The inability to deal with substance misuse is a universal human problem. No country has discovered a failsafe way of tackling it. In Ireland there is an annual public outcry about an ever-deepening drinking culture but once the outcry is over the problem subsides below consciousness. Strategies are created and launched and quickly forgotten. Everybody is aware of the problem in their own family or neighbourhood and everybody has their own opinion on causes and remedies. Why then does nothing seem to work? After demonstrating the shortcomings of previous models of addiction, Jack Houlahan identifies a pattern that all human use of substances has in common. In A Ghost in Daylight, the general reader will find many popular stereotypes re-examined in a way that will illuminate their own experience; the specialist addiction worker or researcher will find reason to challenge first principles; a new approach to counselling and advice work is suggested; the policy-maker will find a firm foundation for what will be the first attempt at an integrated policy for dealing with the range of issues we group under the title 'substance misuse'.This resource was contributed by The National Documentation Centre on Drug Use.

Kotkan jakelualueella käytetään historiallisista syistä keskijänniteverkossa kahta jänniteta-soa, 10 kV ja 20 kV. Eri jännitetasojen lisäksi Kotkan jakelualueen 110/20 päämuuntajien kytkentäryhmänä on käytössä YNyn0, kun taas muualla verkossa käytetään YNd11 kyt-kentäryhmää. Jännitetasoista ja kytkentäryhmistä johtuen Kotkan jakeluverkon yhteenkyt-kettävyys ympäröivän verkon kanssa on haastavaa. Työn tavoitteena on selvittää Kotkan kaupungin keskijänniteverkon nykytila ja käytettä-vyys häiriötilanteissa pahimpana mahdollisena aikana, sekä löytää mahdolliset ongelma-kohdat. Verkon nykytila tarkasteltiin verkkotietojärjestelmän avulla käyttäen laskennallisia tuloksia, jotka skaalattiin vastaamaan kovemman pakkastalven kuormitusta. Skaalaus teh-tiin useamman vuoden takaiseen tilanteeseen, jolloin yleinen taloustilanne oli parempi ja verkon kuormitus suurempi, jolloin verkko ei tule alimitoitetuksi taloustilanteen parantuessa. Tulevaisuuden varalta muodostettiin alueen tulevaisuuden kuormitusennusteet käyttämällä historiatietoja sekä tulevaisuuden näkymiä apuna. Työn keskeisimmäksi sisällöksi muodostui selvittää tarve usean käyttöjännitteen säilyttä-miselle sekä erilaisten kytkentäryhmien ylläpitämiseen ja kosketusjänniteongelman ratkai-seminen. Alueen sähköverkon kehittämiseksi tehtiin useita eri vaihtoehtoja, joita vertailtiin elinkaarikustannusperiaatteella toisiinsa. Vertailun pohjalta saatiin investointistrategia ehdo-tukset, joiden pohjalta verkkoyhtiö voi tehdä tulevaisuuteen sijoittuvia ratkaisuja.

Korjauspalveluissa aikaa vieviä tapauksia ovat mikropiirien vaikeasti paikannettavat viat. Tällaista vianetsintää varten yrityksemme oli ostanut Polar Fault Locator 780 –mittalaitteen, jolla voidaan mitata mikropiirien toimintaa käyttämällä analogista tunnisteanalyysiä. Diplomityön tavoitteena oli selvittää, miten mittaustapaa voidaan käyttää korjauspalveluissa. Tutkintaa lähestyttiin joidenkin tyypillisten komponenttien näkökulmasta, mutta pääpaino oli mikropiireissä. Joitain mikropiirejä vaurioitettiin tahallisesti, jolloin mittaustulokset uusittiin ja tutkittiin miten vaurioituminen näkyy mittaustuloksissa. Tutkimusmenetelmänä oli kirjallisuus ja empiirinen kokeellisuus. Diplomityön tuloksena oli, että tätä mittaustapaa käyttämällä mikropiirien kuntoa voidaan tutkia. Ongelmiksi osoittautuivat alkuperäinen oletus mittalaitteen tuloksien tulkinnasta ja taustamateriaalin heikko saatavuus. Täten mittalaite parhaiten soveltuu tilanteisiin, joissa sen antamia tuloksia verrataan suoraan toisen toimivaksi tunnetun yksikön mittaustuloksiin. Vaurioitettaessa komponenteissa oli kuitenkin havaittavissa selvä poikkeavuus.

