We present a new way of extracting policy positions from political texts that treats texts not as discourses to be understood and interpreted but rather, as data in the form of words. We compare this approach to previous methods of text analysis and use it to replicate published estimates of the policy positions of political parties in Britain and Ireland, on both economic and social policy dimensions. We “export” the method to a non-English-language environment, analyzing the policy positions of German parties, including the PDS as it entered the former West German party system. Finally, we extend its application beyond the analysis of party manifestos, to the estimation of political positions from legislative speeches. Our “language-blind” word scoring technique successfully replicates published policy estimates without the substantial costs of time and labor that these require. Furthermore, unlike in any previous method for extracting policy positions from political texts, we provide uncertainty measures for our estimates, allowing analysts to make informed judgments of the extent to which differences between two estimated policy positions can be viewed as significant or merely as products of measurement error.

The relationship between late-Victorian Decadence and Aestheticism and politics has long been vexed. This article explores the hitherto under-explored confluence of conservatism and avant-garde literature in the period by introducing The Senate, a Tory-Decadent journal that ran from 1894-7. While Decadent authors occupied various political positions, this article argues that The Senate offers a crucial link between conservatism and Decadence The article presents the journal in its political and publishing context, outlining its editorial position on such issues as the Liberal Unionist-Conservative coalition governments, Britain's relationship with Europe and the threat of ‘State Socialism’, as well as its valorisation of Bollingbroke and eighteenth-century Toryism, and its relationship to, and difference from, key Decadent journals the Yellow Book and The Savoy. It then goes on to articulate its relationship to Decadence by focussing on the presence of Paul Verlaine in its pages and its vitriolic response to the press coverage of Oscar Wilde's trials. The article concludes by exploring the surprising wake of The Senate, briefly tracing the editors' influence in the development of Modernism and links with the journal BLAST.

El presente trabajo se basa en el análisis de las prácticas sonoras y, a partir de ahí, de una apuesta por un nuevo campo de estudios, el de los Estudios Sonoros; cuyo fin último es establecer una perspectiva epistemológica y política de las prácticas experimentales con sonido, en diálogo con proyectos provenientes de los Estudios Culturales, como son el proyecto modernidad/ colonialidad, las teorías poscoloniales y los estudios subalternos. Desde estas posiciones teóricas y políticas, estoy conciente de que el sonido, y sus posibilidades experimentales, articulan un régimen influyente en el mundo contemporáneo. Razón por la cual, sobre todo, esta es una reflexión desde las prácticas sonoras que surgen en dos ciudades andinas: Quito y Bogotá, como una expresión emergente para establecer encuentros Sur-Sur, que puedan generar diálogos epistemológicos sobre el sonido. En otras palabras, en este libro estoy proponiéndo a mis lectoras y lectores, una especie de “juego epistémico”: comprender el sonido como un lugar de conocimiento.Y el sonido es conocimiento precisamente porque el sonido nos permite vernos (y permite verme) como un sujeto históricamente ubicado. En el capítulo primero abordaré la pregunta de cómo se fue articulando el régimen discursivo del sonido como arte, dentro de diálogos y conflictos que se generaron en el contexto de la Guerra Fría que, para el caso de Latinoamérica, constituyó la transferencia de conocimientos articulados desde promesas como el desarrollismo y la modernización. También analizaré el cómo se configuraron, tanto en Quito como en Bogotá, las nuevas subjetividades “artísticas” frente al discurso de las vanguardias europeas del siglo XX y el experimentalismo estadounidense. Como verán mis lectoras y lectores, estos modelos, aparentemente originales e innovadores, fueron influidos por formas de saber y poder moduladas alrededor de la idea de la renovación de las artes a través del sonido, formulación que instaló el sonido como dispositivo/materia desde el cual, en detrimento de lo local, se articuló la fantasía de un universal deseado: las máquinas de sonido y de reproducibilidad técnica. En el segundo capítulo me centraré en algunas prácticas de experimentación sonora para indagar cuestiones como el estilo, procedimiento posmodernista ampliamente diseminado dentro de las instituciones artísticas y de éstas hacia la vida cotidiana. A partir de lo cual intentamos esclarecer el porqué de la confiscación y sometimiento de lo sonoro bajo el cuidadoso encierro del régimen discursivo del arte, que de manera eficiente lo absorbe como un “nuevo” medio para disciplinarlo y nombrarlo como proyecto sonoro, pieza sonora, instalación sonora, performance sonoro, acción sonora, objeto sonoro, paisaje sonoro, composición, loop. En otras palabras, cómo todo lo que genera el posmodernismo es apropiado por las universidades para crear la noción de “pastiche”, en donde todo cabe, bajo la indulgencia del “estilo”, procedimiento desde el cual se va instalando el régimen de verdad de un nuevo universal deseado: El Arte Sonoro. En este mismo capítulo, indagamos sobre las lógicas de producción de estas prácticas, para avanzar hacia las lógicas culturales donde lo sonoro se define y redefine por el posicionamiento y el lugar desde el que actúan los sujetos. Bajo estas consideraciones, queda planteada la propuesta, acuñada por esta investigación, la de un nuevo campo de estudio: Los Estudios Sonoros, propuesta que debe ser entendida como lo que algunos intelectuales latinoamericanos llaman epistemes emergentes11, precisamente porque esta investigación hace un esfuerzo por esclarecer las interdependencias existentes entre prácticas artísticas con sonido, el campo discursivo del arte y otras construcciones discursivas de la modernidad-colonialidad que establecen y regulan la formación del régimen sonoro. En el capítulo tercero analizaré cómo un “medio de creación” se vuelve hegemónico y cómo ciertos artistas que usan el sonido, bajo la pretensión de representar la marginalidad, marginalizan aún más a las personas que han sido históricamente subalternizadas. Seguido de este análisis, en el capítulo cuarto, indagamos sobre las tácticas que marcan nuevas formas de adhesión, de representación y de resistencia cultural, las mismas que son estrategias suplementarias frente, y en contra, de los discursos dominantes de las prácticas artísticas con sonido y las geopolíticas de conocimiento.

