Organizational Cooperation (OC) is a current concept that responds to the growing interdependence among individuals and teams. Likewise, Knowledge Management (KM) accompanies specialization in all sectors of human activity. Most KM processes are cooperation-intensive, and the way both constructs relate to each other is relevant in understanding organizations and promoting performance. The present paper focuses on that relationship. The Organizational Cooperation Questionnaire (ORCOQ) and the Short form of the Knowledge Management Questionnaire (KMQ-SF) were applied to 639 members of research and development (R&D) organizations (Universities and Research Institutes). Descriptive, correlational, linear multiple regression and multivariate multiple regression analyses were performed. Results showed significant positive relationships between the ORCOQ and all the KMQ-SF dimensions. The prediction of KMQ-SF showed a large effect size (R2 = 62%). These findings will impact on how KM and OC are seen, and will be a step forward in the development of this field.

Enquadramento – A reforma dos Cuidados de Saúde Primários (CSP) é um facto irreversível. Uma “onda” de reforma percorre igualmente grande parte dos países ocidentais exigindo uma reflexão sobre o processo. Objetivo – Descrever a reforma em curso nos CSP e identificar os potenciais factores de sucesso e insucesso dos serviços públicos de cuidados de saúde primários. Metodologia – Análise crítica da literatura. Resultados e conclusões – A eficiência, eficácia e equidade de acesso aos cuidados de saúde são insuficientes. Mudanças organizacionais estão a ser operadas alterando as relações e a cooperação inter‑profissional e inter‑organizacional. É evidente a tensão que existe entre as partes envolvidas. Novas formas organizacionais estão a ser criadas para garantir a viabilidade das reformas e equilíbrio dos sistemas. O novo modelo organizacional, se pretender garantir a sustentabilidade e a viabilidade dos cuidados primários, deverá assentar num equilíbrio de gestão de recursos e numa estratégia de saúde para todos que não significa saúde para tudo. ABSTRACT: Background – Primary Health Care (PHC) reform is a fact in several countries and is happening also in Portugal demanding a reflection on the process. Aim – To describe the PHC reform and to identify the factors of success or potential failure in PHC public services. Methods – Critical appraisal of the literature. Results and Conclusions – The efficiency, efficacy and access to health care are insufficient. Organizational changes are taking place altering inter‑professional and inter‑organizational cooperation and relationship. Tension among the parts involved is evident. New organizational models are being created to secure the sustainability of the reforms and the systems. The new models should provide a balanced management of the available resources, in a strategy of health for all that doesn’t mean health for everything.

Työssä tutkitaan asennetun laitekannan kunnossapitopalveluun perustuvan yritysten välisen yhteistyösuhteen kehittämisen edellytyksiä. Tutkimus pohjautuu teollisten palveluiden, yritysten välisten yhteistyösuhteiden ja palveluiden kehittämisen osatekijöiden ja menestystekijöiden teoreettiseen tarkasteluun, sekä kohdeyrityksille suoritetun kvalitatiivisen haastattelututkimuksen tulosten analysointiin teoreettisen viitekehyksen valossa. Tavoitteena on muodostaa ehjä ja hallittava kokonaisuus monialaisen ongelmakentän kriittisistä osatekijöistä, sekä niiden keskinäisistä kausaliteeteista. Yritysten välisen yhteistyön lähtökohtana on, että kaikki yhteistyön osapuolet saavuttavat toiminnalla hyötyjä omasta näkökulmastaan tarkasteltuna. Yhteistyösuhteen kehittäminen ja yhteisen arvon toteutuminen edellyttää näin ollen, että tarjottavan palvelukokonaisuuden sisältämät potentiaaliset hyödyt ja toisaalta myös niitä vastaavat riskit ymmärretään sekä palveluntarjoajan että asiakkaan organisaatiossa. Yhteistyösuhteen kehittäminen edellyttää edelleen myös, että suhteen kehittymistä ja saavutettavia hyötyjä pystytään mittaamaan relevanttien mittareiden avulla. Tutkimuksessa keskitytään hyötypotentiaalin selvittämisen edellytyksiin, sekä hyötyjen viestimisen haasteisiin molempia osapuolia palvelevasta objektiivisesta näkökulmasta. Haastattelututkimuksessa havaittujen ongelmakohtien pohjalta eritellään kehityskohteita ja ratkaisuehdotuksia päätöksenteon tueksi sekä laajojen palvelukokonaisuuksien ja niihin liittyvän ongelmakentän hahmottamisen ja hallinnan helpottamiseksi.