This article analyzes the electrical parameters of a 3-phase transmission line using a 280-m-high steel tower that has been proposed for the Amazon transmission system in Brazil. The height of the line conductors and the distance between them are intrinsically related to the longitudinal and transverse parameters of the line. Hence, an accurate study is carried out in order to show the electrical variations between a transmission line using the new technology and a conventional 3-phase 440-kV line, considering a wide range of frequencies and variable soil resistivity. First, a brief review of the fundamental theory of line parameters is presented. In addition, by using a digital line model, simulations are carried out in the time domain to analyze possible and critical over-voltage transients on the proposed line representation.

In this paper we shed light over the problem of landslide automatic recognition using supervised classification, and we also introduced the OPF classifier in this context. We employed two images acquired from Geoeye-MS satellite at March-2010 in the northwest (high steep areas) and north sides (pipeline area) covering the area of Duque de Caxias city, Rio de Janeiro State, Brazil. The landslide recognition rate has been assessed through a cross-validation with 10 runnings. In regard to the classifiers, we have used OPF against SVM with Radial Basis Function for kernel mapping and a Bayesian classifier. We can conclude that OPF, Bayes and SVM achieved high recognition rates, being OPF the fastest approach. © 2012 IEEE.

En este trabajo presentamos los resultados de una investigación (período 2006-2008) destinada a indagar las concepciones y opiniones sobre la inclusión de niños con discapacidades, proporcionadas por dos tipos de actores técnico-docentes. Se trata, en el primer caso, de directivos y docentes procedentes de Institutos Superiores de Formación Docente. En el segundo, de directivos, docentes y personal de los Equipos de Orientación Escolar de escuelas destinadas a niños con necesidades educativas derivadas de las discapacidades (NEDD) y de escuelas de Educación Primaria Básica (EPB). La información fue recabada a través de la realización de entrevistas en profundidad con los participantes seleccionados. Las dimensiones incluidas contemplaron: tipo y calidad de la formación recibida en distintas instancias (grado, en ejercicio, posgrado); conocimientos de los problemas de las personas con discapacidades (tipos y determinantes causales); actitudes frente a la integración e inclusión escolar y sus condiciones de posibilidad; valoraciones sobre los derechos de los niños con discapacidad a ser incluidos en la EPB; y posibilidades de reflexionar sobre la problemática. El objetivo final se orientó a obtener información relevante que colabore en el diseño de estrategias destinadas a propiciar las condiciones para un aprendizaje escolar cooperativo y colaborativo, que contemple la problemática de la diversidad y de las diferencias individuales

Non-parametric belief propagation (NBP) is a well-known message passing method for cooperative localization in wireless networks. However, due to the over-counting problem in the networks with loops, NBP’s convergence is not guaranteed, and its estimates are typically less accurate. One solution for this problem is non-parametric generalized belief propagation based on junction tree. However, this method is intractable in large-scale networks due to the high-complexity of the junction tree formation, and the high-dimensionality of the particles. Therefore, in this article, we propose the non-parametric generalized belief propagation based on pseudo-junction tree (NGBP-PJT). The main difference comparing with the standard method is the formation of pseudo-junction tree, which represents the approximated junction tree based on thin graph. In addition, in order to decrease the number of high-dimensional particles, we use more informative importance density function, and reduce the dimensionality of the messages. As by-product, we also propose NBP based on thin graph (NBP-TG), a cheaper variant of NBP, which runs on the same graph as NGBP-PJT. According to our simulation and experimental results, NGBP-PJT method outperforms NBP and NBP-TG in terms of accuracy, computational, and communication cost in reasonably sized networks.