This study documents how the presence of a woman in an executive political role affects the gender stereotype of women in politics. We use Brazilian electoral data and restrict our focus to close mayoral races (using an RDD design) in which the top two candidates are of opposite sexes. Our most important result was a reduction in the number of candidates and votes for female mayoral candidates after a woman is elected, regardless of her eligibility status for reelection. This negative result is linked only to the position of mayor and not to other political positions (councilor, state or federal deputy). In addition, our results may be interpreted as evidence that voters do not use their update on women as local leaders to change their beliefs on women’s ability to run for other political positions. Finally, female mayors do not appear to have a role model effect on younger cohorts of women. We also note that our results are not influenced by differences in mayoral policies (generally and specifically for women), which could influence voters’ gender stereotypes.

In Thailand, communitarian ideas have been widely accepted and even institutionalized as a principle of national development plans and the Constitution of Thailand. This paper examines how and why the communitarian body of thought, described as "community culture thought," and originally created and shared within a small circle of social activists and academics in the early 1980s, came to be disseminated and authorized in Thai society. Contributors and participants, ways of expression, and avenues for disseminating this paradigm are the main topics in this paper. The paper reveals that these thoughts and concepts have been diversified and used as guiding principles by state elites, anti-state activists, and social reformists since the late 1980s. These people with such different political ideologies were connected through some key individuals. These critical connections networked them onto the same side for promoting communitarian thought in Thailand. When such leading advocates assumed key political positions, it was easy for them to push communitarian ideas into the guidelines and principles of state administration.

This work develops the foundations of an Islamic argument for secular, liberal democracy from within the Islamic discursive tradition. First, it challenges the presentation of contemporary Islamic political thought as a unified, continuous development of the classical canon by showing the influence of the now marginalized medieval rationalists in the development of Islamic political thought. The classical rationalist concern with divine justice forced the founders of Sunni orthodoxy to state their epistemologies and their positions on ethical ontology. The orthodox positions, and their related methods of legal-juristic reasoning, are shown to be incapable of accommodating the modern Islamic positions on political representation, slavery, and just war. This leads to the second argument of the work, that the modern Islamic discourse is better understood as a reflection of the central concern with justice and its rationalist epistemology and ethical ontology we find in the writings of classical rationalists. This argument is made by examining the works of three classical rationalists, a theologian, a philosopher, and a historian. Their political positions, shaped by their rationalism and concern with justice, challenged their orthodox contemporaries, and provide substantive critiques of the classical political accommodations, methods of politico-legal reasoning, and hence, of modern Islamist political projects. The final chapter reveals how far the mainstream of Islamic political thought has deviated from the classical discourses, since the 19th century, by adopting the language and ideals of the European Enlightenment. This shift is presented as a triumph of classical rationalism over literalism, whose epistemological foundations and ontological implications have yet to be acknowledged and appreciated.

