The model of strategic city planning is applied to Latin American and Brazilian cities since the 1990s. Notwithstanding, in many cities, the production of space has not followed the international model stricto sensu, but a variation of the model, here called, strategic city planning without a plan or peripheral (or yet incomplete) urban entrepreneurialism . This seeks to build city attributes in order to qualify cities for the competitive international and/or regional markets. This includes the production of iconic buildings and structures, here called urban icons. They rapidly become symbols in the contemporary city landscape, facilitating the promotions of the city for tourism and business. This also helps produce charismatic leaderships. However, what it does best is to promote real estate development. This dissertation seeks to understand the role of iconic buildings in the promotion of real estate business in Natal, especially how it helps to fuel prices in the market. The research is done by use of interviews with civil servants and private entrepreneurs related to real estate business

In Brazil, the discussion about the urban voids appear related to the capitalist urban expansion process, when the urban growth act the cities were expanding toward the periphery, leaving in the interstices vacant land, kept out of the market waiting for the real estate valuation. In Natal, the formation of voids was triggered by the process of fragmentation of space promoted mainly by the urban sprawl with the emergence of new neighborhoods, lots of openings, housing developments and the emergence of new lines of commercial centrality. In this sense, this study aims to understand the role played by urban voids in the real estate dynamics and the production process of the Natal city space. For this, it was adressed the concept building on the conception of different authors and were characterized four types of gaps that best explained the phenomenon in the context of the work proposal addressed, such as idle, empty expectant, empty-brownfield areas and institutional areas. For each of these events were considered an example in the general context of the city through semi-structured interviews with technicians, managers and public officials in promoting the city and /or related to management of urban voids.

A análise busca averiguar as relações e influências do modelo de planejamento estratégico urbano (ou de cidades) ― como recorte temático estudado a partir do modelo de planejamento estratégico da Escola Catalã ― no atual Plano Diretor de Desenvolvimento Urbano Ambiental de Porto Alegre (PDDUA), como estudo de caso de como se expressam nos instrumentos de planejamento urbano as novas tendências de desenvolvimento local. Considerando fator relevante às motivações conjunturais, as quais respondem a elaboração do PDDUA e do planejamento estratégico de cidades.

The metropolitan regions of Northeast Brazil are being gradually included in a scenario of international investments, which are motivated by the restructuring of both touristic and real-estate sectors. The new capital, real-estate developers and space configurations that result from this process indicate the need for the creation and implementation of public tools which should, at least, allow the mitigation of the urban impacts and environmental losses resulting from this situation. The effects on landscape and on the socio-spatial configuration result from the intensification caused by the dynamism of the "real estate-tourism" sector. There is a regional integration as an expression of the urban expansion of the metropolitan area of Natal. This study investigates the uniqueness of the restructuring and territorial integration of coastal areas and the strategies of the circuit of capital accumulation formed by linking the real estate to tourism. It is intended to increase the understanding about the strategies of tourism, real estate and public policy agents involved in this territorial reconfiguration and in the fund-raising needed for the investments, to understand the existing social and environmental effects and their future trends and also to understand the forms of spatial production as results from the practices of approaching the land transformation and the tourism valorization of the landscape, in a synchronous manner, first in the Northeast region and, as a focal study, in the Metropolitan Area of Natal. Likewise, it is intended to apprehend the current processes of metropolization of the eastern coast of Rio Grande do Norte, in addition to indicate its physical-territorial transformation and the types of projects/developments promoted by the market in the recent period. Based upon analysis undertaken for the Metropolitan Region of Natal RN, this piece of work presents some considerations on possible legal instruments that can be adjusted to the municipalities which are experiencing the impact of this peculiar and recent phenomenon in the region, caused by the arrival of the real estate-touristic capital. It is also intended to point out basic proposals to the forms of public intervention, in a speculative way, starting from a Metropolitan Planning project within a medium and long term

O presente trabalho se configura como um estudo exploratório sobre os condicionantes que permitiram a adoção e a perpetuação do processo de planificação das cidades do Rio de Janeiro e de Barcelona. Foram verificados os condicionantes políticos, históricos e sociais, e a gestão de políticas pública. Dentro desta análise, procurou-se desvendar a visão dos agentes envolvidos na concepção dos planos estratégicos instituídos nas duas cidades, observando o que sustentou ao longo do tempo os seus planejamentos e de que forma estes se configuraram. Para tal, utilizaram-se pesquisa documental, bibliográfica, conjuntamente com entrevistas em profundidade semi-estrutradas com agentes envolvidos diretamente na concepção dos planos estratégicos das duas cidades. A partir daí, geraram-se as categorias para a análise do material, que foi analisado por meio da técnica de análise de conteúdo. Concluiu-se ao final que o condicionante que mais influenciou na adoção e na perpetuação do método de planificação em Barcelona foi o condicionante institucional, e no Rio de Janeiro foi o condicionante político.

O distanciamento identificado entre as teorias do campo de estratégia e organização e a prática das empresas motivou o desenvolvimento de uma abordagem de pesquisa comumente denominada “estratégia como prática”. Neste trabalho buscamos contribuir com essa nova abordagem explorando a prática de planejamento estratégico. A pesquisa se baseou num estudo de caso único exploratório em uma empresa organizada por projetos que identificou os processos de mudança na prática de planejamento estratégico do caso. Esses processos foram analisados por meio uma abordagem inspirada na teoria da estruturação de Giddens (1984), indicando que o nível adequado de formalização da prática de planejamento estratégico deve ser dado por sua estruturação na dinâmica social da organização que, por sua vez, é permeada por “lutas” entre indivíduos pela definição da noção de planejamento estratégico na empresa e, no caso estudado, sofreu a influência de dois fatores principais: (i) adoção de um discurso da “excelência”, e (ii) o papel de práticas e procedimentos de planejamento em uso.

O objetivo desta pesquisa foi estudar os desafios para o uso do planejamento estratégico em organizações públicas. Com base na literatura sobre planejamento estratégico e administração pública, buscou-se o arcabouço teórico das limitações e barreiras para o uso do planejamento estratégico em organizações públicas. Os dados foram coletados por meio de entrevistas com administradores públicos que lidam diretamente com o planejamento estratégico em suas organizações públicas, além de entrevistas com especialistas em gestão pública (acadêmicos e prestadores de assessoria técnica em gestão). Como resultado da análise, foram identificadas cinco dimensões que agrupam os principais desafios para o uso do planejamento estratégico em organizações públicas: (1) Garantir engajamento e compromisso dos envolvidos com o planejamento estratégico; (2) Compreender que processo decisório deve considerar diferentes percepções e expectativas; (3) Ter flexibilidade para lidar com fatores políticos e a rotatividade; (4) Ter sensibilidade com a cultura organizacional e princípios da administração pública; e (5) Compreender a dinâmica do provimento dos recursos humanos e financeiros das organizações públicas.
Balanced scorecard: o caso do município de Santos - gestão por resultados e planejamento estratégico

O presente trabalho pretende estabelecer um nexo entre a implantação do Programa Participação Direta nos Resultados - PDR da Prefeitura de Santos, uma das principais cidades do Estado de São Paulo e o Balanced Scorecard. Cabe esclarecer que a analise a ser feita é baseada nos resultados encontrados e já mencionados no trabalho anteriormente apresentado denominado “Incentivo à cultura de resultados: implantação do programa participação direta nos resultados”, da MPGPP-FGV Termo de Referência para Trabalho Final – 2014
