This paper estimates the impact of the use of structured methods on the quality of education of the students in primary public school in Brazil. Structure methods encompass a range of pedagogical and managerial instruments applied to the education system. In recent years, several municipalities in the State of São Paulo have contracted out private educational providers to implement these structured methods in their schooling system. Their pedagogical proposal involves structuring curriculum contents, elaboration and use of teachers and students textbooks, and training and supervision of the teachers and instructors. Using a difference in differences estimation strategy, we find that the fourth and eighth grader students in the municipalities with structured methods performed better in Portuguese and Math than students in municipalities not exposed to the methods. We find no differences in approval rates. However, a robustness check is not able to discard the possibility that unobserved municipal characteristics may affect the results.

Essa dissertação reflete sobre o papel que os conselhos de educação têm adquirido na gestão do setor educacional como uma alternativa de ampliação da participação da sociedade civil, buscando compreender os limites e as possibilidades que este espaço apresenta e se a relação contribui para a efetivação e ampliação dos direitos de cidadania. Procurou-se sistematizar as experiências de um conselho municipal de educação instituído por um governo progressista, e que se envolveu em um processo gradual de debates, embates e disputas entre a sociedade civil e o poder público que demandaram muitos desafios, entraves e possibilidades de se efetivar, no município de Belém, políticas públicas educacionais que, alicerçados em um movimento mais amplo de superação da cultura hegemônica imposta, propuseram e criaram ações alternativas, em contrapartida à política educacional implementada através do Ministério da Educação no governo de Fernando Henrique Cardoso (1993 a 2002).Assim, procuramos investigar neste estudo, o Conselho Municipal de Educação de Belém/PA, considerando, a participação e o controle social na construção do espaço público nas relações entre o poder público e a sociedade civil, visando compreender as possibilidades e os limites deste no processo de consolidação de ações institucionais inovadoras na gestão pública. Tomamos como pressuposto a idéia de que os Conselhos, na intermediação entre Estado e sociedade, traduzem idéias e concepções mais amplas de educação e de sociedade que, em cada momento histórico, influenciam a dinâmica das políticas educacionais em pauta. Desse modo, justifica-se a preocupação relacionada às possibilidades dos conselhos ampliarem o debate de forma mais democrática, acerca do conjunto de mudanças a que vem se submetendo os diversos segmentos sociais, principalmente os mais subalternizados, objetivando contribuir para uma interlocução cada vez maior com os usuários das políticas sociais públicas. A dimensão política da representatividade foi também objeto de reflexão, seja pela necessidade de se avaliar a sua legitimidade e a direção dada às discussões, bem como os limites da representação delegada.

This paper estimates the impact of the use of structured methods on the quality of education for students in primary public school in Brazil. In recent years, several municipalities in the state of Sao Paulo have contracted out private educational providers to implement these structured methods in their schooling systems. Their pedagogical proposal involves structuring of curriculum content, development of teacher and student textbooks, and the training and supervision of teachers anti instructors. Using a difference-in-differences estimation strategy, we find that the 4th- and 8th-grade students in the municipalities with structured methods performed better in Portuguese and mathematics than did students in municipalities not exposed to these methods. We find no differences in passing rates. A robustness test supports the assumption that there is no unobserved municipal characteristics associated with proficiency changes over time that may affect the results. (C) 2012 Elsevier Ltd. Este trabalho apresenta os resultados da pesquisa sobre a gestão de Paulo Freire na Secretaria Municipal de Educação da Cidade de São Paulo. Foi utilizada a metodologia da história oral, entrevistamos professoras da rede municipal de ensino de São Paulo que atuaram durante o período em que Paulo Freire foi secretário de educação desse município. Paulo Freire foi principal teórico brasileiro no campo da educação e também desempenhou o papel de gestor público. Ficou a frente de programas de alfabetização de adultos de governos do nordeste do Brasil e participou da equipe do MEC que pretendia promover o Programa de Alfabetização de Adultos durante o governo João Goulart. Em 1989, participou do governo de Luiza Erundina na prefeitura de São Paulo. Ocupou o cargo de Secretario Municipal de Educação até maio de 1991. Algumas das marcas de sua gestão foram a luta pela construção de uma escola popular e democrática, a conquista de direitos para os professores como a criação do Estatuto do Magistério Municipal, o restabelecimento dos Conselhos de Escola, a organização dos Ciclos nas escolas de ensino fundamental. Durante a pesquisa, foram entrevistadas dez professoras, utilizando-se a metodologia da História Oral. As professoras apresentaram relatos autobiográficos destacando o período em que Freire foi secretário de educação em São Paulo. Assim, registramos visões amplas sobre os eventos ligados à reconstrução democrática que marcaram a sociedade brasileira naquele período. No que tange ao campo educacional, a pesquisa apresenta algumas reflexões acerca da imagem de Paulo Freire e aspectos sobre a memória docente relacionados às condições de trabalho e às relações no interior das escolas. As entrevistadas abordaram temas como participação da comunidade na escola, a relação dos professores e o governo, o funcionamento dos conselhos de escola, entre outros. A pesquisa ainda reflete sobre os impactos de políticas públicas sobre a população a partir da ótica das professoras.

