Apesar das controvérsias sobre a forma como as festas populares têm sido tratadas, é fundamental reconhecer que, além das questões econômicas, elas envolvem um componente social muito importante. Fatores como o fortalecimento de identidade e do sentimento de pertencimento, reforço de laços comunitários, participação popular na formulação e implementação das políticas e ocupação de espaços públicos têm íntima relação com essas festas. Dentro desse cenário está inserida a maior das festas populares brasileiras, o carnaval. Os festejos carnavalescos são estudados nesta Dissertação. A idéia é analisar como o a Administração Pública e o Carnaval estiveram sempre muito próximos, em relações que por vezes eram consensuais e, em outros momentos, bastante conflitantes. Para a realização desta dissertação foram coletados diversos dados públicos, que compõem a parte quantitativa da pesquisa. Os dados qualitativos foram obtidos através de várias entrevistas, com atores governamentais e não-governamentais ligados à festa. Além do aspecto descritivo sobre a atuação dos governos locais em relação aos carnavais citados, este trabalho pretende ampliar uma dimensão pouco explorada nas pesquisas sobre a cultura em geral e sobre o carnaval em especial: a Economia do Carnaval. Os dias de realização da festa geram grandes ganhos financeiros e é fundamental analisar quem, de fato, são os beneficiários através de uma pergunta básica, mas de crucial importância: Carnaval para quem? Esta dissertação visa colaborar com a discussão sobre o papel que os governos locais podem, com algumas medidas, melhorar as condições socioeconômicas dos trabalhadores, criando mecanismos capazes de desconcentrar a renda, reduzindo assim as desigualdades socioeconômicas do país.

The analysis of this work seeks to investigate the meaning of the laughter in the paraibano writer Ariano Suassuna s armorial theater. The study departs, firstly, from an argumentation which centers its content in the theory of the many theoreticians of the question: Henri Bergson, Vladimir Propp, Jolles, Freud, Bakhtin. The essence of the laughter in Suassuna and its esthetic relations are commented, because those elements are responsible for the strength of the literary text. On the condition of scholar about Esthetic and Art History, Suassuna always puts the methods of the estheticism in favor of the loud laughter bearing in mind that it is a source of improvisation, i.e., it may have many senses depending on what it is pretended to transmit to the reader/viewer. The laughter is a mask which is changed to each new situation, representing that way own human condition. Because the theater is an art subjected to recreation, the laughter also is. And because it is a great party where other arts (the dance, the music, mamulengo e the bumba-meu-boi) are present, united to compose a confluent and hybrid language, the meaning of hilarity during the popular celebrations is studied mainly those that happened in Medieval Europe. Thus, in the second part, the basis of the research is the Russian Mikhail Bakhtin s theory that helps to link Suassuna s laughter to the popular party, showing the language used in them and the jokes that give life to the joy of the folk. Soon after, the importance of Suassuna s laughter to the Brazilian Culture, is examined making a reflection about its function at the sociocultural context of the country

Este texto aborda a trajetória do cômico conforme a modificação sofrida da passagem da Idade Média para o pensamento moderno. A expressão mais alta do cômico, no período medieval, encontra-se nas festas populares, espaço universal da destruição/regeneração, próprio do dinamismo da realidade social. Mas, se no período medieval, o caráter universal do cômico e do riso predominavam, não acontece o mesmo no seio da modernidade, quando o riso se torna sério e voltado para objetos singulares, sofrendo transformações no modo de sua expressão, ou seja, no cotidiano e nos dias de festividade. Tais mudanças suscitam algumas questões: Quais razões foram determinantes para a mudança e o processo engendrado na maneira de pensar e vivenciar o cotidiano? Qual o espaço cedido para o cômico, encarado como o riso sério? O indizível, próprio da percepção de mudanças e crises, encontrou sua manifestação em quais vozes?

