O contexto da modernização reflexiva leva ao questionamento sobre o papel das instituições tradicionais, notadamente o Poder Executivo. É possível pressupor que o modelo da sociedade de risco se reflete em alterações no direito e na economia do Brasil. Os riscos tornaram-se uma constante e exigem substituições nas formas de atuação social, o que Ulrich Beck denomina de subpolítica. A mudança é sentida especialmente em setores centrais para economia, tais como o de petróleo e gás, enquanto os riscos globais são sentidos na crise ambiental. Uma vez que as instituições, na Sociedade de Risco, são levadas a rever sua atuação, o empresariado recebe a tarefa de encontrar mecanismos para superar a crise ambiental. A responsabilidade socioambiental da empresa passa a ser exigida como contrapartida pelos lucros obtidos, especialmente para atividades potencialmente poluentes, como a petrolífera. O princípio da precaução, o desenvolvimento sustentável e a equação financeira do contrato podem ser vetores para a adoção da responsabilidade socioambiental pela indústria petrolífera. Mas para que esta possa ser vista como uma nova razão pública deve se demonstrar que ela pode motivar a evolução da sociedade como um todo. A Rio+20 definiu a economia verde como uma nova meta, principalmente para as atividades potencialmente poluentes. O objetivo central do trabalho é investigar a regulação das empresas de petróleo e gás, especialmente sobre a possibilidade de adoção da responsabilidade socioambiental. Ressalte-se que esta visa impor medidas de conservação e ações pró meio ambiente, além daquelas já estipuladas por força legal ou pelo licenciamento ambiental. A pesquisa visa apresentar possíveis soluções para os questionamentos acima, garantindo segurança jurídica para empresas de petróleo e gás, mas ao mesmo tempo visando ampliar a sustentabilidade do setor, propondo novas regras que podem ser adotadas nos editais de licitação e nos contratos de concessão e partilha de produção. Em um momento que se debate a possibilidade de direcionamento dos royalties do petróleo exclusivamente para a educação o estudo de medidas jurídicas para implementar a responsabilidade socioambiental no setor petrolífero torna-se ainda mais necessária.

The increasing use of fossil fuels in line with cities demographic explosion carries out to huge environmental impact in society. For mitigate these social impacts, regulatory requirements have positively influenced the environmental consciousness of society, as well as, the strategic behavior of businesses. Along with this environmental awareness, the regulatory organs have conquered and formulated new laws to control potentially polluting activities, mostly in the gas stations sector. Seeking for increasing market competitiveness, this sector needs to quickly respond to internal and external pressures, adapting to the new standards required in a strategic way to get the Green Badge . Gas stations have incorporated new strategies to attract and retain new customers whom present increasingly social demand. In the social dimension, these projects help the local economy by generating jobs and income distribution. In this survey, the present research aims to align the social, economic and environmental dimensions to set the sustainable performance indicators at Gas Stations sector in the city of Natal/RN. The Sustainable Balanced Scorecard (SBSC) framework was create with a set of indicators for mapping the production process of gas stations. This mapping aimed at identifying operational inefficiencies through multidimensional indicators. To carry out this research, was developed a system for evaluating the sustainability performance with application of Data Envelopment Analysis (DEA) through a quantitative method approach to detect system s efficiency level. In order to understand the systemic complexity, sub organizational processes were analyzed by the technique Network Data Envelopment Analysis (NDEA) figuring their micro activities to identify and diagnose the real causes of overall inefficiency. The sample size comprised 33 Gas stations and the conceptual model included 15 indicators distributed in the three dimensions of sustainability: social, environmental and economic. These three dimensions were measured by means of classical models DEA-CCR input oriented. To unify performance score of individual dimensions, was designed a unique grouping index based upon two means: arithmetic and weighted. After this, another analysis was performed to measure the four perspectives of SBSC: learning and growth, internal processes, customers, and financial, unifying, by averaging the performance scores. NDEA results showed that no company was assessed with excellence in sustainability performance. Some NDEA higher efficiency Gas Stations proved to be inefficient under certain perspectives of SBSC. In the sequence, a comparative sustainable performance and assessment analyzes among the gas station was done, enabling entrepreneurs evaluate their performance in the market competitors. Diagnoses were also obtained to support the decision making of entrepreneurs in improving the management of organizational resources and promote guidelines the regulators. Finally, the average index of sustainable performance was 69.42%, representing the efforts of the environmental suitability of the Gas station. This results point out a significant awareness of this segment, but it still needs further action to enhance sustainability in the long term

