Police are an essential part of the justice system. They are the frontline actors in keeping the peace, social stability and cohesion. Thus good governance relies on honest policing. However, there will always be at least a small group of corrupt police officers, even though Australians are culturally averse to corruption (Khatri, Tsang, & Begley, 2006). There have been many cases where the allegations of police corruption have reached to the highest levels of a state police force (Blanch, 1982) and, in the case of the Fitzgerald Inquiry (Fitzgerald, 1989), ended in a commissioner being convicted of corruption.

The institution the police force has been established to protect citizens and their property from harm and predatory opportunism. However, there have been occasions when the very people assigned to protect become part of the predatory force against society. Predatory policing occurs when the police use their powers to extort money in the form of bribes. While, the concept is receiving attention in Europe but there have not been any direct studies in Australia. To overcome this research deficit and determine the extent, if any, of predatory policing in Australia data is interrogated from four police corruption inquiries in the Australian states of Queensland, New South Wales, Victoria and Western Australia. In addition, it examines the role of the type of networks used by corrupt police officers. The synthesis and application of public corruption and network literatures to the predatory policing domain provides new and relevant insights to assist those responsible for the administration of our institutions of justice. The paper concludes with a framework, drawn from the first stage of the project, to assist in the conceptualisation and monitoring of this public problem.

Despite the perennial nature of the problem of gratuities in considerations of police ethics, many prior analyses of this issue have rested on anecdotal, piecemeal or hypothetical considerations.. This paper draws on a unique sample of actual complaint cases involving gratuities, providing evidence of a range of public concerns about the problem. Gratuities are analysed and contextualised by reference to the concept of conflict of interest, which draws attention to the potential for the performance of public duty to be tainted in fact or appearance. In either case, public trust in the integrity of the police is damaged, giving rise to "political optics" as a key problem with gratuities.  The paper argues that an accountability ethos must be developed to promote active responsibility and a preparedness to prioritise the public interest in policing.

Esta pesquisa teve por objetivo identificar os aspectos de uma polícia profissional presentes na literatura especializada sobre o assunto e compará-los com a Polícia Federal Brasileira, utilizando-se de pesquisa bibliográfica, documental e de campo. Para isso, pesquisou-se os conceitos de profissionalização policial na literatura e verificou-se que sua definição é controversa e complexa e que as reformas ocorridas nas policias ocidentais, principalmente nos EUA e Inglaterra, no final do século XIX até metade do século XX, criaram um modelo burocrático de polícia, com uma estrutura militarizada e com ênfase na aplicação da lei. Esse modelo influenciou o modelo profissional das polícias brasileiras, e em destaque, a Polícia Federal brasileira. Identificou-se dez principais aspectos de uma polícia profissional. Estes foram divididos em 18 itens, e realizou-se uma pesquisa documental para verificar como esses aspectos estavam presentes na Polícia Federal brasileira e levantou-se algumas hipóteses/suposições sobre os problemas encontrados. Após, realizou-se pesquisa quantitativa, através de um questionário estruturado, com 25 perguntas, para a população de policiais federais dos cargos de Agente, Escrivão e Papiloscopistas de Polícia Federal lotados na Delegacia de Polícia Federal em Foz do Iguaçu-PR, sobre os aspectos verificados na pesquisa documental Com a pesquisa, verificou-se que, na opinião dos respondentes, os itens com maiores problemas eram os relacionados à carreira policial (promoção de classes, funções do cargo e avaliação de desempenho), controle interno (estrutura de corregedorias e aplicação de penalidade), remuneração, cursos de progressão de classes na carreira e a relação democrática entre os servidores policiais. Em relação aos itens mais bem avaliados, destacam-se os relacionados à formação profissional do policial, a deontologia policial e o relacionamento democrático do policial federal com o cidadão.

