This paper examines the ethics of the Clean Development Mechanism (CDM) in its architecture, processes and outcomes and its potential to allocate resources to the poor as ‘ethical development’. Two specific examples of CDM projects help us to explore some of the quandaries that seem to be quickly defining operating procedure for the CDM in its efforts to bring entitlementsto the poor. The paper concludes with reflections on the normative and social complications of the CDM and closes with three key areas of further investigation.

Este artigo busca entender como a parceria entre as organizações locais (associações, cooperativas, sindicatos dos trabalhadores e outros) e o governo contribui para o desenvolvimento local. O artigo explora em que medida a parceria é uma estratégia efetiva para o desenvolvimento local em áreas historicamente marcadas por conflito entre os governos municipais e as organizações locais que defendem os interesses dos pequenos produtores rurais de base familiar. Particularmente, o artigo se concentra na discussão sobre a parceria como um mecanismo de divisão de poder e empoderamento das pessoas que historicamente têm sido excluídas do processo de desenvolvimento local. Os dados empíricos do artigo foram coletados nos municípios de Ourém e Igarapé-Miri, Nordeste do Pará, Amazônia, Brasil.

The research aims to map and understand the SAI- Integrated Agroindustrial System of SEBRAE, topic program directed to small and medium "rural entrepreneurs". The SAI policy seeks targeted result saiming to qualify productive agents (smallholders) to a "mark et under construction". In the study I high light the "production location", as a constituent en vironment with own productive and defining characteristics of this location and of the productive agent. I aim to perceive the location (region of Araraquara) as a topic en vironment of a type of "alternative "agriculture, that in principle is “parallel” to the large hegemonic model of the economies of scale, of monoculture and concentrative, which in the region is taken as that of the "sugarcane industry". I understand the coexistence of these different models as central to understand the development of capitalism, which I treat as "cognitive capitalism".

Social innovation is recognized as an important driver of growth and social value creation. Social innovative strategies are often pursued at the local level, by (social) organizations which have a more comprehensive knowledge of the complex social problems that a specific community is facing. The objective of the present study is to analyse the extent to which innovative social ventures are able to contribute to local development. By means of a qualitative approach, based on the case study method, we attempt to illustrate the innovative strategies conceived on the ground by a social venture specifically created to foster the local development of its inhabitants. The results shows that social innovation is a viable strategy to revitalize the economic growth of a region, through the creation of local employment on the basis of village’s traditional activities that are redefined in a new and competitive way. However, to be successful the strategy demands the deep knowledge of existing social problems as well as the availability of endogenous local resources and capabilities that could be used by social entrepreneurs. Therefore, social innovation ensures that local development and social cohesion are achieved in a sustainable way, at the same time that cultural and environmental heritage are also preserved.

It was the intention of the Institute for Sociology and Social Policy at the Corvinus University Budapest in collaboration with the University of Trento to reflect the breadth of local development studies in the conference it staged in June 2011 ‘Social Resources in Local Development’. The event was in the framework of ‘Efficient Government, Professional Public Administration and Regional Development for a Competitive Society’ which is part of the TAMOP Project 4.2.1/B-09/1/KMR – 2010-0005 (Social and Cultural Resources Development Policies and Local Development Research Workshop led by Professor Zoltán Szántó). All the papers which feature in this volume were presented at the workshop. The research activity behind these papers (with the exception of Blokker) was supported by the aforementioned TAMOP project. The event was attended by a range of international participants including Erasmus Mundus students from the University of Trento and Corvinus students taking the MA in Local Development. It is hoped that this publication of conference proceedings highlights some current and key issues and controversies in local development research and academic debate.

Se describe el sistema de producción localizado (SPL) de producción de leche y derivados lácteos de Aquiahuac, una pequeña comunidad ubicada en el estado de Tlaxcala, México. Este territorio desde la época prehispánica ha sufrido una fuerte presión sobre sus recursos naturales y actualmente presenta el mayor nivel de industrialización del Estado.   Se considera que el conocimiento constituye el elemento más importante de la producción y si éste llega a convertirse en patrimonio compartido por la comunidad local debe ser potencializado en beneficio de los pobladores rurales.   Se revisa la bibliografía relacionada con el desarrollo local y el territorio; se esbozan antecedentes históricos de la ganadería lechera en la comunidad y finalmente se reseña la manera en que se desarrollo la cadena productiva de leche y de queso en Aquiahuac.   ABSTRACT This article describes the local agro-food systems of milk and dairy products in Aquiahuac, a small community located in the state of Tlaxcala in México. This territory has suffered, since prehispanic era, a strong pressure upon its natural resources. Nowadays, it presents the major industrialization level in the state.   It is considered that knowledge constitutes the most important element in production, and if it becomes a share wealth for the local community, it must be potentially used in benefit for rural inhabitant.   This is a literature review related to territory and local development, it gives details of the way that dairy and cheese chain production develops in Aquiahuac.
