processo de modernização do ginásio secundário brasileiro, que culminou com a Reforma do Ensino do primeiro grau, nos anos 70 e, portanto, com a estruturação de uma nova escola· fundarrental. A maioria das propostas para a criação de um novo ginã 510, nos anos 50 e 60 I procurava atende~ às exigências do modelo político e econômico da época. No período 61-64, fase crítica do modelo desenvolvimentista, surgiram projetos de educação secundária, como os Ginásios da Comunidade e os Giná 5105 Vocacionais, propondo urna prá~ica pedagógica, voltada para a conscientização do homem como ser histórico e produtivo e, conseqüentemente, orientada para a transformação da sociedade. A política educacional, após 1964, rechaçou as propostas de uma e'ducação secundária conscientizadora e lançou os Ginásios Poli valentes corno estratégia para a reFormulação do ensino de primeiro grau em âmbito nacional. Concluiu-se que os projetos de renovaçao do ensino secundário surgiram em decorrência das contradições do ItXldelo desenvolvimentista. Enquanto os Ginásios Poli valentes apre - sentavam uma proposta pedagógica compatível com a manutenção do capitalismo periférico, os projetos de criação dos Ginásios da Comw1idade e dos Ginásios Vocacionais constituiram resposta diferente da política de dominação cultural.

Este artigo analisa o desenvolvimento da Amazônia no período compreendido entre o último quartel do século XX e os anos iniciais do século XXI, demonstrando que a evolução econômica regional decorreu de um modelo desenvolvimentista desequilibrado em termos espaciais e setoriais, e que por conta disto o desenvolvimento atual se mantém heterogêneo e desigual no espaço intra-regional, com a coexistência de eixos dinâmicos de desenvolvimento e áreas sem perspectivas de desenvolvimento na Amazônia.

The paper analyzes the implementation of the new regulatory framework of urban policy in Brazil, synthesized by the Constitution of 1988 and its subsequent regulations by the Statute of the City (Federal Law No. 10.257/2001). The empirical analysis focuses on three medium-sized cities in the state of São Paulo (Piracicaba, Bauru and Rio Claro), and addresses three complementary dimensions. First: interprets the participatory processes that resulted in the new Master Plan. Second, analyzes the crisis of the developmental model for understanding the transformations experienced by the Brazilian urban network, through which the medium-sized cities took on increasing economic relevance. Third: examines the inclusion and regulation of Special Zones of Social Interest (ZEIS) and how this instrument has been used in dealing with urban problems and the housing deficit. Apart from normative considerations, the study aims to assess the actual contribution of the City Statute in the democratization of urban management.

O modelo desenvolvimentista aplicado no Brasil, dominante desde a década de 1970, tem na Amazônia suas consequências mais graves. As ações resultantes das políticas e empreendimentos privados provoca transformações no espaço, gerando desequilíbrios sociais e ambientais. Com intuito de fazer uma análise das transformações ocorridas no espaço rural dos municípios do Rio Madeira, este artigo pretende analisar através da análise espaço-temporal, como os espaços rurais, em específico da Micro Região Madeira no Estado do Amazonas, vêm sendo influenciados e transformados pelas ações do avanço capitalista e pela reação das políticas ambientais. A análise foi desenvolvida a partir de um estudo de caso de caráter exploratório, com enfoque geo-histórico e análise espacial. O método geo-histórico leva a estudar diversas conjunturas, sendo elas econômicas, sociais, políticas e culturais. Observação direta e análise documental foram os procedimentos metodológicos privilegiados. O estudo teve como objeto as políticas sócio-ambientais e as estratégias empresariais e, como sujeitos, moradores dos municípios do Rio Madeira (em especial dos Municípios de Humaitá, Manicoré, Apui, Novo Aripuanã e Borba que fazem parte da Micro Região Madeira). O levantamento e análise das políticas e ações empresariais sustentam a compreensão de como o avanço capitalista e as políticas ambientais influencia a vida dos moradores da zona rural da Micro Região Madeira.

