Payment cards are a useful device to measure subjects’ preferences for a good and especially their willingness to pay for it. Together with some other similar elicitation methods, payment cards are especially appropriate for both hypothetical and incentive-compatible valuations of a good; a property which has prompted many researchers to use them in studies comparing stated and revealed valuations. The Strategy Method (hereafter SM) is a method based on a similar principle as that of payment cards, but is aimed at eliciting a subject’s full profile of responses to each of the strategies available to the rival(s).

This dissertation explores three aspects of the economics and policy issues surrounding retail payments (low-value frequent payments): the microeconomic aspect, by measuring costs associated with retail payment instruments; the macroeconomic aspect, by quantifying the impact of the use of electronic rather than paper-based payment instruments on consumption and GDP; and the policy aspect, by identifying barriers that keep countries stuck with outdated payment systems, and recommending policy interventions to move forward with payments modernization. Payment system modernization has become a prominent part of the financial sector reform agenda in many advanced and developing countries. Greater use of electronic payments rather than cash and other paper-based instruments would have important economic and social benefits, including lower costs and thereby increased economic efficiency and higher incomes, while broadening access to the financial system, notably for people with moderate and low incomes. The dissertation starts with a general introduction on retail payments. Chapter 1 develops a theoretical model for measuring payments costs, and applies the model to Guyana—an emerging market in the midst of the transition from paper to electronic payments. Using primary survey data from Guyanese consumers, the results of the analysis indicate that annual costs related to the use of cash by consumers reach 2.5 percent of the country’s GDP. Switching to electronic payment instruments would provide savings amounting to 1 percent of GDP per year. Chapter 2 broadens the analysis to calculate the macroeconomic impacts of a move to electronic payments. Using a unique panel dataset of 76 countries across the 17-year span from 1998 to 2014 and a pooled OLS country fixed effects model, Chapter 2 finds that on average, use of debit and credit cards contribute USD 16.2 billion to annual global consumption, and USD 160 billion to overall annual global GDP. Chapter 3 provides an in-depth assessment of the Albanian payment cards and remittances market and recommends a set of incentives and regulations (both carrots and sticks) that would allow the country to modernize its payment system. Finally, the conclusion summarizes the lessons of the dissertation’s research and brings forward issues to be explored by future research in the retail payments area.

A pesquisa detém sua atenção nos sentidos sociais e culturais dos meios de pagamento. Para tal, investiga dois domínios: o universo publicitário construído pelas empresas de tecnologias de pagamento (Visa e MasterCard) e outro prático, vivido por jovens universitários. Correlacionar e comparar as estratégias discursivas de apresentação dos cartões de crédito e os usos práticos desta ferramenta financeira tornou-se o ponto central do estudo. Primeiro, são examinados os sentidos dos meios de pagamento (em especial o cartão de crédito) atribuídos pelos especialistas - profissionais de marketing, planejadores de comunicação, redatores e diretores de arte, responsáveis pela promoção das ferramentas financeiras. Em seguida, concentra-se nos usos práticos dos jovens universitários, nos sentidos conferidos por estes aos cartões de crédito que usam. Comparar este dois domínios possibilita verificar a dificuldade de se falar sobre o dinheiro, o cartão de débito ou o cartão de crédito. Os meios de pagamento devem ser entendidos no plural, suas definições e funções são distintas e variam conforme aqueles que os utilizam.

PURPOSE: To assess determinants of patients' willingness to pay (WTP) for potential components of a multi-tiered cataract surgical package offered by a non-governmental organization (NGO) in rural China. DESIGN: Cross-sectional study. METHODS: Demographic and clinical data were collected from 505 patients presenting for cataract screening or surgery in Yangjiang, China. Willingness to pay for potential enhancements to the current surgery package was assessed using a bidding format with random payment cards. RESULTS: Among 426 subjects (84.4%) completing interviews, the mean age was 73.9 ± 7.3 years, 67.6% were women and 73% (n = 310) would pay for at least one offering, with 33-38% WTP for each item. Among those who would pay, the mean WTP for food was US$1.68 ± 0.13, transportation US$3.24 ± 0.25, senior surgeon US$50.0 ± 3.36 and US$89.4 ± 4.19 for an imported intra-ocular lens (IOL). The estimated total recovery from these enhancements under various assumptions would be US$20-50 (compared to the current programme price of US$65). In multivariate models, WTP for the senior surgeon increased with knowledge of a person previously operated for cataract (OR = 2.13, 95% CI 1.42-3.18, p < 0.001). Willingness to pay for the imported IOL increased with knowledge of a previously operated person (OR = 1.85, 95% CI 1.24-2.75, p < 0.01) and decreased with age >75 years (OR = 0.61, 0.40-0.93, p < 0.05). CONCLUSIONS: Opportunities exist to increase cataract programme revenues through multi-tiered offerings in this setting, allowing greater subsidization of low-income patients. Contexte et objectifs. Depuis plusieurs années, la criminalité économique génère des coûts économiques et sociaux importants. Plusieurs acteurs, dont les entreprises privées, se sont mobilisés pour lutter contre ce phénomène. La fraude par carte de débit est un crime économique en expansion contre lequel plusieurs organisations ont entrepris des actions. L’objectif de ce mémoire est d’améliorer les connaissances sur les effets des mesures de prévention situationnelle appliquées dans les succursales d’un commerce de détail et leur impact sur le processus décisionnel des délinquants impliquées dans le clonage de cartes de débit. Méthodologie. Les effets des mesures de prévention mises en place sont évalués à l’aide d’analyses de séries chronologiques interrompues. En complément des analyses statistiques, des entrevues et une analyse documentaire sont effectuées. Les entrevues sont réalisées avec des enquêteurs du service de sécurité de l’entreprise de commerce de détail. L’analyse documentaire est basée sur les rapports d’événement ouverts lors des fraudes par carte de débit. Résultats. Les mesures de prévention ont produit différents effets. Selon la mesure, il fut possible de constater soit une hausse ou une baisse dans le nombre de délits commis. Certaines mesures ont, en outre, provoqué un déplacement spatial, un déplacement dans le choix de la cible, un déplacement dans le type de crime commis et, finalement, un déplacement tactique. Conclusion. Les résultats suggèrent que les mesures de prévention adoptées ont empêché la réalisation des délits associés à la fraude par carte de débit. Par contre, la présence de plusieurs formes de déplacement indique que les fraudeurs se sont adaptés aux mesures de prévention. Afin de documenter adéquatement cette forme de crime et les déplacements générés, d’autres études s’avèrent nécessaires.

