In this paper is presented a study dealing with the debris flows that reached the national road 7 in January 2005, in the km 1,118.5, Mendoza province. The area is located in the Frontal Cordillera near the limit of the Precordillera. A detailed geomorphologic map has been realized for this study using a Quickbird satellite imagery of the year 2006. Various calculations of volumes, velocities and peak discharges have been performed with the field data and using a geographic information system (GIS). The geomorphologic survey has permitted to propose three propagation scenarios in case of a new event. These allowed creating a map of debris flows susceptibility for the stretch of the road that has been studied. Finally, it has been proposed protection and mitigation measures, based on the results of the study, to protect the road from a new event.

The aim of this work is to introduce a systematic press database on natural hazards and climate change in Catalonia (NE of Spain) and to analyze its potential application to social-impact studies. For this reason, a review of the concepts of risk, hazard, vulnerability and social perception is also included. This database has been built for the period 1982¿2007 and contains all the news related with those issues published by the oldest still-active newspaper in Catalonia. Some parameters are registered for each article and for each event, including criteria that enable us to determine the importance accorded to it by the newspaper, and a compilation of information about it. This ACCESS data base allows each article to be classified on the basis of the seven defined topics and key words, as well as summary information about the format and structuring of the new itself, the social impact of the event and data about the magnitude or intensity of the event. The coverage given to this type of news has been assessed because of its influence on construction of the social perception of natural risk and climate change, and as a potential source of information about them. The treatment accorded by the press to different risks is also considered. More than 14 000 press articles have been classified. Results show that the largest number of news items for the period 1982¿2007 relates to forest fires and droughts, followed by floods and heavy rainfalls, although floods are the major risk in the region of study. Two flood events recorded in 2002 have been analyzed in order to show an example of the role of the press information as indicator of risk perception.

Le sujet principal de cette thèse porte sur les mesures de risque. L'objectif général est d'investiguer certains aspects des mesures de risque dans les applications financières. Le cadre théorique de ce travail est celui des mesures cohérentes de risque telle que définie dans Artzner et al (1999). Mais ce n'est pas la seule classe de mesure du risque que nous étudions. Par exemple, nous étudions aussi quelques aspects des "statistiques naturelles de risque" (en anglais natural risk statistics) Kou et al (2006) et des mesures convexes du risque Follmer and Schied(2002). Les contributions principales de cette thèse peuvent être regroupées selon trois axes: allocation de capital, évaluation des risques et capital requis et solvabilité. Dans le chapitre 2 nous caractérisons les mesures de risque avec la propriété de Lebesgue sur l'ensemble des processus bornés càdlàg (continu à droite, limité à gauche). Cette caractérisation nous permet de présenter deux applications dans l'évaluation des risques et l'allocation de capital. Dans le chapitre 3, nous étendons la notion de statistiques naturelles de risque à l'espace des suites infinies. Cette généralisation nous permet de construire de façon cohérente des mesures de risque pour des bases de données de n'importe quelle taille. Dans le chapitre 4, nous discutons le concept de "bonnes affaires" (en anglais Good Deals), pour notamment caractériser les situations du marché où ces positions pathologiques sont présentes. Finalement, dans le chapitre 5, nous essayons de relier les trois chapitres en étendant la définition de "bonnes affaires" dans un cadre plus large qui comprendrait les mesures de risque analysées dans les chapitres 2 et 3.

Dans cette thèse, nous étudions quelques problèmes fondamentaux en mathématiques financières et actuarielles, ainsi que leurs applications. Cette thèse est constituée de trois contributions portant principalement sur la théorie de la mesure de risques, le problème de l’allocation du capital et la théorie des fluctuations. Dans le chapitre 2, nous construisons de nouvelles mesures de risque cohérentes et étudions l’allocation de capital dans le cadre de la théorie des risques collectifs. Pour ce faire, nous introduisons la famille des "mesures de risque entropique cumulatifs" (Cumulative Entropic Risk Measures). Le chapitre 3 étudie le problème du portefeuille optimal pour le Entropic Value at Risk dans le cas où les rendements sont modélisés par un processus de diffusion à sauts (Jump-Diffusion). Dans le chapitre 4, nous généralisons la notion de "statistiques naturelles de risque" (natural risk statistics) au cadre multivarié. Cette extension non-triviale produit des mesures de risque multivariées construites à partir des données financiéres et de données d’assurance. Le chapitre 5 introduit les concepts de "drawdown" et de la "vitesse d’épuisement" (speed of depletion) dans la théorie de la ruine. Nous étudions ces concepts pour des modeles de risque décrits par une famille de processus de Lévy spectrallement négatifs.

Recent studies on the avalanche risk in alpine settlements suggested a strong dependency of the development of risk on variations in damage potential. Based on these findings, analyses on probable maximum losses in avalanche-prone areas of the municipality of Davos (CH) were used as an indicator for the long-term development of values at risk. Even if the results were subject to significant uncertainties, they underlined the dependency of today's risk on the historical development of land-use: Small changes in the lateral extent of endangered areas had a considerable impact on the exposure of values. In a second step, temporal variations in damage potential between 1950 and 2000 were compared in two different study areas representing typical alpine socio-economic development patterns: Davos (CH) and Galtür (A). The resulting trends were found to be similar; the damage potential increased significantly in number and value. Thus, the development of natural risk in settlements can for a major part be attributed to long-term shifts in damage potential.