Since the launch of the ‘Clean Delhi, Green Delhi’ campaign in 2003, slums have become a significant social and political issue in India’s capital city. Through this campaign, the state, in collaboration with Delhi’s middle class through the ‘Bhagidari system’ (literally translated as ‘participatory system’), aims to transform Delhi into a ‘world-class city’ that offers a sanitised, aesthetically appealing urban experience to its citizens and Western visitors. In 2007, Delhi won the bid to host the 2010 Commonwealth Games; since then, this agenda has acquired an urgent, almost violent, impetus to transform Delhi into an environmentally friendly, aesthetically appealing and ‘truly international city’. Slums and slum-dwellers, with their ‘filth, dirt, and noise’, have no place in this imagined city. The violence inflicted upon slum-dwellers, including the denial of their judicial rights, is justified on these accounts. In addition, the juridical discourse since 2000 has ‘re-problematised slums as ‘nuisance’. The rising antagonism of the middle-classes against the poor, supported by the state’s ambition to have a ‘world-class city’, has allowed a new rhetoric to situate the slums in the city. These representations articulate slums as homogenised spaces of experience and identity. The ‘illegal’ status of slum-dwellers, as encroachers upon public space, is stretched to involve ‘social, cultural, and moral’ decadence and depravity. This thesis is an ethnographic exploration of everyday life in a prominent slum settlement in Delhi. It sensually examines the social, cultural and political materiality of slums, and the relationship of slums with the middle class. In doing so, it highlights the politics of sensorial ordering of slums as ‘filthy, dirty, and noisy’ by the middle classes to calcify their position as ‘others’ in order to further segregate, exclude and discriminate the slums. The ethnographic experience in the slums, however, highlights a complex sensorial ordering and politics of its own. Not only are the interactions between diverse communities in slums highly restricted and sensually ordained, but the middle class is identified as a sensual ‘other’, and its sensual practices prohibited. This is significant in two ways. First, it highlights the multiplicity of social, cultural experience and engagement in the slums, thereby challenging its homogenised representation. Second, the ethnographic exploration allowed me to frame a distinct sense of self amongst the slums, which is denied in mainstream discourses, and allowed me to identify the slums’ own ’others’, middle class being one of them. This thesis highlights sound – its production, performances and articulations – as an act with social, cultural, and political implications and manifestations. ‘Noise’ can be understood as a political construct to identify ‘others’ – and both slum-dwellers and the middle classes identify different sonic practices as noise to situate the ‘other’ sonically. It is within this context that this thesis frames the position of Listener and Hearer, which corresponds to their social-political positions. These positions can be, and are, resisted and circumvented through sonic practices. For instance, amplification tactics in the Karimnagar slums, which are understood as ‘uncultured, callous activities to just create more noise’ by the slums’ middle-class neighbours, also serve definite purposes in shaping and navigating the space through the slums’ soundscapes, asserting a presence that is otherwise denied. Such tactics allow the residents to define their sonic territories and scope of sonic performances; they are significant in terms of exerting one’s position, territory and identity, and they are very important in subverting hierarchies. The residents of the Karimnagar slums have to negotiate many social, cultural, moral and political prejudices in their everyday lives. Their identity is constantly under scrutiny and threat. However, the sonic cultures and practices in the Karimnagar slums allow their residents to exert a definite sonic presence – which the middle class has to hear. The articulation of noise and silence is an act manifesting, referencing and resisting social, cultural, and political power and hierarchies.