Since ethics is such a predominant subject of interest on one hand, and graduating from a two or three-year college police technology program is the first step towards a police career un Quebec on the other, this study will look at the ethics of an incoming cohort of students in a two or three-year college professional police technology program. One of the aims will be to develop a profile of young people wishing to pursue a career in policing.||Résumé : Dans un premier temps, étant donné que l'éthique est un sujet d'intérêt majeur et que, dans un deuxième temps, un diplôme en techniques policières dans un programme collégial de deux ou trois ans est un prérequis pour une carrière policière au Québec, cette étude se penchera sur l'éthique d'une cohorte d'étudiants d'un tel programme. Un des buts de cette étude sera de déterminer le profil des jeunes qui désirent poursuivre une carrière policière.

Encouraging Ethics and Preventing Corruption brings theory and practice together in addressing the question: How are we to be ethical in public life and through public institutions? It is a major contribution to public sector ethics within Australia and internationally because it provides an exhaustive analysis of reform across a decade in one jurisdiction, Queensland, and then proceeds to itemise a best practice integrity system or ethics regime. Drawing on the extensive research of two of Australia's leading practical ethicists, this text is essential reading for all students and practitioners of applied and professional ethics in the public sphere. Part A of the text provides a preferred theoretical and conceptual framework which both justifies and guides the development of a public sector ethics regime. Part B examines the place of the individual within a world of institutional ethics. Part C outlines the Queensland governance reforms introduced since 1989 following the Fitzgerald Inquiry which exposed corruption in the police and ministry. The final chapter, the 'Epilogue', gathers the insights of earlier chapters and suggests a more explicitly ethics-centred approach to governance reform that may take us 'beyond best practice'. Clearly, while it is the Australian context we have in mind, we are confident that this is a text which addresses the quest for integrity and ethics in government wherever society is committed to social and liberal democratic ideals.

IT professionals work in an environment which is under continual innovation, exerts a global influence and yet is relatively young. In such a context, how can professionals be effectively supported in their ethical practice? IT professional ethics has predominantly focussed on external standards or internal reasoning. However, attention also has to be paid to professionals’ experience of ethics, which influences how they interpret standards and construct reasoning. A comprehensive experience of ethics will embrace the professional’s inner circle, their employer, their client and humanity. In order to promote such a comprehensive view, we need to re-conceptualise a) the IT discipline, focussing on information users; b) professional ethics, adopting other-centred attitudes; and c) professional development, pursuing a change in lived experience. This book is written for those interested in professional ethics (practitioners, educators, professional bodies and employers), especially in the computing field.

Hirst and Patching's second edition of Journalism Ethics: Arguments and Cases provides a fully updated exploration of the theory and practice of ethics in journalism. The authors situate modern ethical dilemmas in their social and historical context, which encourages students to think critically about ethics across the study and practice of journalism. Using a unique political economy approach, the text provides students with a theoretical and philosophical understanding of the major ethical dilemmas in journalism today. It commences with a newly recast discussion of theoretical frameworks, which explains the complex concepts of ethics in clear and comprehensive terms. There is a need for educational frameworks for computer ethics education. This discussion paper presents an approach to developing students’ moral sensitivity, an awareness of morally relevant issues, in project-based learning (PjBL). The proposed approach is based on a study of IT professionals’ levels of awareness of ethics. These levels are labelled My world, The corporate world, A shared world, The client’s world and The wider world. We give recommendations for how instructors may stimulate students’ thinking with the levels and how the levels may be taken into account in managing a project course and in an IS department. Limitations of the recommendations are assessed and issues for discussion are raised.

This chapter presents a new approach to IT ethics education that may be used by teachers in academic institutions, employees responsible for promoting ethics in organisations and individuals wanting to pursue their own professional development. Experiential ethics education emphasises deep learning that prompts a changed experience of ethics. We first consider how this approach complements other ways of engaging in ethics education. We then explore what it means to strive for experiential change and offer a model which may be useful in pursuing IT professional ethics education in this way.
