La seguridad democrática, una estrategia de marketing político del gobierno de Álvaro Uribe Vélez: percepción vs. realidad 2002 – 2010

El interés de esta monografía es conocer las estrategias de marketing político utilizadas por Álvaro Uribe Vélez en el período 2002- 2010, que influyeron en la configuración de la percepción de seguridad de los colombianos. Por lo tanto se analizará cuáles fueron las estrategias de marketing político implementadas por Uribe, que estuvieron enfocadas en el aumento de la percepción de seguridad. Así mismo, se estudiará la estrategia política de marketing político en la política de seguridad democrática, contrastando la percepción de seguridad de los ciudadanos frente a las condiciones reales de seguridad.

Perception of quality in certified organic pineapples by farmers in Kayunga district, Central Uganda: Implications for food security

In East Africa, Uganda is one of the major producers of organic pineapples for export. These pineapples are mainly produced in central Uganda and have to meet stringent quality standards before they can be allowed on international markets. These quality standards may put considerable strain on farmers and may not be wholly representative of their quality interpretation. The aim of this paper is therefore, to determine the Ugandan organic pineapple farmers’ quality perception, the activities they carry out in order to attain that quality and challenges (production, postharvest & marketing) faced on the same. Qualitative semi-structured interviews were carried out among 28 organic pineapple farmers in Kayunga district, central Uganda. Findings suggest that quality of organic pineapples is mainly perceived in terms of product attributes particularly appearance followed by food security provision. Certification plays a minor role in what farmers describe as organic quality. High production input costs (labour and coffee husks) coupled with a stagnant premium are some of the major challenges faced by farmers in attaining organic quality. The paper argues that currently there are concealed negative food security effects embroiled in these pineapple schemes. It is recommended that the National Organic Agricultural Movement of Uganda (NOGAMU) works with all relevant stakeholders to have the farmer premium price raised and an official organic policy enacted.

Everything you do : young adult fiction and surveillance in an age of security

Espionage, surveillance and clandestine operations by secret agencies and governments were something of an East–West obsession in the second half of the twentieth century, a fact reflected in literature and film. In the twenty-first century, concerns of the Cold War and the threat of Communism have been rearticulated in the wake of 9/11. Under the rubric of ‘terror’ attacks, the discourses of security and surveillance are now framed within an increasingly global context. As this article illustrates, surveillance fiction written for young people engages with the cultural and political tropes that reflect a new social order that is different from the Cold War era, with its emphasis on spies, counter espionage, brainwashing and psychological warfare. While these tropes are still evident in much recent literature, advances in technology have transformed the means of tracking, profiling and accumulating data on individuals’ daily activities. Little Brother, The Hunger Games and Article 5 reflect the complex relationship between the real and the imaginary in the world of surveillance and, as this paper discusses, raise moral and ethical issues that are important questions for young people in our age of security.

Implicaciones de la política de seguridad democrática del gobierno de Álvaro Uribe en el desarrollo de las estrategias de seguridad nacional de Venezuela, Brasil y Perú

La presente monografía tiene por objeto estudiar y analizar las reacciones generadas en Venezuela, Brasil y Perú ante la implementación de la Política de Seguridad Democrática en Colombia, pues el desarrollo de una política de seguridad nacional termina generando en múltiples ocasiones lo que Robert Jervis denomina un Dilema de Seguridad. Así pues se hará necesario demostrar los resultados de dicha política para la seguridad nacional del Estado colombiano para posteriormente evaluar las implicaciones para la seguridad de los Estados vecinos y finalmente estudiar los mecanismos adoptados por estos con el fin de preservar su seguridad y disminuir la posible amenaza representada por Colombia.