Este estudo volta-se para a análise da política de assistência social, sua histórica relação com a pobreza e algumas tendências do debate contemporâneo sobre seus paradigmas, do direito social de cidadania e do usuário. O exame atual da política de assistência social no Brasil, em um contexto legal de afirmação dos direitos sociais, impôs a necessidade de refletir sobre o lugar dos direitos de cidadania, colocando, no centro dessa reflexão, a relação entre a prioridade dada ao enfrentamento da pobreza e a perspectiva da garantia de direitos sociais de cidadania. A perspectiva de estudo é proposta com vistas à compreensão do lugar ocupado pelos usuários enquanto sujeitos de direitos. Para a aproximação desta compreensão, buscamos alguns suportes teóricos nas categorias direitos, cidadania e superpopulação relativa com o objetivo de pensá-las, na sua conformação contemporânea, a partir do perfil socioeconômico dos usuários. Optou-se pelos beneficiários do programa de transferência de renda Bolsa Família em três localidades do município de Campos dos Goytacazes/RJ, uma vez que este programa absorve mais de 50% das famílias cadastradas no CadÚnico, ou seja, são 28.985 mil famílias que recebem o benefício, totalizando mais de 100 mil pessoas em um universo de 463.731 mil habitantes A pesquisa qualitativa realizada com 30 mulheres-mães, titulares no programa, revelou suas expectativas, experiências e posições políticas ante o campo assistencial. Os registros históricos que trouxeram sobre as gerações que as antecederam confirmam a trajetória de reprodução da pobreza e de desigualdades diversas a que estiveram submetidas até os dias atuais. Conclui-se que a percepção que apresentam sobre a história de seus antepassados, de si mesmos e dos aparatos institucionais do Estado, reitera o potencial de suas lutas diárias pela sobrevivência, de negação do instituído, confirmado pela construção de formas próprias de relacionamento com as instituições de políticas sociais, públicas e privadas. Ainda que em perspectiva individual, suas práticas e lutas diárias, que chamam de correr atrás, expressam expectativas pela efetivação e ampliação de direitos. A finalização da tese aponta pela reafirmação da dimensão histórica dessas práticas e lutas que desenvolvem em prol dos direitos e da cidadania, os limites da perspectiva individual assim como a necessidade do aprofundamento da natureza política e pontual da política de Assistência Social como enfrentamento da pobreza.

This paper will critically consider the implications for Scottish athletes who have publicly stated their personal opinion on the Scottish independence referendum. Developments such as the inclusion of sport within the Scottish Government’s White Paper on Scottish independence, the establishment of the ‘Working Group on Scottish Sport’ and the establishment of the ‘Sport for Yes’ campaign group demonstrate the harnessing of sporting issues as an additional, if somewhat peripheral, debate point in the referendum campaigns (Lafferty, 2014; Scottish Government, 2013; Working Group on Scottish Sport, 2013, 2014). The latter of these developments, the establishment of the ‘Sport for Yes’ campaign group, is of particular interest, offering evidence of the explicit political mobilisation of past and present athletes in support of the ‘Yes Scotland’ pro-independence campaign. Whilst the pro-union ‘Better Together’ campaign does not possess a comparable group to the ‘Sport for Yes’ example, examples of athletes discussing the potential negative impact of Scottish independence on the funding and organisation of Scottish sport have been capitalised upon by pro-union campaigners, as exemplified in the comments of Sir Chris Hoy (BBC, 2013; Daily Record, 2013a). Given the negative reaction to Hoy’s comments from certain pro-independence campaigners (Daily Record, 2013b; Swanson, 2013), other Scottish athletes have understandably attempted to avoid controversy by refusing to align with either side of the referendum debate. This paper will therefore consider the potential pitfalls for athletes who publicly announce their political positions, whilst also scrutinising the extent to which such pronouncements are of political significance, drawing upon past academic analyses of the interrelationship between sport and politics (e.g. Coghlan, 1990; Houlihan, 1994; Jeffreys, 2012; Macfarlane, 1986; Whannel, 2008).

