The concept of the command of the sea has its roots in medieval notions of the sovereignty of coastal waters, as claimed by several monarchs and polities of Europe. In the sixteenth century, a surge of intellectual creativity, especially in Elizabethan England, fused this notion with the Thucydidean term ‘thalassocracy’ – the rule of the sea. In the light of the explorations of the oceans, this led to a new conceptualisation of naval warfare, developed in theory and then put into practice. This falsifies the mistaken but widespread assumption that there was no significant writing on naval strategy before the nineteenth century.

Desde finales de los 70 la piratería se convirtió en un problema para Nigeria. Con el tiempo adquirió características del crimen organizado y en 2010 se transformó en un problema transnacional, afectando a Estados del golfo de Guinea. Así, a través de una base conceptual, el estudio de caso concluyó que los factores internos –como la pobreza, debilidad estatal y marginalización- y externos –siendo ellos la falta de políticas internas destinadas a las aguas y la ausencia de estrategias marítimas en la región- de la piratería, crearon una dinámica para que dicha actividad se convirtiera en una amenaza a la seguridad marítima del golfo de Guinea, tomando como referencia a Benín y Togo. Siguiendo la línea argumentativa, se demuestra que la búsqueda de una solución a la delincuencia marítima ha generado interacciones de seguridad que sugieren las primeras fases de un posible complejo de seguridad regional.

Este trabajo de investigación tiene como objetivo realizar un estudio de la realidad nacional frente a los intereses marítimos, de manera que se puedan determinar si las realidades de los conceptos están bien formulados frente a la concepción marítima del país para la definición de políticas en torno al tema, por lo que se hará énfasis en los campos temáticos de la geopolítica, la estrategia marítima y la inteligencia naval estratégica, para determinar su vigencia o deficiencia en la aplicación de los mismos frente a los intereses de Colombia. Además, se revisará el concepto relativamente nuevo de oceanopolítica, que incluye los argumentos actuales y clásicos de la geopolítica aplicados específicamente al mar, el aprovechamiento de sus recursos y los factores sociales, políticos, económicos y culturales que en él se manifiestan y que particularmente en el caso colombiano a través de la Comisión Colombiana del Océano – CCO, busca unificar los criterios necesarios para entender el ámbito estratégico marino del país, con el fin de facilitar la interacción entre funcionarios e instituciones nacionales en pro de dirigir eficazmente los esfuerzos para el desarrollo marítimo nacional. Asimismo, se efectuará una revisión y análisis histórico del desarrollo de la Armada Nacional con el fin de identificar los postulados geopolíticos y estratégicos que han dado forma organizacional y funcional a la Institución Naval en Colombia. Finalmente, se estudiarán proyecciones y tendencias de los campos temáticos, buscando la forma de adaptarlos a la construcción de poder marítimo y de la estrategia nacional como parte fundamental de la formulación de políticas del país.

On 24 June 2014 the General Affairs Council of the European Union approved the “European Union Maritime Security Strategy” (EUMSS), following the mandate by EU Heads of State or Government in their ‘Defence Summit’ last December and building on the Joint Communication “For An Open and Secure Global Maritime Domain” by the European Commission and the High Representative for Foreign Affairs and Security Policy in early March. These documents come at a time of considerable transformations in ‘the world’s last global common’: the sea.

--Critically discusses the role of International Maritime Organization (IMO) in the protection of the marine environment --Presents a clear, updated, concise and critical overview of the IMO marine environmental legal instruments --A fresh outlook on the north-south tensions in the IMO marine environmental discourses --Critically examines the principle of common but differentiated responsibilities in the context of IMO This book examines the role of The International Maritime Organization (IMO) in the prevention and control of pollution of the marine environment from vessels with a particular reference to the current north-south tensions regarding the strategy for combating climate change in the maritime sector as well as the prevention of marine pollution from the ship-breaking industry. The IMO, a United Nations specialized agency, has been entrusted with the duty to provide machinery for cooperation among governments for the prevention and control of pollution of the marine environment from vessels. The organization is responsible for drafting legal instruments as well as for facilitating technical cooperation for the protection of the marine environment. Although IMO legal instruments are mainly targeted at the prevention of pollution of the marine environment from vessels, there is a trend towards a liberal interpretation of this, and the organization has expanded its work to areas like shipbreaking, which is essentially a land-based industry.

