Another Waltz? Methodological rhetoric and practice in theory of international politics

Although Theory of International Politics is a standard-bearer for explanatory theory in international relations (IR), Waltz’s methodology has been subject to numerous quite disparate analyses. One reason why it has proved hard to pin down is that too little attention has been paid to how, in practice, Waltz approaches real-world problems. Despite his neopositivist rhetoric, Waltz applies neorealism in a notably loose, even indeterminate, fashion. There is therefore a disjunction between what he says and what he does. This is partly explained by his unsatisfactory attempt to reconcile his avowed neopositivism with his belief that international politics is characterized by organized complexity. The inconsistencies thus created also help to make sense of why competing interpretations of his methodology have emerged. Some aspects of his work do point beyond these particular methodological travails in ways that will continue to be of interest to IR theorists, but its most enduring methodological lesson may be that rhetoric and practice do not necessarily fit harmoniously together.

Identidade territorial em unidades de conservação : ponto de apoio para uma análise epistemológica da questão ambiental

Esta dissertação de mestrado consiste em um estudo epistemológico da questão ambiental, baseado na análise das identidades territoriais das populações habitantes de Unidades de Conservação (UC’s). Tais populações geralmente têm um modo de vida peculiar e muito vinculado com o espaço onde vivem. Além disso, elas também têm outras percepções sobre a questão ambiental e os conceitos relacionados. Estas percepções, entretanto, geralmente são subjugadas em nome da tecnocracia presente nos órgãos e instituições que trabalham com a temática ambiental. Neste contexto, o trabalho realiza um levantamento dos impasses e conflitos existentes a partir das considerações acima expostas, e os relaciona com as visões, sobre a questão ambiental, dos diferentes grupos sociais envolvidos (poder público, setor privado, ONG´s, movimentos sociais e populações tradicionais). A esta análise acrescenta uma (re)leitura dos métodos científicos à luz da epistemologia (positivismo, neopositivismo, materialismo histórico e dialético, fenomenologia, pós-modernismo e anarquismo), e o modo como cada um deles entende os conceitos de natureza e ambiente. Após, relaciona estas concepções metodológicas com as visões dos diferentes grupos, identificando a posição mais ligada a cada um deles. Com isso, as UC’s são questionadas a partir de sua base epistêmica, que reflete a matriz de pensamento ocidental moderno, e que por sua vez tende a dicotomizar homem e natureza. Ao final, são propostas outras leituras, baseadas em outras matrizes epistemológicas, para superar os impasses relativos a este viés da questão ambiental.

It is commonplace to rely on the notion that thought is expressed from a historical and geographical context that reveals the special nature of the thinking subject. In ways and wanderings of thought, the literature shows up as a means both permissive and facilitating the possibility of expression of thought, from the written language, also depend on the temporalities and spatialities that concern you. Based on the identification of a dominant matrix of thought, given by comtean positivism and the neopositivism or logical positivism, a historical and geographical context imbued with the defining characteristics of temporalities and spatialities own perspective and written language as a medium and as support for expression of thought is that we propose to discuss the clues that identify the Lobato narrative expressed in Geography of Dona Benta, a work dating from 1935, an idea of space and nation. What notions of geographic space tells Lobato? What are your references to address landscape and territory? What representation of nation and national identity proposes in his narrative? Pursuing this aim, we seek to contribute to the substantiation of geographical knowledge from a critical effort of thinking about and doing geography