Un gran número de empresas están inmersas actualmente en espacios de mercado conocidos y saturados de competidores. La innovación constituye una de las principales alternativas de las empresas para encontrar su posicionamiento estratégico y adaptarse a los cambios del entorno (Kim & Mauborgne, 2005). Igualmente, Demirci (2013) asegura que la cultura es un factor clave en la innovación, dado que está fuertemente asociada con los valores, actitudes, comportamientos y prácticas organizacionales. Esta investigación abarca el estudio de la cultura organizacional y la innovación en el marco de estrategias de cooperación inter-organizacional donde se plantea que el grado de cooperación que existe entre las empresas tiene un efecto sobre los valores culturales y la incorporación de innovaciones en cada organización. Para esto se llevó a cabo una investigación cuantitativa con un alcance de tipo descriptivo y de carácter no experimental y trans seccional, cuya unidad de análisis fueron 20 empresas de la red ParqueSoft Manizales. Para la medición de las variables de innovación se aplicó un instrumento basado en el Manual de Oslo de la OECD y Eurostat (2005) el cual contempla la innovación de producto, proceso, mercadotecnia y organización. A nivel de los valores culturales, la medición se realizó a través de un cuestionario inspirado en el modelo de Hofstede (1980). Los resultados obtenidos permiten demostrar que existe un grado de relación entre la cooperación y los valores culturales ‘distancia al poder’ y ‘tolerancia a la incertidumbre´, sin poder determinar la relación con la generación de innovación de producto, proceso, mercadotecnia y organización, así como con las otras dimensiones del modelo de valores de Hofstede.

Identificar, compartilhar e gerenciar os riscos de contratar são preocupações que impedem o estabelicmento e a administração das Parcerias Públicos Particulares (PPP). Porem, gerentes das entidades públicas, bancos de formento, construtoras e seguradoras pesquisam e utilizam muitas técnicas para enfrentar a avaliação e gerenciamento dos riscos. A transferência de risco é uma indicação dos chamados benefícios que são inspirados pelos PPP, contudo devido às realidades contratuais e conceptuais, a entidade de cede o risco (o partido público) permanece quase sempre como o portador final do risco. Conseqüentemente, o partido público retem um interesse de resistência na gerência total destes riscos cedidos. Esta dissertação explora alguns defeitos das aproximações comuns a conceituar a gestão de risco no contexto de um PPP. Focalizando os conceitos da interdependência e da reciprocidade e usando na decisão para transferir o risco do projeto, esta dissertação molda a decisão para transferir o risco nos termos das realidades interdependentes de relacionamentos sistemáticos, alargam os conceitos técnicos do risco e da avaliação de risco, considerando o uso reflexivo das diferenças na analise de um estudo de caso. O autor explora estes conceitos em uma análise da decisão de um gerente de risco da empresa de construção civil brasileira Construtora Norberto Odebrecht (ODB) para projetar uma facilidade inovadora da ligação de garantia com Inter-American Development Bank (BID) e uma seguradora, American International Group (AIG), um negócio que ganhe o reconhecimento Trade Finance Magazine’s 2007 deal of the year. O autor mostra que por compreender a transferência de risco nos termos abordados nesta dissertação, um atore que transfere o risco pode identificar e criar mais oportunidades de estabelecer relacionamentos em longo prazo, através dos processos que a literatura atual do PPP ainda não considere. Os resultados devem fornecer contribuições para a pesquisas sobre a transferência do risco do projeto, na cooperação entre organizações e na seleção do sócio do projeto do potencial.

O objectivo do presente trabalho foi verificar as diferenças entre grupos, quanto à cooperação, numa amostra de 300 funcionários de 70 Câmaras Municipais, nas variáveis tempo de trabalho, função desempenhada, área de trabalho, idade, sexo e habilitações académicas. Utilizámos o Questionário de Cooperação Organizacional. Não observámos diferenças significativas nas variáveis tempo de serviço, área de trabalho, idade, sexo e habilitações académicas em nenhum dos três factores do QCO (cooperação configurada por regulamentações formais, cooperação decorrente da interdependência de indivíduos únicos articulados entre si, e cooperação através da orientação para a sociedade dos contributos singulares). Na variável função desempenhada, não houve diferenças significativas no primeiro nem no terceiro factores. No segundo factor, observámos uma diferença significativa entre administrativos (que referem que se coopera pouco) e ocupantes de cargos de direcção e chefia (que referem que se coopera moderadamente). As variáveis estudadas não são, em geral, pertinentes para a diferenciação dos processos de cooperação. /ABSTRACT: The aim of this dissertation was to test the differences between groups, concerning cooperation, on a random sample with 300 workers from 70 municipalities, focusing on the variables working time, task, working department, age, gender and qualifications. We used the Questionnaire on Organizational Cooperation. No significant differences in the variables working time, working department, age, gender, and qualifications in any of the three dimensions of the QOC (cooperation shaped by formal regulations; cooperation arising from the interdependence of unique individuals articulated with one another; cooperation towards society, arising from the individual action) were found. We found no significant differences in the variable task, neither in the first nor in the third factor. ln the second factor, we observed a significant difference between clerks (who state that cooperation is little) and workers in leading and management positions (who state that cooperation is moderate). The variables that were studied are not generally relevant to the differentiation of the cooperation processes.