El ruido derivado de las actividades de ocio es uno de los contaminantes acústicos más importantes en la sociedad actual. Este foco de ruido no sólo se encuentra presente en los entorno de los bares, pubs o discotecas, sino también en las zonas donde se desarrollan los eventos festivos de la ciudad. Sin embargo, son pocos los estudios y actuaciones llevadas a cabo desde el punto de vista ambiental que permitan conocer las principales características del ruido de ocio, los métodos de medida o los parámetros más adecuados. Por este motivo, se han fijado en estos aspectos los objetivos de esta tesis doctoral. Para el estudio del ruido de ocio nocturno se ha desarrollado y evaluado un método de medida, basado en la realización de medidas binaurales durante un recorrido y en medidas de larga duración en puntos fijos de las distintas zonas de ocio de Madrid y Cuenca. A partir de los resultados obtenidos, se ha realizado una caracterización acústica del ruido ocio, se ha definido un procedimiento de actuación en el que se incluye un modelo de predicción, y se ha desarrollado un modelo clasificador capaz de diferenciar el ruido de ocio del ruido de tráfico rodado. En el caso de los eventos de ocio también se ha desarrollado un método de evaluación y medida adaptado a sus características, con el que se han medido los eventos más importantes acontecidos durante un año en Madrid y Cuenca, del análisis de estas medidas se ha determinado qué eventos son los más ruidosos, así como sus características principales y las diferencias entre ellos. Este estudio pretende servir de apoyo en la gestión del ruido ambiental derivado de las actividades de ocio, presentando datos cualitativos y cuantitativos de este tipo de ruido en sus distintas facetas y aportando nuevas herramientas que faciliten su gestión. ABSTRACT Leisure noise is one of the most important environmental pollutants nowadays. This noise is not only nearby leisure venues where people go at night, but also around leisure events like popular parties or concerts placed in urban areas. There are few studies and actions about leisure noise from the environmental noise point of view, and consequently, there are no information about the leisure noise characteristics, the most appropriate measurement methods or the most interesting parameters to evaluate this kind of noise. Consequently, these are the aims of this PhD thesis. About the noise around leisure venues, a measurement method has been defined by using the Soundwalker technique. Besides, fixed point measurements have been done in different leisure areas. With the results of these measurements, a noise characterization has been done and a guide has been developed to act in case of leisure noise problems, including a method to predict the leisure noise in this kind of areas. As well as that, a classifying model has been done to differenciate leisure noise and road traffic noise. A measurement procedure has been developed in the leisure events case. Following this procedure, the most important events happened during a year in two different cities have been measured. With these results, the noisiest events, the most important characteristics of each kind of event and the differences between them have been pointed out. This study tries to support the environmental noise management in the leisure noise case. It provides cualitative and quantitative data of leisure noise levels in different situations; it also defines an action protocol to resolve leisure noise problems and it defines new tools to manage this kind of noise.

The results of parliamentary elections in seven German federal states, ongoing since early 2011, show the collapse of the existing order on the German political scene, both on a national level and on the level of the individual federal states. So far, the federal states have been governed by one of the catch-all parties1 – i.e. the Christian Democrats or Social Democrats – in coalitions with smaller partners – the FDP and the Greens, respectively2. This year’s elections have fully revealed the extent of social transformation in Germany and its impact on voting preferences and the hitherto stable party system in this country. The largest and most popular parties so far – the CDU and the SPD – are losing the voters’ confidence and support, whereas the parties associated with protest movements (such as the Greens) are gaining prominence. Moreover, the German political scene is undergoing increasing fragmentation, as new small, local groups are appearing who have no political aspirations at the federal level but who are attractive to voters acting as successful groups of common cause. The changes in the existing balance of power on the German political scene are being sped up by the specific features of the federal system. Elections to the parliaments of the federal states are held at regular intervals which increasingly affects policies on the national level. The key decisions that concern domestic and foreign affairs are made under the pressure of constant election campaigns.

This research is about the cultural marks and meanings production on the popular culture context, in honor of Catholics Saints of June: Saint Antony; Saint John and Saint Peter (with celebrations in June 13th, 24th and 30th respectively). These marks are find on the newspapers’ photography of Tribuna do Norte (Natal, Rio Grande do Norte, Brazil) and Correio da Manhã (Lisbon, Portugal). All the photos were published in June 2012. The analysis has theory and methodology in Folkcommunication and in Sociocultural Photocatography. The investigation has focus in the meanings of these marks on the photojournalism about the popular parties and their practices. The study observes also a common view to report about popular culture, which has the influence of a hegemonic paradigm that considers itself the only true one.

The present article contributes to the ongoing academic debate on migrants' appropriation of artistic and political spaces in Germany. Cologne, one of the largest cities in Germany, is an interesting example of the tension between political discourse centred around multiculturalism and cultural segregation processes. The 'no fool is illegal' carnival organised by asylum seekers shows their capacity to act, as they reinvent an old local tradition by reinterpreting medieval rituals. Today, different groups and associations appropriate this festive art space: migrants, gays and lesbians, feminists and far-left groups either organise their own parties or take part in the official parties and parades as separate groups. As a result, the celebration of diversity figures on the local political agenda and becomes part of the official carnival festivities. This leads to a blurring of boundaries, whereby mainstream popular culture becomes more and more influenced by multicultural elements.
