesarias para su diseño, así como su arquitectura multifuncional. En este punto del trabajo, se proponen algunos enfoques originales en el diseño, relacionados con la arquitectura del IED y cómo deben sincronizarse los datos, dependiendo de la naturaleza de los eventos y las distintas funcionalidades. El desarrollo del sistema continua con el diseño de los diferentes subsistemas que lo componen, donde se presentan algunos algoritmos novedosos, como el enfoque del sistema anti-islanding con detección múltiple ponderada. Diseñada la arquitectura y funciones del IED, se expone el desarrollo de un prototipo basado en una plataforma hardware. Para ello se analizan los requisitos necesarios que debe tener, y se justifica la elección de una plataforma embebida de altas prestaciones que incluye un procesador y una FPGA. El prototipo desarrollado se somete a un protocolo de pruebas de Clase A, según las normas IEC 61000-4-30 e IEC 62586-2, para comprobar la monitorización de parámetros. También se presentan diversas pruebas en las que se han estimado los retardos implicados en los algoritmos relacionados con las protecciones. Finalmente se comenta un escenario de prueba real, dentro del contexto de un proyecto del Plan Nacional de Investigación, donde este prototipo ha sido integrado en un inversor dotándole de la inteligencia necesaria para un futuro contexto Smart Grid.