This research seeks to design and implement a WebGIS application allowing high school students to work with information related to the disciplinary competencies of the competency-teaching model, in Mexico. This paradigm assumes knowledge to be acquired through the application of new technologies and to link it with everyday life situations of students. The WebGIS provides access to maps regarding natural risks in Mexico, e.g. volcanism, seismic activities, or hurricanes; the prototype's user interface was designed with special emphasis on scholar needs for high school students.

The identification of compositional changes in fumarolic gases of active and quiescent volcanoes is one of the mostimportant targets in monitoring programs. From a general point of view, many systematic (often cyclic) and randomprocesses control the chemistry of gas discharges, making difficult to produce a convincing mathematical-statisticalmodelling.Changes in the chemical composition of volcanic gases sampled at Vulcano Island (Aeolian Arc, Sicily, Italy) fromeight different fumaroles located in the northern sector of the summit crater (La Fossa) have been analysed byconsidering their dependence from time in the period 2000-2007. Each intermediate chemical composition has beenconsidered as potentially derived from the contribution of the two temporal extremes represented by the 2000 and 2007samples, respectively, by using inverse modelling methodologies for compositional data. Data pertaining to fumarolesF5 and F27, located on the rim and in the inner part of La Fossa crater, respectively, have been used to achieve theproposed aim. The statistical approach has allowed us to highlight the presence of random and not random fluctuations,features useful to understand how the volcanic system works, opening new perspectives in sampling strategies and inthe evaluation of the natural risk related to a quiescent volcano

La succession de plus en plus fréquente d’événements catastrophiques a amené les sociétés à poser les conditions d’une gestion proactive des risques « naturels ». Ainsi, dans une perspective exploratoire, nous étudions les processus de planification du rétablissement postcatastrophe et la place qu’occupe le concept de résilience urbaine au sein des pratiques de cette planification et des contenus et produits qui en sont issus. Nous entamons plus spécifiquement une réflexion entourant l’intelligibilité et l’opérationnalisation de la résilience. Pour ce faire, nous examinons deux cas signifiants d’inondation dans l’historique nord-américain, soit celui de la Nouvelle-Orléans en Louisiane et celui de la ville québécoise de La Baie, ayant été respectivement victimes des ouragans Katrina et Rita en 2005 et des pluies diluviennes de 1996. Après avoir procédé à une brève mise en contexte des désastres éprouvés, de leurs effets et des vulnérabilités physico-spatiales qu’ils ont mis en exergue, nous mettons en parallèle les logiques institutionnelles précatastrophe d’aménagement du territoire, d’urbanisme et de gestion des risques des villes. Nous observons ensuite l’évolution des deux processus de planification du rétablissement et les enjeux et débats qui les ont caractérisés, pour terminer avec une exposition des changements résilients qui en ont émané. Les deux derniers chapitres démontrent que la qualité de résilience des villes est fortement influencée par leurs cultures politiques, administratives et législatives propres et leurs traditions urbanistiques. Bien qu’elles aient su élaborer une stratégie de prévention des risques, qui accepte les inondations plutôt que de tenter de s’y opposer à tout prix, elles n’ont toutefois pas saisi l’entièreté des opportunités qui s’offraient à elles.

