Avaliou-se o uso de linguagem documentária alfabética de catálogos coletivos, na perspectiva das bibliotecas universitárias e no contexto sociocognitivo dos indexadores e dos usuários. Concluiu-se que o uso adequado de linguagens documentárias de áreas científicas especializadas faz-se por meio da avaliação quanto à atualização, especificidade e compatibilidade para atender às necessidades de indexação e recuperação da informação.

Public participation in environmental governance is typically associated with citizen access to power despite many closures and limitations having been identified in participatory processes. This article proposes an analytical framework to analyse discursive practices involved in public consultation processes. Critical Discourse Analysis is used to examine and appraise citizens’ access, standing and influence. We apply that framework to a ‘notice and comment’ process on a hydroelectric power plan in Portugal and show that it was discursively managed to justify the decision of constructing 10 large dams and to reject critical or alternative views. Citizens’ access, standing and influence were constrained through diverse discursive practices which (re)produced very unequal power relationsbetween policy proponents and participating individuals. More generally, the article illustrates the potential of Critical Discourse Analysis to assess voice(s) in policy processes. Focusing on argumentative, interactional and rhetorical levels, and how they are interwoven in public consultation discourses, the proposed framework is conceivably applicable in other studies.

L’utilisation d’Internet prend beaucoup d’ampleur depuis quelques années et le commerce électronique connaît une hausse considérable. Nous pouvons présentement acheter facilement via Internet sans quitter notre domicile et avons accès à d’innombrables sources d’information. Cependant, la navigation sur Internet permet également la création de bases de données détaillées décrivant les habitudes de chaque utilisateur, informations ensuite utilisées par des tiers afin de cerner le profil de leur clientèle cible, ce qui inquiète plusieurs intervenants. Les informations concernant un individu peuvent être récoltées par l’interception de données transactionnelles, par l’espionnage en ligne, ainsi que par l’enregistrement d’adresses IP. Afin de résoudre les problèmes de vie privée et de s’assurer que les commerçants respectent la législation applicable en la matière, ainsi que les exigences mises de l’avant par la Commission européenne, plusieurs entreprises comme Zero-knowledge Systems Inc. et Anonymizer.com offrent des logiciels permettant la protection de la vie privée en ligne (privacy-enhancing technologies ou PETs). Ces programmes utilisent le cryptage d’information, une méthode rendant les données illisibles pour tous à l’exception du destinataire. L’objectif de la technologie utilisée a été de créer des systèmes mathématiques rigoureux pouvant empêcher la découverte de l’identité de l’auteur même par le plus déterminé des pirates, diminuant ainsi les risques de vol d’information ou la divulgation accidentelle de données confidentielles. Malgré le fait que ces logiciels de protection de la vie privée permettent un plus grand respect des Directives européennes en la matière, une analyse plus approfondie du sujet témoigne du fait que ces technologies pourraient être contraires aux lois concernant le cryptage en droit canadien, américain et français.

The objective of this paper is to integrate mobility as across component of the management of specific public actions. The case of study concerns the public health services in Argentina, and mother’s mobility conditions in the suburban of the Buenos Aires Metropolitan Area. In terms of methodology, the paper working on the concept of access trying to identify, measure and evaluate the relationship between mobility conditions and maternal health care. Access is weighted according to the realization of health services, and not according to the arrival at the places where they are offers. The result is innovative empirical evidence, useful as an indicator to make more relevant the role of mobility within the public agenda of transport and others specific sectors, asa basic social right behind the access that requires coordinated actions and cross-sectoral approaches.

This paper examines the evolution of public rights of access to private land in England and Wales. Since the Eighteenth Century the administration and protection of these rights has been though a form of public/private partnership in which the judiciary, while maintaining the dominance of private property, have safeguarded de facto public access by refusing consistently to punish simple trespass. While this situation has been modified, principally by post-World War II legislation, to allow for some formalisation of access arrangements and consequent compensation to landowners in areas of high recreational pressure and low legal accessibility, recent policy initiatives suggest that the balance of the partnership has now shifted in favour of landowners. In particular, the new access payment schemes, developed by the UK Government in response to the European Commission's Agri-Environment Regulations, identify the landowner as the beneficiary of the partnership, financed by tax revenue and justified on the spurious basis of improved 'access provision'. As such the State, as the former upholder of citizen rights, now assumes the duplicitous position of underwriting private property ownership through the commodification of access, while proclaiming a significant improvement in citizens' access rights.