In the semiarid region of northeastern of Brazil, the reservoirs are vulnerable to water level seasonal fluctuations, they re related to the hydrological cycle. The rain periods are irregular and there are long periods of drought that increases eutrophication process. That happens because of the water level s reduction and nutrient concentration. The Boqueirao, located in northeastern Brazil , is a mesotrophic reservoir. The reservoir is naturally susceptible to deterioration of water quality. This happens because of the potential diffuse sources arising from the use and occupation of the basin, associated with shallow soil caatinga biome and highly vulnerable to erosion. This study aimed to analyze the influence of the use and occupation of the area around and the water quality of the watershed. A study of the area around the Boqueirão was performed, taking the potentially polluting activities. Limnological variables were monitored monthly in 3 points of the reservoir to assess the water quality. Was evidenced an event of prolonged drought, with rainfall below the historical average for the year of study. By the index of water quality, the watershed was classified as " good " during the whole year of 2012. According to the trophic index adopted the reservoir is characterized as mesotrophic. The main anthropogenic impacts identified in the soil were arboreal selective logging, mining, diffuse contribution of residues from agricultural and livestock activities. The lack of precipitation and the degradation of the surrounding area, affect negatively the water quality, requiring immediate control to prevent degradation of the watershed . Although there wasn t a majority polluting activity in the region. The total of several impacting activities, the high susceptibility of the soil and the selective clearing of caatinga vegetation can accelerate the natural process of eutrophication in the water body

Economic activities, whether large or small, can cause a range of environmental changes, not always reversible, harming society and its quality of life. Many potentially polluting activities have already been installed in various Brazilian cities, just as at the industrial district of Rio Claro / SP, which allow the synthesis of the many environmental impacts. In this sense, this report aims to make an environmental assessment in the influence area of the industrial district of Rio Claro / SP, located in the urban area of the city. As a result, the existence of prior related studies was observed, especially the diagnosis and study of the many implications that arises from activities impacting, and further, there was a demarcation of the influence area of the district and its derivatives impacts in the influence area, the steps of prediction and mitigation measures and if these activities meet the minimum technical requirements in planning and environmental applicable legislation.

A presente dissertação visa analisar a importância da gestão dos resíduos sólidos industriais em uma indústria petroquímica e o uso da metodologia Seis Sigma na redução dos custos da qualidade associados à geração de resíduos sólidos e poluição ambiental. A Petroflex, fundada em 1962, situada em Campos Elíseos Duque de Caxias / RJ, é a maior fabricante de borracha sintética da América Latina e uma das primeiras empresas do Brasil e se certificar nas normas ISO. Os processos produtivos de obtenção da borracha sintética são potencialmente poluidores, todas as suas atividades provocam a geração de toneladas de resíduos sólidos. A Petroflex iniciou na década de 1990 seus esforços para reverter um quadro de degradação ambiental e uma cultura de desperdício. A partir de 2004, a Petroflex necessitou de uma nova concepção para priorização das suas ações e tomadas de decisões. A Metodologia Seis Sigma foi a escolhida para sustentar o novo salto de desenvolvimento da empresa e em 2008 a empresa alinhou a Seis Sigma ou Gerenciamento de Resíduos Sólidos. O uso da metodologia Seis Sigma, as ações tomadas e os resultados alcançados, bem como, a realização de um projeto em uma das unidades da Petroflex, que levou a criação de um manual de gestão de resíduos sólidos, serão apresentados nos capítulos dessa dissertação, que buscou pesquisas bibliográficas, eletrônicas e documentais para ilustrar os conceitos deste tema de grande importância para sociedade.