La presente trattazione analizza le novità normative apportate dalle recenti direttive europee sui servizi di pagamento e sulla moneta elettronica (rispettivamente la direttiva 2007/64/CE, c.c. Payment Services Directive o PSD, e la direttiva 2009/110/CE, detta Electronic Money Directive 2 o EMD2). Al fine di incrementare la competitività dei servizi di pagamento, sono stati introdotti nuovi prestatori di servizi di pagamento, non bancari, gli Istituti di Pagamento (IP) e gli Istituti di Moneta Elettronica (IMEL), a cui è stata attribuita la possibilità di far ricorso al contratto di conto di pagamento per la gestione dei servizi di pagamento con possibilità di finanziamento agli utenti. La prima parte della presente trattazione è dedicata alla configurazione giuridica dei nuovi prestatori di servizi di pagamento, influenzante la diffusione dei pagamenti digitali e della moneta elettronica. La seconda parte è rivolta alla ricostruzione giuridica del conto di pagamento, contratto – tipo per la gestione in conto dei servizi di pagamento, ed all’analisi delle modalità di erogazione dei finanziamenti agli utenti. Le direttive predette hanno inoltre attribuito ad IP ed IMEL la facoltà di emettere le carte di pagamento a spendibilità generalizzata, ossia carte di debito e carte di credito. In quanto abilitati all’emissione di moneta elettronica, gli IMEL possono inoltre emettere i c.d. borsellini di moneta elettronica, cioè i dispositivi di memorizzazione e di movimentazione della moneta elettronica. Nella terza parte della trattazione vengono, pertanto, presi in analisi la natura di tali strumenti di pagamento e le differenze intercorrenti rispetto agli affini strumenti bancari. In particolare, ampio spazio è dedicato alla ricostruzione giuridica dei borsellini di moneta elettronica, la cui diffusione tra gli utenti potrebbe avere l’effetto di favorire la progressiva digitalizzazione dei pagamenti e la realizzazione della cashless society.

The reliability of measurement refers to unsystematic error in observed responses. Investigations of the prevalence of random error in stated estimates of willingness to pay (WTP) are important to an understanding of why tests of validity in CV can fail. However, published reliability studies have tended to adopt empirical methods that have practical and conceptual limitations when applied to WTP responses. This contention is supported in a review of contingent valuation reliability studies that demonstrate important limitations of existing approaches to WTP reliability. It is argued that empirical assessments of the reliability of contingent values may be better dealt with by using multiple indicators to measure the latent WTP distribution. This latent variable approach is demonstrated with data obtained from a WTP study for stormwater pollution abatement. Attitude variables were employed as a way of assessing the reliability of open-ended WTP (with benchmarked payment cards) for stormwater pollution abatement. The results indicated that participants' decisions to pay were reliably measured, but not the magnitude of the WTP bids. This work was a interactive object piece that was installed at West Space as part of the 'Conceted Efforts' exhibition. Three clipboards hosted a petition addressed to Australian Museum Directors urging them to accept this artist card in lieu of payment when artists visit their institution, a list of potential elements of proof of position as an Australian artist, and an example of the artist card. The work explored the potential for collaboration between artists and institutions and explored the value of artists in the contemporary art world.

© Institute of Mathematical Statistics, 2014.Motivated by recent findings in the field of consumer science, this paper evaluates the causal effect of debit cards on household consumption using population-based data from the Italy Survey on Household Income and Wealth (SHIW). Within the Rubin Causal Model, we focus on the estimand of population average treatment effect for the treated (PATT). We consider three existing estimators, based on regression, mixed matching and regression, propensity score weighting, and propose a new doubly-robust estimator. Semiparametric specification based on power series for the potential outcomes and the propensity score is adopted. Cross-validation is used to select the order of the power series. We conduct a simulation study to compare the performance of the estimators. The key assumptions, overlap and unconfoundedness, are systematically assessed and validated in the application. Our empirical results suggest statistically significant positive effects of debit cards on the monthly household spending in Italy.

The concept of star rating council facilities has progressively gained traction in Australia following the work of Dean Taylor at Marochy Shire Council in Queensland in 2006 – 2007 and more recently by the Victorian STEP asset management program. The following paper provides a brief discussion on the use and merits of star rating within community asset management. We suggest that the current adoption of the star rating system to manage community investment in services is lacking in consistency. It is suggested that the major failing is a lack of clear understanding in the purpose being served by the systems. The discussion goes on to make some recommendations on how the concept of a star system could be further enhanced to serve the needs of our communities better.
