Assessing police classifications of sexual assault reports: A meta-analysis of false reporting rates

The objective of the study was to determine, through meta-analysis, the rate of confirmed false reports of sexual assault to police. The meta-analysis initially involved a search for relevant articles. The search revealed seven studies where researchers or their trained helpers evaluated reported sexual assault cases to determine the rate of confirmed false reports. The meta-analysis calculated an overall rate and tested for possible moderators of effect size. The meta-analytic rate of false reports of sexual assault was .052 (95% CIs .030, .089). The rates for the individual studies were heterogeneous, suggesting the possibility of moderators of rate. However, the four possible moderators examined, year of publication, whether the data set used had information in addition to police reports, whether the study was completed in the U.S. or elsewhere, and whether inter-rater reliabilities were reported, were all not significant. The meta-analysis of seven relevant studies shows that confirmed false allegations of sexual assault made to police occur at a significant rate. The total false reporting rate, including both confirmed and equivocal cases, would be greater than the 5 percent rate found here.
Sleep-related crash characteristics: Implications for applying a fatigue definition to crash reports

Sleep-related (SR) crashes are an endemic problem the world over. However, police officers report difficulties in identifying sleepiness as a crash contributing factor. One approach to improving the sensitivity of SR crash identification is by applying a proxy definition post hoc to crash reports. To identify the prominent characteristics of SR crashes and highlight the influence of proxy definitions, ten years of Queensland (Australia) police reports of crashes occurring in ≥100 km/h speed zones were analysed. In Queensland, two approaches are routinely taken to identifying SR crashes. First, attending police officers identify crash causal factors; one possible option is ‘fatigue/fell asleep’. Second, a proxy definition is applied to all crash reports. Those meeting the definition are considered SR and added to the police-reported SR crashes. Of the 65,204 vehicle operators involved in crashes 3449 were police-reported as SR. Analyses of these data found that male drivers aged 16–24 years within the first two years of unsupervised driving were most likely to have a SR crash. Collision with a stationary object was more likely in SR than in not-SR crashes. Using the proxy definition 9739 (14.9%) crashes were classified as SR. Using the proxy definition removes the findings that SR crashes are more likely to involve males and be of high severity. Additionally, proxy defined SR crashes are no less likely at intersections than not-SR crashes. When interpreting crash data it is important to understand the implications of SR identification because strategies aimed at reducing the road toll are informed by such data. Without the correct interpretation, funding could be misdirected. Improving sleepiness identification should be a priority in terms of both improvement to police and proxy reporting.

The National Road Safety Strategy 2011-2020 outlines plans to reduce the burden of road trauma via improvements and interventions relating to safe roads, safe speeds, safe vehicles, and safe people. It also highlights that a key aspect in achieving these goals is the availability of comprehensive data on the issue. The use of data is essential so that more in-depth epidemiologic studies of risk can be conducted as well as to allow effective evaluation of road safety interventions and programs. Before utilising data to evaluate the efficacy of prevention programs it is important for a systematic evaluation of the quality of underlying data sources to be undertaken to ensure any trends which are identified reflect true estimates rather than spurious data effects. However, there has been little scientific work specifically focused on establishing core data quality characteristics pertinent to the road safety field and limited work undertaken to develop methods for evaluating data sources according to these core characteristics. There are a variety of data sources in which traffic-related incidents and resulting injuries are recorded, which are collected for a variety of defined purposes. These include police reports, transport safety databases, emergency department data, hospital morbidity data and mortality data to name a few. However, as these data are collected for specific purposes, each of these data sources suffers from some limitations when seeking to gain a complete picture of the problem. Limitations of current data sources include: delays in data being available, lack of accurate and/or specific location information, and an underreporting of crashes involving particular road user groups such as cyclists. This paper proposes core data quality characteristics that could be used to systematically assess road crash data sources to provide a standardised approach for evaluating data quality in the road safety field. The potential for data linkage to qualitatively and quantitatively improve the quality and comprehensiveness of road crash data is also discussed.

Historically political song has often been perceived negatively, as a disturbance of the peace, summed up by the legendary line from Goethe’s Faust: “Politisches Lied – ein garstiges Lied”. In the period in Germany of the Vormärz (from 1815 up to the revolution of March 1848), however, we see how this perception may be changing as it increasingly becomes a means of self-expression in public life. This was the era of restauration, in which broader sections of German society are striving for political emancipation from the princes and kings. A whole host of political themes emerge in the songs (Freiheitslieder) of that period in which a new oppositional political consciousness is reflected. The themes range from freedom of speech, freedom from censorship, and the need for democratic and national self-determination to critiques of injustice and hunger, and parodies of political convention and opportunism. Sources of reception give indications about the social and political milieus in which these songs circulated. Such sources include broadsheets, handwritten manuscripts, song collections, commemoration events, advertisements in political press, memoires, police reports and general literature of the time. In many cases we see how these songs reflect the emerging social and political identities of those who sing them. One also sees the use of well known melodies in the popular dissemination of these songs. An intertextual function of music often becomes apparent in the practice of contrefacture whereby melodies with particular semantic associations are used to either underline the message or parody the subject of the song.

