Delineation of homogeneous precipitation regions (regionalization) is necessary for investigating frequency and spatial distribution of meteorological droughts. The conventional methods of regionalization use statistics of precipitation as attributes to establish homogeneous regions. Therefore they cannot be used to form regions in ungauged areas, and they may not be useful to form meaningful regions in areas having sparse rain gauge density. Further, validation of the regions for homogeneity in precipitation is not possible, since the use of the precipitation statistics to form regions and subsequently to test the regional homogeneity is not appropriate. To alleviate this problem, an approach based on fuzzy cluster analysis is presented. It allows delineation of homogeneous precipitation regions in data sparse areas using large scale atmospheric variables (LSAV), which influence precipitation in the study area, as attributes. The LSAV, location parameters (latitude, longitude and altitude) and seasonality of precipitation are suggested as features for regionalization. The approach allows independent validation of the identified regions for homogeneity using statistics computed from the observed precipitation. Further it has the ability to form regions even in ungauged areas, owing to the use of attributes that can be reliably estimated even when no at-site precipitation data are available. The approach was applied to delineate homogeneous annual rainfall regions in India, and its effectiveness is illustrated by comparing the results with those obtained using rainfall statistics, regionalization based on hard cluster analysis, and meteorological sub-divisions in India. Regionalization of precipitation refers to delineation of rain gauges in an area into homogeneous groups (clusters or regions). Various regionalization procedures are employed by researchers in hydrometeorology for addressing a wide spectrum of problems. This paper provides an overview of underlying concepts as well as advantages and limitations of procedures that have been developed over the past six decades. Emphasis is given to studies that have been carried out in India. Following this, gaps where more research needs to be focussed are highlighted, and challenges for regionalization in a climate change scenario are discussed.

Regionalization of extreme rainfall is useful for various applications in hydro-meteorology. There is dearth of regionalization studies on extreme rainfall in India. In this perspective, a set of 25 regions that are homogeneous in 1-, 2-, 3-, 4- and 5-day extreme rainfall is delineated based on seasonality measure of extreme rainfall and location indicators (latitude, longitude and altitude) by using global fuzzy c-means (GFCM) cluster analysis. The regions are validated for homogeneity in L-moment framework. One of the applications of the regions is in arriving at quantile estimates of extreme rainfall at sparsely gauged/ungauged locations using options such as regional frequency analysis (RFA). The RFA involves use of rainfall-related information from gauged sites in a region as the basis to estimate quantiles of extreme rainfall for target locations that resemble the region in terms of rainfall characteristics. A procedure for RFA based on GFCM-delineated regions is presented and its effectiveness is evaluated by leave-one-out cross validation. Error in quantile estimates for ungauged sites is compared with that resulting from the use of region-of-influence (ROI) approach that forms site-specific regions exclusively for quantile estimation. Results indicate that error in quantile estimates based on GFCM regions and ROI are fairly close, and neither of them is consistent in yielding the least error over all the sites. The cluster analysis approach was effective in reducing the number of regions to be delineated for RFA.

Cette thèse par articles examine les causes et conséquences économiques des politiques d'immigration du point de vue des pays receveurs. Je soutiens que les politiques d'immigration affectent la composition industrielle, et que l'immigration non-qualifiée a ralenti le développement des secteurs haute-technologie dans les pays de l'OCDE au cours des dernières décennies. Néanmoins, les gouvernements élus ont des incitatifs à accroître les niveaux d'immigration et à admettre des immigrants non-qualifiés, afin de conserver l'appui du secteur privé, et de façon à éviter les réactions négatives qui résulteraient de l'affaiblissement des industries traditionnelles. Le premier article s'appuie sur un modèle de progrès technologique endogène et soutient que les activités de recherche des entreprises croissent avec l'offre relative en travail qualifié, et se contractent avec l'offre relative en travail non-qualifié. À l'aide de données panel sur les pays de l'OCDE entre 1971 et 2003, j'estime l'élasticité des dépenses en R&D par rapport à l'offre relative de facteurs au moyen d'un modèle OLS dynamique (DOLS). Les résultats sont conséquents avec les propositions théoriques, et je démontre que l'immigration non-qualifiée a ralenti l'intensité des investissements privés en R&D. Le deuxième article examine la réponse des gouvernements fédéraux canadiens au lobbying des entreprises sur l'enjeu de l'immigration, à l'aide de données trimestrielles entre 1996 et 2011. J'argue que les gouvernements ont des incitatifs électoraux à accroître les niveaux d'immigration malgré les préférences restrictives du public sur cet enjeu, afin de s'assurer de l'appui des groupes d'intérêt corporatifs. Je teste cet argument à l'aide d'un modèle vectoriel autorégressif. Un résultat clé est la réponse positive des influx de travailleurs temporaires à l'intensité du lobbying des entreprises. Le troisième article soutient que les gouvernements ont des incitatifs à gérer la sélection des immigrants de façon à préserver la composition industrielle régionale. Je teste cet argument avec des données panel sur les provinces canadiennes entre 2001 et 2010, et un devis de recherche basé sur l'approche des doubles moindres carrés (two-stage least squares). Les résultats tendent à appuyer l'argument principal : les provinces dont l'économie repose davantage sur des industries traditionnelles sont susceptibles de recevoir une plus grande proportion d'immigrants non-qualifiés, ce qui contribue à renforcer cette spécialisation.

This article re-examines Gani's (1998) findings on the determinants of migrant flows from Fiji to New Zealand by employing the bounds testing procedure to cointegration, within an autoregressive distributive lag framework. The main findings are that in the long run all variables are statistically insignificant, although correctly signed with the exception of the unemployment differential. In the short run, in sharp contrast to Gani's (1998) findings, political instability is consistently the most important determinant of migration flows while the standard of living and real wage differentials are statistically insignificant across all specifications.

An attempt to limit the rights of domiciled foreigners in the Alsatian department of the Haut-Rhin in 1821 provides an opportunity to examine the impact of immigration on early-industrial society and shifting perceptions of the place of foreigners in French society in a period often omitted from histories of immigration. New conceptions of belonging become evident, which demonstrate a turn away from local and subjective bonds to community, towards bonds regulated nationally through nationality law. Imposed in an emerging urban, industrial context, the limitations of rights—on access to the biens communaux and the droit d’affouage—were traditional restrictions of rural society and modes of distinguishing the included from the excluded and were imposed on long-settled foreigners who failed to become naturalized as French citizens. The article reflects on the question why, if the concerns about immigration and industrialization turned on recently arrived foreign workers, these traditional exclusions were imposed on established resident foreigners.

This article proposes to analyze the results of a research conducted in the São Paulo Immigrants Memorial, whose purpose was to work with an agreement between the state of São Paulo and the Union, according to which the state committed itself to receive, from May 1947 to 1952, immigrants of different European nationalities. Such immigrants had a specific characteristic that conferred them a peculiar status in the eyes of the United Nations, given the fact that they originated from Germany and Austria and where either displaced persons or refugees who could not or did not want to return to their homelands, for several reasons. Italians represented only 0,12% of this group. Italian immigration to Brazil became significant only after 1950, due to the Brazil-Italy immigration agreements.