Apresenta as políticas de saúde no Brasil no período de 1989 contextualizando o agravamento da crise financeira no país, e principalmente para a área da saúde, fazendo com que muitos hospitais privados rompessem seus convênios com o SUS devido à redução expressiva do financiamento, prejudicando em muito a qualidade dos serviços prestados à população. Faz um breve panorama a respeito das estratégias neoliberais em contrapartida com o modelo desenvolvimentista.

This research tried to follow up with the way of intervention that a developing State promotes it regional development, once its action departs from a quantitative conception until its acting focused in maintenance, like the strategy of local development input in the Northeastern of Brazil in the 90 s. particularly, the attention was focused onto Banco do Nordeste which, between 1995 and 2002, achieved a organization changing process to get fit itself to the new conception of development and State, that advocates the maintenance and the participation of the society in its accomplishment, becoming itself the main agent of the Federal Government in the Region. By taking over the strategy of local development, Banco do Nordeste starts, at least in speech, to be less of a bank to become more of a development agent , representing some development and hope to overcome the social and economical inequalities of the Region. The hypothesis that surrounds this essay is that this reorientation experienced at Banco do Nordeste is related to three factors: timing; the Institution of a project of international technical cooperation with PNUD; the unrest of an employees group, who used to fight for the acting increase of the Bank to beyond the credit acting; and, above all, the juncture created in Ceara from the second half of the 80 s, expressed, mainly, for the political rise of a group of businessmen, who took over and modernized the standards of public management in the State, transforming the cearense experience into reference in Brazil and the world. The research was developed from information got through the use of semi-structured interviews and documental research and, as complementary resource, field observation. The interviews were done with BNB managers between 1995 and 2003, some of them current administrators (2003-2006), plus one of CAPEF directors and the present president of AFBNB. The research revealed that strategic place taken by BNB in the period studied did not come to represent a rupture in its organizational culture, being strongly attached to factors that allows its operation. When some of these elements stopped existing, it was observed a retracing in the pattern of state intervention in the Region. This conclusion restates the vision of State that guided this thesis, identified as relationships field, of different interests; space where social conflicts are established; incarnated through the institutions

A crise brasileira dos anos 80 encerrou o ciclo desenvolvimentista, que prevaleceu no país por mais de 30 anos, e abriu as portas para uma série de *transformações importantes na economia brasileira. Nos anos 90 iniciou-se a reforma do Estado e a liberalização comercial e financeira, que seria ampliada e consolidada com o Plano Real. O objetivo deste trabalho é avaliar a natureza e a magnitude dessas transformações na política econômica brasileira, verificando em que medida elas lançam as bases para um novo modelo econômico no Brasil. Até que ponto a turbulência financeira internacional e a crise cambial de 1998/99 comprometeram esse modelo? Quais são as conseqüências do abandono da âncora cambial e a adoção do ajuste imposto pelo FMI?

Ao iniciarmos este trabalho, sabíamos, a priori, que por ser projeto de caráter desenvolvimentista seria difícil a configuração de um único objetivo. Por outro lado, por se encontrar em fase ele implantação e possuir características de projeto de desenvolvimento e segurança nacional o sigilo nos impediria o acesso a toda documentação. Foi nos dados a conhecer apenas o essencial para termos uma ideia do conjunto e intentarmos uma avaliação. O nosso trabalho foi fundamentado basicamente nos documentos obtidos e nas entrevistas feitas com o Coordenador do Projeto e demais executivos que estavam diretamente envolvidos. Na primeira parte, trataremos do desenvolvimento como sistema de elevação de nível de um país. A segunda parte cuidará essencialmente do desenvolvimento tecnológico em países subdesenvolvidos. Na última parte, faremos a exposição do Projeto Motores apresentando os motivos de sua origem, a metodologia empregada, as fontes de recursos e seus gastos e o estudo de mercado. Completando, apresentaremos uma apreciação crítica do Projeto Motores com seus resultados diretos e indiretos.