Education management in the schools of indigenous rural areas faces a number of difficulties to implement and comply with the guidelines and requirements of the laws related to budgetary management of resources allocated to Education or Administrative Boards. In addition to being located in scattered rural areas, far from the municipal heads and regional offices of the Ministry of Public Education, one of the main obstacles is that all regulations, laws and guidelines are written in Spanish, and there is people, in this indigenous rural communities, who do not speak, write, read or understand this language. This puts them at an enormous disadvantage, which has a direct impact on the indigenous children’s right to education.

Both books are aimed at strategising the transition you are experiencing, from preservice teacher to professional educator, through issues that you will face as early career teachers from any specialist teaching strand - early childhood, primary, middle or secondary. ‘Transitioning to the real world of Education’ (Millwater & Beutel, 2008) addressed the particularities and practicalities of professional standards, life-long learning, teaching for diversity, values-education, teacher/student relationships, teaching in a digital age and teacher burnout. This text aligns with these and explores other areas, in recognition that your early career phase is the pivotal point of how much you commit to being a teacher in the long term.

The research reported in this paper investigated the engagement of students who arrived in Australian secondary schools as refugees from Africa. Enrolment of large cohorts of refugees from Africa is a relatively new phenomenon in the English-speaking West. The literature provides evidence that emotional engagement with the promises of schooling is strong for many of the young African refugees. Students envision successful professional careers as doctors, engineers, lawyers, and IT experts; they envision returning to their country as professionals able to help the people. The question investigated in this paper is: How does schooling in Australia impact on young African refugees’ education and career aspirations? Engagement is understood in Bourdieuian terms as dispositions to be and to become an educated person. This is a disposition which entails fundamental belief in the value of the stakes of schooling. The data analysed in the paper were produced in a study undertaken in the state of Queensland where 5000 of the 39 000 African refugees who have arrived in Australia since 2000 have settled. Semi-structured interviews were conducted with students and their parents and teachers after arrival in an intensive language school, and then after transition to a regular secondary school. The findings show both the durability and malleability of educational dispositions in conditions of dramatic social change occasioned by refugee experience. Engagement in the stakes of schooling is both built and eroded as students flee their homelands for countries of refuge. Previously unimaginable educational dreams are possible for some; but for others, long-held dreams become unattainable. The paper concludes with recommendations for better supporting young people through this re-shaping of self.

The issue of what an effective high quality / high equity education system might look like remains contested. Indeed there is more educational commentary on those systems that do not achieve this goal (see for example Luke & Woods, 2009 for a detailed review of the No Child Left Behind policy initiatives put forward in the United States under the Bush Administration) than there is detailed consideration of what such a system might enact and represent. A long held critique of socio cultural and critical perspectives in education has been their focus on deconstruction to the supposed detriment of reconstructive work. This critique is less warranted in recent times based on work in the field, especially the plethora of qualitative research focusing on case studies of ‘best practice’. However it certainly remains the case that there is more work to be done in investigating the characteristics of a socially just system. This issue of Point and Counterpoint aims to progress such a discussion. Several of the authors call for a reconfiguration of the use of large scale comparative assessment measures and all suggest new ways of thinking about quality and equity for school systems. Each of the papers tackles different aspects of the problematic of how to achieve high equity without compromising quality within a large education system. They each take a reconstructive focus, highlighting ways forward for education systems in Australia and beyond. While each paper investigates different aspects of the issue, the clearly stated objective of seeking to delineate and articulate characteristics of socially just education is consistent throughout the issue.

The professional doctorate is a degree that is specifically designed for professionals investigating real-world problems and relevant issues for a profession, industry and/or the community. The exploratory study on which this paper is based sought to track the scholarly skill development of a cohort of professional doctoral students who commenced their course in January 2008 at an Australian university. Via an initial survey and two focus groups held six months apart, the study aimed to determine if there had been any qualitative shifts in students’ understandings, expectations and perceptions regarding their developing knowledge and skills. Three key findings that emerged from this study were: (i) the appropriateness of using a blended learning approach in this professional doctoral program; (ii) the challenges of using wikis as an online technology for creating communities of practice; and (iii) the transition from professional to scholar is a process that requires the guided support inherent in the design of this particular doctorate of education program.