Among the potentially polluting economic activities that compromise the quality of groundwater are the gas stations. The city of Natal has about 120 gas stations, of which only has an environmental license for operation. Discontinuities in the offices were notified by the Public Ministry of Rio Grande do Norte to carry out the environmental adaptations, among which is the investigation of environmental liabilities. The preliminary and confirmatory stages of this investigation consisted in the evaluation of soil gas surveys with two confirmatory chemical analysis of BTEX, PAH and TPH. To get a good evaluation and interpretation of results obtained in the field, it became necessary three-dimensional representation of them. We used a CAD software to graph the equipment installed in a retail service station fuel in Natal, as well as the plumes of contamination by volatile organic compounds. The tool was concluded that contamination is not located in the current system of underground storage of fuel development, but reflects the historical past in which tanks were removed not tight gasoline and diesel

Activities that have fuel subterranean storage system are considered potentially polluting fuels by CONAMA Resolution 273, due to the possibility of leak, outpouring and overflow of fuel into the ground. Being even more worrying when contaminate groundwater for public supply, as the case of Natal City. For this reason, the Public Ministry/RN, in partnership with UFRN, developed the project environmental suitability of Gas stations in Natal, of which 36% showed evidence of contamination. This paper describes the four stages of the management of contaminated areas: preliminary assessment of environmental liabilities, detailed confirmatory investigation of the contamination, risk analysis to human health (RBCA), as well as the remediation plan of degraded areas. Therefore it is presented a case study. For the area investigated has been proposed a mathematical method to estimate the volume of LNAPL by a free CAD software (ScketchUp) and compare it with the partition method for grid area. Were also performed 3D graphics designs of feathers contamination. Research results showed that passive benzene contamination in groundwater was 2791.77 μg/L, when the maximum allowed by CONAMA Resolution 420 is 5 μg/L which is the potability standards. The individual and cumulative risks were calculated from 4.4 x10-3, both above the limits of 1.0 x10-5 or by RBCA 1.0 x10-6 by the Public Ministry/RN. Corrective action points that remediation of dissolved phase benzene is expected to reach a concentration of 25 μg/L, based on carcinogenic risk for ingestion of groundwater by residents residential, diverging legislation. According to the proposed model, the volume of LNAPL using the ScketchUp was 17.59 m3, while by the grid partitioning method was 14.02 m3. Because of the low recovery, the expected removal of LNAPL is 11 years, if the multiphase extraction system installed in the enterprise is not optimized

Among the potentially polluting economic activities that compromise the quality of soil and groundwater stations are fuel dealers. Leakage of oil derived fuels in underground tanks or activities improperly with these pollutants can contaminate large areas, causing serious environmental and toxicological problems. The number of gas stations grew haphazardly, without any kind of control, thus the environmental impacts generated by these enterprises grew causing pollution of soil and groundwater. Surfactants using various techniques have been proposed to remedy this kind of contamination. This study presents innovation as the application of different systems containing surfactant in the vapor phase and compares their diesel removal efficiencies of soil containing this contaminant. For this, a system that contains seven injection wells the following vaporized solutions: water, surfactant solution, microemulsion and nanoemulsion, The surfactants used were saponified coconut oil (OCS), in aqueous solution and an ethoxylated alcohol UNTL-90: aqueous solution , and nanoemulsion and microemulsion systems. Among the systems investigated, the nanoemulsion showed the highest efficiency, achieving 88% removal of residual phase diesel, the most ecologically and technically feasible by a system with lower content of active matter