Objectifs. L’objectif de ce mémoire est de parfaire nos connaissances quant à l’effet des actions policières sur les collisions routières au Québec. Ultimement, ce mémoire permettra d’identifier les conditions nécessaires pour que l’action policière influe sur les comportements des automobilistes. Pour se faire, deux études de cas sont employées. Dans un premier temps, nous évaluons l’effet d’un relâchement d’environ 60 % dans l’émission de constats d’infraction par les policiers de la ville de Québec sur les collisions avec blessures. Dans cet article, nous distinguons également les effets respectifs des constats d’infraction, des interceptions policières sans constat et des médias. Dans un second temps, nous évaluons l’impact d’une stratégie de sécurité routière mise en place conjointement par l’Association des directeurs de police du Québec (ADPQ) et la Société de l’assurance automobile du Québec (SAAQ). Dans les deux cas, un changement important est survenu dans l’émission de constats d’infraction émis en vertu du Code de la sécurité routière (CSR). Méthodologie. Afin d’évaluer l’effet de ces deux stratégies, nous avons agrégé les données sur les collisions et infractions au CSR sur une base mensuelle. Ces données proviennent principalement des rapports de collisions et des constats d’infraction remplis par les policiers et transmis à la SAAQ. Dans l’ensemble, nous avons utilisé un devis quasi-expérimental, soit celui des séries chronologiques interrompues. Résultats. Les résultats des deux articles démontrent que les policiers sont des acteurs clés en matière de sécurité routière. Les collisions avec blessures sont affectées par les fluctuations de leurs activités. La première série d’analyses établit qu’un relâchement d’environ 60 % dans le nombre de constats émis par les policiers se traduit par une hausse d’environ 10 % des collisions avec blessures, ce qui correspond à 15 collisions avec blessures supplémentaires par mois sur le territoire du Service de police de la ville de Québec. De plus, nos résultats montrent qu’une interception policière suivie d’un avertissement verbal n’est pas suffisante pour prévenir les collisions. De même, l’effet observé n’est pas attribuable aux médias. La deuxième série d’analyse montre que la stratégie conjointe de l’ADPQ et de la SAAQ, caractérisée par une hausse des constats émis et des campagnes médiatiques, fut suivie de baisses variant entre 14 et 36 % des collisions avec blessures graves. Interprétation. Les résultats démontrent que les actions policières ont une influence sur le bilan routier. Par contre, avant d’influer sur le comportement des automobilistes, certaines conditions doivent être respectées. Premièrement, l’intensité des contrôles policiers doit être suffisamment modifiée par rapport à son niveau initial. Deuxièmement, que ce soit une hausse ou une baisse, ce niveau doit être maintenu sur une période relativement longue (entre 12 et 24 mois environ) pour que les automobilistes soient exposés au message pénal et qu’ils considèrent ce changement dans le niveau de répression comme étant crédible. Troisièmement, l’émission de constats est un élément clé; la simple présence policière n’est pas suffisante pour prévenir les collisions. Enfin, les campagnes de sensibilisation semblent importantes, mais d’autres études sont nécessaires pour mieux apprécier leur rôle.

Este estudo apresenta como questão central: Por que desconcentrar o Departamento de Polícia Técnica e Científica com a criação e implantação de coordenadorias nas sub-regiões da Secretaria de Segurança Pública, Defesa e Cidadania do Estado de Rondônia? Para responder tal questão que norteia o presente estudo volta-se o enfoque para a gestão dos serviços praticados pelos órgãos de perícia técnica nas diversas regiões do Estado visando o princípio da eficiência e da produtividade, bem como do aspecto social dos órgãos de segurança pública, pois, em última análise, são estes os que deveriam agir em conjunto com a sociedade visando a garantia da aplicação da lei e da justiça a todos, com o objetivo de contribuir na gestão dos órgãos regionais, além de atender ao controle social pelo cidadão, com a criação de coordenadorias regionais naquela instituição. Como instrumento para coleta de dados optou-se pelo questionário com perguntas selecionadas sobre os conceitos dos temas abordados, e sobre as perspectivas de mudanças de formatação diferenciada da perícia no interior do estado aplicado através do fórum dos Peritos Criminais do Estado de Rondônia, via internet. Também foram realizadas pesquisas bibliográficas, documentais e a análise de dados populacionais, geográficos, de ocorrências policiais e de número de peritos. Os dados mostram que entre os profissionais da área existe um desconhecimento da distinção entre os conceitos de desconcentração e de descentralização. Apesar desse fato, as respostas apontam para a unanimidade com relação à necessidade de haver uma desconcentração do setor, que visa o reconhecimento das unidades regionais e a melhoria do trabalho produzido para a sociedade. Ao confrontar os dados referentes à área de atuação de cada uma das sub-regiões do Instituto de Criminalística, dentre as quais as unidades existentes e as desarticuladas (com área geográfica de atuação, população atingida e número de ocorrências realizadas por período de tempo escolhido), com os dados obtidos simultaneamente na sede fixada à capital do estado, ficou ainda mais clara a necessidade de desconcentração da perícia criminal no interior do estado, constatando-se a urgente e necessária criação de polos gestores em sintonia com o órgão central, desde que tal seja realizado como política pública.