O presente estudo apresenta as qualidades psicométricas do Questionário de Cooperação Organizacional (QCO). A amostra é constituída por 300 funcionários camarários, dos departamentos de Atendimento e Urbanismo, de 70 Câmaras Municipais de Portugal Continental. Recorreu-se a procedimentos de Análise Factorial Exploratória, método de Máxima Verosimilhança, Scree Test, com método de rotação Varimax with Kaiser Normalization. Os resultados demonstram que o QCO é capaz de medir 3 dimensões da cooperação organizacional, explicando 49,36% da variância total. Os valores de consistência interna foram bastante satisfatórios, com a dimensão 1 “Cooperação configurada por regulamentações formais" a apresentar um Alpha de Cronbach de 0,875, a dimensão 2, "Cooperação decorrente da interdependência de indivíduos únicos articulados entre si" com 0,864 e a dimensão 3 "Cooperação através da orientação para a sociedade dos contributos singulares" com 0,787. /ABSTRACT: This study presents the analysis of psychometric properties of the Questionário de Cooperação Organizacional (QCO) (Organizational Cooperation Questionnaire). lt was applied to a sample of 300 employees from the Reception and Urbanization departments of 70 continental portuguese town-halls. Procedures of Exploratory Factorial Analysis, Maximum Likelihood extraction method and Varimax with Kaiser Normalization rotation method were performed. Results indicate that the QCO is capable of measuring 3 organizational cooperation dimensions, which explain 49,36% of the total variance. Reliability statistics were very satisfactory, in which dimension 1 "Cooperation structured by formal regulamentation" has a Cronbach's Alpha of 0,875, dimension 2, "The cooperation originated from the interdependence by the articulation amongst unique individuals" 0,864, and dimension 3 "Orientation to society of singular contribution through cooperation" 0,787.

As a major European donor, German government development assistance faces a series of challenges. Recent political changes have raised expectations for demonstrable health outcomes as a result of German development assistance; there has been a deepened commitment to collaboration with other bilateral and multilateral donors; and partner countries are increasingly open to new approaches to development. German development assistance also reflects a new ethos of partnership and the shift to programmatic and sector based development approaches. At the same time, its particular organizational structure and administrative framework highlight the extent of structural and systems reforms required of donors by changing development relationships, and the tensions created in responding to these. This paper examines organizational changes within the German Agency for Technical Cooperation (Deutsche Gesellschaft fur Technische Zusammenarbeit) (GTZ), aimed at increasing its Regional, Sectoral, Managerial and Process competence as they affect health and related sectors. These include the decentralization of GTZ, the trend to integration of projects, the increasing focus on policy and health systems reform, increased inter-sectoral collaboration, changes in recruitment and training, new perspectives in planning and evaluation and the introduction of a quality management programme. In a local production system (LPS), besides external economies, the interaction, cooperation, and learning are indicated by the literature as complementary ways of enhancing the LPS's competitiveness and gains. In Brazil, the greater part of LPSs, mostly composed by small enterprises, displays incipient relationships and low levels of interaction and cooperation among their actors. The size of the participating enterprises itself for specificities that engender organizational constraints, which, in turn, can have a considerable impact on their relationships and learning dynamics. For that reason, it is the purpose of this article to present an analysis of interaction, cooperation, and learning relationships among several types of actors pertaining to an LPS in the farming equipment and machinery sector, bearing in mind the specificities of small enterprises. To this end, the fieldwork carried out in this study aimed at: (i) investigating external and internal knowledge sources conducive to learning and (ii) identifying and analyzing motivating and inhibiting factors related to specificities of small enterprises in order to bring the LPS members closer together and increase their cooperation and interaction. Empirical evidence shows that internal aspects of the enterprises, related to management and infrastructure, can have a strong bearing on their joint actions, interaction and learning processes.

This paper describes a Multi-agent Scheduling System that assumes the existence of several Machines Agents (which are decision-making entities) distributed inside the Manufacturing System that interact and cooperate with other agents in order to obtain optimal or near-optimal global performances. Agents have to manage their internal behaviors and their relationships with other agents via cooperative negotiation in accordance with business policies defined by the user manager. Some Multi Agent Systems (MAS) organizational aspects are considered. An original Cooperation Mechanism for a Team-work based Architecture is proposed to address dynamic scheduling using Meta-Heuristics.

We investigate the determinants of teamwork and workers cooperation within the firm. Up to now the literature has almost exclusively focused on workers incentives as the main determinants for workers cooperation. We take a broader look at the firm's organizational design and analyze the impact that different aspects of it might have on cooperation. In particular, we consider the way in which the degree of decentralization of decisions and the use of complementary HRM practices (what we call the .rm.s vertical organizational design) can affect workers'collaboration with each other. We test the model's predictions on a unique dataset on Spanish small and medium size firms containing a rich set of variables that allows us to use sensible proxies for workers cooperation. We find that the decentralization of labor decisions (and to a less extent that of task planning) has a positive impact on workers cooperation. Likewise, cooperation is positively correlated to many of the HRM practices that seem to favor workers'interaction the most. We also confirm the previous finding that collaborative efforts respond positively to pay incentives, and particularly, to group or company incentives.
