In the history of modern communication, after the development of the printing press, the telegraph unleashed a revolution in communications. Today, Internet is in many ways its heir. Reflections on the telegraph may open up perspectives concerning tendencies, possibilities and pitfalls of the Internet. The telegraph has been well explored in important literature on communication and media which tends to emphasize the history of this technology, its social context and institutional meaning [e.g. Robert L. Thompson, 1947, Tom Standage, 2007 [1998]. James W. Carey, the North- American critical cultural studies' mentor, in his essay "Technology and Ideology. The Case of the Telegraph" (2009 [1983]), suggests a distinctive approach. In the telegraph, Carey sees the prototype of many subsequent commercial empires based on science and technology, a pioneer model for complex business management; an example of interest struggle for the patents control; an inductor of changes both in language and in structures of knowledge; and a promoter of a futurist and utopian thought of information technologies. Having in mind a revolution in communications promoted by the Internet, this paper revisits this seminal essay to explore its great attainment, as well as the problems of this kind of approach which conceives the innovation of the telegraph as a metaphor for all the innovations announcing the modern stage of history and determining still today the major lines of development in modern communication systems.

This r\.~et.lrch examined ho\\' ~ight \\'omen artists \\'ho t~ach at the uni versity and college level, balance thcir artistic practic~ and their institu tional responsibilities as tcachers. This thesis reprt.~ents the culmination of \\'ork for my second graduate degree. For my first degrCt! on th~ grad uat~ level, I concentratoo on d~veloping my artistic practice. This ~Iaster's Degree in Education is no k~ important to m~. In pursuing studies in the field of education I \\'anted to understand my rol~ as both an educator and an artist and in the process I uncovered the interplay of race, class, and gender at \\'ork in th~ classroom. Coming from a \\'orking-class, immigrant background \\'here higher education \vas vie\\'cd as a stepping stone that \"ould enable my siblings and me a greater spectrum of opportunities, I \\'as at last able to understand my o\\'n educational experiences, more clearly. I discovered ho\\' d\.~ply I internalized the racism, sexism and class discrimination, I submitted to in my history as a student. Becoming a\\'are about the social forc\.~ at "'ork \\'ithin my day to day life has provided me \\'ith instruments \\'hich I can usc to examine and respond to these inequities as I confront them in th~ future. Adolfo Jiménez Fernández ha tenido un papel decisivo en el diseño de la protección social en Europa e Iberoamérica, al haber participado en hitos tan relevantes como la Ley de Medidas Urgentes para la Racionalización de la Estructura y de la Acción Protectora de la Seguridad Social (Ley 26/1985), la reforma de la estructura financiera y de la Seguridad Social de 1989, o la configuración del Pacto de Toledo (1995) o del Convenio Iberoamericano de Seguridad Social (2007). El libro que aquí se presenta es un homenaje a su trayectoria profesional en este terreno. A lo largo de sus 22 capítulos, especialistas de diversos ámbitos repasan la configuración y la historia reciente de las políticas sociales en general y del sistema de Seguridad Social en particular.

El análisis integral de la discapacidad, analizado desde distintos puntos de vista, enriquecido a partir de las experiencias de las personas que conviven con ella, ya sea personal o profesionalmente, resulta imprescindible. Aunque afecta igual a mujeres que a hombres, la sociedad pone aún mayores trabas a la mujer que al hombre en la misma circunstancia. Según los datos suministrados por la “Encuesta sobre Discapacidad, Autonomía personal y Situaciones de Dependencia” (INE 2008), las mujeres representan el 60 % de las personas en esta situación. Es más, el 2.º Manifiesto de las Mujeres y Niñas con Discapacidad de la Unión Europea. Una herramienta para activistas y responsables políticos (Foro Europeo de la Discapacidad 2011) desveló que los papeles atribuidos por la sociedad a las mujeres con discapacidad son distintos a los que se asigna a las mujeres en general. Se precisa por ello de un enfoque específico, innovador y prolongado en el tiempo, hasta conseguir que se establezca una situación de equidad. Por ello, este II Plan integral de acción recoge expresamente la necesidad de realizar acciones concretas, que fomenten la igualdad entre sexos en cualquier circunstancia. Debido a la doble discriminación que se produce, estas mujeres se enfrentan a una situación de exclusión que puede afectar a su situación económica, laboral y social. Con estos condicionantes, este Plan se propone como objetivo remover los obstáculos a través de medidas que les garanticen el ejercicio y disfrute de sus derechos y la participación plena en la vida social.

Fisheries plays a significant and important part in the economy of the country contributing to foreign exchange, food security and employment creation. Lake Victoria contributes over 50% of the total annual fish catch. The purpose of fisheries management is to ensure conservation, protection, proper use, economic efficiency and equitable distribution of the fisheries resources both for the present and future generations through sustainable utilization. The earliest fisheries were mainly at the subsistence level. Fishing gear consisted of locally made basket traps, hooks and seine nets of papyrus. Fishing effort begun to increase with the introduction of more efficient flax gillnets in 1905. Fisheries management in Uganda started in 1914. Before then, the fishery was under some form of traditional management based on the do and don'ts. History shows that the Baganda had strong spiritual beliefs in respect of "god Mukasa" (god of the Lake) and these indirectly contributed to sustainable management of the lake. If a fisherman neglected to comply witt'l any of the ceremonies related to fishing he was expected to encounter a bad omen (Rev. Roscoe, 1965) However, with the introduction of the nylon gill nets, which could catch more fish, traditional management regime broke down. By 1955 the indigenous fish species like Oreochromis variabilis and Oreochromis esculentus had greatly declined in catches. Decline in catches led to introduction of poor fishing methods because of competition for fish. Government in an attempt to regulate the fishing irldustry enacted the first Fisheries Ordinance in 1951 and recruited Fisheries Officers to enforce them. The government put in place minimum net mesh-sizes and Fisheries Officers arrested fishermen without explaining the reason. This led to continued poor fishing practices. The development of government centred management systems led to increased alienation of resource users and to wilful disregard of specific regulations. The realisation of the problems faced by the central management system led to the recognition that user groups need to be actively involved in fisheries management if the systems are to be consistent with sustainable fisheries and be legitimate. Community participation in fisheries management under the Comanagement approach has been adopted in Lake Victoria including other water bodies.