Cyberstalking has recently emerged as a new and growing problem and is an area that will probably receive a higher profile within criminal law as more cases reach court (see Griffiths, 1999; Griffiths, Rogers and Sparrow, 1998; Bojic and McFarlane, 2002a; 2002b). For the purposes of this article we define cyberstalking as the use of information and communications technology (in particular the Internet) in order to harass individuals. Such harassment may include actions such as the transmission of offensive e-mail messages, identity theft and damage to data or equipment. Whilst a more comprehensive definition has been presented elsewhere (Bocij and McFarlane, 2002), it is hoped that the definition here is sufficient for those unfamiliar with this field. The stereotypical stalker conjures up images of someone harassing a victim who is the object of their affection. However, not all stalking incidents are motivated by unrequited love. Stalking can also be motivated by hate, a need for revenge, a need for power and/or racism. Similarly, cyberstalking can involve acts that begin with the issuing of threats and end in physical assault. We also make distinctions between conventional stalking and cyberstalking. Whilst some may view cyberstalking as an extension of conventional stalking, we believe cyberstalking should be regarded as an entirely new form of deviant behaviour. It is not surprising that cyberstalking is sometimes thought of as a trivial problem. A number of writers and researchers have suggested that cyberstalking and associated activities are of little genuine concern. Koch (2000), for example, goes as far as accusing those interested in cyberstalking as promoting hysteria over a problem that may be minuscule or even imaginary. The impression gained is that cyberstalking represents a relatively small problem where victims seldom suffer any real harm. Whilst there are no genuinely reliable statistics that can be used to determine how common cyberstalking incidents are, a great deal of evidence is available to show that cyberstalking is a significant and growing problem (Griffiths et al, 1998). For instance, CyberAngels (a well-known Internet safety organization) receives some 500 complaints of cyberstalking each day, of which up to 100 represent legitimate cases (Dean, 2000). Another Internet safety organization (Working to Halt Online Abuse) reports receiving an average of 100 cases per week (WHOA, 2001). To highlight the types of cyberstalking behaviours that take place and some of the major issues facing criminal law, we briefly examine four high profile cases of cyberstalking (adapted from Bocij and MacFarlane, 2002b).

This paper addresses the capacitated lot sizing problem (CLSP) with a single stage composed of multiple plants, items and periods with setup carry-over among the periods. The CLSP is well studied and many heuristics have been proposed to solve it. Nevertheless, few researches explored the multi-plant capacitated lot sizing problem (MPCLSP), which means that few solution methods were proposed to solve it. Furthermore, to our knowledge, no study of the MPCLSP with setup carry-over was found in the literature. This paper presents a mathematical model and a GRASP (Greedy Randomized Adaptive Search Procedure) with path relinking to the MPCLSP with setup carry-over. This solution method is an extension and adaptation of a previously adopted methodology without the setup carry-over. Computational tests showed that the improvement of the setup carry-over is significant in terms of the solution value with a low increase in computational time.

This paper presents a new generalized solution for DC bus capacitors voltage balancing in back-to-back m level diode-clamped multilevel converters connecting AC networks. The solution is based on the DC bus average power flow and exploits the switching configuration redundancies. The proposed balancing solution is particularized for the back-to-back multilevel structure with m=5 levels. This back-to-back converter is studied working with bidirectional power flow, connecting an induction machine to the power grid.

Multilevel power converters have been introduced as the solution for high-power high-voltage switching applications where they have well-known advantages. Recently, full back-to-back connected multilevel neutral point diode clamped converters (NPC converter) have been used inhigh-voltage direct current (HVDC) transmission systems. Bipolar-connected back-to-back NPC converters have advantages in long-distance HVDCtransmission systems over the full back-to-back connection, but greater difficulty to balance the dc capacitor voltage divider on both sending and receiving end NPC converters. This study shows that power flow control and dc capacitor voltage balancing are feasible using fast optimum-predictive-based controllers in HVDC systems using bipolar back-to-back-connected five-level NPC multilevel converters. For both converter sides, the control strategytakes in account active and reactive power, which establishes ac grid currents in both ends, and guarantees the balancing of dc bus capacitor voltages inboth NPC converters. Additionally, the semiconductor switching frequency is minimised to reduce switching losses. The performance and robustness of the new fast predictive control strategy, and its capability to solve the DC capacitor voltage balancing problem of bipolar-connected back-to-back NPCconverters are evaluated.
