Resumo:
La investigación se basa en el estudio de la política exterior brasileña para analizar el periodo de estudio. En una primera parte es relevante encontrar los patrones tanto de formulación como de implementación de la política exterior brasileña. Luego se revisan las agendas multilaterales, bilaterales y con las potencias emergentes. Finalmente se presenta un análisis de la apertura de representaciones diplomáticas en el periodo de estudio.

En la actualidad es posible identificar un nuevo fenómeno dentro de las dinámicas globales, donde determinados Estados han logrado perfilarse como potencias emergentes. Proyectando un futuro en el que su rol en el sistema internacional tendría una importancia protagónica. Uno de estas potencias emergentes es Brasil, un Estado que ha logrado consolidar su liderazgo a nivel regional y que ahora busca reflejar esta posición a una escala global.

La aplicación de la ley anti maras en El Salvador no tuvo los resultados esperados por el gobierno en el momento de su implementación, la reducción del fenómeno no se vio afectada por la aplicación de esta ley que al contrario produjo una serie de efectos negativos que demostraron tanto la inefectividad de dicha ley, como la capacidad de las maras para adaptarse y evolucionar frente a las adversidades que les presentó una medida represiva como la tomada por el gobierno salvadoreño.

Brasil se ha caracterizado por tener como interés y principal motivación su posicionamiento no solo como potencia regional, sino también mundial y ha encontrado en la industria militar un factor esencial para poder cumplir con sus pretensiones tanto económicas como políticas en la región. De esta manera, el proceso de desarrollar una industria militar brasileña para potenciar el crecimiento económico y de articularla con la política exterior se iniciará 1930-1940, cuando comienza a emerger como uno de los productores y exportadores de armas más destacados del momento.

Esta investigación tiene como objetivo evidenciar la tensión entre legalidad y legitimidad, a raíz de la intervención de Estados Unidos en Irak en el año 2003. Dicha tensión es el resultado de la implementación de procedimientos democráticos que promovieron cambios legales en el gobierno iraquí. Sin embargo, fue la instrumentalización de tales procedimientos lo que generó una falta de legitimidad del gobierno iraquí por parte de algunos sectores sociales, debido a los intereses económicos, políticos y sociales que tenían aquellos grupos que detentaban el poder. La investigación ofrece un análisis sobre Irak bajo los conceptos de democracia formal, democracia sustancial, legalidad y legitimidad, con el propósito de comprender de manera detallada el tipo de democracia que se estableció en Irak y las tensiones generadas en la sociedad iraquí.

This thesis aimed to evaluate the implementation of the Food Acquisition Program(PAA) through CONAB RN in the period of 2003-2010 with the perception of all agents involved in the implementation of the government program.For the methodological trajectory it was adopted a descriptive bibliographical and documentary approach with triangular qualitative and quantitative, also called evaluative research.The theoretical model was supported by the authors Draibe (2001), Aguilar and Ander-Egg (1994) and Silva(2001), among others, that focused on family farming and evaluation of implementation of public policy having as a category of analysis the size implementation of policy and the latter divided into 10 theoretical dimensions.The universe consisted of three groups: the first were the managers and technicians from CONAB(RN and Brasilia), totaling 15 subjects. The second group was of associations/cooperatives that participated in the programin 2010, totaling a sample in each access of 15 representatives. The third group of subjects totaled with 309 representatives of governmental and non-governmental organizations that received donations of food for the same period. Semi-structured interviews and forms were adopted as instruments of data collection.The data were processed qualitatively by the analysis of content (interviews and documents) and quantitatively by means of statistical tests that allowed inferences and adoption of frequencies. Among the key find ingests that the program is not standing as a structure supported by planning. The interests of the performers do not necessarily converge with the objectives of the Food Acquisition Program (PAA). A shockof goals was identified (within the same program) when comparingthe financial agent (Ministry of Rural Development and of Social Development and Fight Against Hunger Ministry r) and the executor, CONAB/RN. Within the assessed dimensions, the most fragileis the sub-managerial decision-making and Organizational Environment and internal assessment, still deserves attention the sizeof logistical and operational Subsystem, as this also proved weak.The focusin the quest toexpand thequantificationof the resultsof theFood Acquisition Program (PAA)by CONAB/RN does forget a quality management focused on what really should be:the compliance with the institutional objectives of the government program.Finally, the perspective for the traded implementation should be re-examined because excessive discretion by managers along with technical staff has characterized there al role of the Food Acquisition Program (PAA) as public policy. We conclude that the implementation model, which apparently aggregates values to the benefitted citizens, has weakened the context of work on family farms having the management model of the implementation process be reviewed by the Federal Government and point too ther paths, which have as a guide line the emancipation and developmentof the field or in the field andat the same time enables the reduction of nutritional deficiency of beneficiaries in a balanced and coherent way

The issue of public policy for the culture area has experienced a significant increase of interest of academic researchers. The research "Cultural Policy in infants: an evaluation of the home culture (2003/2010)" aimed to evaluate the effectiveness of cultural policy in Rio Grande do Norte in the period 2003/2010. When was the program created and deployed the houses of popular culture. Specifically, he sought: a) mapping the major elements of cultural policy in the RN during the chronological period mentioned b) hold up in more detail in the description of the implementation process of the houses of popular culture, c) investigate cultural actions implemented by the houses of popular culture and its effectiveness. The methodological process consisted of a review of the literature on culture, cultural policy, public policy and public policy evaluation for the construction of the theoretical-analytical, documentary research in public and private institutions related cultural production; interview with managers and cultural producers in visits field research conducted in seven major houses of popular culture, taken as a sample of the total d 29 outlets installed during the chronological period mentioned. The survey found that the program houses RN popular culture in general was effective in meeting its objectives, among which the decentralization of cultural inclusion in the artist market cultural production, the promotion of folk traditions in the region , respect and support for new artists, respect and support for popular memory

Consideramos que la actuación profesional de las/os Trabajadoras/es Sociales debe ser entendida como una construcción de sentidos y significaciones, porque dan cuenta de la presencia de distintas dimensiones (epistemológica, teórica, metodológica y operativa),un posicionamiento ideológico que atraviesa y configura el hacer y, que permite transitar el camino de reconocimiento, interpretación y direccionalidad de la acción. Cuando hacemos referencias al quehacer, involucramos como parte intrínseca del proceso, la puesta en acto de un posicionamiento ideológico en el que se conjugan valores y principios que sustentan esta acción y, a este sentido de la acción, denominamos el “Proyecto Ético Político”. The article analyses how Brazilian state actions and policies regarding peace operations during the Presidency of Lula da Silva relate to the country's positions and attitudes towards United Nations peacekeeping. It argues that the inconsistencies identified on the Brazilian positions reflect the lack of a clear strategic horizon guiding the country's participation in UN peacekeeping, which consequentially hinders the country emergence as a great power.

The present article is an analysis of Brazilian nuclear diplomacy and of the international relevance of the national nuclear program adopted during the two Presidential terms of Luiz Inácio Lula da Silva. Particular attention will be given to the Brazilian position in the agreement on nuclear non-proliferation, to the role of mediation between Iran and the nuclear powers, and finally to the national ambitions concerning the industrial and military uses of the nuclear technologies.

This article discusses Brazil's multilateral policy under Luiz Inácio Lula da Silva's administration, highlighting economic, political and environmental themes. The main argument is that Brazil's multilateral relations during this government reached a new significance with the reinforcement of international coalitions and the articulation with the country's new development model. The country has been using multilateral forums as a way to achieve international projection and support for its development project, highlighting bargaining aspects, variable geometry coalitions and the strengthening of South-South cooperation