Portugal is one of the countries that has a constitutional regime of immunity. This protects certain individuals in political positions from prosecution under the law. These individuals are said to have a privileged status when compared to ordinary citizens. The purpose of this study is to examine the immunities enjoyed by President, the members of Parliament and the government ministers. The regime of immunities can be found to generate a certain sense of injustice and feelings of mistrust since the individual can not, albeit temporarily, be held criminally responsible for criminal conduct. It is urgent, therefore, to find a consistent justification with the principles and values of the Criminal Law. The Parliament is the place of the exercise of democratic power and, therefore, a member of Parliament assumes a central position in parliamentary activity. For this reason, it will be necessary to determine analysis to determine the meaning the prerogative of criminal irresponsibility. One question that must be asked is to know how the dogmatic plan that the immunities of the political organs of sovereignty must be seen.

Comprendre les présupposés qui fondent les rapports au monde des individus selon leur appartenance civilisationnelle nécessite des outils et une méthode permettant de répondre à trois questions principales. D’abord, comment aborder le rapport que des individus et leurs collectivités entretiennent avec le monde et avec l’Autre selon leur propre système d’interprétations et d’explications de ces réalités? Ensuite, comment penser la diversité des collectivités humaines qui établissent de tels rapports? Finalement, comment aborder les dimensions collectives à travers les discours limités d’individus? Deux outils m’ont permis de prendre du recul face à ma subjectivité et d’accéder à un certain niveau de réalité et de validité quant aux faits rapportés et aux résultats atteints. Dans un premier temps, le réseau notionnel articulant les conceptions du monde (Ikenga-Metuh, 1987) comme phénomènes de civilisations (Mauss, 1929) accessibles par l’analyse des représentations sociales (Jodelet, 1997) permet de définir et d’étudier l’interface entre l’individuel et le collectif. Dans un deuxième temps, l’opérationnalisation de la recherche permet de cerner le XVIe siècle comme moment de rencontre propice à l’étude des civilisations andines et occidentales à travers les représentations du Soi espagnol et de l’Autre inca du chroniqueur Pedro Sarmiento de Gamboa. Finalement, la méthode d’analyse de discours (Sabourin, 2009) lève le voile sur une grammaire sociale polarisante entre le Soi et l’Autre, laquelle traverse les trois univers de sens (religieux, intellectuel et politique) observés dans le discours de Sarmiento. La mise à jour des positions théologiques, intellectuelles et politiques de l’auteur ouvre à son tour sur les récits et discours collectifs propres aux civilisations occidentales et andines de son époque, et permet un questionnement nouveau : cette polarisation est-elle unique à la localisation sociale de Sarmiento ou constitue-t-elle un phénomène civilisationnel proprement occidental ?

Au tournant des années 70, Paul Chamberland, cofondateur de la revue Parti pris, délaisse le nationalisme québécois pour épouser les idéaux de la contre-culture. Ce mémoire étudie la continuité discursive et poétique de cette conversion en surmontant la tentation de voir là un strict reniement des idéaux politiques de Chamberland. En utilisant la pragmatique littéraire, plus précisément les notions de discours constituant, d’ethos et de scénographie tels que développés par Dominique Maingueneau nous étudierons deux recueils emblématiques des positions politiques que prônait Chamberland au moment de leur rédaction, soit L’afficheur hurle et Éclats de la pierre noire d’où rejaillit ma vie. Nous les mettrons en étroit rapport avec les communautés discursives les ayant façonnés, soit celles constituées par Parti pris et la contre-culture. Nous verrons ainsi que les discours constituants éclairant les positionnements de Chamberland conditionnent son travail poétique en fonction de l’idéal humaniste du progrès humain et du dépassement de toute aliénation. Ainsi, le néonationalisme et la contre-culture, selon ce qu’ils définissent comme étant la cause de cette aliénation, conditionnent étroitement la scénographie présentée par chacun des recueils. Il sera alors possible de voir comment la démystification coloniale sur laquelle repose la rédaction de L’afficheur hurle se prolonge en se radicalisant dans le désir d’échapper à la dictature de la raison instrumentale, comme l’explore Chamberland dans Éclats de la pierre noire d’où rejaillit ma vie.