In the last decades, studies on early intervention involving children with autism have suggested that there is no single intervention model capable of addressing the needs of all individuals in the spectrum. The role of parents as active intervention agents is, however, highly recommended. The More Than Words-HANEN Program has been specifically created for parents of children, under five years of age, who are in the autism spectrum. This intervention aims at improving the social competence and language comprehension of the child, as well as their parents empowerment. Until now only three studies have been performed in order to evaluate the effectiveness of the HMTW program. The purpose of this investigation is to evaluate the effects of an early intervention program inspired on HMTW model on the level of caregiver responsiveness and child communication skills. The present study adds to the existing research literature on family-centered early intervention that uses a developmental paradigm. A two year boy in risk for autism, his mother and nanny took part in this investigation, which was carried out in the child´s home in Mossoró, Rio Grande do Norte. The caretakers were given one fifty-two hours of training, divided into thirteen weekly meetings. A quasi-experimental A-B-C design (baselineintervention- follow-up) showed improvement in the caretakers level of responsiveness and meaningful social-communicative gains in the child´s response

This study has as object eight state vocational schools located in Araguari, Araxá, Frutal, Ituiutaba, Monte Carmelo, Patos de Minas, Uberaba and Uberlândia, in Minas Gerais. The period analyzed comprises the years from 1965 to 1976, from the signature of the Agreement 512-11-610-042 beteween the Ministry of Education and Culture (MEC) and the American Agency for International Development (USAID), which started a series of other agreements, and actions ending up with the creation of the Expansion and Improvement of High Schools Program (Programa de Expansão e Melhoria do Ensino Médio - PREMEM) and, from this, the Vocational Schools. The upper limit of the study, 1976, was the year when these agreements, known as MEC/USAID agreements ceased. The Vocational Schools were characterized as vocation probing schools, directing the professional formation of the population in general, which would happen a posteriori, turning it shorter and more effective, since the labor market would demand, urgently, capable professionals for an expanding economy. The project of Vocational Schools had a national scope, and foresaw, for its unfolding, the complete substitution of State Schools for the new model, called “multi-curricula”. The theme Vocational schools was the object of my Master’s degree study, when I focused the State School Guiomar de Freitas Costa, in Uberlândia. That study raised questionings and concerns that resulted in the central problem of the thesis presented here: understanding the measure in which such schools integrated the country’s development project – mostly in the first half of the military rule – and to understand its structure, functionality and efficacyThe development of the study presented here, demanded the use of several sources: 1) specialized literature about the topics presented, i.e., the situation of national education in a temporal analysis, the political, economical and social context, research methodologies, the theory of human capital, vocational teaching, pedagogical trends and practices, agreements MEC-USAID and PREMEM; 2) national, state and county laws related to the discussion: laws of national education directives and basis, decrees and reports stating about the program of technical cooperation between Brazil and the United States of America, the Program of Expansion and Improvement of Teaching (PREMEM), formation of professors, establishment of Vocational Schools and educational planning; 3) documentation of school archives: books of minutes of Collegiate and of faculty and staff, registrar books with final scores, enrolment, visits of inspector, accounting books, punch clock records, student, professor and staff occurrences, inventory, class schedules, school year calendar, school rules, class reports, payment rolls, bills of sales, exchanged mail, personal documentation of professional personnel, documents of land acquisition, blueprints, manuals of PREMEM, didactic materials/resources used in classes, books available in the school library, structured evaluations for follow-up of school processes, pictures of events, texts prepared for special dates, and news from the official newspaper and, finally, 4) national and local press reports, especially from Folha de São Paulo, Correio de Araxá, Correio de Uberlândia and Lavoura e Comércio (Uberaba). The proposition of Vocational schools was conciliate theoretical and practical formation through an active education permeated by technological resources. The contact with knowledge and several practical activities under professional supervision, the student would identify the knowledge area that would interest him the most and his aptitude. This formation in primary school would make way for the vocation studies in high school, which became mandatory by the law 5.692/71, that reformed school education from the previous levels of elementary, middle high and high school. However, the multi-curricula proposal that would be spread to the other public schools in the country ended up succumbing to the model already established. From its ephemeral existence, maybe the Vocational Schools have not reached the more general goals in political, economic and social aspects; however, this study demonstrated that, for the people that, directly or indirectly, had contact with such schools, a legacy of vocational and quality teaching was made, so much so, that forty years after the end of that proposal, they are still remembered.
