The general purpose of the study was the analysis of residents' participation in the program of door-by-door collection of recyclable residuals in Natal, Rio Grande do Norte. Even though the conception of such program by municipal managers was basically aimed at providing job opportunities and income for the collectors, the main objective of the investigation was to verify whether residents' participation could be attributed to their environmental commitment. Data collection involved three municipal districts and was performed in three stages, with complementary methodological strategies (observation, questionnaire, and interview), and characterized by selfevaluation, by residents, and hetero-evaluation, by collectors. Social, demographic, situational/contextual, and dispositional data were identified to help in the analysis of residents' adherence to the program. Separating and delivering recyclable residuals was the most frequent type of residents' participation, which demonstrates their low level of appropriation of decisions related to the program, taking part on it as passive agents. Two forms of motivation towards participating in the program were found: environmental and social. Despite the first being more frequent, it was associated to lack of environmental awareness related to the process, which may very well imply a mere reproduction of pro-environmental discourse. Motivation towards social issues was strongly connected to philanthropic forms of help. Knowledge was revealed as na important predictor for participation, as well as social networks, formed by neighbors, relatives and friends. Despite the social emphasis in the design of the program, it is possible to conclude that some residents also perceive its environmental benefits, possibly as consequence of a knowledge originated outside the program. Initiatives of environmental education should be promoted in order to minimize the allegation of lack of knowledge as justification for non-participation. Similarly, actions to put together municipal management and population would be welcome, to promote joint decisions towards sustainable styles of life

Este trabalho discute o uso da análise de frequência de moscas das famílias Calliphoridae e Muscidae na avaliação do impacto da implantação de programas de coleta seletiva de lixo urbano. Para isto, utilizou-se do estudo de caso de Tupã, município paulista, em duas fases distintas: fase 1 - compreendida entre os meses de junho e outubro de 2001, período caracterizado pela presença do lixão e; fase 2 - entre os meses de novembro de 2001 a maio de 2002, caracterizada pelo início da implantação do processo de coleta seletiva e reciclagem e aterramento gradativo do lixão. Procedeu-se a captura dos insetos com dez armadilhas confeccionadas com garrafas plásticas, de dois litros, do tipo PET, alocadas em residências e árvores ao redor do lixão. Como atrativo utilizou-se aproximadamente 400 ml de vinhaça de cana de açúcar, substituída semanalmente no ato da colheita. Nas duas fases da pesquisa, observou-se que a família mais frequente e constante foi a Calliphoridae.  Houve correlação positiva, antes da coleta seletiva, entre o número de califorídeos e a precipitação pluviométrica (0,638) e, entre o número de muscídeos e a temperatura média (0,605). Após a coleta, o mesmo não foi observado. O programa de coleta seletiva implantado nesse município paulista resultou em diminuição significativa na frequência de dípteros e a análise da flutuação de califorídeos e muscídeos demonstrou-se como um eficiente indicador de monitoramento da qualidade ambiental.

Among numerous studies about the selective collection of solid waste and cooperatives of recyclable materials, this research aims to contribute with the study of these problems from the geographic space. As the world population increases, the issue of solid waste becomes increasingly worrying, due to new consumption patterns that create larger amounts of waste, especially in the urban centers. The recycling appears to be the best solution for this problem since most materials that are currently sent to landfills would become raw material for new products. The Triage Centers performs an important role in this process because they are responsible for sorting, packing and selling the materials arising from the selective collect, so it is necessary to analyze the places where these steps are performed. This study intend to examine the location and distribution of these enterprises in the city of São Paulo in order to provide support for the mitigation of impacts, both environmental and social, from their location, as well as provide support for the expansion of selective collection program in the city. The choice for studying this area was due to the curiosity of investigating the inefficiency of the recycling program in the city of São Paulo, which currently recycles about 1% of all household solid waste collected. Therefore, from a historical survey of the city's recycling programs, technical visits, interviews with responsible agencies and also analysis of the Triage Center's frameworks based on the guidelines from the municipal legislation, it will be evaluated the problems faced by the program for its expansion

