O século XXI introduziu profundas mudanças no espaço onde a atuação militar se desenvolve. Esta mutação, que agora inclui o domínio físico e cognitivo na ação militar, impõe a adoção de novos conceitos de operação e estruturas organizacionais mais ágeis, de forma a fazerem face a um ambiente altamente volátil, imprevisível e complexo. Tal contexto torna as organizações, hoje mais do que nunca, dependentes de informação (e dos sistemas que as geram), e no âmbito das organizações militares, uma capacidade em particular assume, na atualidade, uma preponderância fulcral para o sucesso destas, que se designa por Intelligence, Surveillance & Reconnaissance (ISR). Considerando a complexidade de sistemas, processos e pessoas que envolvem toda esta capacidade, torna-se relevante estudar como a Força Aérea Portuguesa (FAP) está a acomodar este conceito no interior da sua estrutura, uma vez que a sua adaptação requer uma organização da era da informação, onde o trabalho em rede assume particular destaque. A presente investigação analisa formas de estruturas organizacionais contemporâneas e cruza-as com as recomendações da Organização do Tratado do Atlântico Norte (também designada por Aliança), comparando-as posteriormente com a atualidade da FAP. No final, são efetuadas propostas tangíveis, que podem potenciar as capacidades existentes, de onde se destaca a criação de uma matriz de análise quanto à eficiência organizacional, uma nova forma de organização das capacidades residentes no que ao ISR concerne, bem como o modo de potenciar o trabalho em rede com base nos meios existentes. Abstract: The 21st century has caused profound changes in the areas where military action takes place. This mutation, which now includes the physical and cognitive domain in military action, requires the adoption of new concepts of operation and more agile organizational structures in order to cope with a highly volatile, unpredictable and complex environment. Thus, more than ever, this makes the present organizations dependent of information (and the systems that generate them), in the case of military organizations, a particular capability undertakes today a strong impact on the success of military organizations. It is known as Intelligence, Surveillance& Reconnaissance (ISR). Taking into account the complexity of systems, processes and people involving all this capability, it is relevant to study how the Portuguese Air Force (PAF) is accommodating this concept within its structure, since the adaptation requires an organization adapted to the information era, where networking is particularly prominent. This research aims to analyze contemporary forms of organizational structures and cross them with the recommendations of the North Atlantic Treaty Organization (also known as Alliance), later comparing them with today's PAF. At the end of this investigation, some tangible proposals are made which can enhance existing capabilities: we can highlight the creation of an analysis matrix for organizational efficiency, a new form of organization of the resident capabilities in the ISR concerns, as well as the way of enhancing networking, based on existing means.

In recent years, there has been growing emphasis on the need to provide transparency in the costs of engineering programmes, leading to growing emphasis on Whole Life Cost (WLC) modelling techniques. This has arisen largely due to the increased interested in longer timescale projects and programmes, combined with the emergence of system-of-systems and network enabled capability concepts. This change in the implementation and management of large scale projects has necessitated the development of alternative methods of evaluating performance. This work seeks to address the shortfalls in current costing methodologies when applied to these highly flexible environments, and to propose a conceptual model for dealing with the encountered complexities. The approach has a fundamental role and potential significance in the future of whole life costing for Network Enabled Capability (NEC) but can also offer a potential paradigm shift for costing in traditional engineering environments.

The foundational concept of Network Enabled Capability relies on effective, timely information sharing. This information is used in analysis, trade and scenario studies, and ultimately decision-making. In this paper, the concept of visual analytics is explored as an enabler to facilitate rapid, defensible, and superior decision-making. By coupling analytical reasoning with the exceptional human capability to rapidly internalize and understand visual data, visual analytics allows individual and collaborative decision-making to occur in the face of vast and disparate data, time pressures, and uncertainty. An example visual analytics framework is presented in the form of a decision-making environment centered on the Lockheed C-5A and C-5M aircraft. This environment allows rapid trade studies to be conducted on design, logistics, and capability within the aircraft?s operational roles. Through this example, the use of a visual analytics decision-making environment within a military environment is demonstrated.

The future convergence of voice, video and data applications on the Internet requires that next generation technology provides bandwidth and delay guarantees. Current technology trends are moving towards scalable aggregate-based systems where applications are grouped together and guarantees are provided at the aggregate level only. This solution alone is not enough for interactive video applications with sub-second delay bounds. This paper introduces a novel packet marking scheme that controls the end-to-end delay of an individual flow as it traverses a network enabled to supply aggregate- granularity Quality of Service (QoS). IPv6 Hop-by-Hop extension header fields are used to track the packet delay encountered at each network node and autonomous decisions are made on the best queuing strategy to employ. The results of network simulations are presented and it is shown that when the proposed mechanism is employed the requested delay bound is met with a 20% reduction in resource reservation and no packet loss in the network.

Organizational learning has been studied as a key factor in firm performance and internationalization. Moving beyond the past emphasis on market learning, we develop a more complete explanation of learning, its relationship to innovation, and their joint effect on early internationalization. We theorize that, driven by the founders’ international vision, early internationalizing firms employ a dual subsystem of dynamic capabilities: a market subsystem consisting of market-focused learning capability and marketing capability, and a socio-technical subsystem comprised of network learning capability and internally focused learning capability. We argue that innovation mediates the proposed relationship between the dynamic capability structure and early internationalization. We conduct case studies to develop the conceptual framework and test it in a field survey of early internationalizing firms from Australia and the United States. Our findings indicate a complex interplay of capabilities driving innovation and early internationalization. We provide theoretical and practical implications and offer insights for future research.

As Lições Aprendidas (LL), permitem a uma organização aprender com a experiência e desta forma melhorar o seu desempenho. No Estado-Maior General das Forças Armadas (EMGFA), esta capacidade, encontra-se em fase de implementação, e por este motivo o trabalho realizado, teve como finalidade formular subsídios para o seu desenvolvimento. Através de uma estratégia de pesquisa qualitativa, foi analisado o modelo implementado no Joint Analysis and Lessons Learned Centre (JALLC) e o modelo que se encontra em implementação no Centro de Treino Avaliação e Certificação (CTAC), com vista a identificar as linhas de ação para o desenvolvimento da capacidade. A NATO tem a sua capacidade sustentada no JALLC, que assegura resposta a requisitos de análise, promove a partilha de informações e auxilia no desenvolvimento de LL. No EMGFA o CTAC tem a atribuição de validar as lições identificadas, estabelecer e promover a implementação das lições aprendidas e conduzir estudos de investigação e análise. Do nosso estudo, concluímos que o CTAC está a desenvolver a capacidade de LL de acordo com a doutrina pela NATO, no entanto o seu âmbito de atuação carece de ser alargado, para edificar a capacidade de LL no EMGFA. Abstract: The Lessons Learned (LL), allow an organization to learn from experience and thus improve their performance. In the Portuguese General Staff of the Armed Forces (EMGFA), this capability is being implemented, and for this reason this study, aimed to formulate subsidies for its development. Through a qualitative research strategy, both model the Joint Analysis and Lessons Learned Centre(JALLC) and the the Training Center Assessment and Certification (CTAC) was analysed, to identify the lines of action for the development of capacity in EMGFA. NATO supports their capability in JALLC, which ensures response to requirements analysis, promotes the sharing of information and assists in the development of lessons learned. CTAC in EMGFA has the authority to validate the identified lessons, establish and promote the implementation of lessons learned and conduct research and analysis studies. From our study, we conclude that CTAC is developing LL capacity according to NATO doctrine, however their performance scope needs to be extended to build the capacity in LL EMGFA.
