El proceso electoral peruano del 2006 ha legitimado dos formas de hacer política: la política partidarizada que toma como base a los partidos más antiguos del sistema político (los mismos que han logrado reposicionarse luego de la década fujimorista); y la política del outsider antipartidario que toma como base un discurso crítico de la clase política y deja en un segundo plano la construcción de una propuesta orgánica e institucional. La política partidarizada subsiste a pesar de la prédica antipolítica del régimen fujimorista y del sistema partidario que colapsó en los noventa. Del mismo modo, la política del outsider permanece vigente a pesar de las reformas institucionales (Ley de Partidos Políticos) que se implementaron para evitar la fragmentación política y la incursión exitosa de estos nuevos políticos. Se establece así un “régimen de convivencia” luego de un período transicional inconcluso, que implementó tímidamente las reformas institucionales que no consiguieron fortalecer el sistema, y que estuvo signado por una constante inestabilidad política y conflictividad social.-----The 2006 Peruvian election process has legitimized two ways of going about politics: either a ‘partyist’ (or ‘partisan’) approach based on the older and more traditional parties of the political system (the same ones that have managed to reposition themselves after Fujimori’s decade), or the ‘outsider’s’ anti-party (or ‘anti-partisan’) approach which is based on a critical discourse of the extant political class, pushing aside the building-up of an institutional and organic proposal. The former type of politics survives in spite of the fervent anti-politics discourse of Fujimori’s regime and of the conspicuous collapse of the party system in the 1990’s. In much the same way, the outsiders’ politics remains in force in spite of institutional reforms (Ley de Partidos Políticos or “Political Parties Act”) which were implemented to avoid political fragmentation and/or the successful foray into the political arena of these new politicians. Thus, a “coexistence regime” has been established after an unfinished transitional period during which, very timidly, institutional reforms were implemented though they never really strengthened the system, and a regime which was marked by constant political instability and social upheaval.

In low-income countries, both nearby local villagers, “insiders”, and non-locals, “outsiders”, extract products from protected forests even though their actions are illegal. Forest managers typically combine enforcement and livelihood projects offered to nearby communities to reduce this illegal activity, but with limited budgets cannot deter all extraction. We develop a game theoretic model of a forest manager's decision interacting with the extraction decisions of insiders and outsiders. Our analysis suggests that, depending on the relative ecological damage caused by each group, budget-constrained forest managers may reduce total forest degradation by legalizing “insider” extraction in return for local villagers' involvement in enforcement activities against outsiders.

In 1955 29 Asian, African and Middle Eastern nations gathered in Bandung. Indonesia, to discuss a range of issues including colonialism, racialism, economic development, war and peace. India's Prime Minister. Jawaharlal Nehru, was one of the key figures at the conference, but the Chinese Prime Minister, Chou En-lai. was the primary focus of world attention and media interest. The conference raised awkward questions for the Australian government. It highlighted the point that Australia was geographically part of Asia and had a vital interest in the region, but the fact that Australia had not been invited to attend the conference emphasised its status as a nation apart, racially and culturally. The Bandung conference provides an ideal opportunity to examine thinking about Australia's place in Asia as key figures in the Department of External Affairs. journalists and Asianist intellectuals debated whether or not Australia should attend.

This article draws on data from two separate qualitative research studies that investigated the experiences of Indigenous teachers and ethnic minority teachers in Australian schools. The data presented here were collected via in-depth individual semi-structured interviews with teachers in 2004 and 2005. Data analysis was informed by poststructuralist discourse theory and the data were examined for broad themes and recurring discourse patterns relevant to the projects’ foci. The article explores how teachers who are not from the Anglo-Celtic Australian ‘mainstream’ use their cultural knowledge and experiences as ‘other’ to develop deep understandings of ethnic minority and/or Indigenous students. I suggest that the teachers’ knowledge of ‘self’ in regards to ethnicity and/or Indigeneity and social class enables them to empathize with students of difference, to contextualize their students’ responses to schooling through understanding their out-of-school lives from perspectives not available to teachers from the dominant cultural majority. I raise in this paper a number of important implications for teacher education including the need to recruit and retain greater numbers of teachers of difference in schools, the need to acknowledge their potential to make valuable contributions to the education of minority students as well as their potential to act as cross-cultural mentors for their ‘mainstream’ colleagues.

Open innovation is increasingly being adopted in business and describes a situation in which firms exchange ideas and knowledge with external participants, such as customers, suppliers, partner firms, and universities. This article extends the concept of open innovation with a push model of open innovation: knowledge is voluntarily created outside a firm by individuals and organisations who proceed to push knowledge into a firm’s open innovation project. For empirical analysis, we examine source code and newsgroup data on the Eclipse Development Platform. We find that outsiders invest as much in the firm’s project as the founding firm itself. Based on the insights from Eclipse, we develop four propositions: ‘preemptive generosity’ of a firm, ‘continuous commitment’, ‘adaptive governance structure’, and ‘low entry barrier’ are contexts that enable the push model of open innovation.