Este estudo tem como objetivo avaliar a prevalência de lesões de cabeça e pescoço em mulheres, frente aos inquéritos policiais registrados como lesão corporal e maus-tratos na Delegacia de Defesa da Mulher de Araçatuba, São Paulo, Brasil, no ano de 2002. Foram totalizados 204 inquéritos policiais no ano de 2002, e destes extraídos 33 laudos periciais referentes aos crimes de lesões corporais e maus-tratos em mulheres. Analisou-se nos laudos médicos da perícia, aspectos relativos à idade das vítimas e local das lesões por elas apresentadas na ocasião do exame. Os resultados encontrados revelam que as agressões ocorrem em faixas etárias diversas, com predominância na infância e adolescência. Além disso, ocorreu a maior prevalência de lesões na região da cabeça e pescoço, área de atuação do cirurgião-dentista que necessita estar preparado para atender, entre outros, o paciente vítima de violência.

This study aimed to investigate the profile of the occurrence of abuse against children and adolescents. We analyzed the data recorded in police reports from the Department of Women's Defense, Araçatuba-SP, in 2008, relating to assault, victim-offender relationship, sociodemographic characteristics of offenders and victims, and victims' demand for health services. Among the accusations, there was a higher prevalence of physical abuse, being the residence the place of higher incidence of aggression. In most cases, the aggressor was the mother of the child, being the subject of aggression not reported, in most cases. Thus, we can define the profile of violent incidents against children, contributing to the visualization, knowledge and to deal with the problem.

O tema abordado é o referente à violência doméstica e familiar contra a mulher, com recorte na violência conjugal. Este trabalho analisa as limitações da Lei Maria da Penha em seu eixo repressivo. A questão abordada foi a relação entre os entraves no fluxo dos procedimentos policiais decorrentes da condição de procedibilidade (autorização da vítima) e o número de arquivamento de ocorrências. Analisamos a série histórica de registros de ocorrências feitas na Delegacia de Crimes Contra a Mulher, da cidade de Macapá – Estado do Amapá, relativos ao período de 2007 a 2011. A pesquisa teve um caráter quantitativo que constou da análise do banco de dados da Delegacia de Crimes contra a Mulher de Macapá/AP, relativo aos delitos afetos à Lei Maria da Penha. Constatou-se que há um desencontro de vontades entre grande parte das vítimas e a legislação em vigor com o fim de protegê-las, tendo em vista o alto índice de não oferta de representação que os dados apresentaram. Por outro lado, há por parte do Estado uma posição estritamente legalista que concorre para a continuidade do problema.
“Vidas singulares. Estranhos poemas”: um estudo sobre a infâmia em Eneida e em Lygia Fagundes Telles

Este trabalho pretende investigar a forma em que a literatura apropria-se da figura social do indivíduo infame a partir das crônicas e do conto presentes nos livros A Estrutura da Bolha de Sabão, de Lygia Fagundes Telles e Aruanda, de Eneida de Moraes, respectivamente. Ao pensar no que qualificaria a infâmia, será utilizado como conceito norteador o de Michel Foucault, presente no ensaio A vida dos homens Infames. O que se pretenderá mostrar, portanto, será o registro literário do estigma de um sujeito alhures, uma figura repelida e excluída do convívio social por fugir ao controle das convenções e até mesmo das leis institucionalizadas pelo Estado. Perde, por isso, tanto o direito à liberdade física quanto o de narrar sua própria vida – esta passou a ser contada por registros clínicos, boletins policiais, ou mesmo sentenças jurídicas. Espera-se, através desta pesquisa, mostrar a forma na qual as narrativas literárias utilizam de personagens sociais de seu tempo também para questionar a moral e a conduta imposta por dispositivos de poder e discursos autoritários vislumbrando, assim, o texto literário como instrumento de resistência social.
