Estudo de caso que analisa a aprovação da emenda de plenário nº 387 de 2010, chamada de emenda Ibsen Pinheiro/Humberto Souto, que pretendeu redistribuir as riquezas advindas dos royalties do petróleo, a partir do estabelecimento de critérios de maior equalização como o da distribuição via Fundo de Participação de Estados e Municípios (FPE/FPM). A partir do entendimento segundo o qual tal aprovação se deu por causa da fragmentação (derrocada) do pacto federativo, dado a centralização histórica do processo de arrecadação tributária nas mãos da União, posição alcançada e motivada, diga-se de passagem, pela abdicação de Estados e Municípios do papel de principal arrecadador, se tornando atores secundários. O estudo argumenta que a principal dificuldade enfrentada pelos entes subnacionais é de ordem econômica e os desenhos constitucionais desde a promulgação da Constituição republicana de 1891, não foi capaz de dirimir tal situação. E mesmo com a promulgação da Constituição de 1988, chamada de a mais descentralizadora, uma melhor distribuição de recursos falhou em suas tentativas.

Water injection is the most widely used method for supplementary recovery in many oil fields due to various reasons, like the fact that water is an effective displacing agent of low viscosity oils, the water injection projects are relatively simple to establish and the water availability at a relatively low cost. For design of water injection projects is necessary to do reservoir studies in order to define the various parameters needed to increase the effectiveness of the method. For this kind of study can be used several mathematical models classified into two general categories: analytical or numerical. The present work aims to do a comparative analysis between the results presented by flow lines simulator and conventional finite differences simulator; both types of simulators are based on numerical methods designed to model light oil reservoirs subjected to water injection. Therefore, it was defined two reservoir models: the first one was a heterogeneous model whose petrophysical properties vary along the reservoir and the other one was created using average petrophysical properties obtained from the first model. Comparisons were done considering that the results of these two models were always in the same operational conditions. Then some rock and fluid parameters have been changed in both models and again the results were compared. From the factorial design, that was done to study the sensitivity analysis of reservoir parameters, a few cases were chosen to study the role of water injection rate and the vertical position of wells perforations in production forecast. It was observed that the results from the two simulators are quite similar in most of the cases; differences were found only in those cases where there was an increase in gas solubility ratio of the model. Thus, it was concluded that in flow simulation of reservoirs analogous of those now studied, mainly when the gas solubility ratio is low, the conventional finite differences simulator may be replaced by flow lines simulator the production forecast is compatible but the computational processing time is lower.

The occurrence of heavy oil reservoirs have increased substantially and, due to the high viscosity characteristic of this type of oil, conventional recovery methods can not be applied. Thermal methods have been studied for the recovery of this type of oil, with a main objective to reduce its viscosity, by increasing the reservoir temperature, favoring the mobility of the oil and allowing an increasing in the productivity rate of the fields. In situ combustion (ISC) is a thermal recovery method in which heat is produced inside the reservoir by the combustion of part of the oil with injected oxygen, contrasting with the injection of fluid that is heated in the surface for subsequent injection, which leads to loss heat during the trajectory to the reservoir. The ISC is a favorable method for recovery of heavy oil, but it is still difficult to be field implemented. This work had as an objective the parametric analysis of ISC process applied to a semi-synthetic reservoir with characteristics of the Brazilian Northeast reservoirs using vertical production and vertical injection wells, as the air flow injection and the wells completions. For the analysis, was used a commercial program for simulation of oil reservoirs using thermal processes, called Steam, Thermal and Advanced Processes Reservoir Simulator (STARS) from Computer Modelling Group (CMG). From the results it was possible to analyze the efficiency of the ISC process in heavy oil reservoirs by increasing the reservoir temperature, providing a large decrease in oil viscosity, increasing its mobility inside the reservoir, as well as the improvement in the quality of this oil and therefore increasing significantly its recovered fraction. Among the analyzed parameters, the flow rate of air injection was the one which had greater influence in ISC, obtaining higher recovery factor the higher is the flow rate of injection, due to the greater amount of oxygen while ensuring the maintenance of the combustion front