Existe una creciente preocupación por las catástrofes de origen natural que están por llegar, motivo por el que se están realizando estudios desde prácticamente todas las ramas de la ciencia. La razón para ello se puede encontrar en el miedo a que los eventos futuros puedan dificultar las actividades humanas, aunque no es el único factor. Por todo ello, se produce una dispersión muy importante incluso en los conceptos más elementales como qué debe ser considerado o cómo debe llamarse y catalogarse uno u otro elemento. En consecuencia, los métodos para comprender los riesgos naturales también son muy diferentes, rara vez encontrándose enfoques realmente multidisciplinares. Se han realizado algunos esfuerzos para crear un marco de entendimiento común como por ejemplo, la "Directiva sobre inundaciones" o, más recientemente, la Directiva Inspire. Las entidades aseguradoras y reaseguradoras son un actor importante entre los muchos involucrados en los estudios de riesgos. Su interés radica en el hecho de que terminan pagando la mayor parte de la factura, si no toda. Pero, a cuánto puede ascender esa factura, no es una pregunta fácil de responder aún en casos muy concretos, y sin embargo, es la pregunta que constantemente se plantea por parte de los tomadores de decisiones a todos los niveles. Este documento resume las actividades de investigación que han llevado a cabo al objeto de sentar un marco de referencia, implementando de enfoques numéricos capaces de hacer frente a algunas de las cuestiones más relevantes que se encuentran en casi todos los estudios de riesgos naturales, ensayando conceptos de manera pragmática. Para ello, se escogió un lugar experimental de acuerdo a diferentes criterios, como la densidad de población, la facilidad de proporcionar los límites geográficos claros, la presencia de tres de los procesos geológicos más importantes (inundaciones, terremotos y vulcanismo) y la disponibilidad de datos. El modelo aquí propuesto aprovecha fuentes de datos muy diversas para evaluar los peligros naturales, poniendo de relieve la necesidad de un enfoque multidisciplinar y emplea un catálogo de datos único, unificado, independiente (no orientado), coherente y homogéneo para estimar el valor de las propiedades. Ahora bien, los datos se explotan de manera diferente según cada tipo de peligro, manteniendo sin variación los conceptos subyacentes. Durante esta investigación, se ha encontrado una gran brecha en la relación entre las pérdidas reales y las probabilidades del peligro, algo contrario a lo que se ha pensado que debía ser el comportamiento más probable de los riesgos naturales, demostrando que los estudios de riesgo tienen vida útil muy limitada. En parte debido ello, el modelo propuesto en este estudio es el de trabajar con escenarios, fijando una probabilidad de ocurrencia, lo que es contrario al modelo clásico de evaluar funciones continuas de riesgo. Otra razón para abordar la cuestión mediante escenarios es forzar al modelo para proporcionar unas cifras creíbles de daño máximo fijando cuestiones como la ubicación espacial de un evento y sus probabilidades, aportando una nueva visión del "peor escenario posible” de probabilidad conocida. ABSTRACT There is a growing concern about catastrophes of natural origin about to come hence many studies are being carried out from almost any science branch. Even though it is not the only one, fear for the upcoming events that might jeopardize any given human activity is the main motive. A forking effect is therefore heavily present even on the basic concepts of what is to be considered or how should it be named and catalogued; as a consequence, methods towards understanding natural risks also show great differences and a multidisciplinary approach has seldomly been followed. Some efforts were made to create a common understanding of such a matter, the “Floods Directive” or more recently the Inspire Directive, are a couple of examples. The insurance sector is an important actor among the many involved. Their interest relies on the fact that, eventually, they pay most of the bill if not all. But how much could that be is not an easy question to be answerd even in a very specific case, and it is almost always the question posed by decision makers at all levels. This document summarizes research activities that have being carried out in order to put some solid ground to be followed, implementing numerical approaches that are capable of coping with some of the most relevant issues found in almost all natural risk studies, testing concepts pragmatically. In order to do so, an experimental site was selected according to different criteria, such as population density, the ease of providing clear geographical boundaries, the presence of three of the most important geological processes (floods, earthquakes and volcanism) and data availability. The model herein proposed takes advantage of very diferent data sources in the assessment of hazard, pointing out how a multidisciplinary approach is needed, and uses only one unified, independent, consistent, homogeneous (non objective driven) source for assessing property value. Data is exploited differently according to each hazard type, but the underlying concepts remain the same. During this research, a deep detachment was found between actual loss and hazard chances, contrarily to what has been thought to be the most likely behaviour of natural hazards, proving that risk studies have a very limited lifespan. Partially because of such finding, the model in this study addresses scenarios with fixed probability of occurrence, as opposed to studying a continuous hazard function as usually proposed. Another reason for studying scenarios was to force the model to provide a reliable figure after a set of given parameters where fixed, such as the spatial location of an event and its chances, so the “worst case” of a given return period could be found.

Con anterioridad a la década de 1980, la literatura especializada en análisis y gestión del riesgo estaba dominada por la llamada visión tecnocrática o dominante. Esta visión establecía que los desastres naturales eran sucesos físicos extremos, producidos por una naturaleza caprichosa, externos a lo social y que requerían soluciones tecnológicas y de gestión por parte de expertos. Este artículo se centra en desarrollar una nueva explicación para entender la persistencia hegemónica de la visión tecnocrática basada en el concepto de incuestionabilidad del riesgo. Esta propuesta conceptual hace referencia a la incapacidad y desidia de los expertos, científicos y tomadores de decisiones en general (claimmakers) de identificar y actuar sobre las causas profundas de la producción del riesgo ya que ello conllevaría a cuestionar los imperativos normativos, las necesidades de las elites y los estilos de vida del actual sistema socioeconómico globalizado.

The goal of this interdisciplinary study is to better understand the land use factors that increase vulnerability of mountain areas in northern Pakistan. The study will identify and analyse the damages and losses caused by the October 2005 earthquake in two areas of the same valley: one "low-risk" watershed with sound natural resources management, the other, "high-risk" in an ecologically degraded watershed. Secondly, the study will examine natural and man-made causes of secondary hazards in the study area, especially landslides; and third it will evaluate the cost of the earthquake damage in the study areas on the livelihoods of local communities and the sub-regional economy. There are few interdisciplinary studies to have correlated community land use practices, resources management, and disaster risk reduction in high-risk mountain areas. By better understanding these linkages, development- humanitarian- and donor agencies focused on disaster reduction can improve their risk reduction programs for mountainous regions.