The Urban Solid Residues are the rests of human activity, popularly known by trash and considered by population like useless, undesirable and disposable. On the other hand, for the waste pickers, solid residues are the beginning of a cycle: they see in the other's people trash the only income, an economic value. Currently, in brazilian cities, one million collectors act, alone or in cooperatives, socially excluded by the work they do. The National Policy of Solid Residues (PNRS), instituted in 2010, established guidelines to the execution of integrated residues management, with should be practiced by city halls and other governmental institutions. This policy has, besides other things, goals of residues reduction and inclusion of waste pickers in the mechanism of selective collect and recycling. However, this and other public policies created for residue management are benefic only for cooperated waste pickers. That could negatively affect most of this class, since 90% are waste pickers working in a precarious way on the country's streets. This study has for objective show that most of waste pickers that work in a precarious way on the brazilian territory has a huge potential for the solid residues recycling chain and how they should be valued for the environmental services they provide, so they can be included with dignity on the society, ensuring economic and social benefits for this workers. The methodology adopted was based on the amount of residue collected by the 44 cooperated members of the Rio ClaroâŸs waste pickers cooperative to estimate the potential of collect and recycling did by 210 autonomous waste pickers who are active on city streets. It was observed that the cooperative collects the equivalent of 10.2% of all recyclable residues generated by city population. However, with the potential that these autonomous waste pickers have, which together could contribute 465 tonnes of solid residues per month, or 5,570 tons a year...

Pesquisa na cidade de Sâo Paulo identificou dificuldades que grupos de catadores autônomos de recicláveis enfrentam para se inserirrem no Programa de Coleta Seletiva oficial. A cidade gera diariamente 16 mil toneladas de resíduos, apenas 1% destinados à coleta seletiva. Entretanto, grupos de catadores coletam informalmente sem ser incluídos nas estatístias. Foram levantados bibliografia, legislação sobre resíduos, grupos atuantes na coleta seletiva; e aplicados formulários em 13 grupos. Dados indicaram organizaçãoDados indicaram organização e gestão dos grupos, dificuldades, gerenciamento e divisão dos recursos, participantes e interesse de participarem da coleta seletiva oficial. Das dificuldades que os grupos apontaram estão: falta de espaço adequado para guardar, separar e enfardar material coletado; falta de recursos para seu desenvolvimento; e falta de apoio do governo

The objective of this study was to analyze the performance of solid waste management in the municipality of Tibagi, Paraná, a city with approximately 20000 inhabitants, which implemented the selective collection program called Recycle Tibagi. The analysis was based on descriptive statistical techniques, considering the three types of waste (tailings, organic and recyclable), and per capita generation of garbage upward trend in the coming years, based on the method of Winter (Triple Exponential Damping), using data recorded by the Department of the Environment and the Association of Recyclable Materials from Tibagi - ACAMARTI. Efficient selective collection from a structured environmental education program with constant training conducted with the scavengers, possible to obtain important data in sorting and marketing of recyclable materials, saving raw materials, water and energy, as well as relevant indicators social inclusion and employment generation and income. The project involves several areas of municipal management and arouses curiosity and interest in several areas: social, financial, environmental and administrative. It's a way to encourage new projects and public bodies, highlighting the importance of recycling and proper disposal of solid waste.

The present study inserts on the international environmental thematic, approaching the integrated management of solid waste and the participation of the social actors in the search of the sustainable development. The awareness in combining it still describes a Selective Collection Program SCP of solid waste, in partnership with the municipal public power, in the development of joint actions that result in better alternatives of waste management in the urban centers, providing better life quality for the population and conservation of the environment. The aim of this research is to study problematic of the management of solid waste under the point of view of the environmental awareness and the participation of the population in a city of Brazil. In this matter, the target of the work is focusing on the strategy of solid waste management, through the attitudes and the respondents behaviors to aid in the making decision of the public manager related to the implantation of a selective collection program in Natal/RN. The methodology used in this work constitutes in the application of a questionnaire with scales of the type Likert being constituted of variables that compose the aspects of attitudes and of behaviors, besides a social-demographic scale. For analysis statistics is used the Pearson s Chi-Square Method in order to verify the dependence of the associations between the social-demographic variables and the attitude and the behavior ones. The results appear for a larger participation in a SCP, since this provides a better quality of life of the population (28,3 %), followed for offering a financial advantage (27,3%). Other results indicate the existence of the variables that exercise influence on the environmental awareness of the population to its demographic aspects