Cette thèse par articles porte sur le processus de constitution de la communauté de mouvement social antiautoritaire au Québec, entre 2000 et 2010. Partant du constat de l’évolution de cet acteur politique d’inspiration anarchiste dans la province au cours de cette période, la thèse interroge les facteurs qui ont favorisé sa construction progressive autour de composantes diversifiées. Telles qu’elles se révèlent au grand jour vers la fin de la décennie, les composantes de cette communauté de mouvement social sont en effet hétérogènes au regard des enjeux qui retiennent leur attention, mais convergent néanmoins dans l’adoption de positions politiques, de stratégies d’action et de modes organisationnels caractéristiques de la perspective antiautoritaire contemporaine. Bien que l’environnement politique général dans lequel intervient la communauté antiautoritaire au Québec ait influencer son développement, la thèse démontre que les dynamiques internes à cette communauté sont celles qui ont assuré la pérennité de cet acteur politique en favorisant l’intégration de la diversité qui s’est exprimée en son sein au cours de la période étudiée. Le fait d’appréhender le mouvement antiautoritaire sous l’angle conceptuel de la communauté de mouvement social permet ainsi d’aborder le développement de cet acteur politique dans la continuité, au-delà des seuls moments publics d’interaction avec les autorités. Ce faisant, cette approche met également en lumière les facteurs endogènes qui ont contribué à son développement. Dans la lignée des travaux sur les mouvements sociaux qui proposent une perspective théorique synthétique liant la considération des aspects structurels et culturels dans l’analyse, l’étude du processus de constitution de la communauté antiautoritaire au Québec fait ressortir le rôle des dimensions organisationnelles et identitaires dans ce phénomène. Cette thèse par articles contribue à cette perspective théorique par l’application de l’approche mécanistique dans l’étude des mouvements sociaux. Celle-ci met en relief, d’une part, l’interaction de ces dimensions organisationnelles et identitaires dans la constitution de la communauté antiautoritaire et documente, d’autre part, les dynamiques qui leur sont inhérentes. Le passage graduel du mouvement antiautoritaire vers la configuration de communauté de mouvement social a ainsi été marqué, d’une part, par un processus de constitution organisationnelle qui a interagi avec le processus de démarcation identitaire en cours au sein du mouvement. D’autre part, la communauté antiautoritaire a pu se développer entre 2000 et 2010 grâce à un processus de conciliation identitaire réalisé par le travail identitaire des militants et des militantes. Ces processus ont favorisé la construction d’une identité collective fondée sur la lutte contre la pluralité des formes d’oppression, exprimée à la fois dans le discours et dans les pratiques des acteurs de la communauté antiautoritaire au Québec. La démonstration analytique proposée dans cette thèse repose sur une approche méthodologique de recherche-action participative combinant observation participante, analyse d’entretiens et étude de sources documentaires. L’interprétation empirique de la communauté antiautoritaire est basée sur un projet réalisé conjointement avec le Collectif de recherche sur l’autonomie collective (CRAC) de l’Université Concordia, à Montréal.

Dans le domaine des drogues actuellement illicites, deux courants politiques opposés s'affrontent: un mouvement en faveur de la répression fait face à ce que l'on nomme bien souvent l'anti-prohibitionnisme. Comment, à partir de la réalité actuelle, en arrive-t-on à prendre des positions tellement opposées? L'objectif de cet article consiste à analyser les valeurs dominantes qui sont à la base de chacun de ces discours. La méthode privilégiée pour atteindre cet objectif consiste en une recension des écrits scientifiques des 20 dernières années. Quatre bases de données furent consultées: NCJRS, Socio-file, Psyclitt, et Current Content. De cette interrogation, 200 textes furent retenus pour analyse. L'analyse des écrits scientifiques traitant des politiques répressives envers les drogues et de la position anti-prohibitionniste a permis de faire ressortir trois valeurs principales: la gestion optimale des ressources humaines et sociales, la promotion et la santé, et la liberté individuelle vs la protection de l'état. Ces valeurs ne sont pas mutuellement exclusives puisque certaines idées invoquées en vue de justifier la position défendue peuvent s'appliquer à l'une ou l'autre des valeurs identifiées, démontrant combien ceux-ci sont fortement inter-reliées. Enfin, mentionnons que l'ensemble de ces écrits sur le thème étudié présente des faiblesses majeures - elles sont discutées en conclusion.