The EU Marine Strategy Framework Directive (MSFD) sets out a plan of action relating to marine environmental policy and in particular to achieving ‘good environmental status’ (GES) in European marine waters by 2020. Article 8.1 (c) of the Directive calls for ‘an economic and social analysis of the use of those waters and of the cost of degradation of the marine environment’. The MSFD is ‘informed’ by the Ecosystem Approach to management, with GES interpreted in terms of ecosystem functioning and services provision. Implementation of the Ecosystem Approach is expected to be by adaptive management policy and practice. The initial socio-economic assessment was made by maritime EU Member States between 2011 and 2012, with future updates to be made on a regular basis. For the majority of Member States, this assessment has led to an exercise combining an analysis of maritime activities both at national and coastal zone scales, and an analysis of the non-market value of marine waters. In this paper we examine the approaches taken in more detail, outline the main challenges facing the Member States in assessing the economic value of achieving GES as outlined in the Directive and make recommendations for the theoretically sound and practically useful completion of the required follow-up economic assessments specified in the MSFD.

This paper suggests a new strategy to develop CAD applications taking into account some of the most interesting proposals which have recently appeared in the technology development arena. Programming languages, operating systems, user devices, software architecture, user interfaces and user experience are among the elements which are considered for a new development framework. This strategy considers the organizational and architectural aspects of the CAD application together with the development framework. The architectural and organizational aspects are based on the programmed design concept, which can be implemented by means of a three-level software architecture. These levels are the conceptual level based on a declarative language, the mathematical level based on the geometric formulation of the product model and the visual level based on the polyhedral representation of the model as required by the graphic card. The development framework which has been considered is Windows 8. This operating system offers three development environments, one for web pplications (HTML5 + CSS3 + JavaScript), and other for native applications C/C++) and of course yet another for .NET applications (C#, VB, F#, etc.). The use rinterface and user experience for non-web application is described ith XAML (a well known declarative XML language) and the 3D API for games and design applications is DirectX. Additionally, Windows 8 facilitates the use of hybrid solutions, in which native and managed code can interoperate easily. Some of the most remarkable advantages of this strategy are the possibility of targeting both desktop and touch screen devices with the same development framework, the usage of several programming paradigms to apply the most appropriate language to each domain and the multilevel segmentation of developers and designers to facilitate the implementation of an open network of collaborators.

In maritime transportation, decisions are made in a dynamic setting where many aspects of the future are uncertain. However, most academic literature on maritime transportation considers static and deterministic routing and scheduling problems. This work addresses a gap in the literature on dynamic and stochastic maritime routing and scheduling problems, by focusing on the scheduling of departure times. Five simple strategies for setting departure times are considered, as well as a more advanced strategy which involves solving a mixed integer mathematical programming problem. The latter strategy is significantly better than the other methods, while adding only a small computational effort.

Large marine areas and regional seas present a challenge in terms of management. They are often bordered by numerous maritime jurisdictions; with multi-use and multi-sector environments; involving varying governance arrangements; and generation of sufficient levels of data to best inform decision-makers. Marine management at the regional scale involves a range of mechanisms and approaches to ensure all relevant stakeholders have an opportunity to engage in the process; and these approaches can differ in their legal and regulatory conditions. At present, no such comparable structures exist at the transnational level for the ecosystem-based management of the Celtic Sea. Against this backdrop, a participative process, involving representatives from differing sectors of activity in the Celtic Sea spanning four Member States, was established for the purpose of identifying realistic and meaningful management principles in line with the goals of the Marine Strategy Framework Directive.

An unstructured mesh �nite volume discretisation method for simulating di�usion in anisotropic media in two-dimensional space is discussed. This technique is considered as an extension of the fully implicit hybrid control-volume �nite-element method and it retains the local continuity of the ux at the control volume faces. A least squares function recon- struction technique together with a new ux decomposition strategy is used to obtain an accurate ux approximation at the control volume face, ensuring that the overall accuracy of the spatial discretisation maintains second order. This paper highlights that the new technique coincides with the traditional shape function technique when the correction term is neglected and that it signi�cantly increases the accuracy of the previous linear scheme on coarse meshes when applied to media that exhibit very strong to extreme anisotropy ratios. It is concluded that the method can be used on both regular and irregular meshes, and appears independent of the mesh quality.