Estudo da caracterização física dos resíduos sólidos domiciliares dos municípios de Belém e Ananindeua da Região Metropolitana de Belém, relacionada com a situação socioeconômica, sua evolução temporal, sua potencialidade de reciclagem e com a redução de custos com a limpeza urbana. Inicialmente, foram identificados os roteiros de coleta praticados em cada um dos setores a serem amostrados. Em seguida, iniciou-se a caracterização no Complexo de Destino Final do Aurá onde as amostras dos roteiros selecionados foram analisadas. Após processo de homogeneização, foi retirado um metro cúbico de resíduos sólidos das viagens de cada roteiro, onde, realizou-se a caracterização e seleção dos componentes dos resíduos. Ao final desta etapa, os resultados obtidos foram tratados estatisticamente, tendo os seguintes valores médios para os municípios de Belém e Ananindeua, respectivamente: Peso Específico Aparente Úmido 202,03 e 180,09 kg/m; plástico 14,98 % e 16,27 %; papel e papelão 17,06 % e 17,36 %; metais 2,64 % e 3,87 %; vidro 1,52 % e 2,96 %; matéria orgânica putrescível (compostável) 45,89 % e 42,34 %; e outros 17,91 % e 17,20 %. Os resultados obtidos chamam atenção especialmente na variação do Peso Específico Aparente Úmido, sendo o de Ananindeua de menor valor em função do maior teor de plásticos, vidros e metais; e de um menor teor de matéria orgânica. Essas diferenças basicamente se devem a dois fatores que são: Ananindeua é cidade dormitório de Belém e em Belém a coleta seletiva é mais eficiente devido a existência de uma cooperativa de catadores incentivada pelo poder público. Os valores mensais agregados somente com a reciclagem são: Belém (lr = 100 %) R$ 11.089.740,90; Belém (Ir = média brasileira) R$ 3.256.155,60; Ananindeua (Ir = 100 %) R$ 2.228.510,40; Ananindeua (Ir = média brasileira) R$ 1.160.136,90. Valores Totais com a Reciclagem sem Coleta Seletiva pelo poder público são: Belém (Ir =100 %) R$ 1.080.547,50; Belém (Ir = média brasileira) R$ 402.165,60; Ananindeua (Ir = 100 %) R$ 532.353,60; Ananindeua (Ir= média brasileira) R$ 125.676,00. Os resultados alcançados satisfazem o objetivo deste trabalho, traçando, dessa forma, o perfil de produção dos resíduos sólidos dos municípios de Belém e Ananindeua com os valores agregados pela reciclagem, no ano de 2006.

In recent decades, the collective leadership of the Solidary Economical Enterprises (ESS) that are active in providing collection and recycling services, has been presented as a proposal for the organization of urban space with the creation of new enterprises and solidarity production chains. Are activities that have gained a new stimulus to the creation of the National Secretariat of Solidarity Economy and the National Policy on Solid Waste that assigned a leading role in these social actors. These experiences contribute to building a participatory development path, resembling with the pluralistic perspective of development of the Indian economist Amartya Sen, that goes beyond the simplistic design of the increased income, focusing on the process of expanding freedoms that people enjoy. The aim of this work is to situate the perspective of endogenous development with the Collection Services segment and Material Recycling in the field of Solidarity Economy, through the analysis of the experience of the Cooperative of Selective Collection and Recycling Friends of the planet, located in the municipality of Lauro to Freitas - BA, from 2004 to 2013. for this the following procedures were adopted: analysis of the main contributions of the international literature on the phenomenon of pluriactivity; review of national literature that analyzes the emergence and evolution of the projects of solidarity economy in Brazil; bibliographical and documentary research; and socio-economic evaluation of the EES. The guiding problem of this work, understandably, is: what is the meaning of endogenous perspective with the Materials Collection and Recycling Services segment in the field of Solidarity Economy? It starts with the hypothesis that the development of these practices requires an environment that removes the main sources of deprivation involving the conditions of existence of these enterprises. The results show that not enough development to be built with the participation of social actors, but there are minimally necessary conditions for such experiences can take hold in order to achieve their goals. Thus, not only is it a strictly economic issue, but requires political actions for a process of social transformation.

O artigo é um estudo sobre políticas públicas voltadas à coleta seletiva operacionalizada por cooperativas de catadores de materiais recicláveis no município do Rio de Janeiro, identificando suas perspectivas e limites. Contextualizamos a Política Nacional de Resíduos Sólidos e a problematização que envolve as cooperativas de catadores. Situamos as regras gerais e indicações normativas das leis e decretos, planos e programas criados. Destacamos dados sobre a coleta seletiva no município do Rio de Janeiro. Por fim, apresentamos os resultados preliminares da pesquisa de campo realizada junto aos gestores de cooperativas. Apontamos, enfim, que as políticas públicas de coleta seletiva trazem instrumentos que não são percebidos em sua totalidade pelos atores envolvidos, o que implica a sua não pactuação e, por consequência, a não utilização plena das vantagens induzidas pela política.