O principal objetivo deste trabalho foi à realização de um estudo geológico sobre os folhelhos fraturados da Formação Candeias que ocorrem em diferentes partes da Bacia do Recôncavo, sendo enfatizadas suas principais relações com a acumulação de petróleo. Este trabalho contempla, ainda, uma revisão bibliográfica acerca da evolução da campanha exploratória nesta bacia, desde seus primórdios, na década de trinta, além de uma análise sob as perspectivas na área de exploração e produção. A Bacia do Recôncavo, situada na região Nordeste do Brasil, está inserida numa grande bacia tafrogênica (Rifte abortado Recôncavo-Tucano-Jatobá), originada nos momentos iniciais de ruptura do paleocontinente Gondwana ocidental, no Eocretáceo, sob os campos de tensões que produziram o Oceano Atlântico. Em termos estratigráficos, a bacia guarda um importante registro geológico, compreendido por depósitos continentais (lacustres, fluvio-deltáicos, neríticos, eólicos e leques aluviais), sendo subdividido em seis seqüências sedimentares, referentes aos estágios pré-rifte e rifte. As principais acumulações de petróleo na bacia podem ser agrupadas em três grandes sistemas: pré-rifte, rifte-Candeias e rifte-Ilhas, representando plays exploratórios distintos. As perspectivas futuras para a Bacia do Recôncavo devem considerar a importância da identificação de novos plays exploratórios, através da caracterização de novos intervalos geradores e reservatórios, como é o caso dos folhelhos fraturados e do shale gas. Não menos importante é o desenvolvimento de novas técnicas de produção, aumentando o fator de recuperação de campos produtores.

Os métodos tradicionais de estimular a produção de petróleo, envolvendo a injeção de água, vapor, gás ou outros produtos, estabeleceram a base conceitual para novos métodos de extração de óleo, utilizando micro-organismos e processos biológicos. As tecnologias que empregam os processos de bioestimulação e bioaumentação já são amplamente utilizadas em inúmeras aplicações industriais, farmacêuticas e agroindustriais, e mais recentemente, na indústria do petróleo. Dada a enorme dimensão econômica da indústria do petróleo, qualquer tecnologia que possa aumentar a produção ou o fator de recuperação de um campo petrolífero gera a expectativa de grandes benefícios técnicos, econômicos e estratégicos. Buscando avaliar o possível impacto de MEOR (microbial enhanced oil recovery) no fator de recuperação das reservas de óleo e gás no Brasil, e quais técnicas poderiam ser mais indicadas, foi feito um amplo estudo dessas técnicas e de diversos aspectos da geologia no Brasil. Também foram realizados estudos preliminares de uma técnica de MEOR (bioacidificação) com possível aplicabilidade em reservatórios brasileiros. Os resultados demonstram que as técnicas de MEOR podem ser eficazes na produção, solubilização, emulsificação ou transformação de diversos compostos, e que podem promover outros efeitos físicos no óleo ou na matriz da rocha reservatório. Também foram identificadas bacias petrolíferas brasileiras e recursos não convencionais com maior potencial para utilização de determinadas técnicas de MEOR. Finalmente, foram identificadas algumas técnicas de MEOR que merecem maiores estudos, entre as técnicas mais consolidadas (como a produção de biossurfatantes e biopolímeros, e o controle da biocorrosão), e as que ainda não foram completamente viabilizadas (como a gaseificação de carvão, óleo e matéria orgânica; a dissociação microbiana de hidratos de gás; a bioconversão de CO2 em metano; e a bioacidificação). Apesar de seu potencial ainda não ser amplamente reconhecido, as técnicas de MEOR representam o limiar de uma nova era na estimulação da produção de recursos petrolíferos existentes, e até mesmo para os planos de desenvolvimento de novas áreas petrolíferas e recursos energéticos. Este trabalho fornece o embasamento técnico para sugerir novas iniciativas, reconhecer o potencial estratégico de MEOR, e para ajudar a realizar seu pleno potencial e seus benefícios.

One of the great challenges at present time related with the materials area concerns of products and processes for use in petroleum industry, more precisely related to the Pre-salt area. Progresses were reached in the last years allowing the drilling of the salt layer, with the time reduction for drilling and larger success at the end. For the oil wells companies the preponderant factor is the technology, however, in spite of the progress, a series of challenges is still susceptible to solutions and one of them refers to the slurries preparation for cementing in those areas. Inside of this context, this study had for objective to analyze the influence of the salts NaCl, KCl, CaSO4 and MgSO4 in strength and chemical structure of the hydrated products. As methodology, they were prepared and analyzed cement slurries with varied concentrations of these salts that are commonly found in the saline formations. The salts concentrations used in formulations of the slurries were of 5%, 15% and 30%. The slurries were formulated with specific weight of 15,8 lb / gal and the cement used was Class G. Strength tests were accomplished in samples cured by 24 hours and 28 days. Also were realized crystallographic characterization (XRD) and morphologic (SEM). In agreement with the presented results, it is observed that the largest resistance values are attributed to the slurries with concentration of 15%. There was reduction of the strength values of the slurries formulated with concentration of 30%. Through the characterization microstructural it was possible to note the salts influence in the main cement hydrated products
